1. Objective:
The grand arrival of internet technology has been responsible for
transforming the traditional practice of tendering. Governments
around the world have felt the urgent need to improve their services
and to deal with all kinds of issues without delay and complications.

We are all aware of the immoral and corrupt practices that take place
at tendering and procurement boards levels. The launch of E -
Procurement and Online Tendering will definitely result in minimizing
corruption at higher levels in the government. It will bring
transparency, easy accessibility to people and also include other
benefits such as conducting business transactions on the internet.

2. Innovativeness and Usefulness:


Online Tendering brings a lot of positive factors in the tendering and
procurement business. It can be accessed any time and from any
place. High level of efficiency, mass reach, easy access to information
and details and more importantly, reducing high tender processing
costs of the public sector in terms of time and money. The
emergence of the Internet has metamorphosed the entire process of
tendering. Bidding for a tender online will provide an added
advantage to both the government and its people by minimizing
corruption while inviting bids for tenders. Time is easily managed and
things can also be handled more efficiently. With the advent of the
online system, tendering procedure has become less time consuming
and inexpensive.
3. Main Features:
• Buyers register and login to their e-tender account. Here they can
post a tender for any particular building product or service they
require.
• The website then emails relevant suppliers about the tender and
asks them if they would like to apply for the tender. If they wish to
apply they are given access to all the tender information and
documentation.
• Suppliers then formulate detailed quotations specific to the buyer’s
requirements and upload them to buyer’s e-tender’s account.
Supplier with smallest quotation amount wins the tender.

4. Application Development Platform:


1) Language:
Java Platform Enterprise Edition is the widely used platform for
server programming. It provides functionality to deploy fault-
tolerant, distributed, multi-tier java software, based largely on
modular components running on the application server.\
2) Programming Model:
Object Oriented System Design allows easy integration of new
modules that can be added progressively.
3) Database Server:
Oracle Database Express Edition is used to develop and deploy
applications with a powerful, proven, industry-leading
infrastructure and then upgrade when necessary without costly and
complex migrations.
