Purpose
The purpose of this document is to specify the RAN KPI definition as well as counters used to
calculate the KPI. The original KPI definition comes from the experiences of commercial
network management and radio network optimization. The KPI definition shall be updated
according to the requirement from customers.

1 Changes in RAN KPI Reference
This describes the changes in RAN KPI Reference.
2 Accessibility
Accessibility is the ability of a user to obtain the requested service from the system. RRC
connection and RAB setup are the main procedures of accessibility. These items can be
calculated per cell and per RNC, and the RNC level KPI is calculated by aggregating all the cell
counters that belong to the RNC.
3 Availability
Availability KPIs mainly indicate the utilization for several kinds of of network resources such
as Radio,bandwith or CPU load.
4 Coverage
Coverage KPIs are uesed for monitoring cell Interference status and Soft Handover Gain in a
RNC or a cluster.
5 Mobility
Mobility KPIs are used to monitoring the successful ratio for several kinds of of handover
features or service mode changing in difference scenarios.
6 Retainability
Retainability is defined as the ability of a user to retain its requested service for the desired
duration once connected. These items can be calculated per cell and per RNC. The RNC level
KPIs can be calculated by aggregating all the cell counters and Iur counters. If RNC switch on
preemption feature, the release due to preemption is statistic into call drop with abnormal release.
7 Service Integrity
Service Integrity KPIs mainly indicated the service capabilities for PS/HSPA throughput on
busy hour in each cell and the service UL Average BLER for evaluating the UL BLER value of
services in each cell.
8 Traffic
Traffic KPIs are used to evaluate the circulated traffic such as CS Equivalent Erlang,PS
Traffic,Mean UE number for several kinds of of services in a RNC or cluster.

2 Accessibility
Accessibility is the ability of a user to obtain the requested service from the system. RRC
connection and RAB setup are the main procedures of accessibility. These items can be
calculated per cell and per RNC, and the RNC level KPI is calculated by aggregating all the cell
counters that belong to the RNC.
This KPI can be used to evaluate the RAB setup success ratio of the VP service in a RNC. This
KPI cannot be used to evaluate the VP call setup success ratio unless the related RRC procedures
of the VP service are successful.
2.15 VP RAB Setup Success Ratio(Cell)
This KPI can be used to evaluate the RAB setup success ratio of the VP service in a cluster. This
KPI cannot be used to evaluate the VP call setup success ratio unless the related RRC procedures
of the VP service are successful.
2.16 CS RAB Setup Success Ratio(RNC)
This KPI can be used to evaluate the RAB setup success ratio of all CS services in a RNC.
2.17 CS RAB Setup Success Ratio(Cell)
This KPI can be used to evaluate the RAB setup success ratio of all CS services in a cluster.
2.18 PS RAB Setup Success Ratio(RNC)
This KPI can be used to evaluate the RAB setup success ratio of all PS services in a RNC.
2.19 PS RAB Setup Success Ratio(Cell)
This KPI can be used to evaluate the RAB setup success ratio of all PS services in one RNC or
a cluster.
2.20 HSDPA RAB Setup Success Ratio
This KPI can be used to evaluate the RAB setup success ratio of the PS service carried by HSDPA
in a RNC or a cluster.
2.21 HSUPA RAB Setup Success Ratio
This KPI can be used to evaluate the RAB setup success ratio of the HSUPA service in a RNC
or a cluster.
2.22 E-FACH RAB Setup Success Ratio
This KPI can be used to evaluate the RAB setup success ratio of the E-FACH service in a RNC
or a cluster.
2.23 CS over HSPA RAB Setup Success Ratio
This KPI can be used to evaluate the RAB setup success ratio of the CS over HSPA service in
a RNC or a cluster.
2.24 PTM Channel Setup Success Ratio
This KPI can be used to evaluate the channel setup success rate of MBMS service in PTM mode.
2.25 PTP Channel Setup Success Ratio

3 Availability
Availability KPIs mainly indicate the utilization for several kinds of of network resources such
as Radio,bandwith or CPU load.
This grouped KPIs can be used to evaluate the ratio of consumption of Iub bandwidth and
configured Iub bandwidth in one NodeB for uplink and downlink at busy hour. The consumption
of interactive and background services cannot keep the full rate all time on the configured Iub
bandwidth.
3.10 Cell Unavailability duration
This KPI can be used to evaluate accumulated unavailability duration of the cell caused by system
fault in a measurement period
3.11 HSDPA Unavailability duration
This KPI can be used to evaluate accumulated the Hsdpa service unavailability duration of the
cell caused by system fault in a measurement period.
3.12 HSUPA Unavailability duration
This KPI can be used to evaluate accumulated the Hsupa service unavailability duration of the
cell caused by system fault in a measurement period.
