AMAZON INSERTION IN 21ST CENTURY

INTRODUÇÃO
A expansão globalizada do capitalismo contem-
porâneo, atribuindo novos significados e valor à
natureza (Becker, 2001) e ampliando em múltiplas
possibilidades a sua utilização, pode ser alvissa-
reira para o desenvolvimento da Amazônia, desta-
cando-se os serviços ambientais. E permite, mes-
mo, pensar no futuro de Manaus como uma cidade
mundial.
Não se trata, contudo, de um processo trivial.
Não só pela dificuldade de atribuir valor à elemen-
tos da natureza mas, sobretudo, de decidir como
valorá-los e valorizá-los.
Como capital natural em que se transformou, a
natureza pode ser apropriada e trabalhada de vá-
rias formas. A Amazônia foi sempre fronteira das
grandes inovações da economia-mundo, e é uma
região acostumada à modernidade, como afirma
Marcio de Souza. Mas não como centro e benefi-
ciária das inovações. Pelo contrário, sempre como

The contemporaneous capitalism globalized ex-
pansion, by attributing new meanings and value to
nature (Becker, 2001) and by broadening its utiliza-
tion in multiple possibilities, may be promising for
the development of Amazon, especially when it has
to do with environmental services. And that does
allow us to think of Manaus future as a worldwide
city.
Nevertheless, that has nothing to do with a trivial
process. Not only due to the difficulty in attributing
value to nature elements but, furthermore, to deci-
de how to valorize and value them.
As a natural capital into what it has become, na-
ture may be appropriate and worked out in various
ways. The Amazon has always been the frontier for
the great innovations in world’s economy, and it is
a region used to modernity, as Marcio de Souza
states. But not as a center or beneficiary of the in-
novations but always as an exported raw materials

uma periferia fornecedora de matérias-primas ex-
portadas sem agregação de valor para mercados
externos que usufruíram dos ganhos com sua ven-
da. Ainda hoje domina na região este capitalismo
atrasado e monopolista do século XIX que queima
florestas para transformá-la em carvão ou pasta-
gens e mantém a exclusão social.
Os serviços ambientais só poderão contribuir
para o desenvolvimento regional se superarem
esse padrão histórico, sendo utilizados num outro
patamar, o do século XXI, que incorpore a mais re-
cente e poderosa inovação da economia-mundo: a
revolução científico-tecnológica na informação e na
microeletrônica, que não se resume a uma nova
técnica, mas é uma nova forma de produção que
afeta todas as relações sociais e de poder (Cas-
tells, 1999).
Só assim a Amazônia poderá passar da con-
dição de periferia a centro de inovações que gere
benefícios sociais para a região e para o país. Ou
seja, constituir uma fronteira da modernidade do
século XXI, para a qual Manaus pode vir a ter um
papel central.
SERVIÇOS AMBIENTAIS E
DESENVOLVIMENTO DA AMAZÔNIA
A partir do pensamento da economia-ambiental
e da ecológica - e do pensamento de ciências so-
ciais, é que se interpreta aqui os serviços ambien-
tais (SA). Entende-se que constituem uma nova
categoria de análise gerada pela complexidade e
aceleração do capitalismo pós-industrial em que
os serviços superam a indústria como motor da ex-
pansão globalizada. É a complexidade de uma pro-
dução diferenciada em nível global que demanda
insumos crescentemente especializados, gerando
uma nova categoria de serviços, os “serviços para
produtores” (SP) que se diferenciam dos demais
pelos mercados que servem: organizações (firmas
e governo) e não consumidores finais.
SP passaram a incluir os SA. Elementos do es-
toque (estrutura) dos ecossistemas são há muito
utilizados diretamente pelo homem e transforma-

supplier periphery without any added value for the
external markets which have profited from its sales.
Up to now this backward and monopolist capitalism
from the 19th century which burns forests to turn
them into charcoal or lawn and maintain social ex-
clusion has ruled the region.
The environmental services will only be able to
contribute to the regional development if they are
able to overcome this historical standard, being
used in one or another level, the 21st century one,
which may incorporate the most recent and power-
ful world economy innovation: the scientific and te-
chnological evolution both in informatics and micro-
electronics, which is not limited to a new technique,
but is a new production form which affects all social
and political power relations (Castells, 1999).
Only then the Amazon will be able to leave the
condition of periphery to become an innovation
center which may generate social benefits for the
region and the country. That is, constitute a frontier
to 21st century modernity, to which Manaus may
play a central role.
ENVIRONMENTAL SERVICES AND
AMAZONIAN DEVELOPMENT
From the environmental economy and ecological
thought – as well as the social science thought, we
are able to interpretate here the environmental ser-
vices (ES). They are understood as constituting a
new category analysis generated by the complexity
and acceleration of the post-industrial capitalism in
which services exceed industry as the driving for-
ce for the globalized expansion. It is the complexity
of a differentiated production in global level which
demands particular growing resources, thus gene-
rating a new category of services, the “services for
producers” (SP) which differ from the others by the
markets they serve: organizations (companies and
the government) and not final consumers.
The SP started including the ES. Stock elements
(structure) of the ecosystems have been used di-
rectly by man and turned into products for a long
time. Today, in the post-industrial capitalism, also

trial, são também as funções dos ecossistemas
– geradas pela interação dos elementos estruturais
– que passam a ser mercantilizadas como insumos
intermediários especializados. Esta proposição tem
respaldo na análise da economia ecológica que
distingue nos ecossistemas o estoque-fluxos (es-
trutura), materialmente transformado no processo
produtivo, e fundo-serviços (funções) que é usado
na produção mas não se torna parte do que é
produzido.
A utilização dos SA no novo modo de produzir
da contemporaneidade exige a análise das possibi-
lidades e limitações que envolvem sua valorização,
na Amazônia alguns aqui apontados.
Que valor atribuir aos SA, a quem deve benefi-
ciar e quem decide
Entre a pressão internacional para transformar
a Amazônia numa grande unidade de conservação
no âmbito global e o desmatamento crescente, a
valorização dos SA emerge como oportunidade ex-
tremamente positiva. Na medida em que as trocas
de carbono previstas pelo Mecanismo de Desen-
volvimento Limpo (MDL) não tiveram expressão na
região, é a Fundação Amazônia Sustentável (FAS),
projeto do estado do Amazonas, que visa introdu-
zir de modo abrangente a valorização dos SA na
região, inserindo-se no mercado internacional do
carbono.
Atenção há, contudo, que prestar aos riscos
desse processo. Primeiro, porque é decidido e im-
pulsionado pelas finanças globalizadas que são as
grandes beneficiárias desse mercado localizado
fora da região e do país, pouco restando de benefí-
cios para as populações regionais. Segundo porque
a globalização das finanças – um dos mais impor-
tantes SP – diferenciou os serviços em dois tipos:
um avançado, calcado na informação e gestão es-
pecializados envolvendo as atividades dinâmicas,
e outro que perde as características de serviços,
comparando-se à comercialização de “commodi-
ties”, sem irrigar outras atividades. Terceiro, porque

the functions of the ecosystems – generated by
the interaction of the structural elements – become
mercantile as intermediate specialized resources.
Such proposition is based on the ecological eco-
nomy analysis which distinguishes in the ecosys-
tems the flow-stocks (structure), materially turned
into the productive process, and fund-services
(functions) which are used in production but do
not become a part of what is produced.
The utilization of the ES in the new contempo-
raneous way of producing demands the analysis
of the possibilities and limitations which involve its
valuing. Here we will point out a few of them for the
Amazon.
What value should be attributed to ES, who is to
benefit and who decides
Amidst the international pressure to turn the
Amazon into a huge worldwide conservation unit
and the growing deforestation, valuing the ES emer-
ges as an extremely positive opportunity. As long as
the carbon exchanges forecasted by the Clean De-
velopment Mechanism (CDM) are not expressive in
the region, it is the Fundação Amazônia Sustentá-
vel (FAS), a project by the Amazonas state, which
aims for introducing in a broad way the valorization
of the ES in the region, thus getting inserted into the
carbon international market.
Nevertheless, special attention should be paid
to the risks of such process. First because it is de-
cided and driven by the globalized funds which are
the great beneficiaries of this market located out of
the region and the country, leaving few benefits for
the regional populations. Second because the fun-
ds globalization – one of the most important SP –
differentiated the services in two types: one of them
is advanced, based on specialized information and
management involving the dynamic activities, and
another one which loses its services characteris-
tics, being compared to the commercialization of
“commodities”, without irrigating other activities.
Third because the Amazon detains all the catego-
ries of environmental services proposed by the Mil-

a Amazônia detém todas as categorias de serviços
ambientais propostos pela Avaliação dos Ecossis-
temas do Milênio e pela FAO, o que lhe atribui valor
e poder incomensurável. A apropriação e mercan-
tilização parcial de elementos dos ecossistemas,
como hoje no carbono, é uma forma de aviltar o
valor do conjunto de serviços prestados e de bara-
tear o preço da “commodity”.
Foco nos agentes, uma solução equivocada
Saskia Sassen em sua obra sobre SP avança-
dos como base para formação de cidades mundiais
ou globais, demonstra que para entender o contro-
le global – o poder – contemporaneamente, é ne-
cessário focalizar a sua produção e não os agentes
como corporações e bancos. Porque, são as exter-
nalidades, as práticas, – a maioria delas externas
a esses agentes – e as redes transfronteiriças que
sustentam o seu domínio.
Estudos econômicos no sudeste do Pará (Assis
Costa, 2007) e no Proambiente (Mattos et al, 2008)
comprovam que os esquemas atuais de compen-
sação centrados nos agentes, em regras distantes
da realidade territorial e na redução da produção
acarretam perdas para a economia local. É neces-
sário, portanto, pensar políticas de contenção do
desmatamento ligadas indissociavelmente a políti-
cas de produção, elevando a capacidade produtiva
em bases tecnológicas que reduzam a emissão de
carbono, e realizando o manejo integrado da pro-
priedade considerando múltiplos serviços que ele-
vam a linha de base do carbono.
O Papel do Estado e das instituições
O processo de globalização reduz a capacidade
de decisão dos estados, mas eles são ainda impor-
tantes. Por outro lado, as demandas sociais e am-
bientais condicionam cada vez mais a competição
econômica em busca de oportunidades de ganho.
A nação brasileira não se contenta mais com miga-
lhas do crescimento econômico. Cabe ao Estado
de Direito gerar instituições para atender a esse
anseio.

attributes to it incommensurable value and power.
The appropriation and partial mercantilization of the
ecosystems elements, as in carbon today, is a way
of depreciating the value of the set of rendered ser-
vices and decreasing the price of the “commodity”.
Focus on the agents, a mistaken solution
Saskia Sassen in his work about advanced SP
as base for the formation of worldwide or global ci-
ties demonstrates that in order to understand the
global control – the power – contemporaneously, it
is necessary to focus on its production and not the
agents such as corporations and banks. Because
it is the externalities, the practices, – most of them
external to these agents – and the over frontier ne-
tworks which sustain its domain.
Economic studies carried out in southwest Pará
state (Assis Costa, 2007) and in the Pro-environ-
ment (Mattos et al, 2008) attest the current com-
pensation schemes centered in the agents, under
rules far from the territorial reality and the produc-
tion reduction bring losses to local economy. So it
is necessary to think of deforestation contention
policies utterly linked to production policies, thus
elevating the productive capability within technolo-
gical bases which may reduce the carbon emission,
besides carrying out the integrated management of
the property, taking into account multiple services
which increase the carbon line base.
The role of the state and the institutions
The globalization process reduces the decision
capability of the states, but they are still important.
On the other hand, both social and environmental
demands condition more and more the economic
competition towards profits opportunities. The Bra-
zilian nation will no longer accept economic growth
crumbs. It is the role of the State of Law to generate
institutions to fulfill such longing.
A concrete example would be to escape from
its limited role for the approval of projects in CDM

mato definido no mercado financeiro internacional
desvinculado das políticas públicas nacionais e
dos contextos territoriais. Ciência e tecnologia com
compromisso social e ambiental tem importante
papel esclarecendo a nação e, assim, fortalecendo
a autonomia do Estado.
O FUTURO DE MANAUS COMO CIDADE
MUNDIAL
Cidades Mundiais são as unidades territoriais
estratégicas que articulam o novo processo eco-
nômico. E são justamente os SP que lhes atribui
vantagens competitivas para torná-las centros de
comando da globalização: financeiros, jurídicos, de
seguro, marketing e etc (Sassen, 1998, 2003).
O que aqui se propõe é planejar o futuro de
Manaus como cidade mundial baseada na orga-
nização de serviços especializados de tipo único,
os SA. Quais as possibilidades para viabilizar essa
proposta?
• Hoje a aglomeração de firmas de servi-
ços especializados para organizações – e
não mais apenas a aglomeração das matri-
zes de firmas industriais e comerciais para
consumidores finais – que alimenta as fun-
ções centrais corporadas. Quanto mais as
matrizes compram de fora suas funções
mais complexas, mais livres são elas para
localizar-se onde queiram. Manaus tem uma
posição estratégica em relação aos servi-
ços especializados e únicos providos pelos
ecossistemas amazônicos sul-america-
nos, vantagens competitivas excepcionais.
• As firmas que promovem um serviço espe-
cializado global envolvem uma rede global
de afiliadas gerando redes transfronteiriças
de cidade a cidade, que constituem embrião
de um sistema urbano transnacional. Esta
não é uma feição completamente nova na
história. Diferente hoje, é a complexidade e
abrangência dessas redes, a extensão em

under a format defined by the international finan-
cial market apart from the national public policies
and the territorial contexts. Science and technology
with social and environmental commitment lead an
important role by making it clear to the nation and
thus, strengthening the State autonomy.
THE FUTURE OF MANAUS AS A
WORLDWIDE CITY
Worldwide Cities are the strategic territorial units
which articulate the new economic process. And it
is the SP which attributes them competitive advan-
tages in order to turn them into globalization com-
mand centers: financial, juridical, insurance, marke-
ting and etc (Sassen, 1998, 2003).
What we now propose is to plan the future of
Manaus as a worldwide city based on the organi-
zation of specialized services of a unique type, the
ES. What are the possibilities to make this proposal
feasible?
• Today, the agglomeration of specialized
services companies for organizations – and
not only the agglomeration of the headquar-
ters of industrial and commercial companies
for final consumers – feeds the central cor-
porate functions. The more the headquar-
ters buy their most complex functions from
outside, the freer they are to be located
wherever they wish. Manaus has got a stra-
tegic position in relation to the specialized
and unique services provided by the sou-
th American Amazonian ecosystems, both
competitive and exceptional advantages.
• The companies which promote a global
specialized service involve a global network
of affiliates, thus generating over frontier ne-
tworks from city to city which constitute the
youngster of a transnational urban system.
This is not a completely new view in history.
Today the complexity and comprehension
of these networks is different, the exten-

que significantes porções de economias são
agora desmaterializadas e digitalizadas e
podem se deslocar em grande velocidade, e
o número de cidades que participam das re-
des operando em várias escalas geográficas.
• A natureza representa imenso potencial de
economia desmaterializada que se desloca
por si em grande velocidade, favorecendo a
posição de Manaus. Mas a cidade não dispõe
da rede de cidades necessárias à viabilização
desse potencial. Vale ainda considerar que as
cidades mundiais atuando em rede, tornam-
se crescentemente desconectadas de suas
interlândias ou mesmo de suas economias
nacionais, o que é indesejável para Manaus,
cuja interlândia é extremamente carente.
• Um novo patamar de informação é crucial
para a expansão dos SP. Mas para maxi-
mizar os benefícios das novas tecnologias
não basta ter a infra-estrutura; a maior parte
do valor agregado que elas podem produzir
para firmas de serviços avançados advém
de externalidades, isto é, de talentos sociais
capazes de interpretar/avaliar/julgar os da-
dos – que são informação estandartizada
relativamente fácil de obter – e produzir um
tipo de informação de ordem mais elevada. A
infra-estrutura técnica para a conectividade
pode ser reproduzida, em principio, em qual-
quer lugar, mas a conectividade social não
pode, necessita de pessoas com talento.
Mais uma vez, a natureza detém informação de
ordem a mais elevada sobre a vida, favorecendo
Manaus. Mas para alcançá-la, a cidade não dispõe
nem da infra-estrutura técnica nem da social na di-
mensão necessária.
CONCLUSÃO
Vale retomar o argumento de Saskia Sassen
contra encarar o sistema global, os SP e as cida-

sion in which meaningful portions of econo-
mies are now dematerialized and digitalized
are able to move in high speed, and the
number of cities which take part in the ne-
tworks operate in several geographic scales.
• Nature represents a huge demateriali-
zed economic potential which moves itself
in high speed to suit the position of Ma-
naus. But the city does not have the ne-
twork of cities necessary for the feasibility
of such potential. It is also meant to consi-
der the worldwide cities working in network
are increasingly disconnected from their
inner lands or even from their national eco-
nomies, what is not desirable for Manaus,
whose inner land is extremely deprived.
• A new level of information is crucial to the
expansion of SP. But in order to maximize
the benefits of the new technologies it is not
enough to have the infrastructure; the grea-
test part of the added value they are able to
produce for advanced services companies
arise from externalities, i.e., from social ta-
lents capable of interpreting/evaluating/jud-
ging the data – which are relatively easy to
obtain standardized information – and produ-
ce a sort of information in a higher level. The
technical infrastructure for the connectivity
may be reproduced, in principle, anywhere,
but the social connectivity cannot, it requires
talented people.
Once more, nature detains high level informa-
tion about life, which suits Manaus. But in order to
reach it, the city has not got neither technical nor
social infrastructure at the necessary dimension.
CONCLUSION
It is important to come up once again with the ar-
gumentation of Saskia Sassen against facing the
global system, the SP and the worldwide cities as

bais. Essas funções não são dadas – precisam
ser produzidas.
Para tanto, há que fazer opções e nelas investir.
A opção pelos SA em contraposição ao mercado de
“commodities” é positiva e inovadora. Mas a opção
pelo mercado de carbono é insuficiente, pelo preço
ínfimo a ele pago, por valorar uma fração mínima
dos SA amazônicos e, sobretudo, porque quase
não gera benefícios para a população regional.
Seria necessário conceber um meio de atribuir
valor ao conjunto de serviços que a natureza pres-
ta para sua finalidade maior, que é a afirmação da
vida no planeta. Tendo em vista que o valor da vida
é transcendental e que o valor da natureza como
sistema articulado é impossível de ser definido no
momento, caberia acrescentar ações à venda do
carbono evitado, associadas a uma produção sus-
tentável: 1) utilizar simultaneamente múltiplos SA,
e não só o carbono; 2) estender ao maior número
possível da população regional o acesso à riqueza
gerada pela mercantilização de seus recursos na-
turais, disseminando plataformas para sua habilita-
ção através de múltiplas estratégias.
Aparelhar Manaus com infovias e pessoas com
talento para criar firmas de serviços avançados que
viabilizam a utilização dos SA providos pela própria
natureza é condição para essas ações, e equipar
cidades regionais para que se insiram na rede co-
mandada por Manaus através da produção social
de SA. Nesse sentindo, a produção de SA pode se
estender à toda a Amazônia.
Floresta e áreas desmatadas não são estan-
ques, das últimas avançando o desflorestamento.
Há que inverter o processo, valorizando as flores-
tas para transformá-las em plataforma de conten-
ção de formas destrutivas de uso da terra.
O Brasil detém o capital natural contemporanea-
mente valorizado, que constitui um poder. É crucial
o papel do Estado para incorporá-lo como capital
fixo, tirando partido do novo milênio ainda perdurar
a estrutura jurídica dos Estados-Nação.

So it is necessary to choose and invest in them.
The choice of the ES against the “commodities”
market is positive and innovative. But the choice of
the carbon market is not sufficient, due to the extre-
mely low price it is paid for valuing a minimum frac-
tion of the Amazonian ES and, above all, because
it generates almost no benefits for the regional po-
pulation.
It would be necessary to conceive a way of at-
tributing value to the set of services nature renders
for its biggest finality, which is the affirmation of life
in the planet. Taking into account the value of life
is transcendental and that nature value as an ar-
ticulated system is impossible to be defined at the
moment, it would be fit to add actions to the sales
of avoided carbon, associated to a sustainable pro-
duction: 1) utilize multiple ES simultaneously, and
not carbon alone; 2) extend the access to the weal-
th generated by the commercialization of its natural
resources to the highest possible number of the re-
gional population, thus disseminating platforms for
its habilitation through multiple strategies.
Equip Manaus with information-ways and talen-
ted people to open advanced services companies
to make the utilization of the ES provided by nature
itself feasible is the condition for these actions, and
to equip the regional cities so they may be inserted
into the network commanded by Manaus through
the social production of ES. In that sense, the pro-
duction of ES may be extended to all Amazon as a
whole.
Forests and deforested areas are not isolated
from the last ones after the deforestation has ad-
vanced. The process has to be inverted, valorizing
the forests to turn them into contention platforms of
land use destructive forms.
Brazil detains the natural capital contempora-
neously valorized, which constitutes a power. The
State role is crucial to incorporate it as fixed capital,
taking advantage of the new millennium so the juri-
dical structure of the Nation-States may last.

Bertha Koiffmann Becker is graduated in Geogra-
phy and History in Universidade do Brasil and PhD
in Geography in Universidade Federal do Rio de
Janeiro. She underwent post-doctor degree in Mas-
sachusetts Institute of Technology - Department
of Urban Studies and Planning. Nowadays she is
emeritus professor in Universidade Federal do Rio
de Janeiro and coordinator of the Territory Manage-
ment Laboratory - LAGET/UFRJ. She is a member
of the Brazilian Academy of Science and Honoris
Causa Doctor by the University of Lyon III.
