Senate Mi\itary Affairs Committee evidmce that Argentina has failed to diminate a single case of suspected German economic penetration. Ac· cording to evidence submitted by Mr. Clayton, the Allies have been unable so far to ~ach some 104 Axis spearbeads in Argentina. And, significant. ly enough, the campaign to eliminate these' spearheads also has not fared so well in either Paraguay or Uruguay, the neighbors of Argentina. Meanwhile, inside Argentina the terror goes on. TIle release of a reported hundred or so political PMSoners, most of them humbJe persons of no great political standing, has been f oHowed by the arrest and Impri50nment of other hundreds-per. haps thousands. In Argentina. pea. pIe say that Peron is following a "system of rotating arrcsts"~until he can build jails enough to hold the entire population. Our fonner Ambassador to Buenos Aires, Spruil1e Braden, was obliged to use a speech before the British Chamber of Commerce as the occa1i0D to remind the Argentine Govern-

Mr, Braden recited some of the COIJ1minucnts undertaken by signatories to that document. The implication was that the Argentines had signt'd with their eyes closed and their fingers crossed. Among the pledges recalled b~' Mr. Braden were: "That war criminals shall be tried and sentenced: that centers of Axis subversive influence throughout the hemisphere shall be eradicated; and that enenn properties, investments and other holdings, beginning with those stolen from their victims, shall be sought out, immobilized and controlled." President Truman has since appointed the militant ambassador tf' Argrntina, Assbtant Secretary of State in Charge of Latin American Affairs. Mr. Braden, who has demonstrated his democratic conviction'. may be expected to liquidate the ambiguities which marked the policy of his predecessor, Nelson D. Rockefcller Jr . The State Department knows that the Germans have a detailed plan , to return to power via steppingstonr, in neutral nations and that the Nazi leaders and industrialists intended to , wage a full-scale economic war, even as Allied troops occupied the German homeland.
