This manual implements AFPD 24-2, Preparation and Movement of Air Force Material. It provides guidance and
procedures for preparing hazardous materials for shipment aboard military aircraft to ensure that such materials are
packaged, marked, labeled, and prepared properly for transportation. This manual includes the shipment of nuclear
materials, except for nuclear weapon major assemblies and nuclear components packaged and shipped per Department of
Energy-Defense Nuclear Agency (DOE-DNA) TP 45-51 and its supplements. It includes labeling requirements,
instructions for transporting passengers with hazardous materials and instructions for notifying the aircraft commander
regarding the hazardous materials that are on the aircraft. It implements Department of Defense (DoD) Regulation
4500.32-R, Military Standard Transportation and Movement Procedures (MILSTAMP) and Department of Transportation
(DOT) Exemptions 7573 and 9232 (DOT-E 7573 and DOT-E 9232) for commercial aircraft under contract to the Air
Mobility Command (AMC). The use of a name of any specific manufacturer, commercial product, commodity or service in
this publication does not imply endorsement by the military services.**Penalties and Disciplinary Action. DoD personnel
who knowingly violate this manual are subject to disciplinary action based on the seriousness of the offense according to the
Uniform Code of Military Justice, the Federal Personnel Manual (FPM) supplement 751, and Agency Code of Penalties
(AFI 36-704, AR CPR S1, NAV CMMI 751.1, MC NCPI 750, and DLAR FPM chapter 751.) Penalties may be civil or
criminal and may include fines or imprisonment. See attachments 1 and 2 for terms, abbreviations, and acronyms used in
this manual.
SUMMARY OF REVISIONS
This is a complete revision incorporating applicable changes to the Department of Transportation (DOT) Title 49 Code of
Federal Regulations (CFR) and the International Civil Aviation Organization (ICAO) Technical Instructions. This
revision converts DOT and Federal or Military specification packaging to Performance Oriented Packaging (POP). Other
major changes include amending table A4.1 to reflect the international hazard classification and communication system and
replacing the DD Form 1387-2, Special Handling Data/Certification, for certifying with a commercial form, Shipper's
Declaration for Dangerous Goods. Holders of AFR 71-4 should retain a copy in order to use specification (non-POP)
packaging for domestic only and Grandfathered shipments (see paragraph 1.6). This manual reorganizes text to comply
with Air Force Manual format and changes many procedures. These changes clarify requirements and further standardize
DoD packaging and shipping with the commercial sector.

COMPATIBILITY
A18.1. Do not load packages containing hazardous materials that might react dangerously with one another or transport in
a position that would allow interaction between the material in the event of leakage. Segregation requirements for
hazardous material on military aircraft are identified in tables A18.1 and A18.2. Table A18.1 details segregation
requirements for all hazardous materials. Table A18.2 specifies compatibility requirements for Class 1.
A18.2. Segregation Requirements for All Hazardous Materials. Table A18.1 indicates the explosives and other
hazardous articles that must not be loaded, transported, or stored together. The absence of any hazard class or a blank space
in the table indicates that no restrictions apply. The letter "X" at an intersection of horizontal and vertical columns
indicates that these articles must not be loaded or stored together. For example, in table A18.1, Class 3 flammable liquids,
must not be loaded, transported, or stored with Class 1.1. The letter "O" at an intersection of horizontal and vertical
columns indicates that these articles must not be loaded, transported, or stored together unless separated by a distance of 2.2
m (88 inches) in all directions. For example, in table A18.1, Class 8 corrosive liquids, must not be loaded, transported, or
stored with Class 4.1 flammable solids unless separated by 2.2 m (88 inches) in all directions. Class 8 corrosive liquids
must not be loaded above Class 4 (flammable solid) material or Class 5 (oxidizing) material. Only the primary hazard class
or division are considered for compatibility, subsidiary-risk hazards are not considered. The "*" at an intersection of
horizontal and vertical columns indicates that segregation among different Class 1 materials is identified in table A18.2.
Be sure to check notes for compatibility.

7. Class 1.1 and 1.2 explosives may not be packed with the following explosives: UN 0333, UN 0334, UN 0335, UN 0336,
and UN 0337.
A18.4. Classification Codes and Compatibility Groups of Explosives. The classification code for an explosive consists
of the class number followed by the compatibility group letter. Compatibility group letters are used to specify the controls
required for transportation and storage and to prevent the additional hazard that might occur if certain types of explosives
are transported or stored together. All explosives entering the Defense Transportation System must be assigned a final or
interim hazard classification according to A3.2.1.2. Compatibility groups and classification codes for the various types of
explosives are identified in tables A18.3 and A18.4. Table A18.3 identifies compatibility groups and classification codes
for substances and articles. Table A18.4 shows the number of potential classification codes within each explosive class.
There are 35 possible classification codes for explosives.

A18.5. Compatibility for Chapter 3. This paragraph prescribes compatibility exceptions for tactical or contingency
operations according to 3.6.1. Normally incompatible hazardous materials may be transported together when separated to
the maximum extent possible. The following restrictions are mandatory:
• Explosives in compatibility groups A, J, K, and L can only be shipped with material in compatibility group S and
Class 9.
• Fissile class III radioactive materials (Class 7) cannot be loaded, transported, or stored on the same aircraft with
any other hazardous material.
• Class 1.1, 1.2, and 1.3 cannot be shipped with Class 2.3 poisonous gas, zone A.
• Class 1.1, 1.2, and 1.3 cannot be shipped with Class 6.1 poisonous liquids, PG I.
• Cyanides or cyanide mixtures (Class 6.1) cannot be loaded, transported, or stored with any corrosive Class 8
material.
