Minutes- March 2, 2011 held at 4137 Woodview Drive- Martha and Houston

Hill

Meeting was convened at 7:08 PM. The following people were present: Don Albertson, Jim Thorpe,
Nick Sardelis, Jeremy Gibbs, Mary Lou Keller, Ryan Jaso and Martha Hill. Dorothy Thomas, who had
informed the board she would be unable to attend, was absent. The first order of business was a
discussion on the yearly bills that have yet to be paid. Twenty some homeowners have yet to pay, and the
Oaks have not yet paid in full. A motion was made and seconded that letters go out promptly and that
liens be places upon properties of homeowners who have not paid their yearly assessments.

Block Party: scheduled to be held on Saturday, April 16th. There is a certain amount of debate about the
use of reserves for a party, but at the same time, the more people in the neighborhood who know each
other, and the more aware we are of each other, the friendlier and safer the neighborhood will be. After
discussion, a motion was made and seconded that $600.00 be made available for a neighborhood party.
There was one dissenting vote, Jeremy Gibbs, who feels that it is inappropriate to spend any reserves on a
party, whatever the effect on the neighborhood. Board members will be contributing funds and beer, the
reserves be used almost exclusively for renting the necessary tables, chairs, etc. No reserve monies will
be used to purchase beer or wine. MaryLou Keller is taking the lead on the party and Dorothy has
volunteered to help her. Martha turned over her records concerning what we have spent on parties in the
past, merchants we have used, mistakes we have made, etc. and there is every reason to believe that a
very good party will take place. MaryLou will be DJ, and Howard Folta's students are available to play at
the party as well. There has also been interest in a talent show. Apparently we have quite a few
musicians on Brackenwood, and we hope to find others from other parts of the neighborhood. If we get
sufficient interest, we may end up using both ends of Brackenwood, and hope that perhaps the Morans
will allow us to use their empty lot again. At the last party, the most popular part for kids was a whiffle
ball game. An organized game with both adults and kids was very well received.

Dave Low has expressed concern, as have other residents about the state of our roads. They were repaved
in 2007, and already show quite a bit of wear. He is interested in getting in an engineering firm to
evaluate what Superior Asphalt used on our roads to make sure that we got what we paid for. We are also
looking up all our bills and contracts to determine what they engaged to supply and how long they said it
would last. To be able to hire an engineering firm, we need an engagement letter from them, specifying
what they will do, how much it will cost, etc. Hiring an engineering firm will entail some expense, but
Dave feels that Superior Asphalt should redo our roads for free since the work that they did has not held
up well. Once he gets a letter of engagement, we can make a decision about how to proceed.

The newsletter- It was well received. Printing it cost $30.17. Martha has volunteered to publish it four
times a year, to correspond to the meetings, etc in the neighborhood which need to be publicized, such as
the proposed budget in November and also the dates of the budget meeting and the annual meeting in
January. The next issue will go out in April, prior to the party, followed by a July issue, then the
November issue? Let me know on this. The letter was designed to be information and a reference, but we
wish to continue to emphasize the ways in which homeowners can help deter crime, as well as keeping
them aware of the wildlife in the area and also the practical information about how to make changes in
your house, get neighbor and ARC approval for changes, etc.

Noise Statutes- The county noise statutes are so vague as to be absolutely useless, and we have had only
one complaint. The board feels that unless there are additional noise complaints, and a workable change
to the covenants is suggested and voted in, there is not anything that we can do. Don mentioned that
when he was on the hospital board, a community member brought the construction of a generator to a halt
with a noise complaint and it was then proven that the noise in question was something else entirely.
Other than speaking to your neighbors, there is very little that can be done.

Flowers- We have been planning to pull out the annuals in the front and replace them with pentas. We
propose to hire Lorraine and Jay to take care of them rather than paying Tropical Landscape to put in
annuals that only look good for a couple of weeks and then die. Some work will be necessary to
determine who is to do what, and figure out who will control the irrigation unit. We need to know if our
rain sensor is operational. Our ultimate aim is to save as much water as possible, and try to have Florida
friendly landscaping that uses as little water as possible while still looking good. Jay is optimistic about
making the change, which will not take place for about a month, but warns that if the soil is contaminated
with nematodes, a lengthy and unsightly process will be necessary to get rid of them. Anyone who wants
any of the flax in the front is welcome to dig it up, but soon or Tropical Landscape will be pulling it out
and discarding it. Since the meeting, Jay has emailed out a picture of lavender pentas so that everyone
will know what it looks like.

Fence- The fence that was discussed over the month was okayed for a six foot height. Fences are a
source of discontent in the neighborhood, and must be dealt with one at a time. Martha's backyard looks
directly into the pool cages of her neighbors in Nottingham, and she has no interest in seeing them, but in
general, the less fences the better the neighborhood looks. Aesthetic concerns are a legitimate legal
reason for preventing a homeowner making any proposed change.

Basketball hoop on Harrowood- After looking at it, we do not propose to make any changes.

Air Potato Vine- Mike Reilly. Jay spoke to Mike and feels that although it is too early to do anything
concerning air potatoes, there are other plants that he can be working on, such as pothos. It is very
important to be proactive about this and prevent invasive species from becoming established in the
preserves.

Garbage cans- although few can be seen while driving down the street, some are visible from neighbors
houses, and there is every reason to keep your garbage in the garage. Jay will send out an email to the
neighbor who was upset about a renters garbage cans and see if any action is necessary. A
comment/request concerning garbage cans should go in the next Park Post.

Welcoming committee- Winnie Miller and Dorothy Thomas have been doing this for years, and it is tricky
because we do not always know when people arrive (particularly renters). We need to develop a wider
committee, with someone on every street, and also develop a package which can be delivered to each new
resident.
Jay FYI- 28 letters concerning mailboxes will be going out shortly.

Don- Spoke to Ed McCrane about emergency preparedness. It would be a good idea for us to come up
with a neighborhood plan, possibly have a neighborhood meeting.
