SCENARIO:
Vehicle parking has been a perennial problem at DLSZ. The classic supply-
demand problem dictates that we should find an optimum way of compromising the
overflowing demand for parking space with the limited availability of parking area.

You are the Director for Administrative Services who is tasked to develop rules
on how to maximize the DLSZ Flagpole Parking Area.
