SUbJect: FW: Katrina cash donations to l)SG FOR ATTACHMENT TO S PAPER
Importance: High
Jim,
Updated spreadsheet to include today's confirmed receipts. Based on larger task force spreadsheets,
I believe that the Australian $ 7.6 M was donated directly to the American Red Cross (State won't
see this donation in our records, and the Indonesian $ 25 K was a private donation ( I can see this in
Dept. records based on collection at post). Both of these items should be removed from the cash
spreadsheet.

Attached are the calculations on which we based the input to the S Paper.
This is the Task Force's best estimate as to pledges with RM figures as to receipts. I am going to attach it to final
of S briefer OOB tomorrow if OK. It has not been sent around.
We have updated the Executive Summary which will go to the usual recipients.
Total number for Sand/or M paper: Cash pledged to US: $758,578,562 (includes Kuwaiti oil)
Oman: 5,000,000
Total: $763,578,562
This info/numbers are from the ExecSummary cleared by regional desks this afternoon.

There has been no public release of who offered what. The Executive Summary of what has been accepted has been
distributed, however, through H to some selectees on the HilI. Others are referred to website which lists all OFFERS of
assistance. We do not want to release a public list until we are sure everything Is In order and in any case, would need an
ExecSec chop.
Kathleen, the Katrina Working Group is updating the matrix and hopes to get a final version ready within a few days.
don't have any documentation to verify offers, but based on a summary that was handed out In the KWG meeting
yesterday, the following are additions to what you have:
Botswana $100,000
Ethiopia $100,000 to the Bush-Clinton Fund
Cameroon $450,000
Ghana $100,000 (note: KWG summary shows $15,000, but I think this Is incorrect)
Guinea $500,000
Rwanda $100,000
Senegal $100,000
Togo $100,000
South Africa $2 million (the details of this offer are still unclear)
Namibia $100,000 worth of canned fish (will be declined)

This is the last one 1 received. It does not, however, reflect donations from South African ($2 min).
Namibia ($lOOK in fish) that we heard about at the UN. Perhaps Katrina task force has sent Bill or Ginny
more recent updates.
You may want to touch base also with our good friend Kelly Tucker, who is the Special Assistant to Amb.
Milloy (?) who runs the eMS Katrina Task Force. .

'Mike, this is Sam Westgate serving on the Katrina task force until 3 p.rn. today. I just got a call from Ato Tsegaye (2nd
Sec) from the Ethiopian Embassy. The GOE is thinking of making a donation to Hurricane relief. The GOE has not
decided yet whether to make the gift through the Department or perhaps directly to the Bush-Clinton Hurricane Relief
NGO. r referred Tsegaye to the following FEMA web site if the GOE decides to go Bush-Cllnton:
<http://www.usafreedomcorps.gov/contenVabout usafclriewsroom/announcements dynamic.asp?ID=1049>. I
asked Tsegaye to let you and the task force know what the GOE decides to do. No specifics were discussed but I
discouraged any in-kind contributions because the Department is no longer accepting them. (We expect Ghana's
offer of cacao beans to be declined and would have logistical problems with coffee beans were offered from GOE.)

correction: Cameroon's assistance (200,0000,000 CFA) has been received by US Embassy and
deposited in US Treasury account. Earlier e-mail from Desk Officer indicates that amount
equates to $500,000 USD (vs. $450,000 USD).
