This letter is to confirm my conversation with you on

August 4th regarding the request of • for accelerated
Section B Housing.
As I have mentioned to you. roy main concern is that the
children be safe. I have police reports on my desk indicating that
as many as l4 children were subjec~ed to forcible acts of child
molestation at[2600 t!grthcoasEJ in Santa Rosa. Some of the children
have individually described belng bound. haVing their heads placed
in the toilet. heads forced under the water in a bathtub. being
gagged. being made to eat feces~ h~vinq needles stuck into them and
beinq stripped and forced to watch sex acts of adults. Acts of oral
copulation and anal penetration with sexual aids were common.
Several of the children were told that their mommies or baby
brothers would be killed. Some were told that their mothers' hearts
would be cut out and that they wou~d be forced to eat it.
The children are experiencing nightmares and bedwetting. Several oc

NATIONAL CRIMINAL JUSTICE TASK FORCE

SEPTEMBER 19-23, 1993 WASHINGTON, DC

Attached is the letterhead and some of the key speakers. Twenty Four
states have officially joined this Task Force to expose the coverup of
crimes against children by a small segment of law enforcement officials in
several child abuse departments and/or agencies designated with the
responsibility to protect children from abusers. Over 300 attended this
conference, including law enforcement, private investigators, chi ld and
adult counselors, and Doctors treating victims of cults, incest, abuse and
ritual abuse. The majority of the victims are females and were traumatized
so severely that most of them have developed multiple personality syndrome
or some form of dissociative disorder as a coping mechanism in order to
survive. Also participating were investigative journalists, child advocacy
and feminist teaders, attorneys, professionals and ~ost importantly many of
the surviving adult victims who have suffered and survived abuse as
children.
Nationwide most child abuse experts in counseling and law enforcement seem
to agree that most ritual abuse involves satanic ritual abuse. The issue
of whether the ritual abusers of children are all satanists or just dress
like satanists, perform satanic rituals and sacrifices to terrorize,
torture and dominate the chi ldren with threats of de.ath to their fami 1ies
and the children is not an important debate. The important issue is the
crimes the children are suffering nationwide and how to punish the
perpetrators, heal the victims, prevent them from also hurting other
children and to reduce the future crimes thus protecting our nations
greatest resource; our children.
We encourage you to contact the National Criminal Justice Task Force's
Executive Director Randy Skinner to verify the documentation exposing this
national epidemic. We urge you to invite him as well as some of tha

Black by Carl Raschke, Ph.D. a professor at the University of

person. What were his parents like? Did they attend church?
