RE: Please take action to exclude Veolia Environmental Services


from the North London Waste Authority waste processing
contract.

I am writing to you to as my local Councillor to urge the North London


Waste authority to remove Veolia from the list of firms invited to tender
for the waste processing contract and indeed for any other contracts due
to its involvement in activities in illegally occupied Palestine.

Under Public Contract Regulations 2006 a contracting authority may


exclude an economic operator from bidding for a contract or may reject
any such bid where it is found that the individual or organisation has
“committed an act of grave misconduct in the course of his business or
profession” (section 23(4)(e)).

The Veolia parent company is Veolia Environment, a French multinational.


Veolia Transport, a subsidiary of Veolia Environment, is a leading partner
in the CityPass consortium and has been involved in building the light rail
tramway system linking West Jerusalem to illegal Jewish settlements in
occupied East Jerusalem. The rail system will cement Israel’s hold on
occupied East Jerusalem and tie the settlements even more firmly into the
State of Israel.

Veolia also supports illegal settlements through the Tovlan landfill site in
the occupied Jordan Valley, taking refuse from settlements, owned and
operated by Veolia through its subsidiary TMM and runs two bus services
109 and 110 operated by its local company Connex. This service links the
settlements to Israel by a road on which until recently West Bank
Palestinians were forbidden to travel.

Numerous UN resolutions and the 2004 advisory opinion of the


International Court of Justice on the wall have confirmed that Israeli
settlements in the Occupied Palestinian Territory and the annexation of
East Jerusalem are illegal under international law. The settlements destroy
Palestinian homes and livelihoods violating Article 49 of the 4th Geneva
Convention.

The United Nations Human Rights Council on 14th April 2010 expressed its
grave concern at “The Israeli decision to establish and operate a tramway
between West Jerusalem and the Israeli settlement of Pisgat Zeev, which
is in clear violation of international law and relevant United Nations
resolutions.”

Through its involvement in these activities, Veolia is facilitating Israel’s


‘grave breaches’ of the Fourth Geneva Convention, and is complicit in its
perpetuation of those breaches. In other words, Veolia is involved in aiding
and abetting on-going war crimes and is profiteering from Israel’s illegal
occupation of Palestine.

I hope that you will support the human rights of the Palestinian people in
this matter - as have Swansea, Cork, Donegal and Dublin Councils the past
year - in requesting North London Waste Authority use their discretion in
removing Veolia from its list of contractors eligible to tender for contracts.
