The cinistry of Tourism & Wildlife is currently working on the plans on how to market our tourism and
wildlife products and related services to the global market as soon as we gain independence. t is our
desire to see that the country is gets positive representation on tourism platform like some of our
neighboring countries which could be a major source of income for the new nation. t is in this regard
that we have identified the need to acquire the services of a professional firm that will work with us on
developing our tourism sector which is dormant at the moment.

The Finest of outh udan Ltd has indicated that they are interested in creating a private-public
partnership with the cinistry of Tourism & Wildlife to move forward with branding and marketing
tourism in the country. The partnership they are seeking with the cinistry will be beneficial to our
tourism sector, in that they intend to bring in donors who can fund the branding and marketing exercise
as well bringing in prospective clients.

n order for them to achieve the intended goal, they will need the cinistry͛s goodwill in the form of
financing the first phase of the project which will be to take a study of the tourism sector and market
research which will form the basis of the whole project.

This cemorandum of Understanding outlines the collaborative working relationship between F ET OF
OUTH UDA LTD, Hai celakia, Juba and the O, c  TRY OF TOUR c & W LDL FE.

  
  
© The term of this agreement is 26TH June, 2011 to 30 June 2013
© hould either/any party wish to terminate the agreement, written notification must be provided
3 months in advance of termination. uch notice will allow appropriate modifications to the
action plan and budget processes.
© hould either/any party wish to vary/amend the agreement, written request must be provided 1
month in advance. For any variation to be enacted, both parties must agree to adopt the
variation/amendment and sign the new agreement.

n committing to this cemorandum of Understanding (coU), F ET OF OUTH UDA LTD, and the
O, c  TRY OF TOUR c & W LDL FE recognise:

© Both parties play a significant role in planning and implementation of tourism and economic
development activities at the local level;
© Both parties have expertise and strong networks with key stakeholders; which should be
exploited honestly.
© Both parties represent the interests of the local community; and the country
© That cinistry of Tourism retains its main role of protecting and conserving wildlife as the acting
as the chief marketer of tourism in and outside the country.
© That Finest of outh udan acts as a marketing consultant acting on behalf of the client(O)
with the sole responsibility of developing and managing tourism enhancing activities locally and
globally in a sustainable manner as well as marketing the country͛s natural assets to the
regional, national and international markets.
© That the cinistry Of Tourism is responsible for representing local tourism businesses, growing
industry professionalism, working in partnership with industry to enhance the visitor experience
and deliver on the promise of external marketing conducted by Finest Of outh udan.

n committing to this coU both parties recognise the following principles:

© That the interests of the nation will be best served by both parties working collaboratively;
© That both parties will freely share information that could potentially be of interest to the other
party, unless it is deemed to be sensitive;
© Representatives of FO LTD and the O/c  TRY OF TOUR c will regularly meet to discuss
issues of mutual interest; and

© That the parties acknowledge that the c  TRY OF TOUR c͛s role is subject to legislative,
budgetary matters and adopted policies.

© The coU aims to promote a strong cooperation between the parties to achieve objectives in
tourism and economic development.
© The parties agree to bring together their respective networks, resources and shared
understanding to deliver upon this coU.
© The parties will work collaboratively to raise the profile and performance of the outh udan
both business and tourism industry by working together in:
3 Providing leadership in the ongoing development of local business and tourism;
3 upporting the continued development of an industry based strategic direction;
3 ncreasing the community awareness of the significance and value of tourism;
3 Providing clear communication to industry with respect to local business and tourism
activities.

The parties to the agreement will seek to work collaboratively to support the Tourism trategic Plan as
envisioned in the country͛s vision plan.

© Work to strengthen relationships with the tate and overnment agencies supporting regional
business and economic development with special interests in tourism;
© n partnership with FO Ltd will investigate funding opportunities for all tourism enhancing
activities;
© Continue to be responsible for the operations of the Juba Visitor nformation Centre;
© hare information and statistical reports in accordance with the principles of this coU;
© nclude updates of F ET OF OUTH UDA activities, where practicable, in cinistry publicity
(eg. website, PRE RELEAE, newsletters);
© ominate an appropriate steering committee representative(s) to inform the FO Ltd Executive
and attend FO meetings as required;
© Continue to identify opportunities to upgrade infrastructure supporting tourism and economic
development, and facilitate its improvement;
© Produce a local map for distribution within the Juba Visitor nformation Centre and available for
Businesses;
© Collate and distribute information on events held within the country;
© mprove distribution of, and access to, tourism data in the Republic of outh udan;
© Continue to provide a staffing resource to achieve the cinistry's Business and Tourism strategic
objectives; and
© Provide information and media/PR stories to FO Ltd staff on a regular basis

© Deliver on objectives of its trategic Business Plan and annual action plan;
© ceet with cinistry steering committee at least twice a month to review the progress of the

© Develop an Annual Report for distribution to stakeholders and O;
© caintain a program of communication with businesses, which the cinistry of Tourism can
contribute to, that ensures members are fully informed of marketing activities and
achievements;
© Provide Tourism business papers and minutes to cinistry appointed representatives or steering
committee in a timely manner;
© caintain board representation on the steering committee;
© Work in cooperation with Hospitality ndustry Associations, cinistry Of Tourism carketing
Department with the view to encouraging increased visitor yield, numbers and length of stay;
© Encourage industry professionalism and engender a service culture;
© upport the development of new tourism product and experiences enhancing the local region͛s
competitive strength;
© Effect communication and industry networks that foster the growth of tourism through a
cooperative, professional regional approach;
© Provide accurate communication about the tourism industry to the broader community and
stakeholders, as delivered through direct contact with cinistry of Tourism;
© To monitor and track the performance of outh udan Tourism brand to ensure that the
execution of the ͞Classic͟ branding is used in the correct manor and that marketing of the
brand is included their business plan;
© FO Ltd Executive to provide information and media/PR stories to travel media industry staff
on a regular basis; and cinistry of Tourism to encourage and grow membership to Local
Tourism Association.

information and reporting of activities of mutual interest.

Both parties will endeavor to settle any dispute through collaboration.

This coU has been entered into in the spirit of cooperation and goodwill. Both parties agree to discuss
and resolve any issues in such a spirit and will use direct negotiation as a method of resolution for any
dispute.

The O/c  TRY OF TOUR c and F ET OF OUTH UDA LTD hereby acknowledge the principles
and objectives of this coU. This coU lapses after 30 June 2013 and may be renewed or renegotiated by
the parties.

The coU represents a spirit of cooperation and a framework for working collaboratively together for
the sake of promoting and marketing tourism. The coU does not represent a legal binding agreement.
