GLOBLIZATION OF HIGHER EDUCATION IN INDIA

“A STUDY OF IMPACTS OF GLOBALIZATION ON


MANAGEMENT EDUCATION IN MADHYA PRADESH INDIA”

In today’s world no country can afford to remain unaware about the latest on
every aspect of development activity including education. There is a
paradigm shift in economy in terms of liberalization globalization and
privatization and current changes in approach to higher education.

It is very essential that every country understand this paradigm shift and
prepare strategic plan to develop appropriate policy and to ensure its
implementation in right direction and in right time by right people to ensure
the availability of skilled human resources for the economy as a whole and
to explore its specific industrial advantages to have sustainable entity in
global economic competitiveness as final outcome and also to foresee
incremental per capita income and increases GDP, and NNP.

It is the time to assess the impacts of globalization on Indian economy as it


has not yielded any spectacular outcomes.

Globalization has a multidimensional impact on the system of education, it


has underlined the need of reforms in the education system with particular
reference to the wider utilization of information technology , giving
productivity and ensuring effective utilization of economic resources of the
economy and development of skilled human resources for the safe economic
future of the economy by giving new dimensions of higher education and by
giving emphasis on its resources and development activities. The
globalization process and treatment to education as a service industry,
global regulations through GATT and WTO accord have forced to provide
significant importance and space to privatization of higher education and
also to ensure that global universities are given entry in the country to
impart specialized higher education and

also regulations to allow corporate sector to enter in the field of specialized


professional higher education in the country. These changes have brought a
faster change in the quality, quantity, and standards of higher education in
the country. It is not a hidden factor that countries like India are likely to turn
in to “an increasingly alternative market for foreign universities and hence
other nations are going to use GATT, and WTO provisions to their
advantages,

The management education in India is not a new concept, rather Indian


Management Graduates have proved themselves more successful decision
makers in their respective global MNC,s but economic potentials laying in
Indian economy forces to look ahead to determination and endurances for
the availability of skilled management graduates in time to come, but the
way and in the manner privatization and globalization of professional higher
education is made privatized and subsequently made globalize may not
serve the purpose of planners who wish to see India as one of the economic
power in near future, there are many discrepancies in the current system of
privatization and globalization, Lack of coordination and control has resulted
in flood of institutions in the field of engineering, Management programme,
B.Ed. Paramedical courses and in some states even Medical education is
victim of money making mentality of the promoters, At the same time graph
of professionally educated unemployed is also increasing with this fact that
still country needs around 100 universities to cater higher education in forth
coming years , this contradictory situation is questioning the policies made
and approaches made to implement them in India and in Madhya Pradesh in
particular ,

Objectives:

(1) To analyze the impacts of globalization on higher education in India and


in Madhya Pradesh.

(2) To study and highlight the economic issues related to equity investment
in higher education, return on investments and role of private participant in
management education in Madhya Pradesh.
(3) To study and analyze the contribution of private management institutes
in uplifting quality and employability of budding managers in Madhya
Pradesh.

(4) To study the problems rose due to privatization and globalization of


management higher education in Madhya Pradesh.

(5) To suggest remedy for the problems

Research Methodology: The research paper is based on a mix of primary


and secondary data analysis supported by various statistical tools to produce
meaningful outcomes from the data

analysis. The Primary data is collected through questioner, and samples are
selected randomly on convenience basis by the researcher.

Unstructured interviews of promoters, Equity stake holders and directors of


private management institutes were conducted to gather required data for
the research

Structured interviews of students studying in various management institutes


and interviews of placed and employed students were the sources of data.

Magazines, Journals, Publications, literature published by the state and


central government were the sources of secondary data.

Findings:- 1 Significant changes have taken place in the environment of


higher education in India and in Madhya Pradesh .

2 quality of higher education has improved significantly in the field of


Management from the point of view of infrastructure, library, quality of
literature, and efforts for employment to graduates from private
management institutions in India and in Madhya Pradesh

3 Privatization and globalization have played an important role in diversity


of higher education and new courses and trainings are offered to young
generation of the country to cope up with global quality expectations.

4 Increased number of private management institutions have created


competition among private institutions and students are benefited with the
opportunities of selecting appropriate institutions of their choices for
management programmes in India and in Madhya Pradesh, but policies of
private participation in higher education specially in professional
qualification programmes needs adequate governance to avoid
inexperienced and unqualified and absolute profit motive entry to maintain
global standards and to create importance of the programmes offered by
Indian private organizations competitive entry qualified management
education requires a rational and significant changes in regulatory devises
in governments to stop mushroom growth of inexperienced promoters of
institutions with the absolute profit motives.

5 Out of total respondents 70 percent respondents are of the opinion that


Entry of global universities in India will offer different courses then traditional
courses being offered by Indian universities and institutions, this will attract
young generation and their parents with this perception that foreign brand
degree may help them in getting better job opportunity and scope of better
employability. It is rationally estimated that entry of global universities will
bring challenges before Indian universities and they may adversely affect
admissions and marketability of other Indian private higher institutions, at
the same time a competitive

situation will motivate Indian institutions to upgrade their academic,


infrastructure, and programme standards to compete with global
organizations.

6 Out of all respondents 79 percent are of the opinion that ordinary Indian
citizens may not be able to afford cost of studies in foreign universities
offering courses in India, hence a large part of the society will have to be
served by domestic quality institutions, but if foreign universities offer
courses strategically and offer courses in competitive prices then seen may
change and the issue of survival of fittest will arise. Paying capacity of
ordinary Indian for higher education has increased significantly and bankers
approaches to wards educational loans have shown optimism for the success
of foreign universities.

7 Globalization of higher education will develop a system of competitiveness


and human recourses developed in the environment will be more productive
and competitive.

8 Privatization of higher education has opened doors for corporate education


institutions in India and few big business schools have come up under the
governance of known corporate groups in India, this trend has upgraded the
standard of management post graduates passing out from them because
they are trained and developed in real life situations hence they are more
competent then other business school products

9 Out of all respondents 89 percent respondents agreed that global


institutions may develop some courses and programme modules and may
offer it to rural youth of India so that they may continue their studies under
distance learning programme and need not to visit urban institutions. It is
estimated that globalization and privatization may bring a revaluation in
higher education in India. In the light of a fact that global satellite
connectivity and net work connectivity will benefit foreign universities to run
country wide different academic and training and researches programmes in
India.

10 Globalization and privatization of higher education has changed the


social welfare concept now the responsibility is shifted on the shoulders of
private sector and exchequer expects that weaker section should also be
taken care by these universities and private institutes at times political
voices for reservation for SC and ST and backward section of society in
private institutes and universities is raised which is objected by the private
sector straightly by saying that they can not compromise with their intake
standards and incapable entries will affect their goodwill and standards and
will also hammer results and placement rates etc.

11 Globalization of higher education has not affected M.P. directely.There


are no proposal of foreign universities in MP, but private universities
are entering in MP, there are four

new proposals under consideration with private university regulatory


commission for the year 2010-2011 .

12 There are significant entries of private sector institutions in the field of


management education in M.P. around 218 management institutes are
offering various courses of MBA programme being affiliated to
different universities. Total seats available are around 16000 plus ,The
mushroom growth of MBA institutions in M.P. has caused devaluation
of the goodwill of MBA programme, and unfair means are adopted by
institutions to attract student for admissions to fill their seats , and
situation has reached to this extent that seats are laying vacant and
direct admissions are allowed diluting entrance examination sprit. This
is a critical position and this can be observed as business aspect of
education where every thing is fair in competition.
