the major portion of this assignment while on leave from position within the Cen
ter for Economics at the U. S. Government Accountability Office (GAO).

Served as a Senior Economist with supervisory responsibilities for wide-ranging
issues in support of Congressional action and oversight. Focus of most assignmen
ts fell into two major areas defined by the transforming events of September 11,
2001.
*Assigned lead responsibility for identifying and planning the economic aspects
of all work evaluating programs within the departments of Defense and Homeland S
ecurity immediately subsequent to 9/11; supported annual reviews of DOD requests
for Operations and Maintenance, Foreign Currency, as well as Military Personnel
budget authority during this period.
*Studied the Defense Department's use of reenlistment bonuses. Determined that t
oo much money was being spent on non-critical job categories, and re-focused pri
orities to target fulfillment on more technical areas that were losing manpower
to the civilian sector. Recommendations subsequently adopted by DOD.
*Played key role in increasing oversight of DOD's Foreign Currency Adjustment Fu
nds that reduced largely unaccountable spending from $2 billion to $500 million
within this category. The increased oversight has saved literally billions of do
llars while still allowing DOD quick access to a significant funding resource.
*Led study comparing pros and cons of Social Security and private investment ret
irement accounts. The study was the most objective investigation of this highly
politicized topic that had been produced by the late 1990's.
*Led studies examining housing markets. Compared the effectiveness of supply-si
de and demand-side programs. Estimated the potential liabilities due to FHA mor
tgage loans.
The Commonwealth Fund, New York, NY, Director of Research

Planned and managed programs centering on gerontology and public health issues;
also supervised and evaluated all completed grant initiatives. The Commonwealth
Fund was the nation's eighth oldest and 40th largest such philanthropic institut
ion at this time. Established the Director of Research position.
*Continued work begun at ICF (see immediately below) that focused on demonstrati
ng productivity of older workers through the "Americans Over 55 Work Program." P
articipating organizations included AARP, General Electric, Days Inns, Traveler'
s Insurance, and B&Q (Great Britain's version of Home Depot). Studied and organi
zed pilot projects aimed at maximizing the participation of older workers. Succe
ssfully presented and justified the Fund's participation in this program to the
Board. Testified before Congress and generated front-page articles in the Wall S
treet Journal, The New York Times and other leading newspapers and journals, as
well as The ABC Evening News.
*Promoted and justified additional new grant initiatives to the Board of Directo
rs with full accountability for results.
*Managed individual grants, including the afore-mentioned "Americans Over 55 Wor
k" program, "Young Black Males" (with Arthur Ashe), "Livable Cities" (comparing
London and New York City), and "Unwed Teenage Mothers" programs.
*Collaborated with Louis Harris organization in conducting wide-ranging, multimi
llion dollar surveys involving major corporations and demographic sectors.

Managed multimillion dollar projects at this for-profit consulting firm under co
ntracts to the departments of Health and Human Services (HHS) and Housing and Ur
ban Development (HUD), as well as the Environmental Protection Agency (EPA).
*Managed the following studies: (1) operations of Fannie Mae and Freddie Mac (HU
D); (2) discrimination in mortgage markets (HUD); (3) child support enforcement
and age discrimination issues (HHS); (4) costs and benefits of chlorofluorocarbo
n (CFC) regulation (EPA).
*Provided the critical evidence backing up the Agency's decision to eliminate CF
C's.
*Led a staff of 35 in meeting or exceeding all profit goals.

Managed the Economic Analysis Group that focused on improving DOD's budgeting pr
ocedures to meet the requirements of the Gramm-Rudman-Hollings Act (1987). Provi
ded the hard figures that disproved the practice of assuming military funding ne
eds would always be 30 percent higher than inflation in the civilian economy, th
us reducing spending by $1.8 trillion in FY '86-87.
