Overview: Authored the proposal, and led a management systems upgrading developm
ent featuring performance metrics for the Transformation Program for Veteran Aff
airs' Construction Facility Management [VA CFM] in Washington, D.C. The goal was
to empower top-tier executives with performance measurements capable of identif
ying efficiency enhancement opportunities within major ($10M+) VA facility desig
n and construction projects. Mandate involved absorbing strategic plan details,
existing business solutions, and a labyrinthine protocol structure in order to g
enerate management streamlining and program cost-reduction results. Accomplishin
g these goals involved integrating construction planning & development inclusive
of system design & implementation in order to deliver a streamlined assessment
system.
Scope: Directed 1 project control scheduler and 1 administrative assistant. Gene
rated and delivered over 30 major performance metric instruments, a high proport
ion of which detailed impact to Fiscal Operating Plans and demonstrated the effi
cacy of new controls (covering facility build & leasing, capital & labor budgeti
ng, IT, and administration) to be implemented in VHA, NCA and VBA [Veterans Heal
th Administration, National Cemetery Association, and Veterans Business Administ
ration] programs.

glades Restoration and Lake Okeechobee Dike Restorations (in continuity with for
mer employer), a dam in Puerto Rico, and a Coastal Navigation system
Scope: Led a team of 10-15 project control specialists (construction schedulers
and IT specialists). Supervised Project Control Specialists employed by MacDonal
d-Bedford, Greenhorne & O'Mara, and ADA. Worked as a team with Parson's project
managers and schedulers.
Subject Matter Expertise: Primavera Certified Scheduler (P2/P3 and P6). Trained
USACE Project Managers and Contractors in Earned Value Management.
Achievement Highlights
* Mentored a client-commendation earning project controls team supporting desig
n, development, scheduling and reporting for the American Recovery and Reinvestm
ent Act (ARRA) initiative.
