PROFESSIONAL EXPERIENCE
Texas Department of State Health Services
DEPUTY REGIONAL DIRECTOR (2005- 2011)
As the Deputy Regional Director for Health Service Region 4/5 North, I develop r
egional budgeting goals and objectives. I then provide leadership in the plannin
g, implementation, supervision ,human resources management and monitoring of all
operational activities of the region. Region 4/5 north includes 35 counties 1.7
million constituents and 200 regional staff. In addition, I serve as a liaison
between the region and Department of State Health Services (DSHS) Central Office
, the Health and Human Services Commission (HHSC) and other federal, state and l
ocal government agencies. I interact and present information to elected state, c
ounty and local officials. I am also responsible for region wide health campaign
s, policy development, managing the budgets for 26 federal and state public heal
th programs, manage the regulatory programs in the region ,interpretation and co
ordination of services with the local health departments in the region, regularl
y negotiate contracts, monitor the use of resources that impact public health, a
nd develop /negotiate management salaries , transfer of positions, travel and bu
dget allocation between the region and the Central Office. Trained in ICS NIMS

* Managed all financial activities for program operations for approximately 26 g
eneral revenue and federal funded Departments.
* Accountable for emergency response activities / expenditures for programs in t
he region.
* Instituted reduction of department expenditures by 10% over a one-year period.

Operations Management:
* Directly managed the funding and installation of generator for DSHS Facilities
to deliver auxiliary power in emergency operations.
* Coordinated functions related to the funding and subsequent purchase of mobile
communication trailer between DSHS and Rusk Co. Commissioners Court

DIRECTOR OF COMMUNITY HEALTH SERVICES (2000- 2005)
Responsible for the budgetary management, direction, supervision, strategic plan
ning, and coordination of a multi-disciplinary staff that make up the State Regi
onal Community Health Team. Duties emphasized program planning, management, and
evaluation of health programs and systems. Worked directly with local health dep
artments, regional programs, and communities to develop health campaigns, then m
onitor and evaluate programs. Provided training and technical assistance for reg
ional staff, local health departments and contractors in community health initia
tives. Planned, organized, and managed the development of both short and long ra
nge goals with adequate budgets, and policies for the Community Health Programs.
Additional responsibility included regional implementation and operation of pub
lic health demonstration projects to increase the capacity for public health inf
rastructure in specific areas.

Accountable for coordinating health services, issues and awareness for special p
opulations in a thirty -five county area with additional emphasis in developing
communities utilizing several community mobilization tools to assess, organize,
distribute and coordinate community activities focused on health related issues.
Outcome to specific interventions varied depending on population and emphasis.
Interventions to change factors in the environment or programs to illuminate spe
cific individual behaviors are utilized in the community approach to understandi
ng health as it relates to our unhealthy lifestyle patterns. After working in co
mmunities part of the process will lend itself to proper evaluation to determine
what interventions were effective.

HEALTH PROGRAM SPECIALIST (1993- 1994)
Enforced regulatory compliance of intermediate care and Long Term care facilitie
s in Region 4/5 N, including adherence to State requirements as well as other Fe
deral HCFA health and safety requirements. Performed compliant investigations, f
acility site surveys that lasted 3-5 days, follow-up surveys and facility monito
ring duties. (Outcome of interventions directly affected the continuance of faci
lity funding). Performed multiple tasks during survey process from interviewing
staff and residents to observing detailed activities that directly affected resi
dents well being.

DIRECTOR OF SOCIAL SERVICES (1990- 1993)
Directed & supervised staffs to adhere to HCFA guidelines for care of residents
residing in the facility. I also was in charge of development training for staff
in accordance with federal and state guidelines for Medicaid / Medicare interme
diate facilities with the assistance of clinical treatment staff (IDT). Develope
d and implemented policies in accordance with HCFA guidelines for the facility.
Served as the point of contact for family members who had complaints about the t
