MINUTES OF THE ANNUAL MEETING OF NEWPORT PARISH COUNCIL HELD ON

MONDAY, 9th MAY 2011, AT RIVERSIDE CENTRE, NEWPORT, ISLE OF WIGHT,
COMMENCED AT 6.45pm.

Councillors Present : Peter Whiteman (Chairman), Mary Craven, Tony Coburn, Debbie
Dixcey, Steven Falla, Terry Goldstone, John Hobart, Richard Hollis,
Julie Jones Evans, Geoff Lumley, Lois Prior, Shirley Smart, John
Ward

Clerk: Mrs Maxine Yule

1. ELECTION OF CHAIRMAN

Cllr Peter Whiteman was nominated and seconded as Chairman of the Parish
Council and was elected unanimously.

RESOLVED
THAT, Cllr Peter Whiteman is duly elected as the Chairman of Newport Parish
Council for the coming year

2. ELECTION OF VICE CHAIRMAN

Cllr Mary Craven was nominated and seconded as Vice-Chairman of the Parish
Council and was elected unanimously.

RESOLVED
THAT, Cllr Mary Craven is duly elected as Vice-Chair of Newport Parish
Council for the coming year

3. APOLOGIES FOR ABSENCE

Apologies for absence were received from Cllr David Whittaker and IW Cllr Roger
Dixcey.

4. REGISTER OF INTERESTS

Members were reminded that any changes must be registered within 28 days.

5. YOUTH REPRESENTATIVES

It was agreed that youth representatives should be actively encouraged. It was

suggested that any representatives should be mentored and have a dedicated slot
on each agenda. An approach would be made to the Newport High Schools and
the IW Youth Council for a representative to start in September to coincide with the
new school term.
RESOLVED:
THAT, youth representatives would be sought from the Newport High
Schools and the IW Youth Council

6. STANDING ORDERS

Standing Orders were reviewed and adopted for 2011 without amendment.
RESOLVED
THAT, Standing Orders are adopted for 2011

7. FINANCIAL REGULATIONS

Financial Regulations were reviewed and adopted for 2011 without amendment.
RESOLVED
THAT, Financial Regulations are adopted for 2011

8. REPRESENTATIVES TO OUTSIDE BODIES

RESOLVED
THAT, representatives to outside bodies are as follows:
IWALC: Cllr John Ward with deputy Cllr Geoff Lumley
Newport Youth Management Board: Cllr Debbie Dixcey
Shopmobility: As a meeting of this group had not taken place in the last year,
this position will be left in abeyance until further communication is received
from the group
Newport Rivers: Cllrs Hobart, Cllr Lois Prior and Cllr Peter Whiteman
Friends of the Bandstand: Cllr Lois Prior and Cllr Peter Whiteman

9. COMMITTEES: PLANNING COMMITTEE

Members of the Planning Committee will be Cllrs Coburn, Craven, Dixcey, Falla,
Goldstone, Prior, Smart and Whiteman.

No other committees were formed.

RESOLVED
THAT, a Planning and Licensing Committee is appointed with the following
membership: Cllrs Coburn, Craven, Dixcey, Falla, Goldstone, Prior, Smart
and Whiteman
