MINUTES OF THE LABOUR NORTH MEETING HELD MAY 25 2011 PRESENT: Ben Clark, Ros Hiini, Barbara Hutchinson,

George Goldsmith, Bruce & Heather Rogan, Paula Gillon, Jason Cox, Robert Gallagher, Gina Giordani, Darien Fenton, Christine Rose, Andrew Beyer, Jeremy Greenbrook-Held, Corrie Haddock, Warwick Massey, Patrick Baron, and Sandy Rippingale from the Australian Labour Party Paula Gillon (PG) opened the meeting and handed the chair to Andrew Beyer (AB). Andrew noted the task to clarify the function and best processes for running Labour North (LN) and the upcoming election campaign. AB welcomed all attendees. APOLOGIES received from Graham Lamont, Frances & Bill Bell, Sid Walker, Mary Lundsey, Viv Goldsmith, Richard Hills, Jo Kim, Rajen Prasad. MATTERS ARISING from previous minutes none not otherwise on the agenda. CORRESPONDENCE none TREASURERS REPORT presented by Patrick: Balance $5,759.32. $750 was disbursed to the 5 electorates to cover Campaign Managers and candidates conference costs. The wine auction earned $2850. + $225 koha, $30 donations totalling $3105. $143.60 was made in the kitchen against $260.67 costs, resulting in a net revenue of $2861.63 $31.33 GST is due for Jan-June. Moved Paula/Jeremy. Carried Patrick agreed to follow up his verbal report with a written circulated update. CAMPAIGN REPORTS: Rodney- campaign launched, postcards distributed through effective networks, doorknocking undertaken, volunteers and donations solicited, good feedback Northcote- Postcards circulated, cottage meetings undertaken, doorknocking training session & AGM planned, van signwritten, volunteers being recruited. East Coast Bays Delivery system well organised, sign waving undertaken, door knocking. Navy issues identified & working with Ian Lees Galloway & local media. North Shore website established, taking part in sign waving. Receiving some negative feedback re: National party selection of Maggie Barry Helensville Campaign planning meeting went well. New campaign manager appointed, billboard sites sorted, doorknocking day in Parakai planned, plus potential post budget meeting, volunteers being sought. STRUCTURE & FOCUS OF LABOUR NORTH- To maximise LP vote and candidates vote across the region. LN to focus on what can be done together to enhance that task. Need to streamline effort in keeping with party/candidate rules which are not personally directed but determined by law. It was suggested that a non-candidate permanent chair be appointed to remove candidates for election effort, with Bob Scott identified. A permanent secretary was also proposed & discussed. There was discussion on the value of LN pooling resources as a coalition of electorates to work together recognising the power in the collective good for relationship building & the unified desire to see LP elected. Working together where appropriate though some things wont work given campaign differences. Noted theres opportunity to work more strategically especially in the urban NS area, as one LEC equivalent, potentially not involving candidates in strategizing. The meeting was reminded of the successes and achievements of the LN collective in fundraising and public meetings The role of the office and MP were clarified, noting these add value to the collective, and to use Parliamentary services for best outcome for LP. Opportunity to audit resources and strengths across the region. The suggestion to limit numbers from LECs to 2 each was proposed but not in keeping with LN purpose, though a consistent attendance was supported to avoid revisiting issues & decisions. LECs as ultimate decision makers in constituencies was noted. A LN plan was discussed to focus on achievable, pragmatic but organic objectives. It was moved that Bob Scott be appointed as permanent chair of LN, at least until the election Ros/Paula Moved that nominations for the chair be closed, moved Bruce/Heather carried

Bob Scott was declared as duly elected. The appointment of a minutes secretary was discussed including the need for clear separation between Ginas role with increasing election year responsibilities as a staff member and her role as an activist/supporter , meaning its inappropriate for her to act as secretary as well. It was moved that Christine be appointed minutes secretary including an action schedule Paula/Bruce Moved that nominations be closed George/Sandy carried Meetings will be held first Monday of each month COMMUNICATIONS a monthly conference call to be co-ordinated by Gina was discussed, involving candidates and campaign managers. USE OF OFFICE It was clarified that an officer or MP is required to be on site for campaigning use as the rules and use of parliamentary services resources is under increasing scrutiny. Any request for office use must go through Darien who can instruct Gina. In campaign period however, the office can generally not be used for campaigning unless it is formally sublet. FUNDRAISING- A suggestion to pool resources for larger fundraising events to maximise effort and gain was discussed. A subcommittee will form, comprising of Paula and others to be determined, and meet as appropriate to discuss options for fundraising including a cash raffle. Options will be costed and compared for presentation and consideration by Labour North. (Paula to action) LN proposes a fundraising subcommittee for the campaign and seeks representation from the participating LECs, to compose a range of comparable fundraising activities for consideraton. Moved Paula/?? carried TE TAI TOKERAU CAMPAIGN - all on hoardings arriving in a day or 2. JGH to co-ordinate West Rodney billboards, GGEast North Shore & East Rodney & liaise with LECs. Leaflets are in production and will be distributed according to Maori roll and etrac. Door knocking is also needed. The election is to be held on 26 June, which will require cars on the road with red ribbons etc, especially in strong Maori areas, with door knocking, the offer of rides to the polling booths, special votes etc. A strong turnout is required for Labour to win. A low turnout is likely so the result may depend on a small number of votes with a hugely positive effect if its successful. All efforts are necessary. ADVERTISING DURING THE GENERAL ELECTION CAMPAIGN- Suburban newspaper banner was determined as a costeffective approach in a 6 edition 10 paper deal across Auckland (excluding Rodney). Cost of $57,000 apportioned across ANRC, Labour Party and LECs. Cost allocation & messages to be determined. PUBLIC MEETING RE COST OF LIVING & POST BUDGET MEETINGS time and dates for meetings with David Cunliffe to be determined appropriate to Davids availability & area. COST OF LIVING DAY OF ACTION - Takapuna market stall booked, assistance roster discussed. Meeting was reminded of need not to use Parliamentary Services resources for campaigning. PHONE CANVASSING proposition discussed briefly with costings and options to be considered at the next meeting. (Jason?) Phone canvassers would need to be arranged. OTHER BUSINESS AB circulated info on street corner meetings for consideration. Sandy Rippingale supported the meeting, its focus & purpose and wished the candidates luck. Meeting closed 8.55
