GREG CHAMPION ENTERTAINS FLOWERDALE

Those Flowerdalians who ventured out on a cold and rainy Saturday night to enjoy a night of entertainment with Greg Champion were not disappointed. The night began with the amazing enthusiasm and vocal talent of the Flowerdale Primary School Choir, under the gentle guidance of choir master Gerry Magennis. A beautiful duet of John Wyatts beautiful Flowerdale song, Where the King Parrot Flows was enjoyed by all. Many football anthems where sang, his famous Childrens songs and some favourite folk/country songs were requested from the crowd. Greg was delighted that many locals knew so many of his tunes, with Jacko, Leila and Jeff all enjoying some old favourites. Photos were taken autographs given and cds signed. A beautiful supper was enjoyed by all, with thanks to Heather and friends. Thanks also to Sarah and Kaitlyn for setting up and being on the door, John Wyatt for sound and song, Ross Davis, MC (and groupie) and the amazing Flowerdale Primary School Choir. To end the night on Thats the Thing about Football which was sang by all was amazing! ThanksGreg.

Changes in flowerdale
As many of you know DHS have departed Flowerdale and the Flowerdale Community Services Hub is now being run in partnership between the Flowerdale Community House and Mitchell Community Health Service. Kristen Hanson will remain in her role as Admin Officer, employed by Mitchell Community Health Service and will be working from Monday to Wednesday, 9am-3pm. Odette Hunter, Flowerdale Community House Co-ordinator, will continue to work the above hours. Kate Lewer, Counsellor, Mitchell Community Health, will be here on Tuesday and Wednesday. Marcus Worrall, Rebuilding Advisor, will remain here on a Tuesday. We warmly welcome Cate Gillies and Sam Tilley, Bushfire Community Support Workers, who you may have see on a Tuesday at the all day morning teas. Cate will be here on a Friday to offer support and assistance with bushfire issues. Pathways will continue to be in Flowerdale by appointment. If you havent been up to the Flowerdale Hall on a Tuesday, come up for a cuppa, meet new members of the community, find out what services are available, what else you would like and whats coming up. Well what can I say another great turn out for Junior Youth Group on the 16th April. Rod and I along with Henry, Vicky and Kerry took 27 youth groupies to Mansfield Zoo and then to the Yaark Pub for dinner. The weather was awesome for us to enjoy the zoo. Thanks to our tour guides and buckets of food for the numerous animals on show. Bubble the monkey proved himself extremely active and caused quite a stir as he leapt at on of groupies and grabbed their hair, according to most of the kids on the excursion this was the highlight of the day. We ate a fantastic BBQ and salad lunch cooked by Rod which was enjoyed by everyone and proved pubs win over takeaway as the Yaark pub got all meals correct, hot and out all together which was an amazing feat with so many orders. For Rod and I we couldnt have thought of a better way to celebrate our wedding anniversary, youth groupie style and had a ball. As leaders of a growing group we are only able to take as many children as we have parent helpers. We operate 1:7 ratio to ensure your children are safe on excursions. There are alot of primary school age children and we would like to be able to accommodate them all. So if you are able to assist us and have a Working with Childrens Check this will mean more volunteers the more we can rotate helpers for excursions more often. It will also provide us to be able to accommodate all the children of the area. Please remember we also run a fortnightly activity between 5-7pm on Saturdays. The youth receive dinner and do various craft and sporting activities. Our monthly sausage sizzle was a hit on the 17th April, thanks to Megan, Mitchell, Tom and Jay for your help on the day. If you able to assist once a month (3rd Sun of the month) running or helping out for this fundraising event to help with costs of running youth group please contact me or Rod. COMMENTS BY JUNIOR YOUTH GROUP CHILDREN MANSFIELD ZOO EXCURSION

Today I went to the zoo. I tried to feed a monkey but it grabbed my hand not the food. One person fell in the monkey cage and got his hair pulled out. Ebony This was really fun but I got attacked by a scary, retarded, messed up and savage monkey. Laine We went to the Mansfield Zoo. I liked when the monkey took the shovel off Ebony. I like the camel who took the shovel of Jay. I didnt like the male homes because they were bunpy that I nearly threw up. Codie There were two funny things that happened on our excursion. 1. The monkey grabbed one persons hair and started pulling it. 2. The female camel was trying to steal the spades when we were feeding her, then the male camel started to do the same thing. Thankyou to Rod, Tanya, Kerry, Vicky and Henry for making it a great day. Emilee Today I went to the zoo. My favourite animal was a Bonnet monkey. Even though I have been to the same zoo before I liked this trip better. The most funniest thing what happened today was when on person feel off the beam and all the monkeys tried to rip his hair off. The worst thing what happened today was I could not find Rose. Rose is a deer that followed me last time I went to the zoo. Bonnie On youth group we went to Mansfield zoo. It was fun. We saw Emus, Kangaroos, Wombats and Monkeys and a funny part is when one person fell and the all the monkeys went and grabbed them and pulled their hair. It was really fun, we had sausages for lunch and we went to the pub for dinner. Molly Today the youth group went to Mansfield Zoo. Mike the Emu and the big bird I really liked feeding and all the other animals. There was a lion, bird, camels, horses and dingoes. Erin

1st Kinglake Scout Group

Scout News In March we had a fishing night on the King Parrot Creek. No fish were caught in fact the novelty of fishing wore off after about half an hour; but the Scouts had a good night mucking about in the water and exploring the creek and the mineral springs. After all thats what Scouts is all about, getting outdoors with your mates and having fun. Coming up on 22nd May our Scouts have the annual four hour mountain bike endurance race at the GWS Anderson Scout Camp in Officer. Venturer News The Venturers have been working on the environment component of their Queen Scout award. Last month they carried out a fauna survey at the Stony Creek Reserve in Kinglake West. The survey included recording three different frog calls, spotlighting and setting up remote sensor cameras which captured photos of wombats. They also observed evidence of Swamp Wallabies and Native Bush Rats. Coming up the Venturers have a weekend trip to NSW where they will be having a splat attack at the EchucaMoama paintball venue. Floating Regatta down the King Parrot Creek Sunday 15th May at 2pm
Bring your kayaks, canoes, foam surfboards, air mattresses or other small floating craft for the inaugural King Parrot Creek Floating Regatta! Well meet at the store at 2pm and go from there. See who can peek at a perch, who can cast their eyes over a cray, or who might be lucky enough to peruse a platypus in our gorgeous local natural habitat. The King Parrot Creek is in fine form at the moment having had lots of water come in through the recent floods. It is easily navigable. Get a fresh perspective on this valley and have a great time to boot. Some locals have been testing the waters recently and the verdict is... its grouse fun and easily achievable! TWO WOLVES

Attitudes & Identity

The attitude and behaviour of significant others in an individuals life can be one of the most important factors in the development and maintenance of a positive self-identity. Two of the key questions towards identity are; Who am I? and How do I belong? Our identity is shaped by our experiences, both positive and negative, which change and develop as we age. Identity for young individuals is often shaped by their stages of development and issues around relationships with friends and others, exploration and experimentation with sexuality and concerns with their body image. These often become very significant for them. Identity can include; Family situation and relationships Religious and political beliefs Relationships with friends and others Gender and sexuality Ability and experiences of achievement Individual learning styles and intellect Physical characteristics and body image Employment, economic and community status Physical and mental health Cultural, religious and community backgrounds Community networks and support Geographical location. Aspects of identity can be innate, given, chosen and/or changed. If an individuals positive sense of identity is threatened by a continual widening of the gap between how they see themselves and how others perceive them, serious mental health issues and implications can develop. Generally the more resilient an individual is, the less impact the widening gap will have on them overall. VBAF appoints Community Advisory Committee for $16 million gift

The Victorian Bushfire Appeal Fund (VBAF) has appointed a Community Advisory Committee (CAC) that will provide the Fund panel, which overseas the management and distribution of donated monies, with valuable advice on medium to long term community projects. The CAC will be made up of seven community members and be chaired by Alan Brown, a former Victorian Coalition leader and Government Minister who, since retiring from State Parliament in 1996, served as Victoria s Agent-General in the United Kingdom and has been involved in a number of charitable community projects. Mr Brown said the Fund had set aside a $16 million gift allocation to assist with medium to long term community recovery and the CAC would provide expert advice and insight to the VBAF panel about the priority needs of the community during this phase of recovery. The recovery process for bushfire-affected communities as a result of the 2009 bushfires is ongoing and in some cases, this process may continue for years to come, Mr Brown said. The VBAF panel decided very soon after the bushfires that it was important to put measures in place to ensure the medium to long term recovery needs of communities were met. Many community projects have been successfully undertaken over the past two years. However, there are still many areas of medium to long term need that will benefit from this VBAF funding. The Community Advisory Committee, which will closely assess community needs from on the ground and up close, will be a great asset to the panel in its aim of ensuring funds go to areas of unmet medium to long term need. The CACs seven community members are: Ange Gordon, former chairperson of the Traralgon South and District Association Community Recovery Committee (CRC) and current vice president Traralgon South and District Association; Bill Gale, current chairperson of the Kinglake Ranges CRC; Tony Thompson, current chairperson of the Marysville and Triangle CRC; Bronwyn South, treasurer of the Strathewen Community Renewal Association, a trustee of the Strathewen Community Renewal Association Bushfire Relief Trust Fund, and president of the Strathewen Landcare Group; Jennifer Wood, member of the Marysville and Triangle CRC and treasurer of the Narbethong Public Hall Committee; Loretta Carroll, member of the Alpine Shire Council's Community Resilience Committee and president of the Mudgegonga and District Landcare Group; and, Malcolm Hackett, chairperson of the Strathewen Community Renewal Association , trustee of the Strathewen Community Renewal Association Bushfire Relief Trust Fund and member of the Strathewen Landcare Group

Plan guides recovery process

Murrindindi Shire Councils adoption of an all encompassing Reform and Recovery Plan will provide the important framework for recovery planning and service delivery as the transition of government services back to Council continues to take shape following the 2009 bushfires. Mayor Peter Beales said the document, which integrated with the Council Plan, would assist with reforming organisational processes and practices and ultimately support the ongoing financial sustainability of Council. The plan sets key milestones for the delivery of infrastructure and services under the $6 million Murrindindi Assistance Package, Cr Beales said. Cr Beales said while the package was fully supported the on-going challenge for the Council would be future financial sustainability. There is no doubt that the Reform and Recovery Plan will be a key document for this Council as it continues to deliver on services and infrastructure needs following the 2009 fires, but we have also made it abundantly clear that the $6 million will not assist Council in meeting the costs of the new infrastructure and facilities being constructed following the fire and which will become Councils over the next 12 months. Council continues to strongly advocate to the State Government for assistance in meeting these obligations. We also need to plan for maintenance, replacement and of course greater community needs into the future. CEO Margaret Abbey said the plan aligned with the key themes of Councils Plan which are defined under Governance, Community, Local Economy, Environment and Sustainability, Planning and land use, Infrastructure and Corporate services. While this is a key planning document, it is only a plan. It is the successful implementation that will ensure lasting benefits to the community. The Reform and Recovery Plan will involve the community, Council, government and the private sector, Ms Abbey said. Cooperation, quality communication, collaborative consultation and a shared commitment will ensure the plan is transformed into actions which enable the recovery and rebuilding of the community. It is essential that appropriate attention be given to the long-term sustainability of Council. More than $220 million has been lost in capital improved value which has significant implications for Councils income generating capacity. Coupled with increased expenses in responding to community needs and anticipated higher costs of maintenance of new parks, improved and larger buildings, and some staffing requirements, the challenges associated with matching income and expenditure will increase and will require careful prioritisation to protect the community from significant rate rises. The impact of these events has also meant that areas for improvement in Council governance and operations which were evident prior to the 2009 bushfires have come into greater focus. That is why this plan is important. Firstly it identifies the overarching goals for the Council and the strategic foundation upon which the plan is based. Secondly, it provides the detailed list of actions which will be undertaken over the next three years. Council will receive a quarterly report on how the plan is tracking.

A big thank you to our volunteers
Supporting others across Murrindindi Shire comes naturally to our strong communities. As National Volunteers Week approaches Mayor Peter Beales has joined Meals on Wheels volunteers to get a first hand taste of the efforts they put in across the shire. Our volunteering network is first class. It has first class people, who provide a first class service, I would like to thank them all for their commitment to supporting others, Cr Beales said. We have so many people willing to give up their time to support a myriad of volunteer organisations all of which contribute to a better way of life. Across our shire we have people who give so generously their time to emergency services, sports, environment conservation, tourism, health care and social support, just to name a few. Council also supports a strong volunteer network through meals on wheels and our planned activities group, we also have a number of volunteer drivers under our transport options program. We have around 80 Meals on Wheels volunteers in Yea, Alexandra and Eildon. This wonderful network of volunteers deliver around 6500 meals a year, and the service continues even if it is public holiday. National Volunteer Week runs from 9- 15 May and to celebrate the occasion a free movie screening of Black Swan will be held at the Alexandra Shire Hall on Wednesday 11 May from 1.30pm. It is a small way to say thank you to all those across our shire who give freely of their time in volunteering roles. I would encourage you to come together, enjoy the movie and afternoon tea as part of this very special time being National Volunteers Week. Council supports next stage of Kinglake Ranges Cultural and Community Facility
A dedicated complex for an integrated arts, education and environment facility is a step closer in the Kinglake Ranges with Murrindindi Shire Council agreeing to take on future responsibility of the proposed building. The Kinglake Ranges Cultural and Community Facility (KRCCF) will be a multi-million dollar complex for which we are seeking funding through the Victorian Bushfire Appeal Fund (VBAF). The project concept will be complemented by new offices and a depot for Parks Victorias Kinglake National Park. The agreement, reached with the support of the Victorian Bushfire Reconstruction and Recovery Authority (VBRRA), will see a $1 million contribution from VBAF over five years for the development and provision of arts and cultural programs and a further $1 million vested from VBAF in trust for maintenance, repairs and refurbishment costs which will allow for the building to operate for the next ten years. With the support of the State Government, Parks Victoria and the Kinglake Ranges Foundation, we believe it has the right partnerships for its future success, Cr Beales said. The funding package will finance the operations of the KRCCF for the next ten years without the need to rely on Council funding. This is a visionary project for our shire, and while we believe that the planning has been put in place to create the right cultural and education programs for its ultimate success, the decision by Council to support the proposal will also give us the ability to look at further options for the operation of the building in the future. We hope to see key community partnerships developed in operating the facility. The ultimate success of the facility will be based on community input and support and we look forward to a range of community groups and organisations making the most of the centre once it has been established. The 10 hectare proposed development site is located on Whittlesea Kinglake Road on land adjacent to the Frank Thompson Reserve. The proposal includes a theatrette, a function space and an exhibition/gallery space and Parks Victoria office and depot. The first steps in the project will be to confirm funding contributions, complete an agreement between Parks Victoria and the Council outlining the overall management of the facility into the future, and to confirm a design process for Council and Parks Victoria sign-off.

Council proposed changes to Governance guidelines

Murrindindi Shire Council is proposing a Local Law to support its governance procedures and meet new requirements of the Local Government Act. The proposed Governance Local Law 3, 2011 will replace the Meeting Procedure and Use of Common Seal Local Law 3. Mayor Peter Beales said the changes would not see significant differences to the way Council conducted its business, rather it would formalise a number of procedures. The proposed Local Law will not depart significantly from the current guidelines as it contains meeting procedures based on long term custom and practice among councils in Victoria. There is in fact little scope and little reason to depart from the existing Local Law other than to make changes to improve the clarity and application of the Local Law, Cr Beales said. The main changes relate to the election of the Mayor and Deputy Mayor and the use of Councils Common Seal. In relation to the election of a Deputy Mayor the proposed changes will formalise the process for appointment to that position. From a Council perspective we believe the Deputy Mayors position is a formal function of Council, however this process will add clarity. The use of the Common Seal needs to undergo small refinement to bring it into line with the Local Government Act. The changes will be internally focused. Cr Beales said the changes would be open for public comment from 5 May and two information sessions would be held at the Alexandra Chambers on Wednesday 11 May from 5.30pm and the Kinglake Rebuilding Advisory Centre on Thursday 12 May starting at 7pm. This is an opportunity for people to have their say on the proposed changes and we encourage feedback, Cr Beales said. The submission period will be open until 2 June 2011.
