SPECIFICATIONS FOR INTEGRATED POWER UNIT ( For Indoor BTS Sites) (EW-01/2010) Integrated Power Unit( IPU) shall

consists of all the components required in passive infrastructure and supplying DC power to Telecom Switching Equipment along with remote monitoring communication module. The objective of this unit is :(a) To provide stabilize AC and DC power to all equipments. (b) To reduce the running of DG set mainly in case of non availability of 1 phase or 2 phase of EB power supply. Main Components of Integrated Power Unit 1. Line Conditioner Unit (LCU) for loads other than power plant working in the range 3 phase 160 V to 480 V (Phase to Phase) 2. AMF (Auto Mains Failure) 3. SMPS for supply DC power to BTS & Battery Bank Charging 4. AC / Free Cooling unit controller 5. Aviation lamp control 6. AC Distribution Unit 7. DC Distribution Unit 8. Fire Alarm System 9. Remote monitoring IMPORTANT NOTE:1. The DG set shall be with 3 phase output. 2. As AMF and AC/ Free cooling controller are forming the part of IPU these items should not be intended with DG set and AC Units respectively 3. Batteries are not forming the part of IPU hence the same should be intended separately 4. The type testing and bulk testing of the IPU shall be done by QA wing of BSNL Structure of IPU Overall typical capacity is of 15 KVA at lowest input Voltage range of the system with LCU & DC rectifiers of suitable capacity. Mechanical 19 CNC Fabricated rack, using (14SWG) CRC Sheet duly powder coated with RAL7035 (Thickness of unit sheet should be minimum 2mm thick CRC sheet & having IP 21 protected indoor type. Total height shall not be more than 2000mm. Tests The SMPS used shall be TSEC approved only The equipment shall ensure IEC 60950 safety standards or any latest International specifications available Compliance / Certificate EMI/RFI Type Test certificate to be submitted. System Controlling & Monitoring High-Speed micro controller, minimum 32 bits true RMS for all voltage & current, all the inputs to the measurement board shall be duly protected against surge as per IEEE-62.41.The controller should work on 12/48V DC supply. The AMF should function at the same input voltage range of Line voltage conditioner. There should be a Manual by pass arrangement for bypassing the LCU and AMF independently Page 1 of 32

System should be Real time, date-programmable & have minimum log of last 10 days with time and date. Unit also should be equipped with RS 485/USB port for PC interface to adjust the critical data and download the alarms. LCU of 7.5 KVA capacity (minimum) for supply of power to all Electrical / Electro mechanical components in the shelters except power plants (to be provided for indoor sites only) Type Micro Controller controlled, true RMS, static line conditioner. (Relay based will not be acceptable) Power Rating As Per Requirement, rated at 100 % capacity for all input range, temp. rise of the device and transformers insulation should be as per class F specs. Rated Input Voltage of LCU :- 3phase, 4 wire160 Volt 480 Volt ( Phase-Phase) AC with UV and OV cutoff and auto recovery (Mandatory) Rated Output Voltage of LCU :- 220 Volt + 5% (Ph-N) Input Frequency range :- 50 + 2 Hz with UF and OF cutoff Output Waveform Distortion :- < 3% Efficiency in the entire input voltage range while applying full load at output :- > 90% Voltage protection levels at LCU :- Input HVD 490 V; LVD 150 V, Auto recovery mandatory Insulation :- >1000 mega ohms Winding :- Only copper wire to be used for the transformer winding In rush current less than 30A As the input range of Power Plant is 90 V to 300 V (P N) hence the output of LCU need not be connected to Power Plant and shall provide supply to loads other than Power Plant. AMF (Auto Mains Failure) Panel for DG Sets AMF is responsible for protected supply AC power to Telecom equipments, installed at BTS site from Mains as well as from DG sets automatically according to site condition like mains availability & its healthiness, battery Voltage & shelter Temperature. AMF System should be able to work as per following logic : The logic for starting & stopping shall be :(i) If the mains fail, or one or more phase of mains is not available. with a option to withhold running of DG set when one or more phases are not available depending upon the trigger from Battery voltage or powerplant In case of availability of only one / two phases, the AMF relay should trigger the DG Set only on receipt of signal from Power Plant. The system should monitor 48V battery of the telecom equipment and temperature inside the shelter. In case the battery voltage is above a settable limit & room temperature is below a preset max room temperature, the engine should not start unless one of the conditions fails.

The arresters shall be rated to discharge 25KA @10/350microsec between phase and neutral and 100KA @ 10/350 micro sec between Neutral and Earth conductor. The arrestors should be approved by BSNL QA Wing. The Potential Free Contact shall be available for failure or removal of this protection from the base unit. The voltage protection level of this coordinated system shall not exceed 1.5KV. (3) Electrical and mechanical inter locking facility should be available between EB & DG contactor in AMF panel Auto / Manual Mode (1) Selection of Auto / Manual Mode operation should be available on the front panel of the IPU. (2) Operation (Start / Stop) of the DG set in manual mode should be available on the IPU. In manual mode, AMF logic will be totally bypassed. However during manual mode, the DG protections will not be bypassed. (3) A change over switch shall also be provided for total bypassing the AMF. DG delays : (1) Three consecutive attempts at DG start 40 secs each. (2) Load on DG delay after DG start & supply healthy 10 secs. (3) Time between Load on DG and Load on EB Mains changeover after EB Mains resumes - 10 secs. DG Battery Charger :(1) The supply to the battery charger should be from the output of LCU.only (2) It is expected that these components shall be installed in a separate box mounted inside the DG canopy. This box will aggregate the DG alarms & also act as interface unit for control signals. Thereby a single multi core cable can interface between this box in DG canopy & the IPU through intelligent interface like RS232 or RS485 in order to reduce the number of such cables. (3) Automatic DG battery charger with boost/trickle charging and with constant current charging facility. Charger is suitable for charging the SMF / Conventional battery up to 150AH (even if the battery is in deep discharge). (4) Monitoring of DG battery Voltage & Battery charging current thorough suitable DC meters.The same can be integrated on the Engine Safety Unit (ESU). Engine Safety Page 3 of 32

unit shall also monitor LLOP, Cylinder Temperature and the DG speed along with three phase voltage of DG set in case of by pass mode.

Rating of MCCBs and Contactors (i) The rating of MCCBs and Contactors shall be derived from KVA requirement and minimum input voltage (ii) The contactors having wide range contactor coils should only be used. The supply to the wide range coils of the contactors should be provided through LCU. Safety Control Trip (i) Low lubricating oil pressure. (ii) High cylinder / water temp. (iii) Lack of fuel. (iv) Alternator Fault (v) Over speed (vi) Fire Alarm SMPS for supply DC power to BTS & Battery Bank Charging The SMPS power plant shall be used as per TEC GR no. GR/ SMP 01/ 05 JAN 2005. i) ii) iii) The ultimate capacity of the power plant with different basic modules shall be as per the table given in Para 2.2.3 of above referred TEC GR. The Electrical requirement of AC input supply, Neutral Phase current efficiency etc. shall be as per Clause 1.2.2.10 of Electrical requirements. In order to reduce the running of the DG set in absence of 1/ 2 Phase, permissible basic single phase modules as per above mentioned TEC GR can be utilized by distributing them evenly on all the 3 phases within the ultimate capacity 200A as per Clause No. 2.2.3 of TEC GR. However the single phase rectifiers should be evenly distributed on all the 3 phases so that the current flows only through the 3 Phase and not to the neutral when three phase supply is available. In case of 1 and 2 phases of supply the output of the rectifier from the available phases should not be more than 1/3 and 2/3 respectively of the ultimate capacity. The specifications of LCU with respect to input range and AMF are also designed accordingly.

AC Controller:AC units should be started / stopped based on sensing of room temperature through a single temperature sensor (having accuracy of 0.5 oC) provided with in the room. The AC controller should start / stop AC units in a systematic manner so that both the AC units are operated based upon the real time temperature as well as running performance of the ACs. The operation of AC units shall be based on room temperature and both the ACs should have settable temperature differential for starting and stopping of the units. In case of power failure, the controller Page 4 of 32

should have sufficient memory so that the original sequencing of running of AC units should be maintained. Programming of AC units shall be based on (i) Equal run hours per day and (ii) if the designated unit is unhealthy, then stop the unhealthy unit and start command shall be passed on to next unit. Unhealthy condition :- Current drawn by individual units. There should be option to program the high and low acceptable levels of current through front panel depending on the site requirement. In case of fault ,the respective AC unit should be switched OFF and taken out of the running sequence. Alarm should be available for the faulty unit. Apart from controlling the operation of AC units , AC controller should also offer protections in terms of overload, initial time delay for starting the compressor, High and low voltage protection. For overload protection, the controller shall make attempt to start the unit thrice, declare it as unhealthy and then switch over to next unit.

Free Cooling Controller IPU should have an arrangement to switch off the AC units and operate a free cooling device based upon ambient condition. ITPU will also to open a damper (not applicable in case of gravity controlled dampers) and release 48 volt DC supply to Free cooling fan (DC operated) after sensing, outdoor Temperature as per given settings. The Free cooling arrangement shall be automatically closed whenever the ambient conditions are not favourable and supply to be extended to the AC units. The sites having no EB Supply (with two DG Sets / one DG Set ) :- For the sites operated purely on DG supply, the logic shall be to run the DG Set for a prefixed time with in the range of 0 to 10 hrs. After every set time of DG run the load of the BTS site need to be shifted to battery bank. BTS load need to be fed through battery till time either shelter temperature exceeds the set threshold or battery bank voltage falls below the set threshold. In case of crossing of any of these thresholds, the IPU to give DG start command to IInd DG set. There should be a separate supervisor module for controlling two DG sets. The control of DG set through single AMF controller is not accepted due to redundancy reasons. Fire alarm and detection system (1) Fire and fault indication LED. (2) Potential free relay out-put. (3) Switching off the complete IPU in case of fire detected by any detectors. Door Open Detection (1) Controller accepts the input from Door sensor of shelter door & a potential free relay contact is available for remote extension. Surge Protection (As approved by BSNL QA Wing ) (a) Coordinated Stage 1 and Stage 2 lightning and surge protection provided at entry point of EB supply to IPU as per TT connections with voltage protection level of Page 5 of 32

DC Distribution:- To equipment load through MCBs and two sets of Battery bank through protection fuses etc as required. Communication :- The equipment will have the following functionalities :(i) Collection of following alarms / Status from the BTS site as per list below :The vendor shall supply and install the sensors along with necessary wires, cables and all the accessories etc., wherever required and without any additional cost to BSNL to capture the following from the BTS sites. The temperature sensor should have accuracy of 0.5 degree, whereas the accuracy of the other sensors should be +/ - 1 % S. Above Parameters should be sent from IPU to TOC as and when there is alarm/ change in status, as and when demanded by the TOC and also on predefined periodic intervals . There will be Provision of at least 6 additional alarms in IPU for future use by BSNL. For these additional 6 alarms, PFCs shall be provided by BSNL. There will be facility for configuring these alarms by BSNL as required by BSNL from time to time. (ii) IPU will have GSM Modem with dual SIM card. The modem will be equipped with Dual SIM card (one of BSNL and other of any other mobile service provider having coverage at that site preferably not sharing infrastructure of the said BTS site with BSNL). Supplier will do site survey and request for SIM cards from BSNL accordingly. Responsibility of providing the SIM cards will be of BSNL. The IPU will have the capability to use NON BSNL SIM card in case of non coverage from BSNL network at the site. (iii) The GSM modem will be used to transmit data and alarms to a central Site at central place in India. The preferred way for data transmission will be through GPRS. In case of GPRS failure, the data will be sent as SMS to the control room. Priority will be of using BSNL network for GPRS / SMS vis a vis non BSNL network. The change over will be automatic. There will be facility for both GPRS and SMS to be used for both way communication i.e. transmission of information from IPU to TOC and vice versa. Supplier will do site survey and request for SIM cards from BSNL accordingly. Responsibility of providing the SIM cards and maintaining its validity will be of BSNL. However the operation of modem shall be independent of SIM number i.e on replacement of SIM card with alternative SIM card there shall be no need to change the settings of the Modem .The operation should be seamless The IPU will have facility to store data for at least 10 days. The GSM modems will not have voice communication facility. (iv) The IPU will transmit following to the central control room of TOC :-

Alarms (normal as well as fault) / status will be intimated to the control room in case of its change in status or any of the alarm condition. The alarm status can also be called by the control room from IPU on demand. The alarm / status will also be transmitted to central control room periodically. The periodicity of normal Data transfer (apart from what is mentioned above) shall be twice in a calendar day. the protocol for communication shall be as per Annexure A and Annexure B .It is clarified that Access control unit is not the part of these specifications hence the same need not to be provided however if the same is available at site then the protocol shall be as defined in the Annexure. (b) DG and diesel report along with expected fuel consumption based on run hours and KWH delivered by DG Set (c) Power uptime / downtime i/c mains / DG / Battery back up (d) No. of hours battery voltage was less than predefined DC voltage value (e) Details of alarms / status (a) site wise (b) alarm wise with date & time stamping (f) Any additional report in the format as required by BSNL from time to time.

Rating of MCCBs and Contactors (i) The rating of MCCBs and Contactors shall be derived from KVA requirement and minimum input voltage (ii) The contactors having wide range contactor coils should only be used with stabilized input supply(with help of stabilizer), alternatively 24V DC operated AC contactors are also allowed to be used with separate arrangement to convert AC to a DC voltage. However the single phase rectifiers should be evenly distributed on all the 3 phases so that the current flows only through the 3 Phase and not to the neutral when three phase supply is available. In case of 1 and 2 phases of supply the output of the rectifier from the available phases should not be more than 1/3 and 2/3 respectively of the ultimate capacity. The specifications of AMF are also designed accordingly.

. The sites having no EB Supply (with two DG Sets / one DG Set ) :- For the sites operated purely on DG supply, the logic shall be to run the DG Set for a prefixed time with in the range of 0 to 10 hrs. After every set time of DG run the load of the BTS site need to be shifted to battery bank. BTS load need to be fed through battery till time either shelter temperature exceeds the set threshold or battery bank voltage falls below the set threshold. In case of crossing of any of these thresholds, the IPU to give DG start command to IInd DG set. There should be a separate supervisor module for controlling two DG sets. The control of DG set through single AMF controller is not accepted due to redundancy reasons. There will be facility for both GPRS and SMS to be used for both way communication i.e. transmission of information from IPU to TOC and vice versa. Supplier will do site survey and request for SIM cards from BSNL accordingly. Responsibility of providing the SIM cards and maintaining its validity will be of BSNL. Here AME Controller is connected to the PC through RS232 port. Figure 2 represents the block diagram of communication between AME Controller and PC through GPRS/GSM network through MIMU. The protocol between AME Controller (Slave) and MIMU or PC (Master) is defined in section 3. MIMU or PC is referred as Master because all communication is initiated by Master. For the same reason AME Controller is referred as Slave.

3.0 Protocol Specification All the communication between Master and Slave will be in ASCII format. All the binary data will be converted to ASCII with each nibble representing one byte. The MIMU device should have following specifications: i) ii) iii) iv) v) vi) The device should have minimum 2 nos. RS-232 ports external to it for communication with AME, Access controller. The microcontroller should be of capability to support 2 nos. RS-232 ports for communication at minimum baud rate of 9600. The MIMU should have tri-band GSM/GPRS modem for remote data transfer to server. The MIMU should have provision of using two SIMs (one of BSNL and the other belonging to a different service provider) for logging data to server through GSM The device should operate from 12V/48V DC. It should have 16x2 alphanumeric LCD display operate up to max 70 deg C without blackout.

In the block diagram MIMU is being referred as Master because all communication between MIMU and peripheral device (AME Controller and Access Control Unit (ACU) is initiated by MIMU only. For the same reason all the peripheral device will be referred as Slave. Page 29 of 32

2. Communication Protocol Master controller communicates with each connected device through RS-232. The MIMU poll all connected devices continuously and capture alarm as well as periodic data from them for transmission through GPRS/SMS mode. a) AME Commands AME controller should be connected to RS232 port 1 of MIMU. MIMU communicates with AME controller through protocol described in AME protocol document. MIMU sends 3 types of commands to AME controller: a) Periodic Data Query As per document, data will be sent to server on regular basis as per defined interval, or in case some faults or alarms occurred. b) Reading Current Settings MIMU should send the data to the server twice a day and also when some changes in setting take place in the device through Computer/Laptop. c) Configuration MIMU should be able to receive configuration SMS from TOC and do the necessary configuration in the AME. It should also acknowledge the TOC for the same through SMS. The format for configuration and acknowledgement is as defined in the AME protocol document.

b) Access Controller Commands Access controller should be connected to RS232 port 2 of MIMU.
