1 Introduction
The Government of India (GOI) has announced the National Urban Sanitation Policy (NUSP) in 2008 to transform all the Indian cities into community driven, totally sanitized, healthy and livable for all citizens especially the urban poor. Towards achievement of the Urban Sanitation Policy Goals, the States are encouraged to come up with their own detailed state-level urban sanitation strategies and City Sanitation Plans (CSP) within a period of two years. It moots the idea of totally sanitized and opendefecation free cities as a target and the setting up of a multi-stakeholder City Sanitation Task Force to achieve this. Environmental considerations, public health implications and reaching the un-served and urban poor are given significant emphasis in the policy. The City Sanitation Plans (CSP) is a key steps towards achieving 100% sanitation. Accordingly, the Government of Madhya Pradesh has launched the Integrated Urban Sanitation Programme (IUSP) in February 2009 in line with the Government of Indias National Urban Sanitation Policy 2008 to achieve the goals of NUSP. Gwalior Municipal Corporation (GMC), which has successfully implemented a number of pro-poor initiatives in poverty pockets of Gwalior with support from UN-Habitat has decided to prepare CSP for the Gwalior city as a first step towards implementation of IUSP and to move forward towards achieving 100 percent sanitation in Gwalior. GMC has engaged CEMDS (Centre for Environmental management and Decision Support) as a consultant for preparing citywide sanitation plan. Subsequently, the consultant has finalized the approach and methodology for the preparation of CSP. And the first step under the process of preparation of CSP is to conduct a planning workshop at city level with all the stakeholders of the city. The prime objective of this workshop is to establish a uniform understanding of aims, objectives, process and outcome of the City Sanitation Plan. The Planning Workshop was conducted at Learning and Training Centre at Bal-Bhavan, Gwalior, on October 28, 2010. The detailed summary of workshop under different heads is enlisted in subsequent sections. CEMDS recognizes the relevance of participatory process and hence would take this workshop on high priority to get feedback from the citizens and other stakeholders.

Mrs. Samiksha Gupta Hon. Mayor, Gwalior Nagar Nigam Proper planning is required to change the sanitation situation in Gwalior. The planning process should not be done hastily and should be deliberated adequately. Awareness generation amongst the public could be a major hurdle in the planning process. She stressed on the need of awareness campaign. Mrs. Khusbu Gupta, Councilor 53, Gwalior Nagar Nigam Implementation of sanitation proposals was always a question. It is required that everybody should work towards making Gwalior a better city in terms of sanitation. Proper Management of Dairy waste is required and needs to be looked upon as a serious issue. The field surveys should cover all neighborhoods involving people. The Mapper and Mobile Application should practically work with view from common man.

Funds can be tapped from donor agencies, international institutions and Government grants. Working staff in the institution should be provided with proper training.

Creating awareness among the people regarding sanitation &related health issues, solid waste disposal is necessary. Awareness is needed to let people know their responsibility and to encourage them for their own welfare and make them participate.
Dr. Anjali Rayjada, Councilor 33, Gwalior Nagar Nigam Gwalior lacks proper system for collection & disposal of solid waste from all the sources Need for door to door garbage collection and the collection and removal of garbage have to be ensured. Garbage should never be disposed in the open. The garbage should be placed in closed bags and handed over to the garbage collectors Such cost effective solutions over sanitation should be suggested by the CSP.
