: 005 Date of issuance : 15 July 2011 Deadline for applications: 13 July 2011 Title of the position: PARC Manager Location: Amara, with frequent travel throughout Missan governorate Starting date: ASAP Full-time position : 40 hours per week Reporting to: Organization Director Summary: [Al-Khair Humanitarian Organization] works for the safeguarding of human rights of the vulnerable and displaced communities in [Missan governorate]. [Al-Khair Humanitarian Organization] is currently seeking to appoint a Manager to operate its Returnee, Integration, Protection and Assistance Center (PARC), a project funded by UNHCR. The project aims at providing legal aid and counselling, monitoring and analyzing the protection environment and living conditions of returnees, IDPs and stateless persons, as well as identify gaps persons of concern to UNHCR face to fully enjoy their rights. Coordination with UNHCR will be ensure throughout the project implementation KEY DUTIES AND RESPONSIBILITIES: The overall responsibility of the PARC Manager will be to: Provide overall supervision of the project activities and be the main contact point for the donor and the field staff Ensure effective project implementation and compliance with the policies and regulations of the donor organization Oversee the execution of project deliverables, lead project planning, budgeting, action plans, monitoring and reporting processes. Project management: Manage, guide and supervise with the PARC team, report on activities and results and recommend course of corrective action with respect to promoting and safeguarding rights, participation, capacity building and partnership; Provide technical oversight to the PARC team to ensure quality project implementation Prepare work plans in consultation with UNHCR that fit within the project requirements and prepare appropriate operational guidelines for PARC staff Analyze protection gaps and trends, highlighting unmet needs and offering suggestions for adapting work plan and policies as necessary Form pertinent policies, advocacy strategies and programming decisions for the project Identify and make suggestions to UNHCR on improvement of data collection techniques to ensure capturing of quantitative and qualitative information Provide assistance to UNHCR in the development and use of advocacy messages and educational materials based on the concerns monitored/reported

Administration, finance and logistics Assist, mentor, and supervise the Finance and Administration Officer in the management of office finance, administration and logistics and ensure adherence to programme, finance, administration and staff policies

Oversee financial and administrative management of the project in compliance with programme and financial arrangements of the donor Oversee the preparation and submission of financial reports and funding requests. Be responsible for the and accountability of the project, Where additional staff are to be contracted, initiate the development of TORs, closely consult Organization manager to finalize the TORs and recruitment process, and work with Finance and Administrative Officer to finalize the contractual arrangements.

Reporting Regularly review data collected by the teams, review data collection methodologies and ensure compliance by mobile teams Submit activity reports, meeting minutes and financial reports on regular basis to the donor Produce district reports and analytical monthly PARC report highlighting key protection issues and analyzing assessed trends-identified from Protection monitoring, PARC monthly activities, and other recorded objective sources to provide direct strategic advice to UNHCR Prepare and submit narrative and financial reports, as per donors requirements Coordination Build referral and coordination mechanism with UNHCR, local authorities, NGOs or relevant stakeholders counterparts for IDPs, returnees, refugees and stateless persons Represent the PARC centre at key coordination and networking meetings Communicate and interact with MoDM, the relevant local authorities, NGOs, UN Agencies and other stakeholders involved in the protection of persons of concern to UNHCR Facilitate monitoring visits by the donor

Capacity building Ensure capacity building, mentoring and evaluation of the PARC staff on the use of materials and databases developed by UNCHR Promote a culture of learning and documentation so that lessons learned and good practices are documented and reported

Perform other duties as required.

QUALIFICATIONS: Education : Advanced University degree in Law, Political Sciences, Social Sciences or any other related field is required Professional experience: o Minimum 4 years of previous relevant job experience o Experience in the development, management and monitoring of NGO projects Skills: o Leadership and delegation skills o Excellent management, communication and organizational skills o Excellent proficiency in MS Office and functional software o Excellent interpersonal and communication skills, including coordination and report writing skills o Excellent organizational skills o Good knowledge of written English is recommended Personal qualities: o Highly motivated, dynamic and energetic with strong personality to manage work pressure

o Proven team player with excellent inter-personal skills.
