Assignment deliverables
Baseline study will focus on 20 pilot SMEs in the State of West Bengal in India ( The definition of SME will be any registered business entity having more than 10 employees and less than 250 employees) Baseline data will include basic information about: 1. The business- sales turnover for the last three years, any other occupation, markets (both domestic and international), details of products, high selling items, pricing and costing at each stage of production, profitability, no of people employed, employment record, peak season, initiatives on product development, any interventions by government or NGOs, bank linkages, any other support received, raw material procurement sources, supply chain actors, 2. Environmental and social standards- the efforts for conserving the environment, the social benefits to the workers, criteria for selecting a worker, payment schedule, working conditions, availability of facilities at the unit, health hazards while producing, water pollution, 3. Household data (including social development issues such as health and education), no of family members, social capital, any health cards/ medical facilities

4. Information of service providers for the business: types of services available in the region, if availed any, experience and suitability, cost, time taken Study will also look at synergies and interdependencies (existing and potential) between SMEs in Bangladesh and India Baseline study will identify some of the key issues facing SME, identify needs and expectations, what are the gaps in services, demand for services

Methodology & Approach of the study

2.1 Research design


The type of research tools to be designed will be longitudinal in which only fixed sample of the population is measured repeatedly on the same variables. It means sampled population in both experimental and control group will be interviewed over regular interval of time. It will help in detecting any changes on income, expenditure, socio-political status, enterprise behavior towards environment etc of the sampled population in regular intervals throughout the project period. The present scope of the work will be to collect the baseline status of the proposed beneficiaries in the project area. 2.2 Sampling frame & Sample size

2.2.1 Selection of SMEs for survey

A population list of SMEs dealing with Jute Diversified Products will be collected through yellow pages or through JDMC in the geographical locations where the project is going to work. From this list, randomly 25 enterprises will be selected for the survey. This group will be called

as the (experimental group). In the 2nd phase of the survey, 10 enterprises not to be included in project implementation will be selected as non beneficiary and will be called as ( control group).
2.2.2 Selection of stakeholders for in-depth interview

a. NGOs working in the field of JDPs b. Various associations involved in Jute, primarily exporters, jute mill owners, traders etc
c. Govt. support institutions for JDPs

d. Research Institutions in the field of JDPs

2.4 Data collection tools


For collecting primary data from various stakeholders a mix of data collection tool will be administered. These tools will be designed in a way to collect quantitative and qualitative data from social, economic and political dimensions of community for interpretation. Following are the data collection tools.
2.4.1 Structured questionnaire

A Structured questionnaire will be designed for survey of the small & medium enterprises. These questionnaires will primarily collect quantitative data of about the business status of the enterprise, environmental concerns of the promoter, household data of the promoter.
2.4.2 Open ended questionnaire

Open ended questionnaires will be prepared for facilitating in-depth interviews with the key stakeholders. Different set of questionnaires will be prepared for different stakeholders.

3 Team composition
