Whether a farmer, a USDA teleworker, or a USDA field worker, anywhere an agricultural worker can stand, they must have ease of access to the information and tools that enable them to effectively do their job. choice. In fact, the numbers of mobile internet users are set to exceed the numbers of desktop internet users within the next 2-3 years. However, the simple transcoding of the desktop web to a generic mobile device is an inadequate solution. It often translates to a loss of context, information, engagement, and ultimately capability. In order for agricultural worker to truly transact business through mobile devices, the right information, in the right context, must be effectively delivered in an engaging experience. And that requires device-specific coding. Unfortunately, with the explosive growth of mobile computing comes the explosive growth of devices, each with its own operating system. This proliferation of devices and form factors has led to a bottleneck in mobile content and application development as USDA application developers are forced to either place a bet on which OS/platform will ultimately prevail as the market leader, or struggle to build and maintain separate mobile platforms. Todays agricultural application managers must be equipped with the tools needed to quickly, and efficiently, evolve mobile sites and applications, and target the appropriate personalized content on a case by case basis rather than force fitting the desktop experience across devices. This seminar will deliver an overview of the challenges faced by those managing programs or developing applications for the mobile agricultural worker. Pain points and application development recommendations will be discussed. Relevant case studies and lessons learned will be explored. In addition, technology that delivers seamless, scalable deployment of applications across a multitude of platforms (desktop, mobile and tablet) will be reviewed. The participants of the seminar will learn how to: Customize and repurpose existing content for optimal display on mobile phones, smartphones, and tablet devices. Automatically adapt web experiences to device types and sync changes between native applications and the web. Internet usage via smart phones and tablets is on a path to overtake the PC in just a few short years. This unprecedented ramp-up time, the likes of which has never been seen before, has blurred the line of how mobile technologies impact both business and personal applications, causing organizations to build and deploy mobile apps quickly and cheaply, without an eye for careful, long-term planning. The result: stranded, disenfranchised mobile apps with limited user interface and backend capabilities that can significantly hurt employee productivity, reputation and user satisfaction. The stranded app scenario compounded with the demand by the workforce for business apps delivered on their personal devices and accessible through an app store model has IT departments scrambling to find clarity out of mobile chaos. Esri and USDA have collaborated for over 30 years and maintained an Enterprise Software Licensing Agreement since 2001. Using the Esri mobile platform, USDA field staff capture, update, and analyze geographic information for rapid decision making. Today, USDA mission areas have deployed thousands of Esri mobile solutions, but a paradigm shift from bulky, disconnected workflows is quickly being replaced with streamlined, smartphone data collection by USDA staff and customers alike. A significant percentage of these workers are out in the field for the entire day or a significant portion of the day. Thousands of times each day, these mobile workers use paper forms to record information and then have to drive to a remote office or their home and manually key collected data into an information system for processing.

In very rural areas, or when the inspection caseload is high, several days may elapse between when data is collected via paper forms and when the data is keyed into USDA information systems. Re-keyed data may inadvertently not be collected or incorrectly transposed. As a result, the USDA is experiencing the same problems other large organizations with large mobile workforces face: High transaction costs, more time being spent in the office rather than in the field, suboptimal productivity, excessive data latency and recurring data quality problems. These problems have a profound impact on the USDA operating budget, operational effectiveness, employee morale, customer satisfaction and public image. Put simply, this issue is impacting USDAs ability to accomplish their mission. Mobility Value Readily available mobility hardware, software and wireless networks can be combined to create a powerful tool for eliminating paper forms and redundant data entry, providing anytime, anywhere access to information, improving the timeliness of business intelligence data and increasing worker productivity. Government agencies and private enterprises have purchased millions of smartphones and tablets in the past 12 months to reap these benefits. As these devices become more powerful and user-friendly, business value will continue to improve. Mobility Challenges While mobility clearly can provide business value, there are challenges that must be addressed as well. What is the most efficient way to provision and distribute hardware and applications for tens of thousands of users? The USDA, like all important government organizations, has many employees, many different types of assets to track and many processes to follow. And as often as their process is understood and managed, it can often change. Sometimes by way of legislation and other times by way of simply discovering better process. But organizations with these issues need a means by which to mobilize their business processes quickly and make changes to those processes as fast as they need to be made. This talk will review the Mobile epiphany technology as means to accomplish these goals and quickly mobilize these workflows out to todays modern mobile devices in a secure and cost effective manner. SYNOPSIS OF ORACLE MOBILITY OVERVIEW Oracle Database Lite is an integrated and complete solution for rapid development and deployment of high-impact, mission critical applications for mobile and lightweight environments. Oracle Database Lite is an addition to Oracle Database for enterprises wanting to increase employee productivity, reduce operation costs, or improve customer satisfaction. It extends the grid environment to mobile and embedded devices, allowing mobile workers to access enterprise data even in the absence of a network connection. Additionally, Oracle Database Lite uses data synchronization to allow these workers to reliably and securely exchange data with a corporate Oracle Database. ORACLE LITE: THE ONLINE EXPERIENCE, OFFLINE While bandwidth has increased, so too has usage. While coverage has spread and networks have grown in size, there are still significant gaps and inconsistencies. Today, bandwidth is still limited and coverage is poor. Whether there is network connectivity or not, an employee should have access to the necessary business data. The enterprise mobile workers of today want an experience identical to the connected experience: continuous access to data that is unconstrained by bandwidth and coverage. Oracle Database Lite provides the experience of continuous access to data unconstrained by bandwidth and coverage. Offline mobile applications developed using Oracle Database Lite allow employees to connect to the network and bring a set of business data from their enterprises central systems down to their mobile device. This data can then be accessed by the application without network access. The employee can choose to re-connect to the network at any time (when it is available) to synchronize data. Through synchronization, the latest enterprise data (e.g. a location of a fire) is transparently brought down to his or her device and changes the employee has made while on the go (e.g. response to a fire) are seamlessly transferred to the central servers. may be, independent of network connection or coverage. They are crucial in helping government agencies streamline field operations, automate data capture processes, improve operation services, and most importantly optimize distributed assets. A Case Study : UNITED STATES COAST GUARD Semper paratus - always ready. From search and rescue missions to homeland security, the men and women of the United States Coast Guard face challenges every day. Having the tools to meet them should not be one of them. The United States Coast Guard had an existing on-shore, enterprise system called Large Unit Financial System (LUFS) which was widely used by procurement and contracting personnel. When the Coast Guard decided it wanted to deploy a mobile version of LUFS (LUFS-to-GO) to its cutter ships, it faced many challenges. First, both the lack of network availability on sea and prohibitive costs of satellite network connectivity required an offline solution that provided all the functionality of the on-shore LUFS system. Second, the data on LUFS-to-GO had to easily synchronize with data on the existing LUFS system. Additionally, Coast Guard personnel familiar with LUFS had to be able to use LUFS to GO. Finally, the system could not require a dedicated Oracle database system administrator. In developing LUFS-to-Go, Global Computer Enterprises (GCE) employed Oracle Database Lite to fulfill these requirements and helped the Coast Guard reap tremendous benefits. Without continuous connectivity, cutter personnel could still perform inventory transactions remotely. Subsequently, no network costs were incurred and the productivity of the cutter personnel increased. When the cutters docked, the onboard data was fully synchronized with the shorebased system, ensuring data accuracy and integrity while significantly reducing the delays of entry into LUFS. The operational costs of the system were further reduced with the consolidation of the four regional LUFS databases. Oracle Database Lite enabled United States Coast Guard personnel to perform financial transactions and maintain important financial data while at sea, anytime, anywhere.
