One resident described last
weeks work session meeting as
one of the most productive in
the past year in regard to the new
township municipal complex pro-
gram. Nothing concrete was
agreed upon, but members of the
township council, task force, and
Ragan Design Group, an architec-
ture firm, have a clear direction
to move forward in regard to a
new complex.
What resulted from the meet-
ing was a dedication to move for-
ward with the first phase of the
project, which would be to ready
schematics for a new township li-
brary and administration build-
ing bordering Washington Av-
enue. The three bodies in the de-
sign and debate over the munici-
pal complex were brought togeth-
er for an update meeting last
Thursday morning.
The two buildings, Ragan said,
would be able to share facilities,
rooms, and IT equipment.
Early designs have the library
facility at just over 24,400 square
feet, Ragan said. Earlier in the
week, John OMeara, a member
of the Moorestown Friends of the
Library, said in a perfect world
that the new facility would have
about 33,000 square feet.
At that size you might as well
just forget about another aspect of
the project, Ragan said. Its a
whole new project.
Administration employees
have told Ragan they need about
13,500 square feet in the new town
hall to be productive.
Ragan gave some rough esti-
mates as to cost as well, reporting
that the new library and town
hall would cost about $10 million
total to construct.
The biggest point of contention
in the meeting was a discussion
over what should be done about
the existing recreation center.
Ragan discussed the possibility of
revamping the current recreation
center at the complex and possi-
bly constructing a $1.2 million ad-
dition to upgrade the facility, in-
stead of completely tearing the
building down and building a
new one from scratch.
If the council wishes to bring
the current building up to code,
Ragan said he would most likely
have to hire additional profes-
sionals to go through the struc-
ture. It would cost between $16,000
and $18,000 and take between two
to three months, he said.

The Moorestown Friends of the Library havent
taken an official stand on whether or not
Moorestown needs a new library structure, but if
it does, it has to be big enough to make it worth-
while.
John OMeara, an officer and recording secre-
tary of the Friends, presented a detailed presenta-
tion to members of the Moorestown Township
Council last week to dispute several recommenda-
tions by a municipal complex task force.
When presenting its finding about a new library
building, OMeara said the task force proposed a
facility with only 24,400 square feet in space. Based
on several national and local reports for the space
needs of new libraries, OMeara said the optimal
square footage for a new township library would
be about 33,000 to 36,000 square feet.
At a minimum, the friends of the library board
said about 26,000 square feet would work, OMeara
revealed.
Moorestown Township boasts an impressive li-
brary collection, OMeara said, which complicates
the process. The library has about 150,000 volumes

Its not every day that the state
gives school districts throughout
New Jersey additional funding,
but when it does, you wont hear
too many complaints from school
leaders.
The Moorestown Township
School District received some un-
expected news last week, as Gov.
Christie announced millions
more in school state aid for the
2012 fiscal year budget.
The Christie administration
announced the allocation plan for
$850 million in new aid author-
ized for New Jersey schools in the
fiscal year 2012 budget.
This includes the initial $250
million increase for all school dis-
tricts, as well as an additional
$450 million for the Abbott dis-
tricts, and an additional $150 mil-
lion for non-Abbott districts.
This year, New Jersey in-
creased state aid to school dis-
tricts by $850 million over last
year, restoring every dollar of the
cuts we were forced to make last
year and increasing aid by an ad-
ditional $30 million. We are keep-
ing faith with our commitment to
New Jerseys children and fami-
lies, spending more money per
pupil on New Jerseys students
than almost any other state in the
country, Christie said. Now is
the time to complement the dol-
lars spent with real education re-
form to bring a focus on student
learning, accountability and re-
sults.
Moorestown Township will re-
portedly receive an increase of
about $618,000 over its 2011-2012
state aid total.
Board of Education President
Don Mishler said there are re-
straints on what the district can
use the funding for and they cant
use the additional monies until
2012-2013.
The funding is going to be qual-
ified as unanticipated revenue,
he said, and might only be used as
school tax relief for Moorestown
taxpayers.
Yes we were surprised that we
got this money. It all came togeth-
er at the very end of their budget
preparation. Its called unantici-
pated revenue, which means you
cant use it for anything in the
current budget year. It can be
used in the next budget, so it
would essentially be property tax
relief in the successive year, he
said.
All the taxpayers in
Moorestown are delighted to get
it. It will help us with the next
budget, the 2012-2013 budget.
The state Department of Edu-
cation will likely release more de-
tails and instructions on how the
district can use its additional
funding.

District gets extra state funds
The Moorestown Business As-
sociation hosted a weekend long
Independence Day celebration
that included the July 4th Parade
and a Storefront Decoration Con-
test in the towns business dis-
trict.
On Saturday, July 2, members
of the Moorestown July 4th Pa-
rade Committee proceeded to
judge this years contest, held in
advance of Mondays July 4th Pa-
rade. Owners of shops, restau-
rants, and businesses located
along the parade route Chester
Ave. from Central Ave. to Main
St., then along Main St. to Church
St. were encouraged to decorate
their facades to add to the excite-
ment leading up to this years
July 4th Parade.
Ive never seen Main Street so
decked out in patriotic colors,
shapes, and things like stream-
ers, stars, banners, bunting, flags,
whatever, noted Dave Schill, Pa-
rade Committee chairman and
current Moorestown Citizen of
the Year. The spirit of our coun-
trys birthday is growing and the
current decorations prove it.
Ultimately, the committee ob-
served 33 businesses participat-
ing in the Storefront Decoration
Contest. The committee sought to
award first-, second-, and third-
place certificates followed by ap-
plicable honorable mentions, and
lastly, a listing of all commercial
establishments, where at the very
least an American flag was dis-
played at the hour of judging. Ul-
timately, two displays so caught
the attention of the judges that
they declared a tie for first place.
The first-, second-, and third-
place winners will be presented
with certificates.
n First place (tie): Debutantes
Consignment Boutique, 101 E.
Main Street. The entire front
porch of the building at the cor-
ner of Main St. and Chester Ave.,
which houses Debutantes and
Moorestown Tailors, played stage
to military and civil service uni-
forms and artifacts. But this was
more than a fashion show.
Each uniform was displayed
with information about the man
or woman who wore it and how
each person served in the name of
freedom.
n First Place (tie): Prudential
Fox and Roach Realtors, 1 W.
Main Street. Store-bought decora-
tions were enhanced by a live ac-
tion display in the front yard of
Prudentials office at the corner
of Main and High Streets. Agents
were dressed to evoke such Amer-
ican icons as Uncle Sam and
Betsy Ross while their kids
hula hooped. Although Pruden-
tial may have had similar decora-
tions to other businesses, the
judges felt their inclusion of mul-
tiple generations was befitting
the enthusiasm we should all
have for our countrys birthday.
n Second Place: Doctors Mor-
rone and Kaye, Orthodontists, 99
W. Main Street. This display could
be characterized by the Best use
of statuary. The Nipper Dog
perched outside the entrance
sported a long white beard and
star spangled top hat, evoking the
image of Uncle Sam, while red
and white lanterns hung in the
tree above his head. The glass en-
closed entranceway of the offices
was decorated as well as the bal-
ance of the frontage of their prop-
erty.
n Third Place: The Pie Lady, 9
E. Main Street, 1. These decora-
tions were as American as apple
pie. Red, white, and blue aprons
with rolling pins were tied to the
railings at the entrance stairs and
enhanced by bunting and bows.
n Honorable mentions: The
judges felt that the following busi-
nesses all made a stand out effort:
Akira Japanese Restaurant, 45 E.
Main Street; La Di Da Boutique,
17 E. Main Street; Main Street In-
vestment Advisors, LLC, 70 E.
Main Street; Showcase Graphics,
LLC, 201 Chester Avenue; Signa-
ture Designs, 5 W. Main Street.

rade Committee would like to

pated in the Storefront Decora-
tion Contest.
I am really impressed, Schill
said. The July 4th Parade hap-
pened because the residents of
Moorestown stepped up and
pitched in.
I am so pleased that the busi-
nesses have participated too. This
isnt really about prizes, its about
celebrating our freedom. And we
had a great celebration on the
Fourth with a well-dressed Main
Street.

The following items can be

A resident from N. Saratoga
Drive reported to police on July
14 at 11:09 p.m. that someone had
been continuously ringing the
door bell and running away.
The victim said it happened on
a number of occasions during the
night. Patrols checked the area
and were unable to locate the sub-
ject.
A resident from Brooks Road
reported to police on July 11 at
3:33 p.m. that someone stole her
sons bicycle while he was at his
friends house.
The incident happened while
her son was at his friends house
on Stanwick Road on July 10.
There are no suspects.
A resident from the
Moorestown Woods Apartments
reported to police on July 14 at
12:21 a.m. that a suspicious male
suspect was looking into the
apartment window.
The suspect was wearing a
black hooded sweatshirt and had
dark hair, the victim reported. Pa-
trols checked the area but could
not locate the suspect.
A resident from the 200 block of
N. Riding Dr. reported to police on
July 10 at 12:17 a.m. that a male
suspect with no shirt was bang-
ing on the rear window.
Patrols responded and located
the subject in the middle of the
street, intoxicated and acting dis-
orderly. The subject was arrested
and charged with disorderly con-
duct and resisting arrest.
A resident from Bramley Road
reported to police on July 10 at
12:38 p.m. that sometime
overnight their mailbox was dam-
aged.
There are no suspects in the
case.
A resident from the 300 block of
E. Third St. reported to police on
July 10 at 10:35 p.m. that a black
vehicle was stopped in the area.

space. The town should not be
downsizing by taking a portion of
a 30-year collection and throwing
it out. It represents a trust from
the past and represents 30 years
of the towns history, OMeara
said.
The current structure, which
was built in 1974, is not architec-
turally correct and needs a num-
ber of improvements to provide
the type of library that the town-
ship deserves, OMeara said.
In the long run, a new 24,400-
square-foot library would not
serve the township very well,
OMeara said.
Our position is that the build-
ing should be an ample size and
layout that when were funding
programs the programs will be
successful. You have to have the
facility to support them, he said.
OMeara also urged residents
to join the Moorestown Friends of
the Library if they wish to get in-
volved with the issue. Application

Nice to see residents
brought together
As a member of the
Moorestown Library Board of
Trustees, I was delighted to par-
ticipate in the townships Fourth
of July parade recently. I was
glad to see Moorestown resi-
dents brought together to cele-
brate our history and heritage.
However, my joy was dimin-
ished somewhat when I learned
that, contrary to the standard
procedure in past parades and
community events, our elected
representatives were dis-invited
to participate. Im referring to
the fact that not only our town
council, but also Senator Diane
Allen and Representative Jon
Runyan, were told they could not
march in the parade.
I consider this disrespectful to
our elected representatives, an
embarrassment to our commu-
nity, and at the very least, a
mixed message from the parade
organizer, David Schill. Appar-
ently, regardless of his intent, he
has failed to learn the lessons of
history that Independence Day
celebrates: our commitment to
the rights and liberties due to
every human being and our re-
spect for those officials we elect
to protect and preserve those
rights.
Hopefully, if future parades
are planned to celebrate this hol-
iday, the planners will include
the governing bodies that con-
tribute to preserving the liber-
ties that make this day worth cel-
ebrating.

Does biking affect
ones common sense?
I am convinced now that phys-
ical exercise reduces ones ability
to think rationally or exhibit
common sense.
Im riding down Bortons
Landing as I pass a bicyclist rid-
ing on the shoulder thats about
a foot and a half wide while
there is bike path two feet away.
Just around the corner on West-
field Road, a heavy traffic higher
speed road, I see the same thing.
A bicycle on the narrow shoul-
der while a new large bike path
is right across the street.
In town groups of women
walking or jogging in the middle
of the street as if no vehicles
were permitted. Many joggers
running in the street only inches
away from a sidewalk.
And then there is the group
that runs on Bridgeboro Road at
a quarter to six in the morning
(even during the seasons its
dark at that time). There can be
as many as six or seven that run
two and three abreast, filling the
shoulder completely and into
part of the traffic lane. When
they turn three abreast at
Chester Street the danger is ten
fold. There is a sidewalk two feet
away or the notion of running
single file to leave a safety zone
is nowhere in their head.
Why do these people want to
bet their life that every driver
that passes them is paying atten-
tion or doesnt get distracted for
a second. A two foot move to the
right and someone is dead or in-
jured. Challenging 3,000 plus
pounds of moving metal is not a
clever thing to do. Ive spoken to
the police at least four times
about the runners on Bridgeboro
but to no avail. I guess someone
will have to be killed or severely
injured before something is
done. Then we will all go boohoo
what can we do. Lets start with
the potential victims. Please
clear your heads and use some
common sense and a little cour-
tesy.

library float in the township
Fourth of July Parade. When
Alex heard we were in need of a
trailer, truck, and driver, he im-
mediately volunteered to come
to our aid. Rob Healey was a
pleasure to work with and was
the perfect complement as driver
for our float. I am pleased to see
such community spirit still
thriving in our community.
Everyone pulled together to cre-
ate a great parade for the citi-
zens of Moorestown. Once

Still losing
But its still time to celebrate?
T
his must be an example of the new normal when it
comes to casinos in New Jersey.
Atlantic City casinos saw their revenues fall 3.7 percent in
June. The news was hailed by
some as a victory of sorts for
the industry since that was the
best showing since February,
when they saw revenue drop 1.4
percent.
Lets use gambling parlance
to translate: Hey, my slot ma-
chine stopped only one spot away from the jackpot! Or, That
horse I bet on to win came in a strong second!
You lose.
The casinos have been bleeding money. They still are bleed-
ing money. Only not as much. But it still stinks.
When it comes to the gambling race, New Jersey is way be-
hind, despite being given a huge head start. No sports betting.
Marketing efforts from the state/Atlantic City/the

Nobody saw a threat from casinos popping up in neighboring
states: Dont worry about them. Those busloads of people
dont mind the extra two-hour drive. We have an ocean.
AC isnt dead, but it wont survive without dramatic changes:
a push to get sports gambling (which the state is trying to do,
but most likely wont succeed); coordinated marketing efforts;
cheaper food and hotels; and a general, overall effort to make
the place a destination point.
Vegas is Vegas for all of those reasons, and probably a few
more. And while that city has its problems housing bubble-
burst being No. 1 people still fly from all over the country to
visit, bypassing their local gambling joints to visit.
Until AC casinos get their act together, no one should be par-
tying on the boardwalk because the bad news isnt as bad.

Apparently there is no hair
shortage in Moorestown Town-
ship. Emily Lubin, a local advo-
cate for the Wigs for Kids non-
profit group, has accepted and do-
nated three more ponytails to the
national organization.
Lubin collects ponytails from
local residents to donate to Wigs
for Kids. The national organiza-
tion creates wigs out of donated
human hair for children and
teenagers who lose their hair due
to chemotherapy. To this date,
Lubin has collected more than 300
ponytails from local girls and has
donated several of her own.
Alex Battaglia, a senior at
Moorestown High School, Kira
Goldstein, a sixth-grader at the
Moorestown Upper Elementary
School, and Andrea Fong, a sev-
enth-grader at the William Allen
Middle School, all donated pony-
tails this past month to Lubin.
Lubin has already sent thank
you notes to the donors as well as
their certificates and the pony-
tails are being mailed this week.

The resident reported that a male
suspect exited the vehicle and
began to videotape some of the
houses.
The vehicle then drove away.
Patrols checked the area and
were unable to locate the vehicle.

scribed the suspicious person as a

dress and a white hat.

Moorestown Mall. There are sev-
eral misstatements in the letter.
The liquor referendum was
voted down by an overwhelming
majority after the liquor propo-
nents placed the referendum on
the ballot at the last minute. The
opposition were the ones that had
difficulty getting the message out.
The $4 million they refer to in
the letter as immediate income
represents the one-time sale of
several licenses at top market
value. If a license went for $1 mil-
lion, it would only save the aver-
age household about $65 for that
year only.
Liquor sales cannot be limited
only to the mall. But if they
could, as the mall stipulates, the
mall would be the only bidder on
the liquor licenses. Since they
often appeal their real estate
taxes, it is unlikely they would
pay the towns asking price for a
license.
Future income is only derived
from license renewal fees, which
are about $2,500 per license (not
$500,000). The town does not get a
cut of the sales.
Surrounding towns with malls
that offer liquor sales, such as
Cherry Hill, actually have higher
taxes for the same sized house as
Moorestown. And other local
malls, like Echelon that have
failed, have done so IN SPITE of
offering liquor.
In its letter PREIT purports to
be looking out for the beleaguered
Moorestown taxpayer, when they
are really only looking out for
their own bottom line. For more

Burlington County Freehold-
ers gave final approval to an en-
ergy conservation lease bank
which will be able to provide low-
cost loans within the next six to
eight weeks to towns and schools
that undertake green energy capi-
tal improvement projects.
The bank is authorized to issue
a total $10 million in loans. Those
loans will carry with them the
county repayment guaranty,
which enables local entities to se-
cure lower interest as a result of
the countys strong AA bond rat-
ing.
Loan terms would be up to 15
years.
Freeholders have been working
cooperatively with the Burlington
County Bridge Commission on a
Greenbacks To Go Green
shared services initiative that has
opened the door for green energy
grants and savings to public enti-
ties in the county.
The states Local Finance
Board approved creation of the
lease bank recently.
The next step will be a competi-
tive process to select a bank to fi-
nance the loans.
Hopefully, this will encourage
more towns and schools to check
out the cost-savings advantage of
green energy upgrades, said
Freeholder Director Bruce Gar-
ganio.
As we have said from the get-
go, this is really a two-fer, he
added. Towns not only realize
utility cost savings, but they can
also save on the cost of financing
the capital improvements. At the
end of the day, the real winners
are taxpayers.
At last count, some 64 local
units, mostly municipalities and
school districts, were participat-
ing in initial phases of the Green-
backs program.
The most immediate candi-
dates for loans would include five
entities that are participating in a
pilot program being administered
by the Commission. These in-
clude Burlington Township
School District, Delanco, Mount
Holly, Palmyra and Willingboro.
The lease bank essentially sets
in place a revolving loan pro-
gram, making it possible for
loans to be issued on a continuing
basis as funds are repaid.
One other advantage is that
loan processing can be accelerat-
ed.
The game plan has been to en-
courage towns, schools and other
local entities to take advantage of
state-funded energy audits, and
identify projects that can reduce
utility costs, said Garganio.
The lease bank gives them the fi-
nancing they will need to under-
take chosen projects.
During a freeholder conference
last month, Financial Consultant
Peter Nissen said that one of the
potential pilot participants,
Palmyra Borough, could under-
take $247,500 in identified capital
improvements and would realize
projected energy savings of
$390,000 over 15 years.
At the same time, the cost of fi-
nancing would be an estimated
$10,000 less through a lease bank
than through more traditional
bond financing.
Over the past 10 years, the
Freeholder Board has worked co-
operatively with the Commission
to provide low-cost aggregate
bond financing to the towns and
other local entities on major capi-
tal projects, ranging from road
improvements to land acquisition
to large equipment purchases.
A total $481 million has been is-
sued in bonds to 26 towns and
other local units, resulting in $14
million in interest and other fi-
nance costs savings.
