Introduction
The 'Antal Global Snapshot' is a regular survey of hiring (and firing) trends in some of the world's most important employment markets and in those likely to join this group over the coming decade. This eighth report in the series is based upon material sourced from over 14,400 businesses in commerce, industry and the financial services sector in 47 key countries on five continents. We hope that you find it both interesting and useful.
Methodology
This edition of the 'Antal Global Snapshot' is based upon survey forms and telephone interviews completed by line and HR Managers in 14465 companies, professional partnerships and financial institutions across 47 countries in January and February 2011. Each respondent was asked whether they were currently hiring or letting go professional / managerial staff and whether they intended to do so over the coming quarter. All respondents were guaranteed anonymity to encourage open and honest answers.

The level of managerial and professional hiring has taken a steep plunge since the last quarter. Just 23% of Austrian businesses are currently hiring at managerial level compared to 61% in the last quarter. Compared to the 63% that expected to take on staff last quarter, Austria has fallen short of its prediction by 40%. However, the percentage of businesses currently letting or planning to let staff go in the coming quarter has also dropped from 33% to 8% and 35% to 6%.
The percentage of businesses currently hiring has increased by 2% since last quarter, while the number of those planning to hire at managerial / professional level in the coming quarter has remained consistent. However, the number of organisations both currently letting staff go and planning to do so has shot up by 10% to 37% since last quarter.

The percentage of organisations recruiting professional and managerial staff in France has, once again, increased slightly since the last quarter, creeping up 2% to 58%. Overall France has remained consistent, with 26% of employers currently letting managerial staff go and 30% planning to, down from 33% last quarter.
Germany's results showed modest but still noticeable improvements on last quarter, with the amount of organisations that are currently hiring going up by 4%. The percentage of those letting go at managerial and professional level has halved and this figure looks set to remain the same into the next quarter.

Both Italy's hiring and firing activities have taken a dip since the last quarter - since September and October 2010, current hiring levels have dropped from 54% to 47%. However staff retention is up as this quarter's survey also shows a slight decrease in the number of employers currently letting managerial staff go and a 10% decrease in companies intending to let staff go at that level in the coming quarter.
If Luxembourg showed signs of recovery from a shaky summer 2010 in the last survey, it's nothing compared to the dramatic increase in hiring activity this quarter. The percentage of companies currently hiring has shot up from an already positive 63% to 86%, well above the 50% predicted last quarter. Although current firing activity has also increased by 12%, the percentage of companies planning to let people go has fallen from 38% to 29%.

In June 2010, the Netherlands peaked at 63% of organisations currently hiring. Last quarter it fell to 52% and this quarter just 34% of employers are currently recruiting at professional / managerial level. However the percentage of employers reducing the current head count has also decreased slightly from previous quarters in a steady decline.
Portugal's current hiring activity at professional level has gone down from 42% since last quarter but projected hiring activity predicts that this will improve by 4% next quarter. However, the percentage of those cutting their staff has risen by 13% and the outlook isn't much better, with 39% of organisations planning to let people go in the coming quarter, a 10% increase since September / October 2010.

Spain's hiring and firing trends have remained fairly consistent, with changes all round of between 1% and 4% from last quarter, when hiring activity had risen despite Spain's recent economic problems. Current hiring and firing levels look set to remain much the same, although the number of organisations letting staff go is expected to dip.
The levels of professional and managerial hiring in Switzerland have plummeted since the previous quarter and indeed a year ago, when hiring levels were at a high of 64%. At the same time, the percentage of businesses shedding staff is down from 18% to 8% since the latter part of 2010, and from 32% since this time last year.

The United Kingdom has shown modest but positive signs all round. Both current and projected hiring activity are up marginally, and, after a rise in firing activity last quarter, only 24% of organisations are currently letting staff go, compared to 32% last quarter.

After a slight dip last quarter, the professional and managerial hiring levels have risen slightly again to just below the 47% high registered in June 2010 and are expected to rise further with almost half of organisations expecting to recruit in quarter two of 2011. Firing levels have also risen, with those currently shedding staff rising from 19% to 21%, however this is expected to remain consistent over the next three months.
The level of hiring in Croatia has fallen since enjoying a brief rise to 49% in September 2010, but is still higher than in the summer of 2010, when only 32% were recruiting professionals or managers. Conditions are expected to show slight improvements over the coming quarter with hiring increasing and firing decreasing, both by 1%.

Its been a good hiring quarter for the Czech Republic with another good quarter predicted. Although current hiring levels are down by 4%, they remain high at 64% and, with only 61% of organisations expecting to hire last quarter, businesses have taken on 3% more professionals and managers than projected. The number of organisations letting people go has also plummeted by 30% since last quarter.
Hiring activity has remained stable in Hungary, but showing slight signs of improvement, with the number of companies recruiting up 3% since September / October 2010. The proportion of businesses shedding staff has also dropped to 6% from 17% last quarter.

Levels of hiring and firing are down across the board in Poland, but only by a modest amount. The percentage of businesses currently increasing their professional and managerial head count is down by 2% since last quarter, but firing activity is down by the same amount. The overall picture is positive with over half of employers hiring combined with one of the lowest levels of firing in the region.
Hiring levels in Romania have risen since the last quarter, as have projected hiring levels, both by 7%. The good news is that, rather than the expected rise to 31% of businesses letting go of managerial and professional staff predicted last quarter, firing activity has dropped to just 15%.

At 72%, hiring activity in Russia did not meet last quarters prediction of 77%, however it still has one of the highest levels of recruitment in the region. The percentage of organisations shedding staff at professional and managerial level is also 2% less than expected last quarter at 38% and is 7% down on the proportion of businesses letting staff go in September.
As predicted, the proportion of organisations hiring at managerial and professional levels has risen this quarter, although the figure is 1% higher than was projected last quarter. Since last summer, hiring activity in Serbia has risen by 35%. Meanwhile, the percentage of businesses currently lowering their head count has also dropped from 21% last quarter and at 18% shows better results than last quarters prediction of 20%.

Slovakia has seen a sharp drop in current hiring activity since the 76% spike in September / October 2010 and levels are now similar to what they were in the summer of 2010; however this figure is expected to rise again over the coming quarter. Firing levels are down by 9% from last quarter but are expected to rise significantly to 42% in the coming quarter.
Following a spike in hiring activity last quarter, the proportion of businesses taking on new managers and professionals has dropped by 19%, but is still higher than the 29% low of June 2010 with over half of employers currently recruiting and even more planning to do so over the next quarter. The proportion of organisations shedding staff is higher than the 19% predicted last quarter, having shot up from last quarters firing activity of 17%.

Hiring levels have dropped slightly in the Ukraine from last quarter, but are still significantly higher than in June 2010. The highest level of recruitment in the region, this figure is predicted to remain stable over the next quarter. The proportion of businesses shedding staff is lower than last quarter and did not reach the projected figure of 52%.

The overall hiring situation in the Middle East and Gulf region looks positive. However, ongoing political events may affect the 46% of organisations predicted to hire in the upcoming quarter and it remains to be seen how these political changes will affect employment rates.
Hiring levels are down slightly from last quarter and not as high as predicted. However the effects of Qatars 2030 Vision, designed to move the country away from its traditional dependence on oil and gas, are still evident. Hiring may be slightly down but its still relatively high and fewer businesses are letting staff go or planning to in the next quarter, meaning that staff retention is up and mainly new jobs are being created.

As predicted last quarter, hiring activity at professional and managerial level has shot up, although not to the projected 89%. Last quarter, 43% of businesses said they were planning to shed staff this quarter, but only 11% are actively letting people go and just 13% of organisations are predicted to make cuts in the coming quarter.
Hiring activity in the UAE continues to fall, down from 53% in September / October 2010 however its expected to rise again over quarter two of 2011. The proportion of businesses shedding staff is up by a modest 1% since last quarter and is predicted to fall back to 9% in the coming quarter.

Its been a fantastic quarter for Angola. The percentage of organisations hiring at managerial and professional level has shot up from 43% with a huge 89% planning to take on new staff in the next quarter. The proportion of organisations shedding staff has also dropped from 36% to just 11% with the trend predicted to continue into the next quarter.
This quarter Egypts hiring levels have gone up. But with recent political events, it remains to be seen whether the projected figure of 65% of businesses intending to hire in the next quarter will become a reality. Last quarter, 32% of organisations were shedding staff, compared to just 15% this quarter.

After a significant increase in both hiring and firing levels last quarter, Ghana is now experiencing a hiring boom, with levels shooting up from 41% to 70%.. Firing levels are way down from 28% last September / October with that figure set to rise to 20% in the coming quarter. As predicted last quarter, Kenya has seen a huge rise in hiring activity with 73% of employers currently hiring, compared to just 38% in September / October 2010. None of the organisations questioned plan to let go staff in the coming quarter, making this the lowest figure in Africa.

Rates of firing in Nigeria have gone down from 19% last quarter, but so have rates of hiring, from 66% in September / October 2010 to 58% this quarter. However hiring levels look to remain relatively strong with over half of employers continuing to recruit over the coming quarter.
Hiring is up marginally from last quarter in South Africa, but so is firing. At 17%, the percentage of organisations letting professionals and managers go is up 6% from last quarter, and is 7% higher than predicted. However, the outlook for next quarter looks good with hiring levels set to rise to 70% and firing expected to drop back down to 13%.

Last quarter, the percentage of businesses recruiting management-level and professional staff was one of the highest levels of recruitment recorded in its quarter at 81%. This quarter, recruitment levels have fallen below the expected 71% to 66%. However, firing levels are also down from last quarter and, at 19%, are 7% lower than the predicted 26% of last September / October.
The percentage of organisations taking on staff in Hong Kong has dropped slightly, but, with firing levels also falling to just 7%, the Hong Kong employment market is looking strong, particularly given that last quarter predicted 30% of organisations would be shedding staff.

The situation in India is less positive than last quarter, but only marginally. While hiring is down by 6%, it remains relatively high at 70% with a projected 81% of organisations planning to increase their head count next quarter. The percentage of organisations shedding managers and professionals has increased from 20% last quarter and looks set to increase marginally by a further 1% next quarter.
After a 20% jump in hiring activity to 73% last quarter, Japan has dropped 10% to 63% this quarter. However the percentage of organisations letting staff go did not rise to 38% as expected last quarter, but instead dropped from 35% to 21%.

The recruitment market looked extremely strong last quarter with 78% of organisations hiring. Just three months later, the figures show a very different picture. With 74% of organisations predicting that they would hire this quarter, just 46% are currently hiring and this figure is expected to fall to 31% next quarter. However, firing activity has also fallen drastically, with firing levels down by 20% on last quarter, not nearly meeting the projected figure of 43%.
The employment market in Pakistan has remained stable since last quarters Snapshot, where similar numbers were shown. Current recruitment activity has risen modestly by 5%, but this is projected to fall to 56% next quarter.

After the spike in the recruitment market at 80% last quarter, recruitment levels have dropped by 7%, despite the prediction that they would rise to 91%. However at 73% this still represents one of the highest levels of hiring in Asia. The percentage of businesses shedding staff has also dropped by 3% and looks set to fall a further 9% next quarter.
Hiring levels have fallen drastically from 79% last quarter to just 35% only three months later with just 32% planning to hire at managerial and professional level next quarter. Over 90% of organisations are retaining their staff, however, with just 10% looking to shed staff in the coming three months.

Last quarter, Argentina had the lowest level of hiring in the Americas. Three months on, the picture is decidedly more optimistic. Hiring has gone up from 46% to 60% and this trend is set to continue, with hiring levels predicted to rise to 67% next quarter. More organisations are shedding staff, but nowhere near the 42% predicted last quarter, with figures set to drop further to just 13% next quarter.
Recruitment levels in Brazil have risen steadily quarter on quarter and have improved even further in the past three months. The number of organisations letting staff go has decreased again from 28% last quarter but look set to rise to 31% in the next three months.

After a fairly consistent six months, the Canadian employment market has taken a slight dip with 68% of employers currently recruiting managerial and professional staff compared to 76% last quarter. Although Canada has lost its position as the having the highest level of hiring in the Americas, recruitment activity remains strong and firing has fallen from 42% last quarter to just 14%.
Hiring levels in Mexico have picked up again after a drop last quarter to 52% and are expected to continue to rise to 81% in the coming three months. The percentage of businesses letting managers and professionals go has fallen by 10% but looks set to rise again to 24% next quarter.

The employment market in the USA continues to improve this quarter as hiring figures have shot up 10% in the past three months and are set to remain high in the coming quarter. The percentage of organisations shedding staff has also fallen from 33% last quarter, improving the outlook in the USA all round.

The level of hiring of professionals and managers in Australia has risen by a modest 1% and is set to remain high in the coming quarter. Fewer organisations are letting go at managerial and professional level this quarter a drop of 8%.
Compared to its neighbour, Australia, the New Zealand jobs market has plummeted in the past three months with hiring activity dropping by 24%. Fewer businesses are shedding staff though, with just a quarter currently letting staff go compared to last quarters 42%.

Winners and Losers Regions The Americas recorded the highest recruitment levels with an average of 70% of businesses hiring at managerial and professional level this quarter. Oceania is close behind this figure with 69% of organisations currently hiring. Western Europe has the lowest average hiring level, with just 38% of organisations in the region currently taking on staff. The Middle East and Gulf Region scored reasonably, with 52% of participating organisations hiring at present.
