National Water Resources Plan and CONPES Document


The Policy has a 12-year horizon and will be implemented through an action plan called National Water Resources Plan, which will develop each one of the strategic action lines, defining specific programs and projects to be implemented in the short-term (2014), middle-term (2018), and long-term (2022), which has specific goals, responsible and budget. The National Water Resources Plan formulation has to be the result of a concerted process into which it would be taken into account the regional characteristics and priorities, but considering that its deliverables must to contribute to the Integrated Water Resources Management Policy objectives and national goals. Also, to help Policy implementation and to comply with the 2006 2010 National Development Plan, it will be issued a CONPES document on Water Resources Policy with a sector approach, in consideration to water strategic value for the country economic activities development.

It is the process whose goal is to promote water coordinated management and development in relationship with other natural resources, in order to maximize the resultant economical and social welfare, in an equitable manner, without compromising vital ecosystems sustainability. Conceptual Framework for IWRM


This concept requires considering water within its natural cycle and the interrelationship between surface, underground and marine water. The river basin is the spatial unit of analysis where water interacts with other renewable natural resources. In order to have a coherent country river basin planning, it has been structured a spatial model that establishes the following scales: 1 Basins object to Strategic Planning: They comprise the five large Country Hydrographic Areas: Magdalena - Cauca, Caribe, Orinoco, Amazonas and Pacfico. 2 Basins object to National Monitoring and Instrumentation: Those are the 42 Hydrographic Zones defined by IDEAM. 3 Basins object to Management and planning: Those are the basins that correspond to Hydrographic Subzones or lesser level, on which there will be formulated and implemented, on a prioritized manner, the Basin Management and Planning Plan BMPP. 4 Basins and Aquifer object to Environmental Management Plan: They comprise the lowest level basins to those that are object to BMPP, and the prioritized aquifers which will be object to specific management plans. As for planning purposes, those basins that present ecological, economic, and social conditions will be object to planning and management (priority order), and the BMPP will be formulated. On the contrary, the key ecosystem for water resource protection which requires Management Plan will be prioritized. As for water administration, it is necessary to start by planning the water resources in order to determinate its uses and to identify existing and potential socio environmental conflicts, in which case the water stream should be first regulated by distributing and assigning water volumes, and permitting wastewater discharge; on the contrary, water administration will be continued through water concessions and single wastewater discharge permits. The Policy establishes its actions on six key objectives for the IWRM: 1. Offer; 2. Demand; 3. Quality; 4. Offer risk; 5. Institutional Capacity-building; and 6. Governance (See Figure 2). The action lines to be undertaken in each one, must be prioritized to respond to regional importance and severity of water problems and conflicts, and availability of financial resources; those action lines have measurable and verifiable goals and indicators to allow to fix them in order to comply with Policy objectives on an ongoing improvement process framework. The IWRM requires a coordinated implementation of the tools required for its planning, administration, control and monitoring; through which the key stakeholders interact (users, environmental authorities and territorial entities) to ensure basin governance.

Main Objective: To ensure water resources sustainability, through and efficient and effective management, articulated to the land use planning, and the ecosystems conservation that regulate water resources offer, considering water as a economical and social welfare development factor, and implementing equitable and inclusive participation processes. Table 1 presents the strategies, goals, indicators, and strategic action lines that develop each one of the six specific objectives.

Objective 3. Quality: Improve quality and minimize contamination of water resources

3.1.1 Develop and apply the management, regulation and registry of users in the prioritized basins the National Water Resources Plan, and make monitoring of their obligations. 3.2.1 Reduce in the water bodies prioritized in the National Water Resources Plan, the contribution of point and diffuse polution by implementing, in its order, reduction actions in the source, clean production and wastewater treatment, to also reduce polution for organic material and suspended solids, pathogens, nutrients and substances of sanitation interest.

3.3. Monitoring, follow-up and evaluation of water quality

It has been articulated and optimized the regional superficial water resources, underground and marine water monitoring programs and networks, in 100% of the prioritized basins in the National Water Resources Plan

3.2.2 Eliminate solid waste discharge into water bodies, within the framework established in the integrated solid waste management plans (ISWMP). 3.3.1 Formulate and implement the national water resources monitoring program. 3.3.2 Optimize, complement and maintain under permanent operation the continental water quality and quantity monitoring network in the 42 basins object to national monitoring and instrumentation, they comprise the hydrographic zones defined by IDEAM, and marine water based on Marine and Coastal Water Quality Monitoring Network-REDCAM. 3.3.3 Continue with the accreditation and certification program for environmental laboratories being developed by IDEAM. 3.3.4 Articulate and optimize regional superficial water resources, underground and marine water monitoring programs and networks, through actions such as, among others, integration of monitoring networks, establishment of regulations and protocols for water resources quality monitoring. 3.3.5 Increase and/or improve wastewater discharge monitoring, follow-up and evaluation systems, that enable to periodically know its evolution, as well as quality and state of the prioritized water bodies receivers in the National Water Resources Plan.

4.1.1 Generate knowledge on risks associated to water resources, through actions such as identification and characterization of key ecosystems and artificial systems vulnerability for water resources regulation. 4.1.2 Inventory and identify risks on water supply infrastructure of different users, as a result of natural and anthropic threats that affect water resources availability. 4.1.3 Systematize information related to risks that affect water resources offer and availability, and communicate it to the community in order to know and prevent them. 4.2.1 Incorporate risks management associated with water offer and availability in the land use planning plans, land development plans and attention and prevention of disaster plans of the municipal entities. 4.2.2 Incorporate risks management associated with water offer and availability in the strategic and action plans of the main productive sector users of the water resources. 4.2.3 Incorporate risks management associated with water offer and availability in the river basin management and planning plans, sanitation and wastewater management plans, efficient and savings water use programs, underground management plans and other key ecosystems management plans for water resources regulation. 4.3.1 Design and implement measures to adapt to climate change in the key ecosystems for water resources offer regulation, and in the following sectors: hydro energy, agriculture, river navigation, and drinking water supply. 4.3.2 Design and implement at local and regional level, measures to reduce risks for climate variability (El Nio and La Nia phenomena) and for other natural threats that affect key ecosystems for water resources offer regulation, and offer and availability of main country water users

Training, investigation and information management It has been implemented 100% of the national plan of investigation and training on integrated water resources managements programs and water resources information systems tools. 5.1.6 Implement the water resources users registry (Decree 1324/2007) 5.2.1 Formulate and implement a national plan of investigation and training on integrated water resources management. 5.2.2 Implement the water resources information system (Decree 1323/2007). 5.3. Legal review and articulation with other policies It has been reviewed and adjusted as needed, 100% of law related to integrated water resources management prioritized in the National Water Resources Plan, and there are protocols, guidelines and tool boxes to be implemented by environmental authorities. 5.3.1 Integrate, harmonize and optimize laws related to integrated water resources management, as well as design and implement protocols, guidelines and tool boxes to correctly comply with such laws. 5.3.2 Influence private or public policies that can affect water resources, by articulating National Policy for IWRMs actions with other environmental, sector and multi-sector policies such as the National Policy of Oceans and Coastal Spaces. 5.3.3 Establish and apply water resources quality standards and criteria for uses that require regulation, such as marine water, aquifer recharges and wastewater treated reuse. 6.1.1 Increase participation capacity of all actors involved in the integrated water resources management. 6.1.2 Implement programs to promote social control and citizens oversight towards the integrated water resources management. 6.1.3 Implement programs to assure participation in the integrated water resources management of the most vulnerable social groups. 6.1.4 Implement massive communication and information programs at national, regional and local level, concerning developed and projected actions to implement the National Water Resources Plan. 6.1.5 Develop and implement schemes of local community management towards a responsible water management and use. 6.2.1 Implement sensitization campaigns and educational campaigns about the integrated water resources management, which include all sector users of water. 6.2.2 Develop and implement curriculum content regarding to the integrated water resources management, adapted to local context. 6.3.1 Identify, characterize and classify conflicts related to water resources. 6.3.2 Develop and implement scenarios and spaces for management and transformation of conflict and assure shared and equitable water use. 6.3.3 Provide with the necessary resources, tools and training for the management and transformation of conflicts in the integrated water resources management.
