Main Objective: To ensure water resources sustainability, through and efficient and effective management, articulated to the land use planning, and the ecosystems conservation that regulate water resources offer, considering water as a economical and social welfare development factor, and implementing equitable and inclusive participation processes. Table 1 presents the strategies, goals, indicators, and strategic action lines that develop each one of the six specific objectives.

3.2.2 Eliminate solid waste discharge into water bodies, within the framework established in the integrated solid waste management plans (ISWMP). 3.3.1 Formulate and implement the national water resources monitoring program. 3.3.2 Optimize, complement and maintain under permanent operation the continental water quality and quantity monitoring network in the 42 basins object to national monitoring and instrumentation, they comprise the hydrographic zones defined by IDEAM, and marine water based on Marine and Coastal Water Quality Monitoring Network-REDCAM. 3.3.3 Continue with the accreditation and certification program for environmental laboratories being developed by IDEAM. 3.3.4 Articulate and optimize regional superficial water resources, underground and marine water monitoring programs and networks, through actions such as, among others, integration of monitoring networks, establishment of regulations and protocols for water resources quality monitoring. 3.3.5 Increase and/or improve wastewater discharge monitoring, follow-up and evaluation systems, that enable to periodically know its evolution, as well as quality and state of the prioritized water bodies receivers in the National Water Resources Plan.
