QUALITY ASSURANCE PROGRAM


Summary
Since 1969, ARCNET (and our predecessor companies) have maintained a reputation of producing quality A&E drawings that satisfy our Clients requirements, and provide clear instructions to Contractors. It has always been our goal that drawings-that-can-be-built are what the ultimate end-user wants (whether it is the client, contractor or building department). We pride ourselves on monitoring the accuracy of our product from the inception of the project, all the way to completion. We believe that the final quality and completeness in our drawings and documents is directly reflected by the accuracy of the steps leading up to final plan preparation. Conducting a thorough initial Site Visit, encouraging good communication with clients/consultants, and scheduling organized strategic kick-off meetings with all parties involved in a project will achieve the best end results. That is why our Quality Assurance Program goes way beyond the standard and typical drawing review. 1) Site Visit Scheduling


Setting up a proper Site Visit with the correct personnel in attendance to gather pertinent existing site data and dimensions is the pivotal start of a successful project. We have a detailed process and standard email template that is consistently used for this purpose (see attached below):

2) Site Visit Attendance


Once the potential Site Visit meeting date and time are established, insuring that all attendees conduct themselves in an efficient, consistent and professional manner while at the site is crucial to preparing accurate drawings. Since we only visit the site once during the entire design phase, it is important that all attendees gather the existing site data and dimensions as required. Having all attendees communicate prior to visit, and work together as a productive team at the actual site location, can lead to many benefits for the remaining life of the project. Our detailed 13-step process for attending a Site Visit is as attached below (which is attached to every Site Visit Notice for reminder and reinforcement):

3) Site Visit Notes/Minutes/Photos


All of the information gathered at the Site Visit becomes a permanent record of the existing conditions from which we will base all our designs and construction details on. Making sure this information is documented in a clear logical manor, for future review and use, is the goal of the Site Visit. At ARCNET, instead of attending the Site Visit with a standard blank yellow pad to sketch on, we determined that if our attendees utilize a detailed template (or Site Booklet) to guide them through the data collection of existing conditions, then potentially missed information would be minimized. Each page of our client-specific Site Visit Booklet is reviewed at the site to see if previous standard designs can be incorporated or adjusted to match the proposed design. A series of other important questions regarding the proposed design are also incorporated into the Booklet as a checklist so that the Field Team can perform the visit in a consistent and organized manner. A cover page to this booklet is also used as the official Minutes of the site meeting and numerous digital photos are always taken for future reference. 4) Lease Exhibit (LE) Preparation/Review


The first base drawing produced for all projects is the Lease Exhibit (LE) or Preliminary Design Drawing. This 2 to 3 page document is the basis in which all future drawings (CDs and ZDs) are created. It is imperative that the design intentions and concepts concluded from the Site Visit are clearly illustrated in the LE so that our clients can approve or comment as required. These LEs are reviewed internally by the assigned Project Manager (who attended the Site Visit) as well as by ARCNETs Quality Control Reviewer prior to issuing (see sample below). Typically two versions of LEs are issued for each project -- 1st Issue LE (or 90%) and Final LE (or 100%). With each of these drawing submittals, review and comments from client representatives are encouraged to improve information accuracy.

5) Zoning Drawing (ZD) Kick-Off Meeting


Whenever authorized to produce Zoning Documents (ZDs), we first conduct a Kick-off Meeting to make sure all parties involved (Architects, Engineers, Drafters, Client Reps, Attorney, etc.) agree on the overall scope and direction the ZDs should take. We meet internally, and conference call all outside parties during this meeting to double-check that all designs as agreed upon during the Site Visit and LE phase have not changed BEFORE we begin drawing the ZDs. This meeting is scheduled electronically with the same importance as attendance to a Site Visit, and we request full cooperation and commitment from everyone involved. Mutually agreed upon deadlines are also established at this Meeting. We utilize the below attached Checklist during this ZD Kick-off Meeting to assist the attendees in asking the right questions.

6) Zoning Drawing (ZD) Preparation/Review


After the ZD Kick-Off Meeting is held, and input is received regarding any other Zoning direction, the ZDs are then produced by ARCNET for submittal to the appropriate municipality. These ZDs are reviewed internally by the assigned Project Manager (who attended the Site Visit), ARCNETs Quality Control Reviewer, and ARCNET Principal prior to issuing (see initials in sample below). Typically three versions of ZDs are issued for each project --1st Issue ZD (or 90%), Final ZD (or 100%) and Signed & Sealed ZD (for filing). With each of these drawing submittals, review and comments from client representatives are always encouraged to improve information accuracy.

7) Construction Document (CD) Kick-Off Meeting


Whenever authorized to produce Construction Documents (CDs), we first conduct a Kick-off Meeting to make sure all parties involved (Architects, Engineers, Drafters, Client Reps, RF Engineers, etc.) agree on the overall scope and direction the CDs should take. We meet internally, and conference call all outside parties during that meeting to double-check that all designs as agreed upon during the Site Visit, LE phase and ZD Phase have not changed BEFORE we begin drawing the CDs. This meeting is scheduled electronically with the same importance as attendance to a Site Visit, and we request full cooperation and commitment from everyone involved. Mutually agreed upon deadlines are also established at this Meeting. We also utilize the below attached Checklist during this CD Kick-off Meeting to assist the attendees in asking the right questions. If direction or comments are generated from a previous Zoning Hearing or Municipal Resolution for this project, then that information is also reviewed and incorporated from the notes contained in the below attached Zoning Hearing Minutes template.

8) Structural Review of Design and Documents


During the preparation of all CDs, structural design and code compliance is carefully reviewed for each project. By use of the below attached standard routing procedure, the sketches and/or preliminary CDs are forwarded to the Structural Engineer (usually the Engineer who attended the Site Visit) for their complete review and approval of all designs and details. All drawing mark-ups from Engineer are incorporated into the plan details and sent back to them for final approval. This process is repeated until the Engineer is completely satisfied with all drawings and stamps them Approved as instructed in the below standard procedure.

10) Electronic Transmittal for document distribution


Since accurate distribution of documents (LEs, ZDs, CDs, Reports, Photos, etc.) is just as important to our clients as actually producing the documents, ARCNET has developed an Electronic Transmittal Form that automatically determines the number of paper copies, recipient names, and email copies to be sent for a specific deliverable. This Form is a spreadsheet that requires entry of only a few drop-downs and cells to be filled in, and then all other information is automatically generated, including the number of copies to be printed (see attached Form below).

11) Automatically Generated Project Reportcard


Each time a task on a project is completed, and/or we issue a document related to a project, an Electronic Project Reportcard is automatically printed to show the overall status of the project. This Form gives a complete history of the project regarding Cycle Times, Milestones complete, Hours spent, Duration of project, Diary Notes, Billing status, Budget vs. Charges, etc. It also provides a simple-to-read grading system to determine whether the project is successful from a production and financial point of view. (see attached Form below).

12) Overall Process Flow for Wireless Sites


Below is a "Process Flow" diagram that ARCNET has developed and used as an internal guide for many years. It illustrates the numerous steps that ARCNET performs to complete typical LE's, ZD's and CD's. It is fairly generic to show the standard relationships between the Client, Site Acquisition (SAC), RF Engineering, A&E, and Construction Contractor. It also breaks down the many smaller steps that we as the A&E firm must accomplish to complete a project, including processes between our internal staff (such as Project Managers/Coordinators, Drafters, Administrators, etc.), and our external Engineering consultants (such as Electrical, Structural, Civil, Environmental, etc.)

13) Project Tracking and Deliverable Cycle Times


In addition to monitoring Quality Control of drawings and documents, we also carefully measure our overall company performance (and our clients) in regards to Project Tracking and Deliverable Cycle Times. We have a sophisticated Database that tracks all project reference information; deliverable milestones and a project diary (see attached Status Report below). By accurately tracking order dates and delivery dates, we can analyze overall cycle times for each particular task to be performed by ARCNET or our Client (see attached Cycle-Time and Forfeiture-Rate Reports below). We also use all this information to determine trends of difficulty and areas for potential improvement.

14) Post-Mortem Project Reviews


On a rotating weekly schedule, we conduct Post-Mortem Project Review Meetings with each Project Manager to review and discuss the successes (and/or failures) of their most recent projects. We use this meeting as an opportunity to learn from previous projects in order to improve upon our designs, processes and techniques for the next projects. We also review in this meeting the overall Budget vs. Charges on specific projects to learn better ways of maintaining project profitability and efficiency in order to improve our competitiveness within the industry. (see attached meeting request below).

15) Annual Staff Evaluations and Performance Reportcards


As a crucial part of each of our employees career development, we conduct formal Annual Staff Evaluations, and monitor employee performance with a series of weekly Reportcards. At ARCNET it is essential that our staff continue to improve their talents and grow with their abilities on a daily basis. We know that we are in a dynamic and fastpaced industry which continually places many demands on our staffs capabilities, efficiencies and knowledge. For this, we strive to keep every member of our team sharp and disciplined in order to perform at their fullest potential. On an annual basis we conduct a formal review of their strengths, weaknesses, accomplishments and goals to help them achieve even more in the following year (see the attached Evaluation Form used at this annual meeting). In addition, we have also developed an internal Reportcard system to track their performance in regards to project cycle-times, billing utilization, workload, number of revisions, attendance, etc. This Reportcard is posted weekly for everyone to monitor areas for improvement and to encourage growth on an individual level, as well as for the overall company performance. We believe by exposing achievement of measurable goals on a consistent basis we help motivate employees to see the benefits of daily accomplishments and progress. (see attached outline of Reportcard below)

16) NYC Directive-14 Code Compliance Review/Inspection


As per the requirements of the New York City Department of Buildings (NYCDOB) and the Directive #14 process, ARCNET (as the signing A&E design firm) is required to inspect all site installations for adherence to plans and specifications whenever built in the five boroughs of New York City. To do this we developed a standard Code Compliance Form that we use at all Punchlist/Close-out Project Inspections. This checklist and inspection process has become a valuable tool for us to learn from the real world regarding any design or detailing practices that we may want to improve upon with our drawings. By seeing the final product as physically built by the Contractor, and discussing difficulties of following our plans in the field, we are able to adapt better and more conventional ways to design future site installations that are contractor-friendly, cost-effective, and straightforward to build. Since this Form (as typically used for NYC projects) is very thorough, we also use it outside the City whenever asked to perform a Punchlist or Final inspection of any site that we design. We always welcome the chance to review our designs directly with the Contractor in the field because of the valuable opportunity to learn from them for our next project (see our Punchlist Inspection Form attached below)

17) Electronic Document Management/Internet Posting


Since many times during the life of a typical project, multiple documents, letters or directives are issued for use, review and/or filing; the need for better "tracking and communication" of information passed between Client, SAC, RF Engineering, Attorney and A&E is essential. To assist with this, ARCNET has developed a convenient and powerful website that posts all documents as related to every Project Site that we have worked on. Once an approved User is signed up, they can easily go to http://www.ARCNETfiles.com from any Internet browser to view all documents, plans, reports, photos, letters, etc. as sent or received by ARCNET for any project. The User can also quickly search the entire website by typing in one project number which will provide access to all documents related to that project. (see attached screen-shot and example of User ID Notice with description of website below)
