Ready to take the state

Do synthetic athletic fields,
parking lots, and lighting fit
under the umbrella of recre-
ation? About 1,500 residents in
Moorestown seem to think it
doesnt, as three groups in town
presented the township with a pe-
tition asking the governing body
to shore up the definition of
recreation in its open space
trust fund.
Representatives from Save the
Environment of Moorestown,
Moorestown Save Open Space,
and Concerned Moorestonians
presented the township with a pe-
tition of nearly 1,500 signatures
from township residents who are
protesting the expenditure of
money from the Open Space,
Recreation, Farmland and His-
toric Preservation Trust Fund.
The township spent nearly
$217,000 from the fund on engi-
neering, design and bidding ex-
penses for phase one of the
K.I.D.S. initiative.
We feel council has taken way
too much latitude and has taken a
loose interpretation of what
recreation is, said Mark Hines,
co-creator of MSOS with his wife
Elizabeth Endres. What goes
under open space, recreation, and
conservation synthetic athletic
fields? Paved parking lots? Were
not saying this isnt a valid need
for the community, but whether
or not funding from the open
space fund can be spent on this.
Throughout the process, Mayor
John Button has contended that
the use of the money from the
fund has been a perfectly legal
and acceptable use.

Last week, the board of educa-
tion unanimously approved a res-
olution which will return $617,000
of new state aid directly to
Moorestown taxpayers. The
board of educations decision to
dedicate the $617,000 to tax relief
is consistent with the state com-
missioner of educations adviso-
ry memo.
The new and unanticipated
state aid is the result of the recent
state budget adoption. The July 12
adoption of the state budget in-
cluded $150 million of additional
aid to all schools in New Jersey.
MTPS share of the additional aid
funding equaled $617,000.
After deliberation, the board of
education decided to dedicate a
total of $695,000 to tax relief for
2012. This action will eliminate
the entire approved 2012 school
budget tax increase of $80.04 on
the average assessed home of
$533,800. In addition to providing
tax relief, the board of education
also decided to delay the imple-
mentation of the Pay-to-Partici-
pate policy until the 2012-13
school year.
The policy will stay on the
books, BOE President Don Mish-
ler said, and will likely be includ-
ed in the 2012-13 school year.
From a policy perspective,
were not going to start all over
again. Its highly likely that it will
show up in our budget next year,
he said. If we find out that our
support from the state will stay at
this level, we can avoid it, but we
dont know.
The universal fee will allow
students to participate in as
many extra-curricular activities
as they wish throughout the
school year, Superintendent John
Bach wrote in a letter that was
sent out to all families in the
school district in June.
The rates are staggered for
each school level. High school stu-
dents will be required to pay $175,
William Allen Middle School stu-
dents will pay $100, and Upper El-
ementary School students will
pay $50. The activity fees will be
collected prior to the activities
and parents will likely have an
option to pay the fees online.
The Pay to Participate policy
will also include a maximum fam-
ily cap of three times the highest
annual fee charged for an individ-
ual student, regardless of the
number of activities or programs
the students in such family elect
to participate in throughout the
school year, according to the poli-

CLARIFICATION
The Moorestown Sun received
an incorrect press release, which
was published in the July 20-26
issue. The release stated the office
of Prudential Fox and Roach Re-
altors was on the corner of Main
Street and High Street. The office
is actually on the corner of Main
Street and Mill Street.
With the large exhibitor tents
pitched and ready, final landscap-
ing touches completed, new walk-
ways finished and a midway of
colorful amusement rides in
place, Burlington County Free-
holders assembled with other offi-
cials and guests to officially dedi-
cate the new Burlington County
Fairgrounds in Springfield Town-
ship last week.
The event was marked by two
ribbon cuttings.
Freeholder Director Bruce
Garganio broke the first ribbon
aboard a tractor, leading a parade
of tractors onto the site.
The cutting of a second ribbon
across the wide entry to the site
was joined in by all in atten-
dance.
I congratulate and thank all of
you who are with us today, be-
cause you are sharing in what is
truly a milestone in the history of
Burlington County, Garganio
said. Years from now memories
and photographs from todays
event will be circulated, and you
will be able to say, with pride and
satisfaction, that you were there.
For decades, the Farm Fair has
been a regular happening on the
Village Green in Lumberton, but
has become squeezed in recent
years by increasing population
and traffic, not to mention its own
offering of exhibits and activities.
Working with the Burlington
County Farm Fair Association,
freeholders identified the 640-acre
sod farm off Route 206, at Jack-
sonville-Jobstown Road, as an
ideal replacement, and purchased
the property, which had faced po-
tential residential development,
in 2004 for $4.5 million.
Garganio told those assembled
for last weeks ceremony that the
purchase was and still is the
largest acquisition the county has
ever made.
Sixty acres have been ear-
marked for the fairgrounds,
which will also host equestrian, 4-

H and other events throughout
the year.
The remaining major portion
of the property will remain as
open space, and is destined to fea-
ture an expansive network of
trails sometime in the future.
The 2011 edition of the Farm
Fair ran Wednesday, July 20
through Saturday, July 23. The
Farm Fair Association held its
own ceremonial opening on
Wednesday, July 20.

Respect others rights
to the road
As a resident of Moorestown,
a past member of the
Moorestown Bicycling Safety
Committee, and an avid cyclist,
I request that Mr. Kane learn the
New Jersey state laws, and the
local Moorestown ordinances.
New Jersey state law requires
that bicyclists have the same
rules and responsibilities as
those driving motor vehicles.
That means that bicyclists have
as much right to the roadway as
motorists and must follow the
same traffic laws. Also, if you
are driving (or riding) slower
than normal traffic, you should
keep to the right to allow other
vehicles to pass. Therefore, the
shoulder is not necessarily the
proper location for bicycles as
much as the driving lane is. If
the shoulders have debris or
other dangers, the travel lane is
the place to be. Ninety-eight per-
cent of all motor vehicle drivers
(and I am one of them also) are
courteous to others on the roads
that we all share. The other
thing I need to mention is that if
you are over the age of 13, you
are not allowed to ride a bicycle
on the sidewalks of
Moorestown. If you do, you are
breaking the law and subject to a
fine. Please stay considerate and
respect others rights to the road
and their safety.

Watch for deranged,
mad cyclists
Dear Mr. Kane,
Thank you for pointing out
that physical exercise reduces
ones ability to think rationally
and exhibit common sense. I
can only presume from your
commentary that an inverse re-
lationship exists and that non-
exercisers who drive automo-
biles are not paying attention,
get easily distracted and may hit
one of these deranged road run-
ning woman or mad cyclists. It
really hadnt occurred to me that
I am betting my life since 99.9
percent of the other gracious
residents of Moorestown either
give us a friendly wave, gently
toot their horn for us to move,
yield to make room, or slow
down when encountering my
womans running group.
Whilst I have not yet encoun-
tered any near misses by a dis-
tracted driver in 25 years of run-
ning on the Moorestown streets,
you are correct challenging a
3,000 pound automobile is a
ridiculous thing to do. Do you
suppose you could help our
womans running group out by
staying off the Moorestown
roads, say, between the hours of
6 and 11 a.m. when we are exer-
cising?

With falling revenues,
licenses make sense
Just like the federal and state
governments, local government
in Moorestown is suffering fi-
nancially, and the only option
currently available to our town-
ship council is to raise taxes on
homeowners in order to keep
our towns head above water. As
local real estate values fall, rev-
enues necessary to fund essen-
tial services decrease. Faced
with increasing costs for essen-
tial services, it is clear that
something has to give. We need
another workable option. As
Moorestown residents for over
20 years with children in the
school system, my wife and I are
deeply concerned. Permitting
restaurant liquor licenses in se-
lected locations in Moorestown,
namely the Moorestown Mall,
will help alleviate this tension
between shrinking revenues and
rising costs. That is why I recent-
ly signed a petition to put the
liquor license issue on the ballot
as a referendum item this No-
vember. We have seen an alarm-
ing loss in value of our commer-
cial tax base in Moorestown. As
the commercial tax base
shrinks, the residential tax base
is forced to cover the shortfall.
Permitting consumption li-
censes, and restricting it to the
mall only which is what the
ballot questions this year intend
to do would mean an immedi-

Just an excuse
IPAB: Death panel or no big deal?
D
epending upon which politician is speaking, the Inde-
pendent Payment Advisory Board is either a death
panel or no big deal. We say its something else: an ex-
cuse. An excuse for our duly elected leaders to pass the buck, ig-
nore their responsibilities and
otherwise not do the jobs they
were elected to do.
IPAB is the board that, once
actually established, will over-
see Medicare spending and, in
theory, limit cost increases. Re-
publicans say it will lead to ra-
tioning health care. Democrats say it is needed to save Congress
from itself.
We say this looks like the old call for a constitutional conven-
tion in New Jersey to reform the states obscene tax structure.
Politicians who supported the call for the convention said they
needed it because the public was too stupid to comprehend the
process of tax reform and would vote out any politician who
perhaps raised one tax to lower another.
Same thing with IPAB. If Congress is paying too much atten-
tion to lobbyists and special interests, as the IPAB supporters
say, then, well, the public should be OK with that or the public
should be so outraged that those members of Congress either
change their ways or are voted out of office. Thats kind of the
way government is supposed to work. Its not supposed to have
independent, non-elected panels and groups providing cover for
cowardly politicians.
Whether its Medicare, tax systems, budgets or anything else
related to government, the fixes begin and end with those
elected to office. They have the power to do nothing, make
things better or make things worse.
Then, its up to the voting public to hold them accountable
and to vote people out of office when necessary.
We dont need bodyguards for politicians who are unwilling
to make the tough decisions.

ate boost in revenue for the town
through the sale of the liquor li-
censes, and a sustained long-term
benefit through the increase in
the value of the mall. The mall is
among the towns largest com-
mercial property owners and tax-
payers. A more profitable mall
means the mall would have to pay
more in taxes to the township be-
cause it would have a higher as-
sessed value. That would mean
less of a burden on residential
property owners when it comes to
providing and paying for munici-
pal services. Helping our neigh-
bors is the right thing to do.
I know there are those in town
who want to cling to the tradi-
tions of the past, but liquor li-
censes at the Moorestown Mall
would not change any of those
traditions. Moorestown would re-
tain what its residents love about
Moorestown, while still being
able to address difficult financial
issues currently facing all towns.
There will never be corner tap-
rooms in Moorestown, and that is
not the intended aim of the ballot
questions. Given the economic
climate and the challenges we
will surely face in the future, the
time has come to begin moving
toward new and creative ap-
proaches to deal with these is-
sues. The tax and spend method
has failed in New Jersey and it
has failed in Moorestown. I urge
all Moorestown residents to sup-
port this proposal.

More support for mall
liquor licenses
I am writing today in support
of allowing the sale of alcohol in
Moorestown with restrictions
and heres why: It gives the own-
ers of the mall an opportunity to
transform the mall into a dining
and entertainment destination,
with high-end establishments we
would all be proud to dine at. Fail-
ure to do so will eventually ren-
der Moorestown Mall, our largest
property taxpayer, unable to keep
up with its competition.
It would mean a short and long-
term boost to township revenues
and ease the burden on residen-
tial homeowners when it comes
to continually rising property
taxes. We can no longer expect
local residents to shoulder such a
huge piece of the property tax pie
and still expect the town to re-
main what it is today. Finally, it
would stop the flow of
Moorestown money to establish-
ments that serve alcohol right on
our borders in Mount Laurel and
Maple Shade. There is no reason
to allow the sale of alcohol a liter-
al stones throw from
Moorestown, but not allow it
across the street, in our town,
where our residents can derive
the economic and fiscal benefits it
derives.

With recent reports stating
that promising signs have been
seen in the national real estate
market, many homeowners look-
ing to sell may be wondering
where exactly those signs are as
each day of their contract passes
without a buyer and more For
Sale signs pop up in their neigh-
borhood.
According to Mark McKenna of
Pat McKenna Realtors, theres a
99.9 percent chance the problem
is the asking price.
He said, despite the fact that a
real turnaround in the real estate
market is at least another year or
two away, a home that basically
looks good and is priced right
should sell in a short period of
time.
Its kind of a funny market be-
cause if a house is priced right
and it looks good, it sells in two
weeks, McKenna, based in Marl-
ton, said. If its not priced right,
it sits there for a good six months.
Pricing is key out of the gate.
When he says out of the gate,
he means that sellers shouldnt
necessarily list their home for
what they want to get and then sit
on it patiently. It should be priced
for what the homeowner needs
and what a buyer should realisti-
cally expect to pay.
McKenna added that an up-to-
date appraisal is key to knowing
what a house should be priced at.
In his area, McKenna is cur-
rently seeing average sale prices
in the area of $320,000.
He said that a normal hous-
ing market doesnt exist anymore,
so its important not to look too
far into a comparison of that
amount to previous years. Howev-
er, he did say that sale prices are
currently a hair lower than last
year.
There are currently about 5,000
homes listed in Burlington Coun-
ty, of which 638 or 12 percent
are under contract, McKenna
said. Again, he said the low num-
ber of inventory under contract
is mostly due to appearance and
price.
In order to sell a house, people
need to walk in your house and
say, This is a good buy, McKen-
na said. If its not a good value, it
will not sell.
Something else that could help
turn the housing market around
is the fact that the rental market
is currently through the roof.
McKenna rented 17 properties in
May. Compare that to the 37 prop-
erties he rented in all of 2010.
That trend will cause the mar-
ket to shift because, soon enough,
itll be more expensive to rent
than it will be to buy a home, he
said.
McKenna said it could be an-
other year or two before we see a
true turnaround in the market.
Realtor Dave Lewis, of BT Edgar
Realtors, said it all depends on the
job market.
In the good old days of the
American Dream, once you found

cant be tied down, Lewis agreed

Though many areas of the
housing market are holding
steady or seeing slight decreases
compared to last year, Long & Fos-
ter of Cherry Hill just reported
earlier this month that sales are
up dramatically over this time
last year.
During the month of June, the
Cherry Hill office sales units
numbers were up 35 percent over
June of 2010, said Art Herling,
regional vice president.
Long & Foster Realtor Andrea
Pietrinferno, the manager of the
Cherry Hill office, added that she
thinks this is a terrific market
with many opportunities for both
buyers and sellers.
Whether you are looking to
buy a first home, move up to
something bigger or start down-
sizing, looking for new construc-
tion, short sales or foreclosures,
there is something for everyone,
she said.
Pietrinferno added that her
agency has more than 1,700 active
listings on average, of which ap-
proximately 500 are in Camden
County.
That represents about a 23.7
percent increase from this time
last year.
According to her records, the
average sales price stands at
about $219,000, which is only 5
percent below last years amount.
Also a slight difference, according
to her statistics, is the amount of
days on the market 90, currently,
which is just a slight increase
from last year.
The market is correcting it-
self, but buyers still have a
tremendous opportunity with in-
terest rates being at a historical
low and affordability index at an
all-time high, Pietrinferno said.
When sellers price their house
properly, we have seen multiple
offer situations.
So buyers are indeed out there.
As for sellers, there isnt much
else to do besides, one, be patient,
and two, listen to your Realtor,
Streichert said.
The most critical thing now is
to make sure your house is ready
for the market, Streichert said.
So far, 1,587 houses have sold this
year in Burlington County. We
have more than a years worth of
houses out there (to sell in both
Burlington and Camden coun-
ties).
The sellers have to make sure
their houses are definitely in the
best conditions they can be, she
said. The buyers, if they have
this many houses to look at, they
have a lot of choices.
