Even with a cleaning schedule in place, once a year you should have a technician come out and check the sludge level of the tank. If the sludge level is too high -- past the halfway mark -- a cleaning is needed, along with an evaluation of the system to make sure everything is working correctly. Finally, a check of local and state regulations concerning septic tanks can save you some grief in the long run. Some municipalities mandate more frequent tank cleaning due to groundwater quality issues, and at least one county in Florida is requiring residents to completely replace tanks that are more than 40 years old. HOME TIP: Avoid flushing chemical products into a septic system. These will kill bacteria that are essential to breaking down waste. THIS IS A HAMMER By Samantha Mazzotta DOES YOUR SEPTIC TANK NEED PUMPING OUT? Q: How often do I need to have my septic tank pumped out? I keep getting calls and postcards from a local company saying I have to do it every year. -- Jim S., via email A: How often your septic tank actually needs to be pumped out varies depending on the size of the tank, the number of people in your home, and local or state regulations regarding septic tank maintenance. First things first, however. How long has it been since your tank was last pumped out? If its been more than six years, or you honestly cant remember, its probably time. If you know how long its been since the last cleaning, the size of the tank will help you figure out when next to have it pumped out. For example, if you have a 500-gallon tank, and your home has four residents, the tank should be cleaned once per year. If there are only two residents in a home with a 500-gallon tank, a cleaning is only needed about every two and a half years. The purpose of pumping out the tank is to remove solid waste, or sludge, which builds up over time. Too much sludge reduces the efficiency of the septic system and can block or damage drain pipes, causing a backup into your house (ugh!) or damage to the drain field through which liquid waste is safely disbursed.

VETERANS POST by Freddy Groves AGENT ORANGE PAYMENTS SHIFT INTO HIGH GEAR All across the country, Veterans Benefits Administration claims personnel are working to process the mountain of paperwork as a result of the Nehmer case. The upshot of Nehmer v. U.S. Department of Veterans Affairs is that the VA must re-adjudicate claims it denied in the past for the three newest presumptive illnesses for Agent Orange exposure. They are Ischemic Heart Disease, Parkinsons Disease and certain leukemias. This covers claims filed or denied from Sept. 25, 1985 to Aug, 31, 2010, which is the date the service connection was established. Now that the VA is under a court-ordered gun, the process must be completed by Oct. 1, 2011. Here are some of the differences between a standard claim and one falling under this new ruling, taken from the training manual for new staff: Current: Goes by the claim date. Nehmer: No new claim need be filed if a presumptive illness appeared or was denied. Staff is to find the illness in your records and use that date. Current: Benefits do not go to the estate of a deceased veteran. Nehmer: Benefits survive the entitled members estate. Marriage license and birth certificates may be required. Current: Payments are made when possible. Nehmer: Payments must be made within 21 days of verification of entitlement. To learn more about the specifics, go to www.nvlsp.org, which is the national Veterans Legal Services Program. Search for Nehmer Training Guide, which includes a letter and the manual. Youll find dates and locations in the manual, as well as a list of vessels documented to have been at the shore or inland. Youll also find a list of documents that can be used as evidence, such as TDY orders, shore-leave orders in writing and other documentation that shows the veteran physically set foot in the country. Water also helps to transport nutrients and aides with the elimination of bodily waste. By the time you become thirsty, you may have already lost 2 percent of your body fluids. Mild dehydration is when you have lost 2 percent to 5 percent of your body fluids. Symptoms of mild dehydration include thirst, dry mouth and throat, rapid pulse, low blood pressure, weakness or a lack of energy, and reduced quantity of urine. When there is a fluid loss of more than 5 percent, the body has severe reactions that include pale skin; bluish fingertips and lips; rapid, shallow breathing; weak, irregular pulse; and confusion or disorientation. It can result in shock, seizures, coma and death. A person who burns about 2,000 calories should get about 8 to 12 cups of fluid per day. (Most women burn less than 2,000 calories, while men working outside would burn more.) That might sound like a lot to drink, but it doesnt all have to come from drinking water. Many of the foods we eat contain a high percentage of water, and that counts as a portion of the 8 to 12 cups of needed fluid. Hydrating foods such as celery, cucumber, lettuce and summer squash are 90 percent to 95 percent water. Grapefruit, strawberries, broccoli and tomato are 90 percent to 94 percent water, and milk, yogurt, egg whites, fruit juices, apples and carrots are 80 percent to 89 percent water. Keep slices of watermelon, honeydew, cantaloupe and other such water-packed fruits in the refrigerator. They are excellent sources of water, sugar and electrolytes, and the perfect grab and go refresher on a hot summers day. Keep in mind that the thirst mechanism can become weak in senior citizens, so they may need to implement a way of assuring they drink enough water. Some people fill a pitcher with six or so cups of water in the morning and make sure that they drink the entire contents by the time they go to bed. At the other end of the life span are children, who often ignore thirst cues. It is important to assure they are drinking enough fluids, especially if theyre playing outdoors. A good gauge of hydration is the color of their urine. A dark-yellow color is an indicator they are not drinking enough fluids. Just remember that if the weather is hot and youre sweating, that precious fluid needs to be replaced. Next time you venture out into the heat, dont forget to pack a bottle full of this Fruity Sports Drink, or take along a package of the Homemade Powdered Sports Drink to add to your bottle of water! FRUITY SPORTS DRINK Using natural fruit juices adds both natural sugars and vitamins to your sports drink. Adding sea salt instead of table salt adds an electrolyte source, as the minerals of the sea are very similar to the electrolyte composition in our blood. Sea salt contains 84 minerals, including sodium, potassium, iodine, magnesium, calcium, zinc, manganese and helps to replenish the minerals you lose through perspiration. 1/2 can (3 ounces) frozen, unsweetened orange juice 2 tablespoons freshly squeezed lemon juice 1 tablespoon freshly squeezed lime juice 3/4 teaspoon sea salt 2 quarts water Using a large pitcher, mix all of the ingredients together until thoroughly combined. Refrigerate and stir to recombine before serving. Makes 2 quarts. HOMEMADE POWDERED SPORTS DRINK 9 tablespoons organic or raw sugar 3/8 teaspoon sea salt 1 packet unsweetened powdered fruit-drink mix Mix together the sugar, salt and powdered fruit drink until wellcombined. Place 1/3 of the mixture into each of three small resealable bags. To reconstitute, add the contents of 1 bag to a 20-ounce sports bottle. Fill the bottle halfway with water, close and shake to mix. Fill the rest of the bottle with water and shake to mix again. Alternately, add half the powdered drink to a 20-ounce bottle of water. Replace cap and shake to mix. Add the rest of the powdered drink, replace cap, and shake to mix. Makes 3 servings. Spicy Soybeans Make a Healthy Snack Roasted soybeans (also known as soynuts) are a healthy and versatile snack, and a much better option than chips or crackers. A 1/4 cup serving of unsalted, roasted soynuts has 130 calories. It contains 6 grams of fat -- 1 gram of which is saturated -- 9 grams of carbohydrate, 2 grams of fiber and 11 grams of protein. There is no trans fat, cholesterol, salt or sugar. Soybeans have been shown in hundreds of studies to help prevent heart disease and several forms of cancer. Stick to no more than a one-ounce, 120-calorie snack, as two or three ounces daily are too fattening. Roasting and flavoring dry soybeans at home, using the recipes below, allows you to control the salt and add the flavors of your choice. Start with the basic roasted soybean procedures listed and then get creative with your flavorings. Ive provided tips about how to roast dry soybeans and ways you can add spices to coat the beans with flavor. The next time you want a snack, reach for the roasted soybeans, and dont spare the spice mixes! ROASTED SOYBEANS Roasted soybeans can be used in salads for texture, added to trail mixes or eaten alone for a snack. To add a little more flavor after roasting, use the following spice mixes to add a kick to your roasted soybeans. 4 cups whole dry soybeans Cooking oil spray 1. Rinse soybeans in a colander under cool water to clean. Fill a large bowl with cool water and then soak the soybeans at least 8 hours. 2. Pour the soybeans into a colander and rinse again under cool running water. Shake off the excess water, and set soybeans aside to drain completely. 3. Preheat oven to 350 F. Spray 2 large, rimmed baking sheets with cooking oil. Spread two cups of the soaked beans into single layer on each baking sheet. Bake for 15 minutes, and then spray the soybeans with the cooking-oil spray. Stir and continue to bake, stirring every 5 minutes until golden brown and crunchy. The total roasting time will vary depending on the moisture of the beans, but should take about 25 to 35 minutes. 4. Remove roasted nuts from the oven to cool. Store nuts in an airtight container for up to 4 weeks. DONOHUE: I read all the time about the risks of having a heart attack. I never see anything said about the risks for having a stroke. What are they? I fear a stroke more than I do a heart attack. -P.S. ANSWER: The risks for both are similar. They include uncontrolled high blood pressure, cigarette smoking, diabetes, high cholesterol, too little exercise, a large waist, excessive alcohol consumption and a high ratio of Apo B to Apo A-1. This last item needs an explanation. Apo B is similar to LDL cholesterol -- the bad kind of cholesterol, the kind that clogs arteries. Apo A-1 is more like HDL cholesterol -- good cholesterol, the kind that keeps arteries clean. I have to admit that these tests are not usually ordered. This subject is complicated by the fact that there are two different kinds of stroke. The more-common variety comes from obstruction of blood flow to a part of the brain from a plugged artery, like the plugged heart artery of a heart attack. The less-common variety comes from the breaking of a brain artery, something called a hemorrhagic stroke. The two require different treatments and different approaches to prevention. P.S. is like most people who live in greater fear of a stroke than a heart attack. The booklet on strokes explains the kinds of strokes and what can be done to prevent and treat them. The actual attack probably results from an outpouring of body chemicals, like adrenaline. What triggers the release of these chemicals usually is buried deeply in a person's subconscious. Lack of sleep or medication could make a person more susceptible to an attack. If you experience a panic attack only once, you don't have a great concern. If the attacks recur, then you do have a problem that needs attention. But another study, meant to take a closer look at the original study, called that 2008 study flawed for multiple reasons. A big reason is that the particulate matter (dust granules or blowing sand) were of different size and composition (metals, bacteria) than those commonly found in the U.S. and should not be studied with the same methods. Tests were taken at odd intervals, and weren't always run at the same time as the personnel that were being studied, making it difficult to pinpoint cause and effect. The list goes on. The 2010 research said that those who were deployed were in fact exposed to high concentrations of particulate matter, and that "it is indeed plausible that exposure" is associated with illnesses. Further, those illnesses may present themselves immediately after exposure, or years later. To Crate or Not to Crate? Q: Whats your view of kennel cages? My wife hates the idea of using one to train our dog Sandy, but I disagree. What do you say? -Jerry in Las Cruces, N.M. A: Im personally OK with the concept of crating (or kennel cages). Its an effective way to housetrain a puppy (who wont soil a sleeping or living area) and teaches it to stay comfortable and relaxed in a similar container, the travel crate, which is essential to traveling with your dog. However, I do see frequent instances where the crate is misused, with negative consequences for dog and owner alike. The crate also serves as a home or den for your dog. So it always has to be seen by Sandy as a safe place to be, perhaps the safest place in the house for her. If you use the crate to punish Sandy, such as shutting her up in it when shes being hyperactive or disobedient, she could associate it with negative feelings and avoid going into it. I recommend you learn as much as you can about using the crate to train Sandy. The American Dog Trainers Network has a list of tips on furnishing the crate, getting her to accept it and using it as a positive training tool. Late payments, minimum-only payments, creditcard balances that are too high and maybe even auto repossession could have drastic impacts on your credit score. Netflix, the popular DVD rental company, unexpectedly raised its rates by as much as 60 percent last month. No longer can you get movies and all the streaming you want for one low price. Now the movies and the streaming have separate costs, and to get both the DVDs delivered to your door and streaming will cost more. There are other ways to watch inexpensive movies, however, if you know where to look. If you dont already have a means of streaming movies, check into the Roku [www.roku.com], a nifty little streaming box. It comes in three levels: $60, $80 and $100. Price is determined by high-

definition level (720p or 1080p), but all come with built-in wireless. Be sure to hunt around the settings to see all thats offered with Roku - more than 300 channels with music, movies and shows. Many of the services, such as Crackle, are free. Hulu Plus and Amazon offer inexpensive access to movies. Pandora, the movie channel, is free. Youll find EPIX movies and on-demand sports. Additionally, with Roku youll have access (some free) to some international movies and television shows. And yes, you can access Netflix if you have the streaming option. If you only want to stream to your computer or mobile phone, check Zediva [www.Zediva.com] for $1.99 new movie rentals. And heres a bonus: You dont have to pay with a credit card on its site. NARCONON FLORIDA REPORTS PARENTS SHOCKED BY FAMILY MEMBERS DAILY DRUG DOSE Clearwater, FL - Narconon Floridas Executive Director, Cheryl Alderman, reports seeing a new trend appearing as parents enroll their children in the Narconon drug-free program. Of the parents present during the initial intake interviews, 95% had no idea of the high and potentially lethal daily drug doses, many prescription drugs, their loved one was taking. First of all, says Ms. Alderman, let me say that we only service adults, so we are talking about adult children here, and its normal for their parents or a loved one to bring them in for a consultation and intake Interviews. Many of the addicts actually feel relieved to be able to let their parent or spouses know just how bad their prescription addiction has gotten and want to be in a safe environment when they finally come clean about their usage. Over time people addicted to drugs build up a tolerance for the substance they are taking and as they continue to use the Highs are less high and they must take more drugs just to not be in pain or withdrawal. Routinely, people addicted can take 25-30 Oxycontin daily, along with 4-5 Xanax bars and much more on a daily basis. Not knowing how truly addictive prescription medications can be and having them so readily prescribed in Florida has dramatically increased the amount of prescription drug users seeking withdrawal and rehabilitation services. This trend is also bearing out in the intake reports Alderman sees on a weekly basis at her Narconon Florida center in Clearwater. With many years of experience in drug rehabilitation she says they are seeing prescription drug addicts forming 95% of their new students as they call people on their program. The prescription addiction starts one of several different ways, treatment for an injury, a dental procedure or someone gives them something to feel better and get them through a tough time, or just a little something to pump them up at a party, but no matter what the path of addiction is, it leads to higher and higher doses and to the same life ruins: loss of jobs, family, health and more times than not, loss of life. In Pinellas County we are losing on average 7-8 people to Oxycontin deaths a week. That statistic alone should make you very cautious of using prescriptions for any more than the recommended time and dose, says Alderman. ELK APPLICATION DEADLINE APPROACHES Webcast planned for public drawing of elk licenses Harrisburg - Hunters looking to participate in this years Pennsylvania elk season have until Aug. 26 to submit an application through the Pennsylvania Game Commissions Pennsylvania Automated License System (PALS). This can be done at any issuing agent or through the Buy Your Elk License icon in the center of the agencys homepage (www.pgc.state.pa.us). Applicants must pay a $10.70 non-refundable application fee to be included in the drawing. Details on the elk season and drawing are available on pages 86-88 of the 2011-12 Pennsylvania Digest of Hunting and Trapping Regulations, which is provided to license buyers. On Friday, Sept. 9, at 10 a.m., the Game Commission will hold a public, computerized drawing in the auditorium of its Harrisburg headquarters. At that time, the agency will award the 56 elk licenses, the first 18 drawn will receive an antlered license and the next 38 drawn will receive an antlerless license. By law, only one application is permitted per person per year, and PALS will prohibit an individual from submitting more than one application. Individuals are not required to purchase a resident or nonresident general hunting license to apply for the drawing. However, if they are drawn for one of the elk licenses, hunters then will be required to purchase the appropriate resident or nonresident general hunting license and view the elk hunt orientation video produced by the Game Commission before being permitted to purchase the elk license. The elk license fees are $25 for residents and $250 for nonresidents. There is no cap, or limit, for the number of licenses that may be awarded to nonresidents. Individuals who applied in each year from 2003 through 2010 but were not awarded an elk license have eight preference points heading into this years drawing if they submit an application this year, and will have their name entered into the drawing nine times (eight preference points plus the point for this years application). As part of the preference point system established by the agency in 2003, consecutive applications are not required to maintain previously earned preference points, but those points can be activated only in years that a hunter submits an application. For instance, if a hunter has seven preference points, but does not enter the 2011 drawing, he/she will not have any chances in the upcoming drawing. However, their preference points will remain on hold until they apply again. Once a hunter is awarded an elk license - either an antlered or antlerless elk license - the hunters preference points will revert to zero. Additionally, hunters who want to earn a preference point for this year, but know that they would not be able to participate in the elk hunting season if drawn, have the option of simply purchasing a preference point for $10.70. While they will not be included in the drawing for the 2011 elk licenses, they will continue to build their preference points. Those applying for an elk license can choose either an antlered or antlerless elk license, or they may select both categories on their application. For those who select antlered only, if they are drawn after the antlered licenses are allocated, they will not receive an elk license. For those who do receive an antlered elk license, they will not be permitted to reapply for future elk hunting opportunities for five years. However, those who received an antlerless elk license in any of the previous hunts may submit an application this year. Applicants also have the opportunity to identify their elk hunt zone preference, or they may select any. If drawn and their preferred hunt zone is filled, applicants will be assigned a specific zone by the Game Commission. To assist applicants in making this decision, information about the elk hunt zones, as well as an elk harvest map depicting the locations of every elk taken by hunters since 2001, are posted on the agencys website (www.pgc.state.pa.us), and can be viewed by clicking on the Buy Your Elk License icon in the center of the homepage. The public drawing of applications to be awarded licenses will be webcast on Sept. 9. To view the drawing, a special icon will be posted online the morning of the public drawing for individuals to click on and watch the drawing. Each year, tens of thousands of individuals apply for an elk license, said Carl G. Roe, Game Commission executive director. Unfortunately, not all of them can make it to the public drawings and we are unable - due to financial limitations - to send everyone who applied a letter to let them know whether they were drawn. By webcasting the drawings, we hope to allow more people to view these events without having to travel. Roe also noted that those who have submitted applications can check the status of their applications for the elk drawing, as well as their antlerless deer license applications, thanks to the Pennsylvania Automated License System (PALS). I picked up all the dust and shavings along with the stray pieces of hardware. At orientation, parents and students that are coming to the high school for the first time receive important information about policies and procedures at the high school and get a chance to meet the high school staff. Students also receive a packet of information that will help them get off to a good start. No registration is necessary for this event. Students are encouraged to attend both sessions, however if you are unable to attend the first session, please come at 4:00 p.m. with your parents. The high school staff is looking forward to meeting all of our new students and we hope that you will be attending both events. See you there!! ELEMENTARY OPEN HOUSE: Parents of elementary students are invited to attend the Smethport Area Open House on Tuesday, September 13th from 6:00 p.m. to 7:30 p.m. STUDENT INSURANCE: The Smethport Area School District has purchased interscholastic athletic insurance for all students who participate in the sports program. This insurance has limitations, and is NOT meant to replace any insurance that you may have, but rather supplement the coverage your insurance may provide. Brochures will be distributed at the beginning of school for any students who wish to purchase additional insurance coverage beyond that of the athletic programs.

SNOW DAYS: Days missed because of inclement weather will be made up in the following order: February 17, 20, April 10, 11, and June as needed. ACT 80 / PROFESSIONAL DEVELOPMENT DAYS: Act 80 days will be August 25th & 26th, October 10th, November 3rd, November 4th 1/2 day, and January 16th. There will be no school for students on these days. Parent Teacher Conferences will be held on November 3rd only. Please note that November 4th is a 1/2 day for Teachers. HOMEROOM ASSIGNMENTS: Elementary homeroom assignments are available on the schools website at www.smethportschools.com. Click on Elementary School tab located at the top of the page. They will also be posted on the doors of the Elementary School. High School classroom assignments will be posted on the doors at the High School towards the end of August. REGISTRATION OF NEW STUDENTS: Elementary students who are new to the district should register with the Elementary office as soon as possible at 887-5012. Please bring your child's birth certificate and immunization records. To register for Kindergarten, children must be five (5) years of age on or before September 1st. Kindergarten students who have already registered do not need to register again. High school students who are new to the district should call the High School Office for an appointment. SCHOOL DAY FOR STUDENTS: The arrival time for Elementary students is from 8:00 to 8:10 a.m. Dismissal time will be 3:05 p.m. After 8:15 a.m. elementary students are considered tardy. High school students are to arrive from 8:00 to 8:09 a.m. After 8:11 a.m. high school students are considered tardy. Dismissal for secondary students will be 3:14 p.m. No elementary or secondary student should arrive at the school before 7:50 a.m., unless they are in the cafeteria eating breakfast. EMERGENCY CARDS: Emergency Cards will be given to your child the first day of school. Please see that these cards are filled out, being certain to use the 911 mailing address, and returned as soon as possible. This information is required for emergency contact in case of injury to your child at school. SCHOOL PICTURES: Underclassmen class pictures and student ID pictures will be taken on Tuesday, September 6, 2011. All students in grades seven through twelve must have their picture taken on that day in order to get a student ID. Elementary students' school pictures will be taken on Tuesday, September 6, 2011. STUDENT HANDBOOKS: Each student K-12 will be receiving a Handbook at the beginning of the year. Families can use COMPASS to apply for free or reduced price school meals only, or they can apply for other services at the same time (FS, TANF, etc.). ELEMENTARY SCHOOL BREAKFAST AND LUNCH PROGRAMS: Students are encouraged to participate in the school lunch and breakfast programs. Nutritious meals are prepared and served daily by the cafeteria staff. Each Friday, ice cream or fresh fruit is served as part of the regular lunch. Breakfast is available each day beginning at 7:50 a.m. Elementary students may substitute an individual salad or a peanut butter and jelly sandwich or yogurt in place of the main entre. The rest of the regular lunch is then served with the substitute. Elementary Lunch Policy If an account has a negative balance, no extras or doubles may be purchased. Negative balance reminder slips will be given to the Elementary students to take home every couple of weeks. Any cafeteria charges over $10.00 will result in an Elementary students lunch consisting of a white milk and cheese sandwich. The account will continue to be charged. The Elementary homeroom teachers will be notified prior to lunch for students who owe $10.00 or more. They will be given a slip to give to the students letting them know they will receive a cheese sandwich lunch. The students will need to give these slips to the cafeteria server to receive their lunch. All money should be taken to the cafeteria in the morning before 10:00 a.m. Any money brought to the cafeteria will be applied towards the negative balance. No money will be accepted through the lunch lines. No Elementary students may participate in field trips at the end of the year unless the account is paid in full. All accounts must be paid in full at the end of each school year. There are no Ala Carte items in the Elementary Cafeteria except milk; however, a student who purchases lunch may also buy extra menu items. Extra menu items are any single item on the menu or a second lunch. Students are charged for any extras that they choose and must have money in their lunch account to cover these. Students receiving free or reduced meals may also buy extras if there is money available in their account. Any student who receives free lunches and purchases a milk only is charged $0.35. The milk is NOT free when purchased without a lunch. If a student forgets his/her home-packed lunch or money for lunch, he/she may charge a lunch. Charges are discouraged and should be covered with an account deposit as soon as possible. If a parent does not wish their child to buy extras or a double lunch, they may request this in writing to the Food Service Director, who will then put a block on the account.
