To THE SECRETARY MINISTRY OF HEALTH & FAMILY WELFARE, GOVT. OF INDIA, NIRMAN BHAWAN, NEW DELHI Whereas the Complaint/Intimation dated 08/08/2011 recieved from DR. LENIN, SECRETARY GENERAL in respect of BHOPAL GAS VICTIMS & OTHERS was placed before the Commission on 09/08/2011. And Whereas upon persuing the Complaint the Commission has passed the Following order: The complainant in his complaint dated 08.08.2011 referring to a news web link alleged that on pretext of medical treatment the Bhopal Memorial Hospital and Research Centre has carried out clinical trials on gas victims. It is further alleged that the multi specialty hospital was set up for treatment of gas victims but it has conducted unethical drug trials on 279 patients out of whom 215 were gas victims, due to which three patients died. Issue notice to the Secretary, Ministry of Health & Family Welfare, Government of India, New Delhi and Chief Secretary, Government of Madhya Pradesh calling for a report in the matter within four weeks. Now therefore take notice that you are required to submit the requested information / Report within from the date of reciept of this notice. Take further notice that in default the Commission may proceed to take such action as it deems proper. Given under my hand and seal of the Commission this the day of 8/9/2011. NHRC issues notices to the Centre and the Madhya Pradesh Government on allegations of unethical drug trials on Bhopal gas victims
New Delhi, August 9th, 2011 The National Human Rights Commission, NHRC has taken cognizance of a complaint referring to a news web link alleging that on pretext of medical treatment, the Bhopal Memorial Hospital and Research Centre has carried out unethical clinical trials on Bhopal gas victims resulting in death of many persons. Allegedly, the multi-specialty hospital was setup for treatment of gas victims, but it conducted unethical drug trials in them. 215 out of 279 patients on whom unethical drug trials were conducted comprised Bhopal gas victims. On consideration of the complaint, the Commission has issued notices to the Secretary, Ministry of Health & Family Welfare, Government of India and Chief Secretary, Government of Madhya Pradesh calling for their reports in the matter within four weeks
