Stephen J. Brown, 82
Stephen J. Brown, Ph.D., a former president of the Gertrude Stein Democratic Club, died July 23 at his home in Dupont Circle. He was 82. Brown was born in Moline, Ill., and grew up in Washington. He died at home in his sleep, according to his friend, Donald Bitsberger, who said Brown was in relatively good health. The cause of death is unknown. Brown spent his entire career as a professor of English literature, teaching in Washington at George Washington University for several years and completing his career as professor of English at the George Mason University in Virginia. He was a graduate of Yale University where he earned his bachelors degree in 1950, and his Ph.D. in 1959. Brown also attended Clare College, University of Cambridge, England. Brown, who was gay, was a lifelong political activist in Washington working for gay rights. He was a Kennedy delegate to the Democratic National Convention in 1968. Loyal Snyder, a longtime friend, said Brown was a kind, generous and caring man. He was a scholar with great interest in the history of homosexuality in Western literature. He was best known for his ready sense of wit and strongly held political opinions, Snyder said. Brown is survived by his sister, Virginia (Mimi) of Essex Falls, N.J. He will be missed by his friends, Donald and Diane Bitsberger, Snyder, and many friends from the Yale Class of 1950, the faculty of George Mason University, and the local D.C. political community. His marriage to the late Loraine Brown, ended in divorce. He was cremated and will be buried with his parents in Rock Creek Cemetery. A memorial service is scheduled for Wednesday at 11 a.m. St. Patricks Episcopal Church, (4700 Whitehaven Parkway, N.W.) in Washington. Donations in memory of Brown may be made to the

Inouyes statement that the new LGBT liaison would be in place in October also raised speculation that the White House has already selected that person. How could they declare the new person will start in October if they dont have someone lined up already? said one LGBT activist who asked not to be identied. The activist said Inouyes statement that the new person would be a full-time liaison to the LGBT community suggests that the White House may be changing the position from the one held by Bond by assigning all or most of the new liaisons duties to LGBT-related issues. Winnie Stachelberg, former legislative director for the Human Rights Campaign who now serves as senior vice president for external affairs for the Center for American Progress, said she has learned from White House sources that Alvillars interim appointment was limited to taking on Bonds duties as LGBT liaison at the White House. Raul is not taking over as deputy director of the Ofce of Public Engagement, she said. Raul is the interim replacement on the LGBT set of issues that Brian worked on. Stephanie has been named as the new deputy director of OPE, and her role and Rauls role do not intersect or overlap, Stachelberg said. Stachelberg, who lobbies the White House on LGBT-related issues, said she had no knowledge of the title or other responsibilities the new permanent LGBT liaison at the White House will have. But she questioned the need for a high-ranking White House ofcial to serve as the sole LGBT liaison for the Obama administration, as suggested by Socarides. I think its important to note that Brian was never the only point person in the White House, and they have really assembled a team, Stachelberg said. And while Brian has left that team, the team remains.

Yet some U.S. gay activists with ties to LGBT people in Cuba say the pro-LGBT policies promoted by Mariela Castro are taking place within a political system that prohibits freedom of expression and any criticism of the Communist Party-led government that runs Cuba. While they see the changes that Mariela Castro has brought about as positive for LGBT people, these activists say LGBT people, like all other Cubans, remain under the control of a repressive government that denies its people freedoms taken for granted in other countries, including access to the Internet. Yes there is a trickling, if you will, of some freedoms here and there, said Heriberto Herb Sosa, president of the Unity Coalition, a Miami-based LGBT Latino advocacy organization. Sosa said his organization has developed a network of LGBT correspondents inside Cuba who communicate clandestinely with his group. He said some of them write articles for a Spanish language LGBT online magazine, Ambiente, which Sosa publishes. Unfortunately the regime really hasnt changed much in the way they offer this relaxation, he said. Its always if you play by the rules, if youre part of the Communist Party, if youre in favor of the government those are the people that are getting a little bit more freedoms, including those within the LGBT community. According to Sosa, while Mariela Castro has promoted LGBT-friendly programs, many dissidents are being thrown in jail or are being harassed and beaten as recently as last week. Other LGBT activists more supportive of Cuba argue that Miami-based Cuban Americans, such as Sosa, have a longstanding bias against the Cuban government, in part, because their parents or grandparents lost
nancial assets when they ed Cuba for the U.S. in the 1960s following the Fidel Castroled Cuban revolution of 1959. The politically inuential Cuban American community in South Florida has been credited with persuading Congress and at least eight U.S. presidents to continue the U.S. economic and trade boycott of Cuba, which critics say hurts the Cuban people more than the government. Cuban American organizations argue that the U.S. trade boycott is needed to set the stage for the eventual replacement of the current Cuban regime with a new democratic government. This is not our personal feelings or opinions, said Sosa. This is based on what we know is happening inside the island from actual LGBT leaders and dissidents and writers from within the island and every single day send us factual information as to what is going on. The international human rights advocacy organization, Human Rights Watch, has called on the U.S. to end the trade embargo against Cuba. But the group has also been highly critical of Cubas human rights record, saying little has changed since Raul Castro replaced his brother Fidel as the countrys top leader. Cubas laws empower the state to criminalize virtually all forms of dissent, and grant ofcials extraordinary authority to penalize people who try to exercise their basic rights, the group said in a June 1, 2011, statement. The European-based human rights group Amnesty International issued a statement in March saying that, in response to international pressure, Cuba released about 50 political prisoners who had been jailed since 2003. However, Amnesty International said the government was detaining a new crop of
political dissidents. Hundreds of pro-democracy activists have suffered harassment, intimidation and arbitrary arrest in recent weeks as the Cuban government employs new tactics to stamp out dissent, the statement says. The Obama administration has relaxed some restrictions that, in the past, have barred most U.S. citizens from traveling to Cuba and prevented Americans, including Cuban Americans, from sending money to assist Cuban relatives. But the administration earlier this year joined members of Congress in condemning the Cuban government for sentencing an American citizen, Alan Gross, to 15 years in prison for bringing satellite and other communications equipment into Cuba under a U.S. government sponsored program to promote democracy. Gross said he brought in the equipment to assist the islands small Jewish community obtain access to the Internet. Cuban authorities accused Gross of engaging in espionage activities on behalf of the U.S. government. With that as a backdrop, the U.S. State Department surprised some political observers in June when it included an LGBTrelated project in an ofcial request for proposals from independent contractors to promote democracy in Cuba. The request for proposals was issued by the State Departments Bureau of Democracy, Human Rights, and Labor. The bureau seeks proposals to strengthen grassroots organizations to create the conditions that allow meaningful and unhindered participation by members of the lesbian, gay, bisexual, and transgender (LGBT) community in all aspects of Cuban society, a State Department document

INDICATION: REYATAZ (atazanavir sulfate) is a prescription medicine used in combination with other medicines to treat people 6 years of age and older who are infected with the human immunodeficiency virus (HIV). REYATAZ has been studied in a 48-week trial in patients who have taken anti-HIV medicines and a 96-week trial in patients who have never taken anti-HIV medicines. REYATAZ does not cure HIV or lower your chance of passing HIV to others. People taking REYATAZ may still get opportunistic infections or other conditions that happen with HIV infection. IMPORTANT SAFETY INFORMATION: Do not take REYATAZ if you are allergic to REYATAZ or to any of its ingredients. Do not take REYATAZ if you are taking the following medicines due to potential for serious, life-threatening side effects or death: Versed (midazolam) when taken by mouth, Halcion (triazolam), ergot medicines (dihydroergotamine, ergonovine, ergotamine, and methylergonovine such as Cafergot, Migranal, D.H.E. 45, ergotrate maleate, Methergine, and others), Propulsid (cisapride), or Orap (pimozide). Do not take REYATAZ with the following medicines due to potential for serious side effects: Camptosar (irinotecan), Crixivan (indinavir), Mevacor (lovastatin), Zocor (simvastatin), Uroxatral (alfuzosin), or Revatio (sildenafil). Do not take REYATAZ with the following medicines as they may lower the amount of REYATAZ in your blood, which may lead to increased HIV viral load and resistance to REYATAZ or other anti-HIV medicines: rifampin (also known as Rimactane , Rifadin , Rifater , or Rifamate), St. Johns wort (Hypericum perforatum)containing products, or Viramune (nevirapine). Serevent Diskus (salmeterol) and Advair (salmeterol with fluticasone) are not recommended with REYATAZ. Do not take Vfend (voriconazole) if you are taking REYATAZ and Norvir (ritonavir). The above lists of medicines are not complete. Taking REYATAZ with some other medicines may require your therapy to be monitored more closely or may require a change in dose or dose schedule of REYATAZ or the other medicine. Discuss with your healthcare provider all prescription and non-prescription medicines, vitamin and herbal supplements, or other health preparations you are taking or plan to take. Tell your healthcare provider if you are pregnant or plan to become pregnant. REYATAZ use during pregnancy has not been associated with an increase in birth defects. Pregnant women have experienced serious side effects when taking REYATAZ with other HIV medicines called nucleoside analogues. After your baby is born, tell your healthcare provider if your babys skin or the white part of his/her eyes turns yellow. You should not breast-feed if you are HIV-positive. Also tell your healthcare provider if you have end-stage kidney disease managed with hemodialysis or severe liver dysfunction. Tell your healthcare provider right away if you have any side effects, symptoms, or conditions, including the following: Mild rash (redness and itching) without other symptoms sometimes occurs in patients taking REYATAZ, most often in the first few weeks after the medicine is started, and usually goes away within 2 weeks with no change in treatment.
Severe rash may develop with other symptoms that could be serious and potentially cause death. If you develop a rash with any of the following symptoms, stop using REYATAZ and call your healthcare provider right away: Shortness of breath General ill-feeling or flu-like symptoms Fever Muscle or joint aches Conjunctivitis (red or inflamed eyes, like pink eye) Blisters Mouth sores Swelling of your face Yellowing of the skin and/or eyes may occur due to increases in bilirubin levels in the blood (bilirubin is made by the liver). A change in the way your heart beats may occur. You may feel dizzy or lightheaded. These could be symptoms of a heart problem. Diabetes and high blood sugar may occur in patients taking protease inhibitor medicines like REYATAZ. Some patients may need changes in their diabetes medicine. If you have liver disease, including hepatitis B or C, it may get worse when you take anti-HIV medicines like REYATAZ. Kidney stones have been reported in patients taking REYATAZ. Signs or symptoms of kidney stones include pain in your side, blood in your urine, and pain when you urinate. Some patients with hemophilia have increased bleeding problems with protease inhibitor medicines like REYATAZ. Changes in body fat have been seen in some patients taking anti-HIV medicines. The cause and long-term effects are not known at this time. Immune reconstitution syndrome has been seen in some patients with advanced HIV infection (AIDS) and a history of opportunistic infection. Signs and symptoms of inflammation from previous infections may occur soon after starting anti-HIV treatment, including REYATAZ. Gallbladder disorders (including gallstones and gallbladder inflammation) have been reported in patients taking REYATAZ. Other common side effects of REYATAZ taken with other anti-HIV medicines include: nausea; headache; stomach pain; vomiting; diarrhea; depression; fever; dizziness; trouble sleeping; numbness, tingling, or burning of hands or feet; and muscle pain. You should take REYATAZ once daily with food (a meal or snack). Swallow the capsules whole; do not open the capsules. You should take REYATAZ and your other anti-HIV medicines exactly as instructed by your healthcare provider. You are encouraged to report negative side effects of prescription drugs to the FDA. Keep a list of your medicines with you to show your healthcare provider. For more information, see What important information should I know about taking REYATAZ with other medicines? and Who should not take REYATAZ? Some medicines can cause serious side effects if taken with REYATAZ. How should I take REYATAZ? Take REYATAZ once every day exactly as instructed by your healthcare provider. Your healthcare provider will prescribe the amount of REYATAZ that is right for you. Always take REYATAZ with food (a meal or snack) to help it work better. Swallow the capsules whole. Do not open the capsules. Take REYATAZ at the same time each day. If you are taking antacids or didanosine (VIDEX or VIDEX EC), take REYATAZ 2 hours before or 1 hour after these medicines. If you are taking medicines for indigestion, heartburn, or ulcers such as AXID (nizatidine), PEPCID AC (famotidine), TAGAMET (cimetidine), ZANTAC (ranitidine), AcipHex (rabeprazole), NEXIUM (esomeprazole), PREVACID (lansoprazole), PRILOSEC (omeprazole), or PROTONIX (pantoprazole), talk to your healthcare provider. Do not change your dose or stop taking REYATAZ without first talking with your healthcare provider. It is important to stay under a healthcare providers care while taking REYATAZ. When your supply of REYATAZ starts to run low, get more from your healthcare provider or pharmacy. It is important not to run out of REYATAZ. The amount of HIV in your blood may increase if the medicine is stopped for even a short time. If you miss a dose of REYATAZ, take it as soon as possible and then take your next scheduled dose at its regular time. If, however, it is within 6 hours of your next dose, do not take the missed dose. Wait and take the next dose at the regular time. Do not double the next dose. It is important that you do not miss any doses of REYATAZ or your other anti-HIV medicines. If you take more than the prescribed dose of REYATAZ, call your healthcare provider or poison control center right away. What are the possible side effects of REYATAZ? The following list of side effects is not complete. Report any new or continuing symptoms to your healthcare provider. If you have questions about side effects, ask your healthcare provider. Your healthcare provider may be able to help you manage these side effects. The following side effects have been reported with REYATAZ: mild rash (redness and itching) without other symptoms sometimes occurs in patients taking REYATAZ, most often in the first few weeks after the medicine is started. Rashes usually go away within 2 weeks with no change in treatment. Tell your healthcare provider if rash occurs. severe rash: Rash may develop in association with other symptoms which could be serious and potentially cause death. REYATAZ may cause serious, life-threatening side effects or death when used with these medicines. Ergot medicines: dihydroergotamine, ergonovine, ergotamine, and methylergonovine such as CAFERGOT, MIGRANAL, D.H.E. 45, ergotrate maleate, METHERGINE, and others (used for migraine headaches). ORAP (pimozide, used for Tourettes disorder). PROPULSID (cisapride, used for certain stomach problems). Triazolam, also known as HALCION (used for insomnia). Midazolam, also known as VERSED (used for sedation), when taken by mouth. Do not take the following medicines with REYATAZ because of possible serious side effects: CAMPTOSAR (irinotecan, used for cancer). CRIXIVAN (indinavir, used for HIV infection). Both REYATAZ and CRIXIVAN sometimes cause increased levels of bilirubin in the blood. Cholesterol-lowering medicines MEVACOR (lovastatin) or ZOCOR (simvastatin). UROXATRAL (alfuzosin, used to treat benign enlargement of the prostate). REVATIO (sildenafil, used to treat pulmonary arterial hypertension). Do not take the following medicines with REYATAZ because they may lower the amount of REYATAZ in your blood. This may lead to an increased HIV viral load. Resistance to REYATAZ or cross-resistance to other HIV medicines may develop: Rifampin (also known as RIMACTANE, RIFADIN, RIFATER, or RIFAMATE, used for tuberculosis). St. Johns wort (Hypericum perforatum), an herbal product sold as a dietary supplement, or products containing St. Johns wort. VIRAMUNE (nevirapine, used for HIV infection). The following medicines are not recommended with REYATAZ: SEREVENT DISKUS (salmeterol) and ADVAIR (salmeterol with fluticasone), used to treat asthma, emphysema/chronic obstructive pulmonary disease also known as COPD. Do not take the following medicine if you are taking REYATAZ and NORVIR together: VFEND (voriconazole). The following medicines may require your healthcare provider to monitor your therapy more closely (for some medicines a change in the dose or dose schedule may be needed): CIALIS (tadalafil), LEVITRA (vardenafil), or VIAGRA (sildenafil), used to treat erectile dysfunction. REYATAZ may increase the chances of serious side effects that can happen with CIALIS, LEVITRA, or VIAGRA. Do not use CIALIS, LEVITRA, or VIAGRA while you are taking REYATAZ unless your healthcare provider tells you it is okay. ADCIRCA (tadalafil) or TRACLEER (bosentan), used to treat pulmonary arterial hypertension. LIPITOR (atorvastatin) or CRESTOR (rosuvastatin). There is an increased chance of serious side effects if you take REYATAZ with this cholesterollowering medicine. Medicines for abnormal heart rhythm: CORDARONE (amiodarone), lidocaine, quinidine (also known as CARDIOQUIN, QUINIDEX, and others). MYCOBUTIN (rifabutin, an antibiotic used to treat tuberculosis).
REYATAZ (atazanavir sulfate) BUPRENEX, SUBUTEX, SUBOXONE, (buprenorphine or buprenorphine/ naloxone, used to treat pain and addiction to narcotic painkillers). VASCOR (bepridil, used for chest pain). COUMADIN (warfarin). Tricyclic antidepressants such as ELAVIL (amitriptyline), NORPRAMIN (desipramine), SINEQUAN (doxepin), SURMONTIL (trimipramine), TOFRANIL (imipramine), or VIVACTIL (protriptyline). Medicines to prevent organ transplant rejection: SANDIMMUNE or NEORAL (cyclosporin), RAPAMUNE (sirolimus), or PROGRAF (tacrolimus). The antidepressant trazodone (DESYREL and others). Fluticasone propionate (FLONASE, FLOVENT), given by nose or inhaled to treat allergic symptoms or asthma. Your doctor may choose not to keep you on fluticasone, especially if you are also taking NORVIR. Colchicine (COLCRYS), used to prevent or treat gout or treat familial Mediterranean fever. The following medicines may require a change in the dose or dose schedule of either REYATAZ or the other medicine: INVIRASE (saquinavir). NORVIR (ritonavir). SUSTIVA (efavirenz). Antacids or buffered medicines. VIDEX (didanosine). VIREAD (tenofovir disoproxil fumarate). MYCOBUTIN (rifabutin). Calcium channel blockers such as CARDIZEM or TIAZAC (diltiazem), COVERA-HS or ISOPTIN SR (verapamil) and others. BIAXIN (clarithromycin). the 10th Amendment, stay out of their business. Perrys comments about the New York marriage bill drew an immediate outcry from anti-gay groups, including the Family Research Council. But in a subsequent interview with Family Research Council leader Tony Perkins, Perry noted that among his core beliefs is the view that marriage can only be between one man and one woman. While he remains a strong supporter of states rights, Perry told Perkins that the approval of same-sex marriage laws in states like New York could eventually lead to a situation where all states would have to recognize those marriages. Indeed to not pass the federal marriage amendment would impinge on Texas and other states not to have marriage forced upon us by these activist judges and special interest groups, he said. Rumors that have surfaced in Texas over the past decade about Perry having an affair with a male member of his administration, and his concern over the unconrmed reports, may explain why Perry hasnt been as outspoken against LGBT issues as the other GOP candidates in the race, according to Michael Mitchell, executive director of National Stonewall Democrats. The weekly Austin Chronicle, along with various state blogs, have reported on the rumors, some of which have questioned Perrys sexual orientation. Perrys supporters have called the rumors scurrilous, saying no evidence has ever surfaced to give them any credibility. Perry announced his candidacy on the same day that U.S. Rep. Michele Bachmann (R-Minn.) won the Iowa straw poll among GOP presidential contenders, elevating her position in the eyes of most political pundits as one of the three top tier Republican presidential candidates based on polling numbers, fundraising capability and other factors. Former Massachusetts Gov. Mitt Romney, who didnt compete in the Iowa straw poll, remains at the head of the pack of GOP presidential candidates, according to the pundits and polls. Perry is considered the other member of the top three. Romney and Bachman have each come out strongly for a federal constitutional amendment to ban same-sex marriage. Bachmann, whose husband operates a discredited ex-gay counseling practice, captured 29 percent of the nearly 17,000 votes cast in the Ames, Iowa, straw poll. Libertarian U.S. Rep. Ron Paul (R-Texas), came in second with 28 percent of the vote. Former Minnesota Gov. Tim Pawlenty came in third with 14 percent, prompting him to drop out of the presidential race. Former Pennsylvania Sen. Rick Santorum nished fourth with 10 percent, while businessman Herman Cain came in fth with 9 percent. Bachmann, Paul, Santorum, Cain, and

Pawlenty have each expressed opposition to same-sex marriage. Pawlenty came under re from conservative activists when he said he supported civil unions for same-sex couples. Dennis Coleman, executive director of the statewide LGBT group Equality Texas, said LGBT leaders in the state have yet to meet with Perry during his nearly 11 years as governor. Perry won election as lieutenant governor in 1998 and assumed ofce as governor in 2000 when then-Gov. George W. Bush resigned after winning election as president. Perry won election to full terms as governor in 2002, 2006, and 2010.
Coleman said Perry this year signed two bills considered to be benecial to the LGBT community, an anti-bullying measure and a suicide prevention measure. But Coleman noted that both bills enjoyed strong bipartisan support and did not include specic language mentioning LGBT people, even though the bills benet LGBT youth who are subjected to bullying and susceptible to suicide. According to Coleman and Mitchell, Perry has opposed nearly all LGBT-related bills introduced into the state legislature during his time as governor, including legislation to ban job discrimination based on sexual orientation and gender identity.
Mitchell said Perry nevertheless has not been as outspoken in his opposition to LGBT-related issues as many of the other GOP presidential candidates, especially Bachmann and Santorum. Christian Berle, deputy executive director of Log Cabin Republicans, a national LGBT group, praised Perrys record in Texas on economic issues and his support for the anti-bullying and suicide prevention bills. We look forward to seeing Gov. Perry keep his commitment to states rights and the 10th Amendment when it comes to respecting the decisions of states to recognize relationships, Berle said.

vast majority of them talk about everything from the repeal of Dont Ask, Dont Tell, all the way up to and including marriage in some places. Certainly they vary state to state, given how strong LGBT people are organized in the Democratic Party there. Mitchell continued, So I have no doubt given the people who were involved in 2008 will continue to be involved now, the new crop of people we have coming in. The work that were doing at National Stonewall or rather that we will be doing, as we havent started working in earnest on a platform Im sure that the platform will be very good if not great on LGBT issues. Mitchell sees opportunities to address new LGBT issues in the platform, as several of the 2008 planks have been achieved, including passage of a federal hate crimes law and repeal of Dont Ask, Dont Tell. Our issues have shifted since 2008, so obviously we had the repeal of Dont Ask, Dont Tell and thats great but there are other issues around that implementation that we have to start digging into, Mitchell continued. I think its certainly better than what the other party is up to. The 2008 Republican Party platform denounced same-sex marriage, as well as non-discrimination statutes barring bias on the basis of sexual orientation or gender identity in areas like employment, public accommodations and adoption. Some moderate Republicans hope that the party will soften its anti-gay rhetoric next year, as public opinion on LGBT issues has shifted. The DNCs 2008 platform included a call to repeal Dont Ask, Dont Tell, increase funding for HIV/AIDS prevention and care, pass the Local Law Enforcement Hate Crimes Prevention Act and assure that federal funds would not be used to proselytize or discriminate in faithbased programs. The language also explicitly promised to ght discrimination based on sexual orientation and gender identity, and alluded to support for nondiscrimination laws in employment. Most strikingly, the platform stated, We support the full inclusion of all families, including same-sex couples, in the life of our nation, and support equal responsibility, benets, and protections. We will enact a comprehensive bipartisan employment non-discrimination act. We oppose the Defense of Marriage Act and all attempts to use this issue to divide us. But some LGBT Democrats are looking for more in 2012. Richard Socarides, president of Equality Matters and a former adviser to President Bill Clinton, wants to see the Democratic Party take a bold stance on issues dear to the LGBT community, including marriage equality. I feel its important for the Democratic Party to have a strong pro-LGBT platform, he said. The platform is very important. It reects what we stand for. The 2008 platform is not going to be good enough for 2012.

As we watch the Republican eld develop, it seems the GOP platform will be a total disaster, Socarides said, referring to the 2012 eld of GOP presidential candidates. Members of both parties, however, see 2012 as an opportunity to make headway. Log Cabin Republicans plan to actively participate in the process to revise the partys platform, said Christian Berle, deputy executive director of Log Cabin Republicans. We recognize there will be a lot of work to be done to strengthen the importance of reaching out to LGBT Americans as a part of strengthening the party, Log Cabins chairman emeritus, Bob Kabel, sits on the Republican National Committee, Berle noted. Kabel Log Cabins rst national chairman is the only openly gay member of the RNC, and the rst openly gay chairman of a state-level Republican Committee, as the chairman of the District of Columbia Republican Committee. Log Cabin Republicans have long had delegates of ours to the conventions and will work with other organizations to help us recruit more openly gay candidates, Berle said. Mitchell hopes to bring leaders from across the LGBT community directly to the DNC to communicate goals and ideas to the decision makers. I would hope that we are the point organization for other LGBT organizations who are looking to get included in the platform and that we can help guide people to the right folks. Thats the role I really see us as playing. Though both parties have a long wait to decide their platforms, Michael Czin, a regional press secretary at the Democratic National Committee, said that as soon as the state parties are ready, the process will begin moving forward. The process to draft the 2012 platform
hasnt started yet, but next year there will be a robust and inclusive process within the Democratic Party to draft the 2012 platform, Czin told the Blade. The process, just like in previous years will be representative of the many voices that comprise the Democratic Party. The platform is forged by the Platform Committee, a diverse group that consists of party delegates from all over the country, representing many constituency groups within the party. Mitchell said that Stonewall would be able to wield some inuence over the process of crafting the platform, especially if prominent LGBT Democrats are involved at high levels during its creation. [Stonewall Democrats] have close relationships with the folks who I expect will end up being players, Mitchell said. The folks who were all involved the last time around. We have a lot of those relationships already existing, and Im sure well be building relationships to gure out the best way to make the platform as LGBT inclusive as possible for both the LGBT community and our families. Berle sees a trend of Republican candidates taking less hard-right stances on LGBT issues. I think the candidacy of Gov. Jon Huntsman opens a great number of doors for LGBT Republicans to get behind a candidate, Berle told the Blade. He has the same position on marriage equality that the president does with his support for civil unions, that is striking a tenor with a wide array of gay and lesbian Americans, not only Republicans but Democrats and independents as well. You have an openly gay candidate in Fred Karger and you have Gov. Gary Johnson and Rep. Ron Paul, whose libertarian positions line up with the views of many LGBT Americans.
But not everyone sees platform language as relevant to the race, as candidates dont always tow the party line. Party platforms are interesting creatures these days, said Dana Beyer, executive director of Gender Rights Maryland. Theres a real dichotomy in my mind. I cant remember the last time I cared, as a voter, what the platform actually said. Maybe the early 70s, but it was so long ago I dont recall. She continued, However, as an activist, and a Democratic candidate, Im very aware that the platform speaks volumes about the partys values and priorities. And while it is still a long haul from the enunciation of those values in a platform to their integration into the life of the partys members, and particularly its leaders, you must start somewhere, and that somewhere is the party platform. Chris Barron, board chair of GOProud, played down the importance of platform language. Political party platforms are not worth the paper that theyre printed on, said Barron. No one in the country reads them, nor should anyone in the country read them. They have absolutely no impact whatsoever. What I care about? I care about the policies that the nominee of each party is going to put forward. Thats what [GOProud will] be focused on. Log Cabins Berle agrees the presidential nominee holds more sway than the platform committee in the end. In terms of the platform and the convention itself it will be driven largely through whoever is the Republican nominee, so there are a varying number of candidates who would have different positions in regard to redressing those issues, Berle said.

One of the goals of the project, the RFP says, is strengthening the capacity of grassroots LGBT organizations to register in Cuba as recognized non-governmental organizations. The document says the State Department has designated approximately $300,000 to fund the project. State Department spokesperson Evan Owen said that as of late last week a contractor had not been selected to carry out the project. Gay Episcopalian activist Charles Briody of D.C., who recently visited Cuba as part of a group called Pastors for Peace, said hes troubled that the Obama administration hasnt pushed harder to end the U.S. economic boycott of Cuba. Briody said he has experienced rsthand Cubas evolving attitudes on LGBT equality when family members of his Cuban boyfriend helped organize a commitment ceremony for the couple in his boyfriends hometown outside Havana. It was really wonderful, he said. Everybody was there, including the kids. It was recognition of our relationship for what it is. Briody, however, declined to disclose his partner Samuels last name, saying he was worried about possible consequences for Samuel from the U.S. government, not the Cuban government. I hope to bring him to Washington so we can get married, he said, adding that hes worried that U.S. immigration or visa restrictions could prevent Samuel from entering the country. Briody said that upon his retirement as a schoolteacher in Maryland in the near future he hopes to live part of each year in Cuba with Samuel. He said that during his recent visit to Cuba, he attended a brieng that a CENESEX ofcial held for about 100 members of the Pastors for Peace contingent. According to Briody, the ofcial said the Cuban National Assembly was considering a proposed law that would ban workplace discrimination in Cuba based on a persons sexual orientation or gender identity. My rst thought was, wow, Cuba might beat the United States in passing a national law protecting LGBT people from employment discrimination, he said. Repeated attempts to reach a Cuban government spokesperson for comment through the Cuban Interest Section ofce in Washington or through the Cuban Mission at the United Nations in New York were unsuccessful. The phones at both ofces were not answered. A staff member with the Swiss Embassy in Washington, which facilitates the Cuban interest section, said she receives frequent reports by callers who cant reach anyone at the interest section.

I continue to have a good relationship and like Metropolitan Police Chief Cathy Lanier on a personal level, but there is a growing rift between Lanier and the LGBT community. This is in stark contrast to the communitys strong relationship with former Chief Ramsey. The relationship with Lanier was good after her appointment but has since gone steadily downhill. In December 2006 Mayor-elect Fenty named Lanier as his police chief. She quickly held a small but important getting-to-know-you meeting with a diverse group representing the LGBT community arranged by Lt. Brett Parson, then head of the Gay and Lesbian Liaison Unit (GLLU). This award-winning unit was the pride and joy of our community and an example Chief Ramsey often used when talking about good community policing. Chief Lanier spoke highly of the unit and committed to keeping it at full strength, a campaign promise made by candidate Fenty. Barely four months later there were rumblings about her lack of support for the unit and liaison units as a whole. In May 2007 Lanier issued a statement that she was going to begin changing, and in essence dismantling, the units. There was an outcry from the LGBT and the Latino communities and opposition to the changes from the D.C. Council forced the chief to back down. There was a stormy meeting
not the case that Chief Laniers moves against the liaison units since that time, and her lack of communication, have been partly a response to the community having called her out on the issue and winning. In October 2009, the chief again announced a broad change in the GLLU structure without any consultation with the community. She claimed it had been in the works for a year. Unfortunately by then, Mayor Fenty had also abandoned his pledge to the community. The chief announced there would be trained members of the GLLU in every precinct who understood and could deal with the issues impacting the LGBT community. The community responded and correctly stated that there had been no training and was then grudgingly allowed minimal input into the proposed training modules. By that time, the core unit of the GLLU was understaffed, without resources to respond to the community, and without a sergeant. Since then there have been continued battles with the chief over the structure of the unit and Lanier has continued to make changes without consulting the community, resulting in a clear diminishment of service to the community. Training of the new ofcers who are nominally part of the unit has been sporadic and until recently the community never received an accurate list of who these ofcers were.
There has been a Council resolution on hate crimes and two hearings held by Council member Phil Mendelson. At both those hearings, Chief Lanier has either downplayed the issue or told outright untruths about hate crime reporting. Recently, Lanier made another change to the leadership of the liaison units and now they report to a civilian in the department. She made no effort to discuss this and its possible impact with any community and didnt bother to inform the mayor who conrmed this at a town hall meeting with the LGBT community in June. The recent attack on ve lesbians in Columbia Heights and the fact that the ofcers responding let a perpetrator go and didnt le a report on the incident highlight what the community has been saying for years. Although the chiefs concept of a GLLU spread out across the District is a nice idea conceptually, the MPD isnt ready to effectively implement that. The community needs and demands a fully staffed and functioning core GLLU. I understand and applaud the overall success that the MPD has had in ghting crime. But in our community hate crimes are a major issue and they getting worse. The chief and the mayor, who as a candidate made a commitment to fully staff the GLLU, must work this out and abide by that commitment. Nothing less than our lives are at stake.

Its no secret that cigarettes are extremely dangerous to your health. Cigarette smoking takes the lives of more than 400,000 Americans each year and, according to a report from the American Lung Association, the lives of more than 700 District residents. Menthol cigarettes are just as cancer-inducing as regular cigarettes and because of the avoring, even more palatable for young smokers who quickly become addicted. Among African Americans, whose smoking rates are high, menthols are disproportionately the cigarette of choice.
The Districts LGBT community, too, should be alarmed by the widespread availability of menthol cigarettes. LGBT people smoke at 50 percent or more the rate of the general population. Our youth are exceptionally vulnerable: studies have shown LGBT youth to smoke at 2.5 to 9.7 times the rate of straight youth. Access to menthol cigarettes increases their chances of becoming smokers. In 2009, the FDA instituted a ban on cigarettes containing avors, herbs and spices. Farewell to vanilla, cinnamon, licorice, cloves and many other avors that are proven to be enticing to youth. Why should cool mint menthol be treated any differently?
In 2011, the federal Food and Drug Administrations tobacco advisory committee concluded, Removal of menthol cigarettes from the marketplace would benet public health in the United States. Depending on what part of the country you are in, there are obstacles that might range from lack of administration support or teacher support in places where there is not employment protection for teachers, Laub says. Teachers will be reluctant to become a GSA adviser because they are worried about their own job security. Thats the case in places like Alabama. Teachers are reluctant to stick their necks out and become a GSA adviser. DCPS hopes to set an example for how a formal plan within a school system can bring about positive change. With only ve or six out of 20 high schools in the District having formal GSAs in place, DCPS staff feels the time is right to expand. In the news last year there was a lot of information about kids committing suicide and we just felt that something needed to be done. The moment was now, says Diana Bruce, director of health and wellness for DCPS. The DCPS looks to combat that fear and isolation in its schools through a publicity campaign. Over the past few months, DCPS has been meeting and consulting regularly with parents, social workers, teachers, openly gay students as well as organizations like SMYAL and The Trevor Project. These individuals and groups formed a steering committee to put together a road map for how the District can be more proactive in putting an end to bullying and bringing about more awareness of the presence of LGBT students. What they have come up with is being referred to as The LGBTQ Plan. The plan targets three groups: LGBT students, family and staff. DCPS staff met with each and conducted listening sessions. Not all of our schools are where we want them to be when it comes to welcoming and including LGBTQ students. Additionally, we

Some of our family members who identify as LGBTQ also said that they sometimes felt invisible, Bruce says. A key instrument in fullling the needs of the three groups is the idea of growing and enriching the role of GSAs in the public school system. The DCPS is essentially making a public statement regarding policies of tolerance and acceptance within schools surrounding the LGBT community. One way that we can support schools and staff who want to become advisers for GSAs is for DCPS centrally to communicate our values publicly, Bruce says. Its making small but signicant steps. In June, the school system made its rst appearance in the Capital Pride parade. And a new Facebook page (facebook. com/dcpslgbtq) has been established. So far, fewer than 100 have liked the page, but theyre just starting to get the word out about its existence.
DCPS intends to use the Facebook page to get information out to interested parties. Individuals will be able to nd out what schools have GSAs and their upcoming events and programming. While DCPS staff maintains control of the site and prohibits individuals from writing on the pages wall, they intend to regularly share photos and feedback/suggestions for programming through it. In the long term, DCPS hopes to develop a private Facebook group for GSAs and SMYAL ofcials to share information among leaders and school administrators. There are other plans that will be implemented pending funding such as a possible pilot program with 20 schools to study GSA benets, updating all familyrelated teaching materials to include LGBT representation and having Trevor Project suicide-prevention material and training in place. Andrew Barnett, executive director of SMYAL, praised the efforts. The Ofce of Youth Engagement at DCPS is showing great leadership in their work to make the system safer and more afrming for its LGBTQ students and other
constituents, and SMYAL has appreciated being a part of the effort, he says. Weve also been very impressed by the way in which Diana Bruce and her team have engaged so many different important stakeholders throughout the process. This critical work addresses one of our core responsibilities as a community: to provide a supportive path to adulthood for all of our young people. We look forward to seeing LGBTQ students have more opportunities to learn and thrive within DCPS as a result of this initiative. Louis Josey, 18, graduated last year from D.C.s Maya Angelou Public Charter School. Josey remembers always being comfortable with his sexuality and came out to his family at 12. Even though he was pretty comfortable with being gay, Josey, who plans to enlist in the Navy, believes a GSA would have helped. Theres always a need for some structure, he says. Even though we [other fellow LGBT students] were working together, it took us to talk to every single teacher and every person on staff to gure out what was necessary in order to get our voices heard. If we would have had some structured group
or organization there specically focused on incorporating everyone into the community then I think it would have been a whole lot easier, it would been a whole lot more participants, and it would have just been easier for us to acclimate into the school. Though the plans success is yet to be determined, organizers are condent. We nd it to be so powerful when students have the opportunity to network with each other online, Laub says. A bounty of resources are available to those hoping to start a GSA including live-stream online tutorials and national conferences and summits. GSA clubs take action to begin to change the school environment and they educate teachers and peers, they work to change policies, Laub says. Thats what we focus on in our National Gathering is how to help GSA clubs when you go back to your home state here are the concrete things that your GSA clubs can do to take action to make it better for LGBT youth. Not just to create a safe haven within your club, but then to work on changing the school environment.

Having just completed a fourunit project called The Charles on Ontario Road in Adams Morgan, they are eagerly pushing forward on another larger project at 1449 Harvard Street near the Columbia Heights Metro. Two of the Charles units flew off the market this past week, and Gorman anticipates all eight units on Harvard Street will meet with similar success when they are completed in four to five months. Hes already looking for the next project to put in the pipeline and has found that for just about every shell thats offered for sale, there are usually two or three development companies fighting to get their hands on it. When they get a new project, however, they proceed with the construction confident the units will sell.
