August 25, 2011 Mr. Heliodoro E. Valmores General Manager TVI Resource Development (Phils.) Inc.

Siocon, Zamboanga del Norte Dear Sir Valmores, The TVI Resource Development (Phils.) Inc. is facing a problem regarding the high level of arsenic found on the copper concentrates. Arsenic is a naturally occurring element that is widely distributed in the Earth s crust and is mainly emitted by the copper producing industries. Furthermore, it cannot be easily destroyed once it has entered the environment and that it will cause health effects to humans, animals and the environment. Thus, the researchers would like to conduct a study which focuses mainly on the arsenic removal of the TVI copper complex ore. In line with this, we would like to request from your good office to grant us permission to have a plant tour regarding process flow and to utilize the existing Metallurgical laboratory facilities for the research. The assistance would be of great help for our study to proceed. We promise to abide to company s rules and regulations and laboratory policies. For any untoward accident due to personal negligence or for not adhering to these existing laws and safety precautions, it would not held the company liable for such cases. We planned to depart from Iligan City to Surabay, Zamboanga del Norte on August 29,2011 (12am). We look forward to your favorable answer to our request. If in case you have questions that need to be clarified, please don t hesitate to ask. Thank you.

Very Truly Yours,
