Overall governance follows a Corporate hierarchical structure with due freedom to perform as per the portfolios assigned to the team of Directors and managers at different levels of organization. Team work, delegation of authority, a sense of ownership and transparency is the hall- mark of Rayat-Bahra .

History
During last one decade when technical and professional education in the country has undergone a metamorphosis with private managements and entrepreneurs stepping in, to shoulder the responsibility of meeting the exponentially increasing market need of the professionals, Rayat Bahra has emerged as one of the pioneer groups , targeting to give to the world well groomed professionals. Throughout its history, Rayat-Bahra has remained grounded in the belief that the education is the most important driver of economic growth and that the human beings have infinite potential to contribute to the growth and development of society. This gives purpose to life and leads to success emanating from spiritual maturity.

2006
Institute of Pharmacy is added to the Bio- technology campus. College of Management is also added to the Engineering Institute at the campus.

2007
The Institute of Physical Education is established at Information Technology Campus. Masters courses are also added to the Engineering and Pharmacy colleges at this campus. Polytechnic college commences its evening classes The Hotel Management Institute is added to the Biotechnology campus. Also Rayat-Bahra Engineering College of Bio-technology adds a management wing to its already existing disciplines.

2001
Rayat Engineering Institute at Ropar (Punjab) is founded by two young men Nirmal Singh Rayat and Gurvinder Singh Bahra to prepare young engineering graduates for the job market.

2008
Nano-technology campus with nine institutions in the disciplines of Engineering, Management, Pharmacy, Law, and Education is established at Hoshiarpur. Women colleges of Engineering are set up at Biotechnology & Nano technology Campuses. Another Institute of Management is established at Bio technology campus. Masters programmes are added to the Education colleges at Information and Bio technology campuses.

2003
Ropar becomes the Information technology campus; Institute of Management, Diploma Pharmacy, Pharmacy, and Education are added to Rayat Campus for degree classes. The college expands to include Polytechnic College to cater to diploma courses.

2009
A senior secondary wing of Science stream affiliated with Punjab school Education Board is added to each of the three campuses. Today, Rayat- Bahra program offerings include undergraduate and graduate degree programs. In addition to its degree programs, Rayat- Bahra offers work programs as well as diploma and certificate programs in Career Development and academic upgrading programs.

2004
Rayat College of Law is brought into existence; Rayat Bahra enters into K-12 segment of education with its first school at Ropar.

2005
Bio-technology campus with Institutes of Engineering, Law and Education is set up at Mohali (Punjab).

Location
Rayat-Bahra campuses are the expansive communities away from the busy urban centres. Being residential, they offer excellent opportunities of community living. Our Information Technology campus at Ropar is tucked away in a serene setting against the backdrop of Shivalik hills and overlooking the beautiful Bhakra dam canal, about fifteen minutes from downtown by public or private transportation. Spread over 150 acres of land, it's the best of both worlds: a peaceful locale within easy reach of the amenities of city centre. Ropar is a diverse, multicultural city of most prosperous state of Punjab in the north of India, which enjoys a high quality of life amid an abundance of arts, old historic monuments and entertainment events. Rayat-Bahra Bio-technology centre at Mohali spread over 100 acres of land, is about 15 KM away from the Mohali Urban centre. Being part of the Tricity, Mohali enjoys a unique status amongst the prestigious locales of Punjab state. It is the hub of educational activity in the northern region of India that attracts students and faculty from all across the country. Our Nano- technology Campus at Hoshiarpur is the much sought after place for the students of Punjab and Himachal Pradesh. Being close to this inter-state border and situated at a locale, which has been an education dry zone with respect to the availability of opportunities for higher education, the Rayat- Bahra campus has come to be known as the education city of the area. Situated on the Highway, about 10 KM from the city centre, it is easily accessible by private and public transport. It has been attracting all those intellectual faculty members of the region who had migrated to other regions of the world in the absence of opportunities to work. Hoshiarpur is a typical Punjab town, deeply immersed in the culture and historic traditions of the state; there is a lot to explore and enjoy.

Intellectual Capital & Key Functionaries


The Rayat-Bahra Group is known in the area for its intellectual capital. The Group has amongst its Faculty, the Professors trained at the best University and Research Institutions in the Country Like Indian Institute of Technology, Indian Institute of Management, Thapar University, Punjab University, Punjabi University, Jammu University and Kurukshetra University. There are about 200 faculty members having research degrees who had made outstanding contribution to the various fields of knowledge like Engineering Sciences, Management Sciences, Pharmaceutical and Health Sciences, Educational Technology, Law, Basic Sciences and Social Sciences. Some of the faculty members have done path breaking research in their field of specialization and have got patents to their credit. A large number of adjunct and visiting faculty from all over the world visits the Institutes to share knowledge with the faculty and the students at the Group Institutes. Every Year, the faculty publishes books and research papers. All the institutions conduct seminars, conferences, workshops, winter/summer school affording rare opportunity for the students to interact with the finest minds in the world. The faculty members are actively involved in consulting and training which gives the cutting edge to their teaching in the class rooms. The students also get opportunities for working on the research and consulting projects of the faculty members.

Rayat-Bahra Administrative Services


The objective of education today is to identify, develop and nurture suitable human resource ready to be deployed in the industry. Our group of professional education institutes aim not only to produce the aforesaid human resource but also provide an opportunity to its own students to get deployed in different departments of Rayat-Bahra offices and institutes. In order to meet the requirement for highly talented and dedicated team of administrators to manage the Group institutes, Rayat-Bahra has set-up RBAS Rayat-Bahra Administrative Services giving opportunity to its final year students to work with their alma mater. To be a part of RBAS, the students are required to undertake a written test, psychological test, followed by a personal interview, and, on selection, are placed on two years of rotational training in various departments before being placed as Executives. A nine-level career growth path leading to the General Manager position has been carved out for them. There had been overwhelming response in the first RBAS entrance test and around 130 candidates appeared on April 8, 2010. Prof. K K Uppal, Director HRD, and Dr D S Randhawa, Director Rayat Institute of Management, Ropar, are the Mentor Leaders for RBAS trainees.

Rayat-Bahra Online Grievance Cell


Feedback from students is the best way to enhance quality in educational institution. Following this golden principle RayatBahra has instituted an on-line Grievance Cell for students to get connected with all the levels of the management for resolving the problems that they may face or giving suggestions for their own welfare. The practice that has been introduced only this year has facilitated not only the students but also the management which can now take appropriate cues for improvement in the areas where the deficiency exists. The suggestions / grievances can be raised by the students in the diverse area of concern to the students.

Adoption of Dhabas As a part of The PURE scheme of Punjab Tourism, RBIHM has adopted 3 Dhabas on the FatehGarh Sahib Road. The dahba staff are being trained on important issues by a team comprising of students & faculty. The institute shall monitor the progress and foster the dhaba for a period of 2 years to upgrade the standards of service to visitors. Job Fair Jobs' Mela was celebrated in the campus by Rayat-Bahra Group of Institutes, Hoshiarpur. Around 1500 students from all over the area have participated in the drive of 15 companies. AIEEE Mock Test AIEEE Mock Test was organized at our Hoshiarpur Campus on 17th January, 2010 in which around 1500 students participated and the prizes were distributed to the top 25 positions. Blood donation camps Blood Donation Camp was organized in the campus by RayatBahra Institute of Pharmacy on 6th Nov 2009. Tree Plantation Tree Plantation was organized in the campus on 24th January, 2010. Go Green Club As we all know that a little effort has the potential to bring remarkable change in the attitude of the society. In keeping this vision in mind a club with the name 'Go Green Club' was also launched successfully under National Service Scheme (NSS) on 8th March, 2010. The club is established as a small step to protect the environment and to create awareness among the people about the damage being caused to the earth due to excessive use of resources, wastage of the resources and the byproducts. The objective of the club in particular is: REDUCE, REUSE and RECYCLE. The club will go ahead with this motive to make its small contribution. To start with, the sapling, 'AAMRAPALI' was planted by Dr. Piush Verma, the Director of RBCEBTW in the premises of the guest house. The members of the club displayed a thought provoking video on the plight of nature, which encouraged the young mind to com forward and take part in the activities related to the earth or environment saving. Rural Visits and Counselling Rayat-Bahra Group of Institute initiated a career counselling programme for youth from areas in association with member Parliament Avinash Rai Khanna. More than 92 villages and 11500 students from various government schools, along with their tearchers and staff members benefitted from the programme, in which students were apprised about various career options available after Class 10 and Class 12. General Code of Conduct


Professional higher education institutes have diverse, complex, mutually supporting and all inclusive administrative requirements. This requires deep insight of processes and systems involving their intelligent institutionalization through planning and explicit execution. Bench mark of all administrative system is satisfied faculty and student. Towards this end the Trust has committed large resources both in material and manpower. To manage the vast administrative resources the Trust has created highly structured organization headed by Director General Administration at Trust level and Directors Administration at Campus level. At campus level the Director Administration is responsible for the efficient functioning of all facilities and services which include- transport, hostels (boys and girls), student messes, house keeping, maintenance of assets and facilities, landscaping, medical services, security etc. Each of these is organized as a department headed by an officer/manager who reports directly to Director Administration. Director General Administration besides looking after all administrative functions of the campuses also acts as custodian of general discipline and upkeep of highest standard in all conduct of non academic activities in keeping with Trust's vision and policy. All students are required to comply with Model Student Code of Conduct, a copy of which is available in each institute and also displayed on institute notice boards. the code of conduct are:
n The Principle of Justice (People are treated fairly and not

discriminated against)
n The Principle of Respect for Others (Treating people as

individuals with rights that are to be honoured)


n The Principle of Responsible Care (People have moral

obligation to do good and not to harm to others)

Model Student Code


Based on the foregoing a Model Student Code of Conduct has been made operational and all students, faculty and staff are required to read, comprehend and comply with it. The following activities constitute misconduct or indiscipline: a. Failure to obey the instructions of an examination supervisor, or any other lawful instructions given under Institute statute, regulation or by-law or under any Trust resolution. b. Willfully obstructing or disrupting any institution teaching, study, research, examination or test. c. Willfully obstructing or disrupting any official Institutional meeting, proceeding or ceremony or any institution activity. d. Harassing or discriminating unfairly against any person within the Campus on any grounds, race, caste, sex, marital status, age, family status, political conviction, religious belief, disability or medical condition. e. Willfully interfering unduly with freedom of speech within the Campus of any member of the Institution or of any speaker invited by the institution to express their views. f. Entering or remaining on any Institution building or lands which the student is forbidden to enter or remain on by any order under institution by-laws. g. Willfully obstructing or attempting to obstruct or deter any Institution staff member in the performance of their duties. h. Willfully damaging, wrongly dealing with, wrongly using or misappropriating any institution property, or the property within the Campus of any person. i. Engaging in abusive, threatening or obscene communication on, from or to Institution premises or by use of institutional facilities including mail or computing or network facilities. j. Using Institutional computing or network facilities in breach of Institution Rules approved by the ViceChairman, on the use of such facilities. k. Assaulting or attempting to assault any person within the Campus, or causing any person to hold reasonable fears for his or her safety or physical or psychological well being.

Code of Ethics and Conduct


Discipline is based on an accepted code of ethics of the Trust and permeates throughout all guidelines for conduct and day to day dealing by faculty, staff, and students while in the campus. Trust's principled stand is that every member of the team, who is required to interact with students at any level, is their mentor and has basic responsibility towards their holistic growth and development as a good citizen and professional. Ethics refer to a system of accepted beliefs that control behaviours. It is essentially hased on morals. In Group's perceptions all members of the groups need to be imbued with :n n n n n

Group Code of Conduct, which serves as guide to group members for standard of conduct and integrity expected of them, draws from the code of ethics. Three basic fundamentals of ethical principles that permeate throughout

l. Willfully and without any justifiable reason fail to attend instructional activity. m. Habitual absenteeism and late-coming. n. Showing overt or covert disrespect to faculty and academic staff. o. Demeanour unbecoming of students of institution of higher learning. p. Non compliance with Trust Alcohol and Drugs Policy q. Any act which is prejudicial to accepted societal norms. r. Failing to comply with any penalty imposed under any Institution Statute, regulation, rule, by-law or Trust / Governing Body resolution. s. Falsification of an academic record or research result, furnishing false or deliberately misleading information to the institution or its staff, or use of the institution's name, symbol or seal without authority. The penalties that can be imposed after going through structured laid down procedure which is based on natural and equitable justice are: a. Reprimand; b. Requirement to rewrite and resubmit an assignment or other assessment component, or to write and submit another assignment in its place; c. Failure in an assessment component of a unit, or reduced mark for that component; d. Failure in a unit. e. Suspension of all or any of the student facilities, rights and privileges including exclusion from classes, examination or other form of assessment, from use of facilities, withholding student's assessment, result and/or graduation, and prohibition of re-enrolment. f. Fine up to Rs 10,000/- plus cost of damages, where applicable. g. Suspension of the student enrolment for one or two semesters. h. Expulsion from the institution. Penalties are imposed only if the guilt has been proved beyond doubt and after giving full opportunity to the accused student to present his case. In order to ensure judicious application of the right to impose penalty the powers to award different punishments has been vested in different authorities at different levels. All misconduct cases are dealt with as per laid down procedure.

Passive Measures
Sensitising all students about evil of ragging and its ill consequences by:
n Extensive publicity through faculty student interaction,

posting of Supreme Court directions on notice boards


n Display of anti-ragging banners, to bring home the point

that ragging in any form is strictly forbidden, reprehensible, and a criminal offence.
n Making it known that no act of ragging, as defined in the

foregoing, shall be allowed to be overlooked and will invite strictest punishment including expulsion from institute by Trust authorities and Filing of FIR with local police.
n All new entrants are made aware that they must not leave

their rooms under any pretext after last-light and not to respond to any seniors directions to meet them outside their rooms.
n Newcomers will be informed that they must not subject

themselves to ragging under any circumstances.


n Wide display of authorities that can be contacted round

the clock for assistance.


n All information from newcomers about ragging by seniors

shall be treated with utmost confidentiality

n Segregation of first year students from other students in

hostel and denying total access to their premises by seniors.


n Posting of security personnel at key locations round the

clock and by deploying roving patrols in the campus.

They are required to return the allotted furniture in good condition. Any damage to Hostel property or alteration will lead to reimbursement of cost with penalty. Residents are not permitted to use additional appliances such as coolers, heaters, computers and electric irons without prior permission of the warden. Appropriate charges will be levied for the use of such appliances. Photographs pictures, posters etc. shall not be displayed on the walls of the room. Setting of furniture and fixtures in the rooms must not be altered under any circumstances. h. Residents at all times are expected to conduct themselves with due regard to comfort and convenience of other residents. Residents are required to maintain cleanliness within the premises. Toilets, common spaces, lawns and adjoining areas of the hostel should be kept clean. i. Hostellers are advised to avoid keeping valuable or large sum of money in their rooms. Hostel authorities are in no position to ensure security of valuables in different rooms all the time. j. Inmates shall not conduct group meeting, circulate books, pamphlets and papers and conducts parties or get together inside the hostel premises. k. During college timings no student is allowed to remain in his room in the hostel, except under circumstances of ill health for which appropriate prescription from doctor or Trust nursing assistant is required. l. Possession, carrying and storage of firearms, swords knives or any other form of weapon, which can cause serious injury to others, is forbidden in the hostel as well as in the campus. Hostel staff has the authority to visit and inspect any room at their convenience m. Ragging of first year students is forbidden and is punishable by fining, rustication or expulsion from college. Ragging is defined as any willful injury or threat of injury physical or mental to any fellow student. Ragging includes willfully degrading or humiliating a fellow student, whereby he/she suffers distress of mind or spirit. n. No senior student is allowed to enter hostel room of any first term student.

Code of Conduct in Hostels


Hostel residents are expected to display acceptable form of behavior, becoming of young gentleman/lady, anywhere within the campus at all times. a. Every student before allotment of his accommodation in the hostel shall give an undertaking with respect to the acceptance of Hostel Rules and Regulations. b. The inmates are strictly advised to follow the hostel timetable. c. Non-resident visitors are not permitted in the hostels without explicit permission of Director/Principal and Director Administration. However, permitted guests must leave the hostel premises- Girls' Hostel before the presented time limit. No male guests are permitted in girls' hostel. d. Lady visitors are not allowed in the Boys 'Hostel. Boys' hostel residents are expected to receive their female guests in Parents Room/warden's office/Mess/Administration Block as applicable.. e. All Group campuses are SMOKING, ALCOHOL, and DRUG free Zones. Possession and consumption of alcoholic liquor or drugs of any kind in the campus are strictly prohibited. Besides disciplinary action by the Trust, students violating this rule may also invite prosecution by civil authorities. Entry in hostel in an inebriated state is also not permitted. f. Entry and exit from hostel will strictly be through main gate of the hostel. Students are required to make entry in the

Hostel Governance and Rules


The Trust is maintaining separate hostels for boys and girls at all its campuses. Hostels are fully furnished and have been provided with all necessary amenities for good living, studies, recreation etc. Besides, utmost importance is assigned to safety and security of residents. The Trust is committed to provide all residents of hostel "home away from home". In order to ensure that full benefits of hostel are availed by all students it is imperative that they strictly adhere to the laid down Rules.

Allotment The Hostel Management Committee will allot hostel accommodation to students on "first come first served" basis. Application for hostel seat should be submitted in prescribed form at the time of admission or registration. The allotment of seat is for the academic year and hostellers are expected to vacate their rooms immediately after the end of final examination or training, as the case may be. Once the room is allotted student is expected to obtain hostel identity card from the hostel allotment committee of the campus. Entry to hostels is strictly controlled and no one without identity card is allowed to enter the premises. Allotment is done once and that is at the beginning of the academic year. For hostellers dinning in student mess is compulsory. Allotment of hostel seat is purely at the discretion of the management and can not be demanded as a right. Rent Hostel accommodation is allotted on yearly basis. The fee for the full year is required to be paid at the time of admission or registration. Occupation of room without paying the requisite fee and availability of Hostel card is not permitted. The hostel and messing charges are subject to revision at the beginning of each academic year. General Rules Students should not occupy their allotted rooms without written permission from the hostel warden. On occupation of room students will be given an inventory of articles, furniture etc. of the allotted room. Occupants of the room shall be wholly responsible for the same. Any damage or loss of property shall be borne by the occupants. Governance The day-to-day administration of the hostels is managed by the warden who are assisted by assistant warden and faculty wardens where appointed.

Warden, assistant wardens, and faculty wardens have been positioned to take care of hostellers and adopt welfare measures for their comfort and healthy living. They are approachable for every kind of genuine assistance.

Transport Use and Discipline


The Trust has committed large resources to create excellent vehicle fleet for commuting students at all campuses. Trust buses cover all important routes up to a radius of 60 kms from each campus. Use of Trust buses is voluntary and is required to be paid for. Rules, given below, apply as far as use of Trust bus flee by students is concerned.
n Fee for each route, which is decided based on operational

cost of running the bus, is required to be paid in advance before the bus service can be availed.
n Right to commute by bus is required to be paid for full

year. Only students who are to proceed for six month training may be permitted to pay half year charges. On request bus changes may be send in two installments buying. Daily ticketing is allowed in some special circumstances.
n Bus routes are worked out keeping in mind demand and

convenience of maximum commuters. It is not possible to provide bus service to meet individual requirement.
n After making payment for bus use students are required

to obtain photo bus passes from Transport Department of the campus. The bus pass will be valid only for the semester for which the charges have been paid. It is the duty of a commuter to get his pass renewed after making full payment.
n Bus pass is non transferable. n Commuters are expected to occupy their allotted seats. n Playing of loud music, moving from seat to seat or

indulging in any kind of rowdy behaviour will lead to withdrawal of bus facility without any refund. Bus in charge, a senior faculty, has the right to ask commuter who indulges in misbehaving to disembark from bus.
n Bus facility can not be demanded as a right.

Refund and Adjustment of fee


The following refund rules will be applicable for all the campuses: 1. All the foregoing charges are required to be paid for full year. As a general policy no refund is permissible. Hostel and messing charges are required to be paid as an entity and can not be split. Dinning in student mess for hostellers is compulsory. 2. Transfer from hostel use to transport and vice versa is generally not permitted. However, under exceptional circumstances the same be permitted. In such cases refund, if any, will be adjusted against next year's charges for transport /hostel /mess. 3. In case a student decides to use bus facility mid semester he will be required to pay bus charges for the remaining period of the semester including full charges for the month in which he starts availing the facility. This is irrespective of day he starts availing the facility. Same will be applicable for hostel and messing charges also. Monthly rate will be worked out by dividing the yearly charges by 12 for all services. 4. Security deposits are refundable only at the end of academic program and can not be adjusted against any other charge. 5. If any student wishes to stop availing facility mid academic year, he may be permitted to do so but no refund will be payable. 6. Refund of paid charges for any of the services will be based on recommendation of the director principal of student and director administration of the campus. 7. Arbitration about any of the foregoing rules will be sole responsibility of Director General Administration and his decision will be final.

RAYAT-BAHRA offers a large number of scholarships & concessions. Eligibility Criteria for scholarships & concessions are given below:

Note :
The above said concessions will be valid for a semester only if the student scores 85% or more marks or position as stated in one semester of the academic session. In case the student scores marks/position as stated above in both the semsters /annual examination, the concession will be valid for one year and shall be adjusted along with the tuition fee of next semster /year of the respected class. However, in case of final year students, the concession shall be adjusted in the tuition fee of the last semester only.

Other Concessions
Equivalent to 25% of Tuition Fee Members /individual of inter-college, inter-university winner/runners up team for events (sports /cultura/academicl) conducted by the concerned University.

Note :
The above fee concessions will be limited for tuition fee payable for one semester and the concession amount will be adjusted against the dues of the next semester.

Other Fee Concessions for duration of the course


100% of tuition fee Student whose both parents are not alive. 50% of tuition fee 50% of tuition fee 25% of tuition fee Student whose father is not alive. Brother/sister of a student studying in the same institute. (Concession will be given to the earlier admitted student and as long as both are studying in the institute.) Important Note :
The student is eligible for availing only one concession at one time. For availing any of the above mentioned concessions the student must give his /her application in the name of the Director /Principal along with relevant documents.
