Fourdefinitionsofpovertyareinstructiveforananalysisof
wellbeingintheChicagoregion.
IncomePoverty:asdefinedbythefederalgovernmentusingfoodcostasabasis.Thereare
twoslightlydifferentversionsofthefederalpovertymeasure:thepovertythresholdsand
thepovertyguidelines.
Thepovertythresholdsaretheoriginalversionofthefederalpovertymeasure.Theyare
updatedeachyearbytheCensusBureauandareusedmainlyforstatisticalpurposes
forinstance,preparingestimatesofthenumberofAmericansinpovertyeachyear.
Thepovertyguidelines,alsocalledtheFederalPovertyLevel(FPL),aretheotherversion
ofthepovertymeasure.TheyareissuedannuallyintheFederalRegisterbythe
DepartmentofHealthandHumanServicesandareasimplificationofthepoverty
thresholdsusedforadministrativepurposesforinstance,determiningfinancialeligibility
forcertainfederalprograms.18
