They also believe that it is possible that an Institute can be born with "a Quality Spoon in the Mouth". It was a pleasure to meet Prof NV Ratnalikar, almost in his eighties, excitedly talking about what is the need of the hour and how it can be done. Many of his students are holding important positions in the technical education departments and he quickly made some calls. Since 1986. The 100th issue is due now and there were 10 special issues on various themes of relevance like Autonomy of colleges, Technological Universities etc. They have also arranged seminars, work-shops and conferences at State and National level on various topics. Prof Ratnalikar feels that forming Consortia of Engineering Colleges is the way going forward. Cooperation is the key to growth. Autonomy is the first step in bringing quality. Centres of Excellence are to be formed in different cities and through these TQM awareness must be spread. Total Quality does not come by accident but it has to be part of the design at the time of the birth of the institute. And this is possible.

Another interesting idea proposed by him which was completely agreeing with the agenda of Teachers Academy was that of Certification or Individual Accreditation of teachers. The programs that we are about to launch will exactly fit the idea of EEF however we may have to work for some kind of recognition by NITTTR or AICTE. Personally, neither Prof Ratnalikar nor I believe that recognition will enhance the quality of the certificate or its implementation, but it might just bring the audience for the training!! We were invited for another meeting at his home office and were treated to not just a cup of coffee and dhokla, but lots of love and enthusiasm. Science is a human enterprise, evolving over time under the influence of socio-cultural pressures. This perspective is rarely exposed to students in the sciences. Most text books used in schools and colleges are ill-equipped to provide students an enthusiastic and real time portrayal of science, ideas about scientific inquiry and/or the overall process of science. Understanding the PROCESS of science plays an important role in the development of a student into not just a future scientist, researcher or academician but also an enlightened world citizen. Current science curricula provide only snapshots of turning point experiments and discoverie s, while the reality is often times a long and hard intellectual journey of individuals, groups and communities involved with the practice of science. Knowledge of these science processes has no better sources to come in the public domain than books written by and about the researchers and scientists who worked (or working) on the ground. The principal objective of this project is to make students enthusiastic followers of science as a process and philosophy. The perspective on science, the reasons that guided individuals to their discoveries and theories, the hardships and joys they experienced during their scientific journeys, and a larger picture of science itself through the researcher's eyes will be included in this project. The outcome of this project, we hope, will: Help students to better understand science (biology). Impart knowledge of scientific enquiry, power of observations and importance of scientific communication. Encourage and help students in their quest of science processes.
