management systems. .
The Office of the Director of National Intelligence (ODN!) uses two principal elect(Onic
financial management systems for budgeting and accounting pmposes. These systems, owned
and con1rolled by our government provider., address financial data for aU ,ODNI
components. For secority reasons\, nei$er of these directly interacts with Treasury'lL
OMS Or other Government-wide fmitm,tial systems. However., execution data derived from these
systems is formatted and submitted to Treasury for reporting pmposes.

L The ODNl uses electronic rmadcial management systems called Planning and Resources
Information System <.P ARlS) and Budget execution, Accounting and Acquisition
Strategic Infonnation System. (l;lASIS). PARIS is used to develop annual budget
$nbmissjon infonnation. is used for recording and reporting of obligatioDS!>
disbursements, .and expenses withe operating year of budget execution.

2. PARIS and BASIS interact on 4 daily basis to ensure agreement and
accuracy of program and execution. Together they that balance in
authority and execution is maintained.
3. As required by Treasuty Regu4tiOllt standardized reporting of obligations and outlays ate
,accomplished using the data frO,m which is manually submitted into the
,automated treasury reporting for the following;

direct loans .and/or loan guamnmes.

13. ODNI relies On our service and other government agency (OGA) systems to
manage., execute and make paYJP.ents 011 ODNI contracts. Within this
aDNI relies on BASIS to creattf, award and manage a. contract. If funds are
provided to an OGA, then the QGA$ systems are us.ed, for the initial funding a.od
contraCt management phases, are executed via BASIS.

within a single business
