WHEREAS, in past elections, there were ;eports from the field offices of the Commission that accourltable forms and non-accountable form? and supplies are either not available, with shortages, or with missing pages; WHEREAS, these circumstances may happen an or irpwediately before election day and, therefore, due to time constraints no longer possible to print and deliver said lackingfmissing formsfsupplies in time for use on election dayi NOW, THEREFORE, the Commission on Elections PESOLVED, as it hereby RESOLVES to issue the following guidelines in case of shd&age, non-availability or missing pages of accountable and non-accountable election forms and supplies: A. OFFICIAL BALLOTS

I. Before Election Day

The Election Officer shall report, by fastest means available, the shortage or non-availability of official batlots to the Allocation Committee which shall determine the necessity of printing the required ballots. For this purpose, the Allocation Committee is authorized to determine the quantity requirements for printing. is However, if' pri~ting not necessary, it is authorized to instruct the city/munici~alTreasurer and Election Omcer concerned on the manner of re-allocating the official ballots.

The Election Officer shall report, by fast& means available, the shortage or non-availability of official ballots to the Commission and resort:to the provision of Section 182,(~mergencyBallots) of ,. ' the Omn'ibus Election 'Code.

B. ELECTION RETURNS

(1) I f either the election returns/tally board. is notreceived or not available, the Election Officer shall. report such f a d to the ~ommis~ion through the Allocation Committee.

I f the elettion returns is not available, the BET concerned, shall proceed with the counting of votes after the close of voting using election returns. After the counting, all forms used an imprb~ised shall be" blaced inside the corresponding envelope and placed inside thb ballot box. The ballot box shall be locked and deposited with the Municipal/city Treasurer for custody and safekeeping. When t I - k d . 6 ~ ~ received the offiba~ has election returns, and with prior nohikes to the candidates and citizen's arm, the B f 3 shall open tde' ballot box, retrieve the envelope containing the improvisk8 election returns and the tally board, and accomplish the offici(dl election returns by transferring,.accurately therein thevotes obtained by the candidates. The said board shall then proceed hith the distribution of the copies of the election returns in accorddnce with Section 49 COMELEC Resolution No. 9030.
(2) I n case of missing pages/copies of the election returns, the B I T shall take measures to reproduce/photocopy such missing page/s. It shall take steps to ensure that a copy for the Barangay Board of Canvassers is complete by obtaining the missing pages/copies from the other copies o f the election returns and reproduce/photocopy the same. All such photocopies shall be certified by all members of the Board and watchers, if available.
C. STATEMENT OF VOTES BY PRECINCT (SOVP)

I f the statement of votes by precinct (SOVP) is not available, the Election Officer shall report such fact to the commission through the Allocation Committee.

I n case of missing pages/copies of the SOVP, the Barangay Board of Canvassers (BBOC) concerned shall take measures to reproduce/print the SOVPs. All such.. photocopies shall be certified to by the BBOC concerned.
D. FORMS A N D SUPPLIES I N THE METRO MANILA AREA

I n the Metro ~ a n i l a Area and whenever possible, all lacking or missing pageij,of all accountable forms shall be replaced. . , . .,.,

All non-account5ble forms and supplies may be reproduced/photocopied upon prior approval of the Pi-UtincialElection Supervisor concerned.
F. AUTHORITY

b~ THE ELECTION WORKING COMMITTEES

The Printing Committee is hereby authorized to cause the printing of the required ballots/election returns. The Packing and Shipping Committee is hereby authorized to immediately pack and ship the lacking ballots/election returns through the fastest means possible and ensure that the same arrives at and received by their intended recipients on or before election day.
