RESULTS

In the framework of ART GOLD MAGHREB Libya, the agenda of the mission in
Italy of the delegates of the Ministry of Social Affairs, the Sha’abiyats of
Batnan, Derna and Misurata and the delegate of the National Authority of
Environment has been completed with success.
The purpose to establish of a first contact between the Libyan local
authorities and the Italian decentralized cooperation committees (DCC) has
opened a wide range of concrete opportunities for cooperation in the fields of:

A. Capacity building for sustainable human development and public sector


reform;
B. Economic diversification; and
C. Decentralisation and local governance.

On the basis of the experiences and know-how presented by each DCC, the
general guidelines and areas for future cooperation have been identified.
The Libyan delegates invited the DCCs for a first mission in Libya and they
have made the commitment to involve their governments in the preparation
of their territorial presentation documents in order to share needs and
priorities for the purpose of identifying, as soon as possible, procedures and
resources for the start of the first cooperation projects.
Furthermore, the signature of a declaration of intents has been arranged
between the Sha’abiyat of Misurata and the Provinces of Livorno and La
Spezia and for Batnan with the city of Caltagirone.
The Agreements have declared the common intention to collaborate in the
fields of Vocational Trainings, Tourism Development, Fishing and Port
Activities, SME development, training for the management of public and
private sector, environment protection and monitoring, health and social
security.
In six days the Libyan delegates have met more the official representatives of
Ministry of Social Affairs, two Regions, eight Provinces, twelve Municipalities,
nine Economic Development Agencies, and some national, regional and local
authority and organizations.

THE MEETINGS OF THE WHOLE LIBYAN DELEGATION


As scheduled on the agenda, the entire delegation met the Italian
Plenipotentiary Minister Eugenio D’Auria, Director of General Department for
Policies for Maghreb and Middle East (DGMM). The entire delegation also
attended the presentation of SOPRIP, Economic Development Agency of
Parma and Piacenza Provinces by the Director Mr. Edoardo Terenziani and
participated in the joint meeting of the International Secretariat for the
decentralized cooperation with the Maghreb, in Florence.
THE DELEGATION OF DERNA
The delegation was constituted by:
• Mr. Fathalla Muftah Sargewa - Secretary of the Planning Council of Derna
• Mr. Masaud Mohamed Ekraym - Director of High Center for Polytechnic Studies
• Mr. Mohammed Najib Leias - Member of the Technical and Financial Follow-up
Department
• Mr. Omar Abu Kharwata – Member of the National Environmental Authority
• Mr. Maurizio del Bufalo – Member of CIRCLE
• Mr. Gianluca Nocera – ART Gold Maghreb Coordinator

During the first meeting in Pomigliano d’Arco with Città del Fare (LEDA of
North East Area of Naples) the delegation of Derna had the opportunity to get
familiar with the concrete experience of LEDA based on partnership among
different actors at local level. The presentation of Mr. Osvaldo Cammarota,
CEO of Città del Fare, focused on the tools and the activities that LEDA that
has for carrying out the development of the area where it works.
Città del Fare, developed its activities in the framework of the Territorial pact
for employment and, now, with the local municipalities, it is already involved
in projects of decentralized cooperation with Cuba and Tunisia. The meeting
highlighted the common intend to build a partnership between Città del Fare
and the Sha’abiyat of Derna in the field of LED.
In the afternoon, the delegates of Derna and, in particular, the delegate of the
National Environmental Authority participated in the presentation of
Pomigliano Ambiente SpA. Pomigliano Ambiente SpA is the municipal
company for environment management. The delegation was highly interested
in the realization of plants for waste treatment and the production and use of
compost in order to combat desertification. In this field, Pomigliano Ambiente
has a wide experience.
After the elections, in the next 4-5 April, it will be possible to organize a
mission of the decentralized cooperation committee of this area in order to
define an agreement and the definition of common projects for cooperation.
In Benevento, the delegation met the vice president of Province and the
Prorettore of Benevento University. After the official meeting which
highlighted the common intention to define a protocol for the decentralized
cooperation especially in the field of the high education, a meeting with the
MARS was organized. MARS is a centre for satellite meteorological analysis. In
this area cooperation could start with the Libyan institutions in accordance
with the project for meteorological stations managed by UNDP. The
integration between the two systems could allow data confirmation provided
by the satellites and field stations.
As scheduled on the agenda, in Matera, the delegation met the local
development Agency and the most important and representative institutions.
The areas of interest for common future cooperation are: tourism
development, rehabilitation and urban planning for the city of Derna based on
the experience of SASSI; vocational training based on the experience of
Matera industrial district and the initiatives realized in the province for the
recovery of ancient handcraft arts. In the afternoon the delegation visited the
plant of Tecnoparco Valbasento that could be an excellent partner for the
management and treatment of water resources.
At 18.00 of the same day, the delegation received the official welcome in the
council room of Province of Lecce. After the welcome speech of the Vice
president of the Province, initiatives and best practices adopted by the local
institutions, which could be of interest for a future common cooperation, were
presented.

THE DELEGATION OF MISURATA


The delegation was constituted by:
• Muftah Abdalla Gibril - Secretary of the People’s Committee for Education
• Kamal Abdalla Elshalfuh - Secretary of the People’s Committee for Turism
• Mohamed Omar Esmaio - Representative of the People’s Committee for Labor
• Sauro Gori – UN coordinator of the International Secretariat for Decentralized
Cooperation in the area of Maghreb

The delegation of Misurata, during the official visit to the city of Livorno on 14,
15 and 16 February 2005, met the following parties:

• Province of Livorno;
• Municipality of Livorno;
• Port Authority of Livorno;
• University of Pisa;
• “Società Aeroporto Toscano Galilei” of Pisa;
• National Confederation of Craftsmen;
• Small and Medium Enterprises Association;
• NGO “Medina”;
• Other Labour Categories and Associations;

At the end of the meeting, the Province of Livorno, as the main representative
of Livorno’s Decentralized Cooperation Committee, and the Sha’abiyat of
Misurata agreed to the following action points, with the aim of defining
projects during the mission of Livorno Committee representatives in Misurata,
expected in April 2005:
• There’s a mutual willingness to institute an economic, social and cultural
cooperation channel in the framework of reinforced ties between institutions
of both Areas;

• The priority fields of cooperation activities selected are the following:


- Professional Training, with a systemic and sectoral approach;
- Tourism, with particular attention to investments in structures and
service improvement;
- Sea Resources, in particular port and fisheries activities;
- Small and Medium Enterprise development, with a particular attention to
the agro-food sector;
- Training and updating of public and private management;
- Developing the Archaeological and Cultural heritage;
- Supporting the administrative decentralizing process and the
construction of mechanisms of local economic development;

• The Authorities of Misurata undertake to support the institutional cooperation


initiatives developed with the Province of Livorno and provide more detailed
information on specific needs and priorities that could be the target of linked
economic, social and cultural initiatives;

• The Province of Livorno undertakes to play an active role in promoting and


coordinating the initiative of decentralized cooperation, involving the
institutions and the economic forces of its territory;

• Moreover, the Province of Livorno undertakes to activate its specific


knowledge in developing the cultural heritage, and its instruments (Srl.
Provincia di Livorno Sviluppo) in improving the Professional Training systems;

• The ART GOLD Maghreb in Libya and the International Secretariat for
Decentralized Cooperation in the Maghreb undertake to support the
partnership activities between Livorno and Misurata, providing the needed
technical and logistic assistance to activate the International Community’s
instruments of stimulation and promotion activities.

• The Province of Livorno and the Authorities of Misurata undertake to


collaborate on the definition of a Public Guarantees mechanism with the aim
of ensuring the continuation of enterprise initiatives in their present context;

The delegation of Misurata, during the official visit to the city of La Spezia on
the 16th and 17th of February 2005, met the following parties:
• Municipality of La Spezia;
• Province of La Spezia;
• Port Authority of La Spezia;
• National Confederation of Craftsmen;
• Small and Medium Enterprises Association;
• Other Labour Categories and Associations;

The Municipality of La Spezia, as the main representative of the Decentralized


Cooperation Committee of La Spezia and the Sha’abiyat of Misurata, agreed
to the following action points, aiming to organize a mission to Libya in the
next months:

• Support in the Education Field, and technical assistance to the process of


integrating disadvantaged people.
• Technical assistance to and training of school personnel;
• Starting an exchange of information about sea resources, in particular about
port and fisheries activities;

THE DELEGATION OF BATNAN


The delegation was constituted by:
• Fathia YUSEF AL JEROUSHI (Representant of the Ministry of Social Affair
• Fakhraldin S. A. Mahmod –Secretary of Trade Unions.
• Hussen El Mabruk – Member of RWG and Honorary Italian Consul in Tobruk
• Abdulsalam M. Abubaker – Secretary of basic people’s congress - city of Tobruk
• Giancarlo Canzanelli – Coordinator of CIRCLE

The delegation had the following meetings


In Palermo:
 CIEM, (Center for the Enterprise Internationalization and business promotion
in the EuroMediterranen space), with the presence of the President Mr.
Francesco Curione and the director Mr. Antonio Giuffrè.
CIEM has interesting experiences and programs in the Mediterranean area in
the field of “sustainable development”, including integrated intervention on
water, energy, disease, transportation management, and sustainable tourism.
CIEM confirmed its interest in cooperating with Libya and to organise a
mission to Libya.

 Regione Sicilia, with Mr. Salvatore Cilento, Minister for international affaire,
and Mr. Antonio Piceno, Responsible for decentralised cooperation, who stated
their great interest in cooperating with Libya, where already cooperation
programs are underway.
A draft letter of understanding was discussed (see annex 1), to be forwarded
to Mr Piceno, as soon as it will be agreed to in Tobruk. It will state focused on
the interest of the regional administration in participating in and supporting
decentralised cooperation projects emerging from the relationships with
regional structures and institutions; and b) the possibility for Libya to
participate in projects in the framework of the new European cooperation
programs (Programs of proximity), involving several Mediterranean countries
and pursuing the valorisation of the Mediterranean resources, with particular
reference to the sea.

 COPPEM (Standing Committee for the Euro-Mediterranean partnership) is


formed by Local and regional administrations of 25 European countries and
10 Mediterranean extra-European ones that signed the Barcelona declaration.
Coppem was representated by Mr. Michele Raimondi, Program and project
coordinator, and Mr. Francesco Sammaritano. It constituted a Euro-
Mediterranean Development Agency and a coordinator of social and health
policies for implementing partnership projects. Its role is to link needs and
demands coming from the different partners and link them in a way that
allows for the elaboration and realization of common projects.
Current projects concern mainly local development, cultural heritage, rural
development, water cycle, and institutional building.

The final proposal was to invite a Libyan delegation to participate in the next
Coppem meetings in Istanbul and Palermo, although Libya is not a member of
the association.

In Caltagirone:
 Calatino Territorial Pact and Integrated Development Agency, with the
participation of the 14 mayors of the cities involved in the pact, the
Consortium for industrial development, Kalat-Ambiente, the company for
management of the environment, the Catania Provincial secretary for
productive activities, the Local Integrated Development Agency management.
Reference people for the Italian part were Elisabetta Caprioli (Agency
director), and Marilena Samperi (president of the Agency).
The Agency and the delegation agreed to a letter of understanding (annex 2),
addressing the implementation of common projects in the field of capacity
building, tourism, and environment. A possible next mission of the Agency to
Libya was recommended.
 Meeting with the director of the integrated Museum system of the area, for
addressing the problem of the integrated tourism development.
 Visit to Consortium for the industrial development, where various localized
enterprises in the area were visited, and the role of the Consortium in
supporting the start up and the growth of businesses that valorise the local
chains of value was stressed.

Main results
1. A useful exchange of opinions and experiences was enhanced, with particular
reference to local economic development. The Libyan delegation was particularly
impressed by the fact that a marginal territory, such as the Caltagirone Valley, was
able to foster its own development in a relatively short period of time. The
following elements were often taken into consideration:

a) 15 municipalities, with an overall population of 160,000 inhabitants,


were able to establish common strategies and actions, despite the
political and administrative differences;

b) How it was possible that an integrated development was planned and


enhanced, on the basis of the valorisation of the local resources, such
as tourism (cultural heritage, ceramic arts and crafts) and agriculture
(fruit), and the promotion and implementation of vertical chains of
value.

c) How common services to all the municipalities of the valley can be


more efficiently delivered and managed, with particular reference to
the waste management.

d) The value and the role of Local Economic Development Agency, as


instrument for implementing coordinated programs and projects.

2. Letter of understanding was shared and signed between the delegation and the
Integrated Local development of Caltagirone, regarding four possible lines of
cooperation:

a) capacity building in the field of public administration, public services


and social policies (welfare)

b) Transfer of experiences in the field of new technologies for SMME and


public services;

c) Support to enhancing the quality of management systems for


environment and tourism (integrated waste cycle, water management
for rural applications, etc.)

d) Support to training for the promotion and management of institutional


and social cooperation and partnerships models

3. Letter of understanding between the delegation and the Regional office for
decentralised cooperation was drafted, recommending:
a) The joint participation in a common project, to the submitted to
European Commission, for the valorisation of the Sicily Channel, the
promotion of transnational networks in the field of fishing, sea
safeguard, tourism, cultural heritage, transportation and
communication systems, etc.

b) The interest of the Regional Administration in supporting decentralised


cooperation projects in the framework of the Gold Libya program,
according to indications from the current visit.

c) The commitment of the Libyan delegation to provide follow up to the


visit.

RECOMMENDATIONS
For the next future, AGM will support the Libyan Local Administrations in the
identification of their needs and priorities for the setup with the DCCs of
common projects of intervention.
At this stage, UNDP-AGM will offer support services to the local communities
of both sides, international technical assistance to local population,
administrations and national governments in order to increase the impact of
the cooperation activities, the internationalisation of local economic
development, cultural linkages, and the role of the local actors, who are the
engine of development, provided they can work together for identifying and
solving their main problems, and utilising all the existing endogenous
potentialities for sustainable development.
AGM will concentrate its effort to define the framework and the feasibility
study for the setup of the Regional Economic Development Agencies. LEDA
can be considered as one of the main tools for a sustainable local
development.
AGM will propose a common protocol of cooperation with the Sha’abiyat and
with the Libyan Ministry of Planning for the implementation of the initiatives
of decentralized cooperation in the framework of the objectives defined in the
Programme.

Il giorno 15 Febbraio 2005 si è tenuta presso la Regione Sicilia una riunione tra i
rappresentanti della Sha’abiyat di Tobruk, in rappresentanza della delegazione libica
del Programma Gold Libia in visita in Italia, che comprende anche le sha’abiyat di
Derna e Misurata, e il responsabile della Cooperazione Decentrata
dell’Amministrazione Regionale Siciliana, con l’obiettivo di verificare le possibilità di
sviluppare programmi di cooperazione decentrata nell’ambito del Programma Gold
Libia eseguito dall’Undp.
Durante la riunione, la delegazione ha illustrato il piano degli incontri in programma in
Sicilia, che comprende quelli già avuti con il rappresentante diplomatico della Regione
Sicilia, il dott. Salvatore Cilento (Ministro plenipotenziario della Regione Sicilia), con il
CIEM (Centro per l’internazionalizzazione dell’impresa e la promozione della PMI nello
spazio euromediterraneo), con il consorzio degli industriali per l’esportazione, e quelli
previsti con il Coppem (Comitato permanente per il partenariato euromediterraneo),
con l’AMG energia, con il patto territoriale di Caltagirone e altri patti della provincia di
Catania.
Si è riportato l’interesse e la volontà da parte di ciascuna delle istituzioni incontrate
nella collaborazione su programmi e progetti congiunti nell’ambito del programma
Gold Libia, in considerazione delle condizioni di prossimità tra la Libia e la Sicilia e
delle relazioni internazionali già in corso delle istituzioni siciliane nei confronti de paesi
africani del Mediterraneo.
La delegazione libica ha espresso il forte interesse della Libia, sia da parte del governo
centrale che delle amministrazioni locali, di sviluppare relazioni di collaborazione
privilegiate con amministrazioni e istituzioni italiane per rafforzare il legame tra i due
popoli e contribuire a migliorare le capacità delle sha’abiyat per lo sviluppo del
territorio e la valorizzazione delle proprie potenzialità.
Il dott. Antonio Piceno ha confermato la politica regionale di cooperazione
mediterranea e in particolare la volontà di promuovere e sostenere sia progetti di
partenariato con le sha’abiyat coinvolte nel programma Gold Libia, che programmi di
cooperazione che coinvolgano i paesi del Maghreb nell’ambito delle nuove politiche di
prossimità previste dall’Unione Europea, affermando la necessità di processi di
identificazione e progettazione congiunta delle iniziative.
La riunione si è conclusa con l’accordo sui seguenti elementi:
1) La partecipazione congiunta all’elaborazione di un progetto integrato e intersettoriale,
da sottoporre alla Commissione Europea, per la valorizzazione e lo sviluppo del Canale
di Sicilia, che rappresenta l’elemento di sintesi e di congiunzione delle culture e degli
interessi economici e sociali dei paesi da questo lambiti. Il progetto, che potrà
coinvolgere più regioni dei vari paesi delle due sponde del mediterraneo e promuovere
reti transnazionali permanenti, potrebbe articolarsi in interventi relativi a vari aspetti,
come la salvaguardia del mare, lo sviluppo della pesca, del turismo, della
conservazione di beni culturali, dell’integrazione culturale, dei trasporti, delle
comunicazioni ecc.
2) La disponibilità della Regione Sicilia a sostenere progetti di cooperazione decentrata
promossi dalle Amministrazioni locali e dalle istituzioni e associazioni siciliane e dalle
sha’abiyat libiche nell’ambito del programma Gold Libia, a partire dalle prime
indicazioni emerse nel corso della visita della delegazione libica e che hanno
riguardato principalmente il rafforzamento delle capacità delle amministrazioni
locali della Libia, la realizzazione di progetti per lo sviluppo sostenibile territoriale
(gestione dei rifiuti, dell’acqua, dell’energia e dei trasporti), lo sviluppo del turismo
sostenibile, con particolare riguardo alle componenti relative al rafforzamento del
ruolo delle donne nella società e nell’economia, alla formazione manageriale e
tecnica, alle partnership economiche e all’innovazione tecnologica.
3) L’impegno della delegazione libica a riferire sui risultati della visita alle corrispondenti
autorità libiche e al programma Gold Maghreb, stabilire le priorità dei bisogni e degli
interessi e fissare la data per l’invito della delegazione siciliana in Libia.
4) La disponibilità della Regione Sicilia ad accompagnare e coordinare le attività della
cooperazione decentrata tra le varie istituzioni del territorio regionale disponibili a
cooperare nell’ambito del programma Gold Libia, a partire da una prossima missione
da effettuarsi a breve termine, per approfondire i temi d’interesse emersi durante la
visita in Sicilia e ritenuti prioritari dal Gold Maghreb e realizzare un piano d’azione
congiunto per concretizzare il programma di cooperazione decentrata.

DELLA SHA’ABIYAT DI TOBRUK E IL PATTO CALATINO-SIMETO
DEL GIORNO 15 FEBBRAIO 2005

Il giorno 15 febbraio 2005, presso la sede dell’Agenzia di Sviluppo Integrato SPA, in Caltagirone (provincia di
Catania)

- La Delegazione del Programma Gold Libia, composta dal rappresentante dell’UNOPS,


Giancarlo CANZANELLI, dal Corrispondente Consolare Italiano e delegato del workinggroup del
Gold Maghreb Libia a Tobruch Hussen EL MABROUK, dal menbro del Congresso Popolare della
Sha’abyiat di Tobruch (coordinatore dei sindacati) Fakharaldin SAAD ALI’, da Fathia YUSEF AL
JEROUSHI del Ministero degli Affari sociali e dal segretario del congresso di base di Tobruch
Abdulsalam M. ABUBAKER;

- La Delegazione dell’Agenzia di Sviluppo Integrato, guidata dal Presidente Maria SAMPERI e


composta dal Direttore Elisabetta CAPRIOLI, dall’assessore allo sviluppo economico della
Provincia di Catania, Luigi PAPPALARDO, dall’assessore alle politiche sociali del Comune di
Caltagirone, Massimo FLORIDIA, dal Presidente del Consorzio ASI, Raffaele BARONE, e dai
rappresentanti delle amministrazioni pubbliche ( comuni, Provincia Regionale, Consorzio per l’Area
Industriale) socie dell’Agenzia;

si sono incontrate per un primo incontro di lavoro, volto a verificare la possibilità di avviare nuove relazioni
istituzionali, culturali, economiche e sociali tra l’area siciliana del Calatino Sud Simeto, la sua Agenzia di
Sviluppo e la Shabiyah di Tobruch e promuovere l’espansione delle proprie reti locali.

L’iniziativa s’inserisce nell’ambito delle azioni di sistema nazionali del Ministero Italiano per l’Economia per
l’internazionalizzazione dei Patti Europei per l’Occupazione e del Programma multilaterale di Sviluppo Umano,
GOLD Libia, promosso dalle Nazioni Unite e sostenuto dal Governo Italiano e dal Governo Libico, a favore
della Libia.

I partecipanti all’incontro hanno condiviso il comune interesse per una politica di cooperazione sostenuta da
importanti affinità (riguardo, ad esempio, a comuni tradizioni storiche di cui si trova traccia nel patrimonio
archeologico ed architettonico ed ai sistemi ambientali e del turismo) e da una vicinanza geografica che rende
strategica la creazione di un ponte tra i due Paesi per il rafforzamento delle reti di collegamento tra il nord
Africa e l’Unione Europea.
Si sono individuate possibili linee d’accordo sui seguenti temi:

- di avviare, nell’ ambito del programma GOLD Maghreb dalle Nazioni Unite, una azione specifica
volta a programmare interventi di cooperazione nei seguenti ambiti tematici:

1. sostegno alla formazione di competenze specialistiche nel settore della pubblica


amministrazione, dei servizi pubblici e delle politiche sociali;
2. trasferimento di esperienze nel campo delle nuove tecnologie per le PMI e per i servizi
pubblici;
3. sostegno alla qualificazione dei sistemi di gestione dei servizi per l’ambiente e per il turismo
( dal ciclo integrato dei rifiuti al recupero delle acque reflue per usi irrigui in agricoltura);
4. sostegno alla formazione di competenze per la promozione e la gestione di modelli di
cooperazione e di partenariato istituzionale e sociale.

Il tavolo di lavoro ha fissato i principi generali secondo cui potrà essere condotto il programma di
cooperazione, individuandoli come segue:
- le azioni di cooperazione riguardano, in modo specifico, il sostegno alle istituzioni ed all’economia
locale, per la promozione dello sviluppo economico e sociale dei territori

- le azioni di cooperazione devono rispecchiare il reciproco interesse delle parti ed essere improntate
a sviluppare i processi di apprendimento e di reciproca conoscenza, per rafforzare le reti fiduciarie
tra le due aree – Paese

- al fine di garantire efficacia e concretezza dei risultati finali, sarà adottato il metodo di lavoro dell’ “
apprendere facendo”;

- la pianificazione delle azioni di cooperazione dovrà tenere conto delle Linee della programmazione
dell’Unione Europea per il prossimo periodo 2007-2013, con particolare riferimento alla possibilità
di attivare azioni di cooperazione transnazionale tra Paesi Europei e Paesi Extra UE;

- le azioni di cooperazione saranno coerenti con le linee politiche e programmatiche del governo
della Libia.

Per il prosieguo del lavoro, le parti hanno concordato di dare continuità all’azione comune, a partire da un
prossimo appuntamento congiunto, finalizzato a delineare concreti piani di azione.
A tal fine, la delegazione dell’Agenzia di Sviluppo ha dichiarato la propria disponibilità ad una missione in
Libia.
