Students Digital News UACDE, es una revista electrnica semestral, de acceso gratuito, editada por la carrera de Comercio Internacional de la Universidad Americana de Ciudad Del Este. Los temas se refieren bsicamente al Comercio Internacional an que la revista pueda editar artculos referentes a ciencias sociales y aplicadas, as como ancdotas, curiosidades, pensamientos de los alumnos hechos que han ocurrido en la comunidad estudiantil entre otros, siempre y cuando sean relevantes para los lectores, utilizando un lenguaje claro y preciso. Los artculos no necesariamente expresan la opinin de la institucin y/o de sus responsables, una vez que lo que se busca es expresar la opinin de los investigadores tanto interno cuanto externo a la Universidad Americana. Es una revista online direccionada a todos aquellos que desean conocer las distintas manifestaciones de la aldea global de la cual hacemos parte, dando nfasis especial al proceso de enseanza y aprendizaje, vemos que a cada da hay ms participacin de todo el planeta en lo que se refiere al intercambio de productos, o sea del comercio internacional, que es el intercambio de bienes y servicios entre los pases, debido a su experiencia en la divisin internacional del trabajo. Su desarrollo depende bsicamente en el nivel de intercambio (o los cambios de productos), que se obtiene al comparar el poder adquisitivo de los dos pases que mantienen comercio entre s (RATTI, 2007). Como consecuencia de este intercambio surge la necesidad de intercambiar las informaciones referente al mismo tema, para eso utilizamos los medios mas actuales como lo son las revistas online, para as divulgar informaciones importantes verdicas de quienes realmente conozcan el mercado internacional, la distancia y la falta de comunicacin deja de ser una barrera para el comercio para las empresas as como para los futuros Licenciados en Comercio Internacional, leer o expresar pensamientos ideas o un artculo cientfico nos vuelve profesionales mas audaces y a la vez capaces. De la capital llego a ciudad del este contratado directo en el ao 1992 al 1997, luego fue trasladado desde el 1997 al 2002 en tiempo integral en Curitiba - Brasil en el rea de auditora trabajando en forma conjunta con los brasileros , para poder compenetrarse los pases en las gestiones de la binacional, en el mismo pas curso la maestra MBA en finanzas, adquiriendo en ese periodo muchos conocimientos. Ya en tiempo directo se desempeo en la misma entidad con cargos tcnicos, luego gerenciales, tesorero (2002-2008) y actualmente haciendo 18 aos en la binacional, como analista econmico financiero y de contratos. Otros estudios culminados fue de Diplomado en finanzas en la Universidad Americana, curso de didctica universitaria en la UNE universidad Nacional del este, tambin realizo cursos de presupuesto de contabilidad pblica y el doctorado en la universidad americana faltando solo defender la tesis. Siendo una persona muy dinmica y con mucha empata al ensear, lo cual le agrada bastante traspasar sus conocimientos a los alumnos. Adems de llegar con mucho sacrificio en el cargo que ocupa, lo que le desagrada es que no se tiene en cuenta el nivel tcnico profesional de las personas para ocupar cargos en empresas o entidades, donde tienen ms en cuenta los contactos y relaciones en vez de la capacidad donde perjudica netamente todos los aspectos de desenvolvimiento del pas. Como persona Formada y con amplitud de conocimiento destaca a los alumnos a incentivarse en todos los aspectos de la vida, que con mucho sacrificio se llega a la meta, donde toda persona puede llegar a donde al xito independientemente del nivel de su poder adquisitivo, con esfuerzos, buscando oportunidades y saber aprovechar en su momento para poder crecer, buscando apoyo siempre de personas con jerarqua para adsorber conocimientos. Unas de las personas que influyo en su trayectoria para lograr formarse, siendo un mentor, le da la gratitud al Ing. Domingo Poletti Luizzi, superintendente de Administracin Financiera de Itaipu jubilado que sirvi de orientador, un jefe amigo, profesional preparado y con muchas experiencias con xitos y fracasos sirviendo como referencia en el crecimiento profesional y personal, siendo un idelogo fiel a este. Daro Orue recalca dichas palabras que sirvi y comprob en su vida: Toda persona debe esforzarse por lo que quiere ser en la vida, todo xito depende de un sacrificio y es lo que ms da valor a una persona, llenndolo de orgullo y satisfaccin propia por el esfuerzo alcanzado.

Naci el 6 de julio de 1952 en asuncin, se desempea como despachante de aduanas, funcionario Pblico de la Direccin nacional de aduanas y docente de las universidades: UNE, catlica y Americana. Estudio su nivel primario y nivel medio en el Colegio Nacional de la Capital, su nivel universitario recibido en licenciado en ciencias contables y Administrativas en la universidad Catlica. A pesar de tener varios afines, su prioridad era orientada ms hacia la administracin, la arquitectura, las fuerzas armadas entre otras. Su sueo de siempre fue de ser piloto; lo cual se debe su pasin por los aviones que los mantiene como una reliquia intocable. Esta profesin no pudo concretar por el hecho que no reuna todos los requisitos necesarios para entrar en las fuerzas areas. Luego en una prueba de aptitud actualmente llamado CPU tomada en todo Chile a la misma hora, ingreso a la carrera de Ingeniera Comercial de la Catlica de Valparaso. Entre los lapsos a la par de sus estudios trabajo en una empresa Forestal, como de telefona y luego netamente a lo que se refiera a educacin al termino de su carrera. En 1995 se desempeaba como Director Coordinador de la Inacap (Centro de Formacin Tcnica de Chile, actualmente Universidad, Lo contrataron en el 96 para venir al Paraguay para apoyar las sedes de la Universidad Americana. Al principio por semestres, donde en el ao 2000 se vino para Ciudad del este para apoyar la sede. Desde all lleva en frente la universidad, incorporando nuevas carreras, actualizando mallas acorde a las carreras, reformulando, actualizando programas entre otros, llevando en frente la universidad exitosamente. La permanencia vigente por los labores hizo que la familia lo siga, La esposa de nombre Carla Leiva Castro quien fue su compaa desde muy joven, formalizando el matrimonio en el ao 1986; y sus 4 hijos juntos: Bernardo (23), Carlos Alberto (21), Manuel (19) y Natalia (15).Donde sacando en alto la paciencia y comprensin que tiene su familia para con l, por el amor y entrega a su oficio, cosa que siempre le gusto. Influyendo en su vida e ideologa gracias a su padre Bernardo Cruz, una persona muy sabia y dedicada a la lectura lo aporto a este sus valores y cualidades para ser hoy en da lo que es. Teniendo as vida plena de entrega, dedicacin y renuncias, llegando a varios niveles acadmicos, cursos de especializacin entre otros, con 2 masterados, Mster en Direccin de Empresas tanto en Paraguay y Espaa, faltando una tesis de doctorado. Es una persona humilde de corazn como un nio, aportando siempre sus enseanzas a los alumnos de la universidad, lo cual a pesar de su actitud seria, bromista, sarcstica, siempre aprendemos algo, lo cual, nos sirve para ser un buen profesional y desarrollarnos en la vida personal. Esto lo identifica plenamente donde los alumnos se rebuscan por l, siendo un padre y mentor.

IMPACTO DE LA CRISIS ECONOMICA INTERNACIONAL SOBRE LA ECONOMIA PARAGUAYA EN EL PERIODO 2008-2009. IMPACT OF ECONOMIC CRISIS ON THE INTERNATIONAL ECONOMY IN THE PERIOD 2008-2009 PARAGUAY. La situacin macroeconmica del Paraguay se ha visto afectada por el deterioro del contexto mundial. El sector primario, especialmente el sector agrcola, motor principal del crecimiento anual del PIB en el periodo 2003-2008, ha sufrido la reduccin de los precios internacionales y la reduccin del volumen de produccin, afectada por la gran sequa en la zafra 2007-2008. En el 2009, el crecimiento del PIB, fue de -3,8%. Reflejando parcialmente el debilitamiento del contexto mundial, la inflacin en Paraguay se ubico en torno al 2% anual y se proyectaba una inflacin en torno al 7% al finales del 2010. El presupuesto registro un importante supervit en 2008, principalmente debi a la buena ejecucin de ingreso y a la baja ejecucin de los gastos de capital. Sin embargo, segn el FMI, los nmeros de los ingresos fiscales durante el primer trimestre de 2009 mostraban un panorama poco alentador. El mercado paraguayo esta poco integrado a la economa mundial, con una bolsa de valores prcticamente incipiente los efectos de la crisis se transmitieron indirectamente a la economa nacional a travs de a-la reduccin de las exportaciones b-la cada de los ingresos fiscales c-la escasez de crdito. Con la reduccin de las importaciones, fueron muy afectados los ingresos tributarios, desde el momento en que una porcin importante de estos ingresos depende del comercio exterior. Las mayores exigencias de las entidades financieras para la concesin de crditos y el incremento de las tasas de inters acentuaron las restricciones crediticias, principalmente de los bancos extranjeros que tienen una posicin dominante en el mercado financiero local. Ello ha afectado a los habitantes receptores de crditos bancarios, principalmente a los productores agrcolas de granos y ganado vacuno. Segn datos del Banco Central (BCP), el efecto ms evidente se expresa en las tasas de inters. A diciembre de 2008 el promedio ponderado de la tasa activa en moneda nacional registraba un nivel del 29%, mientras que en diciembre de 2007 dicha tasa era apenas 17,8%. En enero de 2009, el promedio de la tasa activa sufre un nuevo repunte llegando al 31,41%. En el 2009 se incrementaron la mora en el pago de deudas, principalmente en el sector agrcola, pues las prdidas en ese sector han sido agravadas por la sequa. Finalmente se puede concluir que el ao 2009, la crisis financiera internacional se ha hecho sentir con fuerza sobre la economa paraguaya con un crecimiento negativo del 3,8% afectando en mayor o menor medida a todos los sectores econmicos y especialmente a los rubros que componen el comercio exterior. Pocas dudas caben de la gran transcendencia que tiene la energa para el Paraguay y por la importancia del tema para el pas he decidido realizar algunos comentarios sobre LA POLITICA ENERGTICA , es decir sobre la necesidad de formular una Poltica de Estado en temas energticos que pudiera representar la lnea consensuada de todas las instituciones involucradas (poderes del estado, gremios empresariales y sindicales, asociaciones de clases profesionales, organizaciones civiles, universidades, etc.) en cunto a lo que el Paraguay proyecta en temas energticos a mediano y largo plazo. Antecedentes y situacin del Pas: La energa ocup un lugar secundario en todas las polticas pblicas del Paraguay hasta la dcada del 70. Con la firma de los tratados de ITAIPU y YACYRETA, la situacin objetiva cambia, si bien las Entidades Binacionales que surgen de tales tratados pasan a ser manejados por la ANDE y por el Presidente de la Repblica, sin tener una relacin con ningn ministerio. Recin despus del fin del gobierno de Alfredo Stroessner, se crea la Subsecretaria de Minas y Energa, dependiente del Ministerio de Obras Publicas y Comunicaciones y, posteriormente, Vice ministerio de Minas y Energa. Este Vice ministerio, sin embargo, nace principalmente para atender los pedidos de concesin para bsqueda de minerales e hidrocarburos. An cuando la Ley le otorga la funcin de fijar las polticas energticas y los entes elctricos (ANDE, ITAIPU y YACYRETA) dependen del Vice ministerio de Minas y Energa, su capacidad para formular polticas es escasa. Algunos de los aspectos ms relevantes a tener en cuenta son: a. En el Paraguay se origina el 85% de toda la electricidad que se comercializa en Amrica del Sur y, paradjicamente, somos el nico pas que hasta hoy no podemos disponer libremente de nuestra energa elctrica; Para sustituir la energa hidroelctrica que el Paraguay exporta haran falta unos 800 millones de barriles de petrleo/ao, lo que a la actual cotizacin del petrleo (aproximadamente 100 U$$/barril) equivale a 8.000 millones U$$/ao; El Paraguay esta desarrollando conversaciones para obtener un precio justo y la libre disponibilidad de su energa elctrica con sus socios de las binacionales; Las compensaciones por cesin de energa y los royalties son un significativo aporte al Presupuesto General de la Nacin (PGN), y mas todava con el aumento de las compensaciones a partir del 2011, en alrededor de 240 millo-
nes US$/ao, totalizando aproximadamente 360 millones US$/ao; e. f. Estn en marcha acuerdos energticos ms amplios, como el de UNASUR; La importacin de petrleo y gas del Paraguay esta en el orden de 1.300 millones U$$/ao y el servicio elctrico en torno a 400 millones U$$/ao. En total, aproximadamente un 10% del PIB; La estructura de la matriz seala que el Paraguay consume energa cara y contaminante (biomasa 53%; hidrocarburo 33% e hidroelectricidad slo el 14%, mientras produce y exporta energa barata y limpia a sus socios de las binacionales; La balanza comercial es altamente favorable al Paraguay en lo energtico (medida la hidroelectricidad en la cantidad de petrleo que la puede sustituir) en tanto que es ampliamente desfavorable en cuanto a lo que el pas debe pagar para obtener mucho menos energa (petrleo) que la energa que exporta (hidroelectricidad); El Paraguay produce biocombustibles (principalmente etanol) y biomasa significativamente, con criterios ambientales polmicos; La bsqueda de minerales e hidrocarburos esta avanzado, sin que existan polticas definidas al respecto.

Por otro lado la concepcin de un mercado de energa en Amrica del Sur integrado y competitivo, es un instrumento importante para atender eficientemente al rpido crecimiento del consumo de energa que tradicionalmente acompaa la expansin de las economas de los pases del Cono sur, especialmente del Brasil y la Argentina. La integracin energtica propiciara significativas ganancias a los consumidores de la regin con aumento de la confiabilidad de la oferta y de la competencia en la comercializacin. Las distintas opciones de oferta reduciran los riesgos de los productores, que contaran con una mayor gama de clientes potenciales. Tambin habra una creciente eficiencia en la operacin de la infraestructura en funcin del aprovechamiento de economas de escala. Adems, la integracin y la competencia daran transparencia a los precios y a tarifas, facilitando la evaluacin de oportunidades de negocios, y consecuentemente, favoreciendo nuevas inversiones a lo largo de la cadena productiva. de integracin requiere como punto de partida la seguridad jurdica y un mnimo de previsibilidad regular necesaria a la ejecucin de las inversiones regionales en infraestructura y a la elevacin de los flujos comerciales intra-regionales. El Presidente Fernando Lugo en su informe anual constitucional presentado al Congreso Nacional, el 01/07/10, en el marco del inicio de un nuevo periodo en el Poder Legislativo reafirm el compromiso de lograr cambios estructurales para la base de un proyecto nacional, que debern continuar como Poltica de Estado por los prximos gobiernos. En el informe del Poder Ejecutivo seala que para el fortalecimiento del Sector Energtico, el Vice ministerio de Minas y Energa es un paso clave para desarrollar polticas energticas con un enfoque integral, con una moderna institucionalidad y una gestin al servicio del ciudadano. Se ha instalado la Mesa Nacional de Energa en febrero del 2010, como una instancia de gobierno donde se discute la poltica energtica. Actualmente se impulsa la actualizacin y diseo de un Plan Estratgico del Sector Energa. (Fuente Diario Electrnico de ITAIPU DIE, del 05/07/2010). De acuerdo a las opiniones y comentarios de especialistas del Sector Energtico Paraguayo, ampliamente discutido en los medios de comunicaciones escritas, radiales y televisivas, ya sea en entrevistas, debates, paneles, seminarios, los puntos que deberan tenerse en cuenta en una Poltica de Estado de Energa que sea una palanca para el desarrollo econmico del Paraguay son: 1) La universalizacin del acceso a la energa y la correcta aplicacin de tarifas sociales a las familias de bajos recursos; 2)Soberana sobre los recursos energticos e integracin regional; 3) Hidroelctricas Binacionales; 4) El servicio elctrico; 5) El Marco institucional; 6) El rol del estado; 7) Biocombustibles, economa social y ambiental sustentables; 7) Hidrocarburos; 8) Eficiencia energtica; 9) Energas renovables y otras alternativas y 10) La seguridad y la calidad del suministro, as como la vigencia de tarifas diferenciales para la produccin empleo intensiva. Dentro del Marco Institucional es necesario destacar la necesidad de iniciar un proceso de jerarquizacin de la cuestin energtica, comenzando con la creacin del Ministerio de Minas y Energas, con capacidad para coordinar la accin de los entes energticos y de implementar las Polticas de Estado de Energa, fortalecer el marco jurdico de la energa y de los dems recursos naturales y asesorar en los planes de implantacin de polticas y proyectos para el desarrollo econmico del Paraguay. En cuanto a las binacionales el Paraguay debe seguir reivindicando la plena soberana y libre disposicin sobre nuestra energa en un marco de integracin regional, un precio justo igual al precio de mercado regional para la energa que exporta, eliminacin de deudas ilegitimas y reduccin de las tasas que estn siendo aplicadas y la ejecucin de las obras previstas, incluso la mitigacin econmica, ambiental y sobre todo social. Asimismo es bueno destacar la construccin de la lnea de 500 kv que es de inters nacional, pues compromete la seguridad energtica del pas. El gobierno nacional ha definido como prioridad principal tener estas obras, para diciembre del 2012, a fin de evitar el colapso elctrico del pas. Pese a los obstculos propios de una obra de envergadura, hasta hoy ya fue adjudicado la construccin de la subestacin de Villa Hayes y esta en curso la licitacin de la construccin de la lnea propiamente dicha. Por los aspectos mas relevantes sealados mas arriba y ante la necesidad de planificar, en este sector, a largo plazo, corresponde la formulacin de Polticas de Estado en materia de Energa, que establezcan reglas de juego claras, serias y firmes, que fomente y garanticen la inversin en infraestructura para el crecimiento del sector energtico y que supere los gobiernos de turno.
