Subject: - Complaint against charging of wrong, unjustified


energy bills arbitrarily by S.D.O. MEPCO Sub-
Division Ali Pur and X.E.N./R.O. MEPCO,
Muzaffargarh, without changing the defective
meter; and disconnection of supply without any
lawful reason.

Respectfully Sheweth: -

1. That, as required by Inquiry Committee, this application is


with special reference to my application dated 20.7.2001 and
other application dated 21.7.2001 (both addressed to the Chief
Executive, MEPCO, Multan). Copies of these applications
have already been submitted before Inquiry Committee. The
perusal of these self-explanatory applications will be helpful
to understand the unlawful acts of omission and commission
on the part of S.D.O.(E) Ali Pur and X.E.N./R.O. MEPCO,
Muzaffargarh.

2. That, it will not be out of place to mention here that the then
S.D.O. MEPCO Ali Pur checked the meter on 27.10.98 and
found M.D.I. overshooted. He informed the Circle Manager,
M&T Circle D.G. Khan on 28.10.98 telegraphically that
M.D.I. re-setting knob of over-shooted meter did not operate
properly and requested for its checking immediately.
Unfortunately, timely action was not taken and concerned
MEPCO officers continued charging wrong and illegal bills
for more than three years.

3. That the petitioner protested against the wrong charging of


M.D.I. and consequent unjustified billing on receipt of bill for
the month of 11/98, the then S.D.O. MEPCO, Ali Pur
promised that the meter will be changed very soon and the
accounts will be adjusted according to M.D.I. reading
recorded by correct meter, but neither the defective meter was
changed nor a check meter could be installed as per clauses
(g & h) of abridged conditions of supply.

4. That the defective meter was changed on 29.3.2001 and it


recorded 160.92 KW on M.D.I. Scale, the meter was
intentionally burnt by some technical foul play by the S.D.O.
Ali Pur on 30.3.2001. This point has already been raised in
my application dated 20.7.2001. This was done under
malafide intention as the bills were not revised according to
the maximum demand recorded by the healthy meter on the
pretext that reading recorded for few hours cannot be relied
upon. Actually, the S.D.O. Ali Pur & others did not want to
refund the excess charged amount of bills just to keep the
applicant under tension by extending the period of rift. Had
the bill been revised @ 160.92 K.W., the dispute would have
been settled since long.

5. That on the assurance of MEPCO high-ups, the applicant had


withdrawn all the cases pending for adjudication before
learned Electric Inspector, Multan. Consequently, MEPCO
competent authorities have fulfilled most of the demands but
following requests have not been acceded to: -

i) Correct meter has been installed on 10.01.2002, after 3


years and 2-1/2 months. The maximum demand on full
load of cotton factory (excluding the load of oil mills)
was 145.20 K.W. during the season 2001-02. The
accounts were to be revised on the basis of M.D.I.
recorded by correct meter as promised by the then
S.D.O. Ali Pur in 11/98 and then after withdrawal of
cases by Chief Executive MEPCO, Multan. The
accounts have not been adjusted so far, which may
kindly be overhauled and adjusted with effect from
28.10.98, when the M.D.I. meter was found over-
shooted/defective.
ii) That the factory was to close on 17.4.2001, after
operating for six months (as per requirement of tariff)
but the S.D.O. Ali Pur disconnected the supply on
30.3.2001, illegally and unlawfully, but M.D.I. was
charged for full month. The factory was closed due to
unauthorized disconnection. So, M.D.I. for 18 days had
been charged in excess, which needs to be refunded.

iii) That a false F.I.R. was lodged against the applicant on a


false allegation of theft of energy. The theft of
electricity as per charge in F.I.R. was not
possible/practicable as A-1 and A-2 connections could
not be fed from the L.T. bushes of 630 K.V.A.
Transformer. This was also confirmed by learned
Electric Inspector, Multan and Assistant Electric
Inspector after spot verification. Moreover, no case
property was taken into possession by police although
the S.D.O. and his staff was accompanying the police
party at the time of raid. This fact can be confirmed by
calling the learned Electric Inspector and Assistant
Electric Inspector who visited the site for spot
verification to find out the facts and the concerned
police Investigation Officer, P.S. Ali Pur. However, a
separate inquiry committee has been constituted to
probe this matter and inquiry proceedings are in
progress for which an early final decision on merit is
requested.

iv) That the perusal of above-referred two applications will


disclose that how long the applicant had to suffer from
financial and mental worries due to malafide and
revengeful acts of S.D.O. Ali Pur and X.E.N./R.O.
MEPCO Muzaffargarh. So, it is humbly requested that
inquiry may also be conducted to pin point the
officers/officials who did not change the defective over-
shooted meter for about 3 years and 2-1/2 months and
failed to install check meter as per abridged conditions
of supply and kept in serving excessive wrong bills and
kept the applicant under stress and strain which
ultimately caused hypertension and other health
complications to applicant.

Please imagine how noble citizens who


pay electricity bills amounting to millions of
rupees to MEPCO, are being harassed by the
local officers. It is therefore, requested that
immediate, prompt and drastic action may be
taken against the persons at fault, so that others
may learn a lesson and may not bring bad name
to MEPCO in future and also may not disturb the
smooth relations and good terms among the
MEPCO and consumers.
