A Preliminary Study on the Design and Implementation of Satellite Remote Sensing Integrated Application Service Platform

Abstract-To promote the utilization of satellite remote sensing data and the depth of industrial applications, this paper design and implement satellite remote sensing integrated application service platform by analyzing the present utilization of satellite remote sensing data. This platform has tried to alter the traditional remote sensing application service mode by means of combing it with E-commerce so that it can offer data services, product services, online analytical services and other necessary services for the public users and professional users on the web. Moreover, this paper also provides details of the architecture and key technologies of the platform. Finally, it illustrates the experiment and its initial achievement with an example which is based on the services from this platform and performed in the Planning Bureau, State-Land Bureau and the Haihe Committee, Tianjin Keywords-satellite applications;Remote sensing data;Remote sensing applications;product services;online analytical services; Service Platform

The disparities are A) a stable system of the satellite remote sensing has not been established as well as the ability of data and production services is defective. We do not have enough policy for commercial information and data distribution services, there is conflict about the overstock and deficient; B) although our applicative satellites have been formed, but it dont meet the requirement of the users. We have to import some long life, high reliability, high-quality satellites and satellite remote sensing data from other countries, such as United States land (LANDSAT) satellite, Quickbird (Quickbird) satellite, the French SPOT (SPOT). The rate of the usage of satellite remote sensing data is very low; C) we are not very good at multi-satellite multi-sensor processing and deep processing, because we do not have large-scale, specialized and fast data-processing product lines. So that we can not improve the quality of image and dada products; D) sufficient application has not be made because the application reliability is not strong. We didnt use such technology at our routine work. When it comes to all these questions, the main idea in the paper is to design application services of the satellite remote sensing and an application is shown at the end of the paper. Combined with E-commerce we offer public users and professional data services, data product services on the internet as well as the on-line analyzing services. It is a new attempt compare with the traditional means of remote sensing applications and services, because it can improve the usage of the satellite remote sensing data and solve some other problems. II.

I. INTRODUCTION Up to date, China has already launched several remote sensing satellites, such as CBERS-02B CBERS, Resource II, Remote Sensing II, small satellite "Beijing I", HJ1-B satellite Environment I, Remote Sensing I , Remote Sensing III, HJ1-C satellite Environment I and so on. In the near future, a series of remote sensing satellites will be launched. These satellites can provide valuable space images for resource, environment studies and national economic construction and they have played an irreplaceable role in China's national defense construction and national economic construction. As China continues to expand the field of satellite remote sensing application, the application of satellite remote sensing has been widely used in agriculture, forestry, land use, water conservancy, urban construction, environment, mapping, transportation, meteorology, oceanography, earth science and other aspects. Such technology also plays an irreplaceable role in many fields such as state-land resources survey, natural gas, water diversion, the Three Gorges project, the harness of three rivers and three lakes, returning farmland to forests, dust prevention, transport planning and construction, coastal zone

THE STRUCTURE OF PLATFORM

The service platform of China-made satellite remote sensing integrated application aims at constructing a comprehensive support platform for the applications of Chinamade satellite remote sensing industry so that the platform can offer standardized data processing services for the business application of China-made satellite remote sensing data and

offer one-stop E-commerce and network computing services. Whats more, it can also be used in the demonstration projects of three industries to improve the industrial capabilities of domestic satellite remote sensing applications. The service platform is based on "GTServer" platform which has independent intellectual property rights. The platform consists of four parts, which are several quick-made processing production lines of satellite remote sensing data, a network information distribution services platform of satellite remote sensing, a set of industry guiding standards for domestic applications, and three typical demonstrating projects for industry applications. The structure of platform is shown as Fig.1.

A. Data Processing Production Line This line can provide faster processing of full-color multispectral data, radar data, hyper spectral data for China-made satellites, such as Beijing I, CBERS 02B, Resource II, Remote Sensing II, Remote Sensing I and Environment I etc. In detail, this line includes processing production line for the panchromatic/multi-spectral satellite remote sensing data, processing production line for satellite radar data and processing production line for high-spectral satellite remote sensing data. Image intelligent information extraction technology is based on the ground objects and its environmental characteristics. Such technology can improve the degree of automation of remote sensing image processing, and the accuracy while identifying the objects on the ground so that remote sensing image can be transformed effectively. Noncontrol point analysis mapping techniques refers to IRSA remote sensing image processing software in the Space Projection (SOM projection) method to solve the problem of lack of control points at the areas of remote sensing images. Such technology is based on the simulation of satellite imagery of the physical process, the establishment of satellite images and surface features of the corresponding mathematical relationship to each scene with a band images united in a coordinate system, and then dealing with them continuously. The idea to design such technology is that: if there is only a small number of GCP appears in the scene image, we can firstly correct the image and then extrapolate the neighboring King's geometric correction. When it comes to China's selflaunching remote-sensing satellites, its orbit and attitude parameters are accurate. By using SOM, we can correct the remote sensing image automatically so that we can improve the accuracy. C. Change Detection Based on the Multi-temporal Satellite Image Change detection means, according to the remote sensing images from different time periods, the quantitative analysis and the determination of characteristics and processes for the changing object on the ground. It refers to various types, the distribution and the description of changing information. So that we are able to know the object on the ground, its size and trends. Remote sensing change detection consists of four aspects: 1) to make sure if any change happens 2)to fix the position of the change 3)to inspect the nature of the change 4)to evaluate the patterns on time and space for the change Web-based multi-temporal satellite image change detection is mainly related to the following key technologies: change detection based on edge features technology; information based on multi-temporal change detection techniques; high-resolution image change detection techniques; object-oriented multi-resolution analysis techniques. Production Line of High-speed Data Processing One of key steps for the remote data processing production line is how to produce relevant products for the users quickly to meet the users need. So, it is obvious that the design of data processing procedure is crucial, which is also related to the entire performance of the service platform. According to the original data and its products storage program description above, the production procedure for rapid data processing is shown as Fig.3.

Fig.3: The graph for the production procedure Data processing flow involves five aspects. 1) Data processing mainly includes geometric correction, geo-coding, three-dimensional products and thematic-map products. 2) Technical support provides technical assistance for standard products and the quantitative remote sensing data products. It focuses on two aspects: the first is the related image processing algorithms which mainly provide technical support for image pre-processing and quantification of products and continuously

The service platforms and the effects of the three applying systems are shown as Fig.5.

A CASE IN POINT Take Tianjin for example, for the 3 units of industrial application --the Planning Bureau, State-Land Bureau and the Haihe Committee, the monitoring systems for the urban and rural planning and management, the remote-sensing monitoring systems for the dynamic state-land and the remotesensing monitoring systems for ecological environment of Haihe River Basin have been built in the service platform. Moreover, the operational experiments of remote sensing have been performed in three industries. The monitoring system for urban and rural planning and management, based on the geospatial remote sensing data collection and renewal of urban and rural planning, dynamic monitoring of urban and rural planning and remote sensing monitoring of urban and rural planning (especially buildings erected in violation of rules) the three aspects, has achieved the automation, intelligent and business-oriented levels in satellite remote sensing basic mapping of urban and rural planning; in the dynamic monitoring of urban and rural planning, the technology of multi-temporal change detection and building outline extraction and measuring the shadow of the building have achieved industrialization; the urban and rural planning and management and business application systems of dynamic monitoring satellite remote sensing have been established; the business management of urban and rural standardized means that satellite remote sensing technology are effective. The state-land remote-sensing monitoring system can be used in three areas of business work --- to update the land database of Tianjin, to monitor the land-use changes and to monitor the illegal cases in state-land resources by remote sensing. The system can also provide the monitoring system for remote sensing state-land resources survey and dynamic monitoring so that it can provide satellite remote sensing techniques and data services supports for land use change survey by Land Resources and Housing Authority, the renewal of the annual dynamics of land use database and the remote sensing monitoring of the illegal cases in land and natural resources. The remote sensing monitoring system for Haihe region eco-environment can be used to monitor water environment, droughts and floods in the region, and the change of the river because of the accurate and digital three-dimensional technology. The system can provide data extraction of digital elevation model from domestic satellite remote sensing data, the survey of watershed vegetation cover and land use. The business application of three-dimensional simulation of basin modeling, water environment, watershed disasters, river estuaries dynamic monitoring is also covered in the system.

CONCLUSION

With the development of satellite remote sensing spatial information technology in our country, the application of satellite remote sensing has played an irreplaceable role in various fields in the national economy, and is quickly penetrating to the traditional industries so that it can bring a series of new industries with broad market prospects and has become an important component of China's strategic high-tech industry. This paper not only shows the design and implementation of the integrated application service platform of China-made satellite remote sensing, but also shows the applied experiments which are based on the service platform and their initial results in three branches---the planning, stateland and environment. This research has laid a foundation for the later regular business operation in this industry, and has made a preliminary proof for the feasibility of this new service model---comprehensive application service platform of satellite remote sensing as well. Therefore, the construction of this platform is of great significance both for the depth and breadth of promoting China-made satellite application, and for the transformation of the satellite application from experimental application to business service.
