Australia drops charges
against Dr. Haneef!
On July 27, 2007 Australia dropped
all charges of “reckless support
to a terror network” against
Dr. Mohammed Haneef, who has
been in detention since July 2,
2007. This follows international
outrage and protests from
democratic public opinion both in
Australia as well as in India.
According to news reports, the
Australian Federal Police and the
Chief Public Prosecutor found
that there was no reasonable
chance of conviction based on the
tenuous `evidence’ that had been
gathered so far. Dr. Haneef has
now been placed under `residential
detention’ as he seeks legal advice
on whether his visa should be
reinstated. It must be kept in mind
that there is no guarantee that his
visa would be reinstated. There is
still the distinct possibility of his
deportation back to India, which
would imply a permanent stigma

The foreign policy of the Indian state:
In service of the imperialist drive of the Indian big bourgeoisie
It is widely recognized that the foreign
policy of the Indian state has undergone
some significant changes in the last
few years. Most notable among these
changes is the “strategic alliance” with
US imperialism. This manifests itself
in various forms such as extensive
military and nuclear cooperation,
and also political cooperation as, for
instance, when India voted along with
the US to condemn Iran's nuclear policy.
Other facets of this “new” foreign
policy include the “Look East” policy
which focuses on East and particularly
South East Asia, participation in
new global and regional groupings, a
certain rapprochement with China,
some new moves towards Pakistan,
Afghanistan and other countries in the
neighbourhood and determined efforts
to be recognized as a permanent
member of the UN Security Council. The
nuclear policy (including the Pokhran
test under the NDA government), the
economic and trade policies, and the
energy policy are also closely linked
with the foreign policy of the Indian
state. What is one to make of these
changes? Some say that this marks
a “realistic” turn in India's foreign
policy, away from the “moralistic” or
“idealistic” foreign policy of the time of
Jawaharlal Nehru. Others hail this as
showing that India has finally “arrived”
on the world stage, that it is now
one of the major players in the global
arena. According to this standpoint,
all Indians should be proud that the
US, the biggest superpower of our
times, is seeking to build a “strategic
partnership” with India. There are also
those who are worried by the turn of
events, particularly the alliance with
US imperialism. Some of them say that
the Indian government is becoming
subservient to US imperialism ever
since it signed the defence and nuclear
cooperation agreements with the US in
2005, and that the issue now is “fight
to defend India's independent foreign
policy” — in other words, take it back
to what it was before the recent tie-up
with the US.

The working class looks at the issue
of foreign policy from the standpoint
of whose interests, the interests of
which class or classes, it serves. Does
it ensure the peace and wellbeing of the
toiling people of India in the fundamental
and long-term sense? Is it in support
of lasting peace and good relations

among the peoples of the world, and
of the independence and sovereignty
of all nations and peoples? Judged
from this standpoint, the present
day foreign policy of the Indian state,
including the changes in recent times,
is very much against the interests of
the working class and toiling people of
our country, and against the interests
of peace and the freedom of peoples.
It represents the ruthless drive of
the ruling big bourgeoisie to turn India
into a first-rate imperialist power
through increasing militarisation, closer
integration with the world imperialist
economy, and alignment with the
aggressive and hegemonistic global
strategy of US imperialism.
The pro-imperialist foreign policy
of the Indian state after 1947
The big bourgeoisie that took power
from the British colonial rulers in 1947
from the very beginning considered
itself the dominant power of the
region and heir to the legacy of the
British empire. Let alone breaking
links with British imperialism, it
established strong relations with
all other imperialist powers as well,
particularly US imperialism. After
the death of Stalin, when the Soviet
Union under Khrushchev began to woo
the Indian state in its rivalry with US
imperialism, the Indian big bourgeoisie
developed close ties with the Soviet
social-imperialists also. It used its
strategic position at a nodal point of
contention between the two imperialist
super powers, to play one against the
other and strike the best deals with
both, to advance its own interests.
As a big country, newly independent,
it played the role of the Trojan Horse
amongst the newly liberated countries
of Asia, Africa and Latin America, to
prevent these peoples from taking the
path of making a clean break with the
imperialist system.
From all these considerations developed
the foreign policy of the Indian state
during the Nehru and Indira Gandhi
eras. The ruling bourgeoisie used
its “aid”, trade and investment ties
with both the imperialist camps to
build up its military and industrial
capacity. At the same time it preached
“non-alignment” as a “third way”
between the US led bloc and Soviet
led bloc to be followed by all former
colonial and dependent countries. It
participated in the designs of both
the US and the Soviet Union to isolate
and threaten the People's Republic of
China, leading to the 1962 war. And it
pursued a bullying policy towards the
other countries of the neighbourhood,
including relentless hostility towards
Pakistan. Far from being an “idealistic”
or “principled” foreign policy, this was
a highly pragmatic, unprincipled policy
calculated to build up the power of
the Indian big bourgeoisie through
engagement with all the imperialist
powers, forged at the expense of
the aspirations of the Indian people
who had fought for liberation from
all forms of imperialist pressure and
domination.
Voice of Party
The turn after the end of the
Cold War
By the middle and late 1980s, the
Indian big bourgeoisie had fattened itself
through decades of state intervention
in its interests (which was touted as
“Nehruvian socialism”) and a degree
of protectionism (which was touted
as “self-reliance”). It needed foreign
capital and technology for rapid growth
in order to make itself competitive
with the bourgeoisie of advanced
capitalist countries. It needed to
integrate India even more closely with
the capitalist imperialist world. The
modernization program under Rajiv
Gandhi and the program of privatisation
and liberalisation, of the Narasimha
Rao government were steps in this
direction.. It is in these times that the
Soviet Union collapsed and the Cold
War ended.
In the changed and fluid world scenario
following the collapse of the Soviet
Union, the ruling big bourgeoisie,
after an initial period of readjustment,
quickly signaled its intentions. On the
one hand, it has sought new markets,
new sources of energy and new fields
for investment, and a diversification
of its trade ties, particularly with the
booming economies of the countries
of East and South East Asia, and
with Central Asia and West Asia. It
has sought to become a partner of
ASEAN, it has boosted its economic
ties with the rapidly growing Chinese
economy, and has actively sought to
be involved in energy exploration in the
neighbourhood, in Central and West
Asia, Africa and other regions.
On the other hand, by going ahead with
a nuclear test in 1996, building up its
conventional military capacity such
as its “blue water” navy, and actively
seeking to be recognised as a big power,
both in the UN and in other groupings
such as the G-20, Russia-China-India
Trilateral, IBSA, etc., it has showed that
it is willing to go to great lengths to
fulfill its imperialist ambitions. Without
giving up its pretensions of being part
of the large “non-aligned” grouping of
poor and developing countries, it has
clearly showed that its sights are set
elsewhere, at the “high table” along
with the big powers of the world.
The “strategic alliance” with US
imperialism
The imperialist strategy of the big
bourgeoisie has received a boost from
the strategy of US imperialism in the
post-Cold War world At the present
time, the US is paying great attention
to Asia. This is where it sees the
booming new markets for its goods and
fields for investment, as well as the
potential sources of energy needed to
fuel its economy, and this is also where
it sees its possible competitor in the
long term in the form of an increasingly
powerful China. That US imperialism is
determined to establish and extend its
unquestioned dictate over Asia can be
clearly seen in the establishment of its
military stranglehold over Afghanistan
and Iraq, its continuous threats and
pressure against Iran, its attempts
to undermine Russian influence over
Central Asia, its bullying of North
Korea, and its encouragement to
Japan to pursue a more militaristic
policy.
In this strategy to expand its control
over Asia and contain China, US
imperialism has understood that an
Indian state which is thirsting to
strengthen itself and achieve big power
status can be a useful ally. The ruling
bourgeoisie here too sees a tie-up
with the US, the sole superpower in
today's world, as the needed boost
to realise its dreams. These dreams
have nothing to do with the interests
of our people, with ensuring any kind of
security for our people from the threat
of war or with ensuring prosperity for
the masses of toiling people. These are
the dreams of a particular class, a very
small upper segment of the society,
that identifies its own profits and its
own glory with the well-being of India,
no matter what the costs.
The trend towards increasing closeness
between US imperialism and the Indian
state, which became apparent under
the NDA government here and the
Clinton administration in the US, has

taken several steps forward under
the UPA government and the Bush
administration. These include giving
the US and its agencies control over
the nuclear policy and establishment
of India in return for access to some
nuclear technology and supplies and
for “recognition” as a nuclear power.
At a time when the US has become
hated and reviled all over the world
for its crimes in Afghanistan and Iraq
and other places, the Indian state
is expanding its military cooperation
with the US. This includes opening its
military facilities and giving logistical
support to the US war machine,
engaging in joint military exercises,
concluding huge arms purchase
agreements, exchanging military
intelligence, “escorting” US warships
in the Indian Ocean, and so on. When
the US is increasingly isolated in
international forums, with even some
of its allies refusing to go along with
it on various issues, the Indian state
has accommodated its stands to suit
the US on several issues. For example,
it reversed its stand on the issue of
Iran's sovereign right to have its own
nuclear policy, and has voted with the
US to condemn Iran. It can thus be
seen that the “strategic partnership”
with the US comes at a heavy price
which the Indian big bourgeoisie is
willing to pay precisely because, in
pursuit of its own interests, it cares
nothing for the self-respect and
sovereignty of the Indian people and of
other countries and peoples.
Active and uncompromising
opposition to the imperialist
drive of the Indian big
bourgeoisie is the need of the
hour!
The Indian working class and people have
paid a high price in the past because
of those rajas and nawabs who sold
out their interests to foreign powers
because of their own greed and short-
sightedness. The class that rules India
today is no different in this respect. For
the sake of its profits and ambitions,
it is willing to bleed our country and
people white, and expose them to the

Convention on Indo-Naga political dialogue
Activists of different communist parties
and groups as well as activists of the
human rights movement, and activists
from the different movements in Kashmir
and the North East participated in
a Convention on Indo-Naga Political
Dialogue held on July 19 in Delhi. The
Convention was organized against the
backdrop of the mounting tension and
uncertainty amongst the Naga people
and other peoples, given that the
current state of ceasefire is scheduled
to end on July 31, 2007. Even while a
fresh round of negotiations between the
Government of India and the Nagas are
scheduled to begin on July 20, there
is worry whether the government of
India is serious about addressing the
long standing concerns of the Naga
people.
The Convention was organised by the
Naga Hoho, Naga Mothers Association,
Naga Students' Federation and Naga
Peoples Movement for Human Rights
(NPHMR). It was chaired by Surendra
Mohan, former Member of Parliament,
and co chaired by Mr Elias Loth from
the NPHMR.

Events of world historic significance
The Editor,
Sir,
I am writing to thank you for carrying
the transcript of the speech of Com.
Lal Singh given on June 9, 2007
at the Communist School on the
1857 uprising. Indeed, the transcript
records several important theses which
need to be digested by the communist
movement as it moves towards a higher
level of preparedness to combat the
bourgeoise offensive.

moving presentation
on the plight of
women in Nagaland,
and the use by the Indian army of rape
and torture as political weapons to
ensure the submission of Naga society.
Imchatoba Imchen, President of the
Naga Students Federation, spoke about
the concerns of the students and
youth. This was followed by a report
from a democratic and human rights
team that visited Nagaland in June.
In their presentations the Naga activists
clearly pointed out the double speak and
double dealing of the Indian state with
the people of Nagaland over the past
six decades.
India's rulers have had a two faced
approach to the Naga peoples struggle
in the same manner as the British
colonialists had during their rule.
Thus Gandhi is supposed to have
made statements in support of Naga
independence, but this did not prevent
There is, however, one point that I
would like to emphasize here: it is my
belief that those events deserved to
be accorded a place in the history of
struggles, perhaps on par with the
Paris Commune. Indeed, it is not
just the peoples of India but it the
peoples of the world that must derive
inspiration from that uprising, for this
is being written at a time when it is
not just the peoples of India but those
of the world that is groaning under
imperialism and fascism spearheaded
Nehru's government from sending
the army to crush the Naga people's
revolutionary struggle for sovereignty
and self determination. The Naga people
have never recognized the rule of the
Indian state for these past 60 years,
and have continued their struggle for
self determination without letup.
At various times, the government of
India has had negotiations with the
leadership of the Naga movement, right
from 1947 onwards. At other times it
has broken off negotiations. These have
been dictated not from the interests of
addressing the concerns of the Naga
people, but to gain temporary advantage
for itself. Thus the Indian government
began negotiations with the Nagas in
1964, and had a ceasefire, at a time
when following the border war with
China, the Indian ruling class wanted to
by the Anglo-American camp. By
deriving the appropriate lessons from
the watershed events of 1857 and the
ensuing 150 years, the peoples world
over can prepare the grounds for the
struggles of the future. It is my view
that the initiative take up by the CGPI
in this regard is an important milestone
in this direction.

secure the North East flank one way or
another. Later on in 1972, they broke off
the negotiations and once again began
the military conflict. This corresponded
to the break up of Pakistan and the
establishment of Bangladesh and the
strengthening of the Indian state's
position in the North East.
The Indian state has tried to set
Naga against Naga and Nagas against
Manipuris, and so on. It has pursued a
divide and rule policy inherited from the
colonialists. It is not an accident that
the Indian state has, over this period,
tried to divide the united opposition of
all the peoples of the North East to
the Armed Forces Special Powers Act
by nefarious means. It has tried to play
different organisations of the Nagas
against each other, by sometimes
favouring one and sometimes the other.
The Indian state has played the divide
and rule game between Manipuris
and Nagas, by whipping up fears and
passions that a negotiated settlement
of the Naga question will lead to the
territorial division of the present day
state of Manipur. All this is being done
through the activities of the Indian
intelligence agencies and their touts
in the movement. The result of these
activities is that instead of a united

The truth behind the "peace process" on the Naga issue
Dwelling on the history of the present ceasefire, the Naga
leaders pointed out that the Government of India and
the National Socialist Council of Nagaland (NSCN) jointly
announced a three-month Ceasefire Agreement and a
cessation from armed confrontation on 25 th July, 1997
with effect from 1st August 1997 on the principles:
• that the talks would be unconditional;
• that the talks would be at the highest level, i.e. at the
Prime Ministerial level;
• that the talks would be held in a third, neutral country.
They pointed out that after periodic ceasefire extensions
for the last ten years, the 'Peace Process' has showed no
signs of tangible progress. Rather,
• the 'Peace Process' has been reduced to a mere cessation
of hostilities.
• There is an increasing and unprecedented military build
up in the Naga areas. This is creating suspicion and
insecurity in the minds of the people.
• The Government of India has displayed lack of political will,
courage and sincerity in their approach to the Indo-Naga
political negotiations.
• The interference from the Indian state intelligence
agencies and armed forces has severely hampered the
progress of the Indo-Naga political negotiations.
The Naga leaders pointed out that the feeling amongst
the people of Nagaland was that the Government of India
was deliberately letting the dialogue get bogged down and
trying to shift responsibility of the talks on to the state
governments. They warned that if the Government of India
does not restore the rights of the Nagas, renewed armed
confrontation with heightened vigour and intensity will
ensue. The Nagas are committed to peace and do not resort
to violence at whim, but they also will never capitulate.
Excerpts from the joint statement of the Naga Hoho, Naga
Mothers' Association, Naga Students Federation and Naga
People's Movement for Human Rights on July 19, 2007
"Time and again over the past six decades, we, Nagas,
have stated and placed before India our history and our
commitment to live together as a people, and hence, to be
free of the occupational forces of India and Burma (Myanmar)
and to be accorded recognition as an independent nation.
For, this is our "rightful place". The Naga independence and
People-hood did not originate out of any other Nation or
State; they lay with the people through their villages and
political communities.
"The declaration of Naga independence on 14th August
1947 and the Naga Voluntary Plebiscite, 1951, are all
manifestations of the expressed will of the people in
exercising their sovereign rights. The present peace
process between the two entities at the highest level having
unconditional political talks further establishes the fact that
the sovereign will of the Naga people has received defacto
recognition and legitimacy from an external political entity
which unfortunately is an unwelcome occupation force. This
strengthens the truth the sovereignty lies with the Naga
people.
"Nagas are however being denied the right to exercise their
sovereign power that will allow then to be self-determining.
Therefore the government of India must necessarily abandon
its belief that the Nagas require "good government" as "self
government is beyond their reach". This colonial attitude
must be forthwith admitted and abandoned. The government
of India must focus towards restoring the rights of the
Nagas to exercise their Sovereign Will as expressed and
desired by the people."....

The shackles of 1947 must be smashed

Editors Note - What was the real content of the
transfer of power that took place in 1947? On
this question, the biggest treachery towards the
Indian people was committed by the apologists
and conciliators with the bourgeoisie in the
communist movement. For the last 60 years
they have been propagating illusions about
the allegedly anti-imperialist character of the
present-day Indian state and ruling class. They
have also extolled as “democracy” the anti-
people, communal state and political system that
was taken over from the colonialists and further
developed, even going so far as to preach that
this could be the instrument for the working class
to achieve socialism.
Forty years ago, communist revolutionaries under
the leadership of Comrade Charu Mazumdar began
the struggle to expose and defeat this treachery.
In this context, the article “The Shackles of 1947
must be smashed” by Comrade Saroj Dutta played
a major role in exposing the betrayal of 1947.
People's Voice is reproducing this article for the
benefit of readers. It first appeared in Liberation,
the organ of communist revolutionaries, in August

Twenty-two years ago the contradiction
between the Indian people and British
imperialism became so acute that
it erupted into an unprecedentedly
violent revolutionary story which swept
through the country. A most significant
thing was that, for the first time in 90
years after the Great Revolt of 1857,
masses of soldiers, naval ratings and
air-force men openly participated in
revolutionary activities against their
hated imperialist oppressors. This
fact completely changed the character
of the movement in two important
respects: (1) the National Congress
led by the Right-wing reactionary
Gandhi-Nehru-Patel –Rajendra Prasad-
Rajagopalachari clique was unable to
keep the upsurge under their control,
and (2) the British imperialists were not
only deprived of the help of this clique
through which they used to disrupt
people’s movements from within, but
were also unable militarily to suppress
the roused people by naked force.
The situation thus proved extremely
favourable for the people and extremely
dangerous for the imperialists and their
lackeys. Common fear of the impending
revolution brought the imperialists
and the reactionary Congress leaders,
representing the feudal and reactionary
bourgeois interests, together. Jointly
they set about opposing and hurling
back the revolutionary tide. When the
people were fighting heroic battles in
the cities and many rural areas against
the ferocious bloody oppression by
British and eagerly working for their

overthrow, Nehru, Patel and other
reactionary Congress leaders forsook
the people openly and obediently joined
the so-called Interim Government
as apprentices under the British
viceroy Wavell. Encouraged by this, the
imperialists at once struck with their
most poisonous weapon by engineering
large scale communal conflicts among
the people in Calcutta, Noakhali,
Bihar and elsewhere. This proved fatal
for the cause of the revolution and
helped to change the situation into a
favourable one for the imperialists and
the Congress counter-revolutionaries
led by Nehru. It was on the basis of this
that the imperialists and Nehru and
Co. acted feverishly to work out a deal
that would “stabilize” this favourable
situation in the interests of the British
imperialists and their Indian lackeys. In
the process, the reactionary Congress
leaders openly and cynically sold away
such basic national interests as unity
and independence of India and willingly
accepted the partition of the country
and the continuation of imperialist
control in the form of Dominion Status.
The so-called ‘transfer of power ’
effected on August 15, 1947, once
again demonstrated the truth, which
the Marxist-Leninists in India have
repeatedly stressed, that the Indian
bourgeoisie is utterly incapable of
leading the democratic revolution
against imperialism and feudalism. On
the contrary, they showed themselves
up as utterly reactionary and capable
of giving up even such vital national
interests as independence and unity
of the country for the sake of their
own narrow class interests and the
interests of the feudal lords and the
imperialists. By betraying the people’s
interests and the basic interests of the
country, the Indian ruling classes led
by Nehru willingly chose for itself the
role of a lackey of imperialism and an
inveterate enemy of the Indian people.
However, the serious defeat of the
revolutionary forces in 1945-47 was
primarily due to the fact that the
revisionist leadership of CPI led by Joshi,
Ranadive, Dange and Co. refused to
break away from reactionary bourgeois
influence and to allow the proletariat to
take an independent principled stand
and lead forward the anti-imperialist
struggle of the people. On the contrary
line, they forced a capitulationist line
on the Party and toed the line of the
reactionary Congress leaders. It is
this which proved extremely helpful
to the British imperialists and the
Congress reactionaries in disrupting
the revolutionary upsurge and made
it possible for them to carry out
successfully their evil designs against

the people. The transfer of power
enabled the imperialists to confuse,
disrupt and suppress the revolutionary
masses of India much more effectively
than they ever could themselves.
Many years later, Mountbatten, the
chief imperialist architect of the deal,
openly gloated over this fact. He
said: “The danger lies, as always, in
subversion. It is much less since Indian

At that time the imperialists were
launching a general offensive against
the revolutionary people of Asia. U.S.
imperialism in China and the Philippines,
the British in Malaya, the Dutch in
Indonesia, and the French in Indo-China
were carrying on bloodly aggressive
wars against the revolutionary national
liberation movements. In India, for
reasons stated above, the British
imperialists commissioned the services
of the Congress reactionaries led by
Nehru for this purpose. The violent,
cruel and bloodly suppression campaign
launched by the Nehru government
during 1947-50 against the anti-
feudal revolutionary struggle of heroic
Telengana peasants and all progressive
democratic people's movements, its
banning of the Communist Party and
progressive mass organizations, were
objectively, actually, an integral part
of the imperialists' bloodly war of
suppression against the revolutionary
peoples of Asia. The Nehru government
was merely carrying out in India what
imperialists needed most but were
unable to do themselves. The Nehru
government was defending, on behalf of
the imperialists, a most important base
of the imperialists, a most important
base of imperialism in Asia against the
anti-imperialist struggle of the Indian
people. Thus, from the very first day of
their coming into power, the reactionary
National Congress leaders led by the
arch-reactionary Gandhi, Nehru, Patel
and Co. were branded by history as
bitter enemies of the Indian people and
of India's freedom, independence, unity
and democracy.
The ruthless determination of the Nehru
government to preserve the vested
interests of imperialism, feudalism
and the Indian bourgeoisie is clearly
demonstrated from the following facts

What Nehru was doing in India was
exactly what the imperialists were
trying to do all over Asia, namely,
preserving the old Asia, an age-old
victim of imperialist plunder and
oppression. But the new Asia, free
from imperialist and feudal exploitation
and oppression, was already emerging
irresistibly in the vast plains, of China.
Nehru was championing the interests
of imperialism and domestic reaction,

which the people of India and Asia
were trying to destroy. Nehru and the
government that he led were, therefore,
a natural and inveterate enemy of the
revolutionary people of India and Asia,
and more specifically of revolutionary
China emerging under the leadership of
great Mao Tse-tung, which spearheaded
the new Asia.
The thundering victory of the great
Chinese Revolution in 1949 decisively
split Asia into two – the Asia still under
imperialist domination and struggling
for national liberation and the new,
independent, powerful and vigorous Asia
shedding the brilliance of the thousand
suns, represented by China.
Since the victory of the Chinese
revolution, imperialism headed by the
U.S. imperialists had been trying to
achieve two things in Asia: to preserve
whatever parts of Asia remained under
their domination and to destroy China
and peoples' revolutionary movements
in all countries in order to restore the
rule of exploitation and oppression
there. For this, they chose India as
their biggest and most important base-
militarily, politically and economically.
They put great reliance on Nehru to help
them achieve their goal. Nehru was, in
fact, the key man on whom the U.S.
imperialists relied for their counter-
revolutionary, anti-China, criminal
design. "Washington's hope for a
democratic rally-point in Asia have been
pinned on India,...and on the man who
determines India's policy-Prime Minister
Jawaharlal Nehru” (New York Times,
October, 1949). And "He, (Nehru) is
in a sense the counter-weight on the
democratic side to Mao Tse-tung” (Ibid,
August 29, 1950). It must be admitted
that Nehru willingly accepted this new
job from the U.S. imperialists. The
entire policy of the Nehru government
since 1949 was closely linked and
directed to further the objectives of
the U.S. imperialists in Asia.
Imperialism needed a “counterweight”,
an “alternative” show-place opposed
to New China, to smother, or at least
to diminish the tremendous impact
that China’s brilliant success both in

smashing the power of imperialism
and domestic reaction and in making
amazing economic progress was having
upon the oppressed peoples of Asia
and Africa. In short, the revolutionary
path, i.e., the “Chinese path,” which is
also the only correct path to liberation
from the bondage of imperialism and its
lackeys, had to be challenged on behalf
of world imperialism and reaction by
upholding an “alternative path” before
the oppressed millions in India, Asia and
elsewhere, the so-called “democratic
path,” and thus ensure imperialism’s
continued domination over them. And

pinned its hopes on India and Nehru.
Everything of importance that was
done in India under Nehru since 1949
was essentially the carrying out of this
‘mission’ of world imperialism-no more,
no less. Opposition to New China and
detracting from its immense growing
revolutionary prestige in every way
– this has been the pivot of Nehru’s
entire foreign policy. Consolidation of
imperialism’s economic and political
positions in India itself formed the basis
which guaranteed the continuation
and deepening of this policy of hostility
to China. And consolidation and
development of imperialism meant
nothing other than intensifying the
cruel exploitation and oppression of
the Indian people manifold. Hence,
strengthening imperialism’s position
and determined hostility to New China
boiled down, in the final analysis, to
ceaselessly intensifying exploitation
and oppression of the Indian people.
Opposition to China and intensified
exploitation and oppression of the
Indian people have thus been the two
aspects of the same policy which Nehru
consistently followed in the interests
of world imperialism led by the U.S.A.
and of India’s reactionary classes.
Nehru’s policy may, therefore, be
justifiably termed as one of opposition
and hostility to both the Indian and the
Chinese peoples.

reason for this lies in the treacherous
capitulationist line followed by the
revisionist leading clique of the Indian
Communist movement.
The Dangeite renegades and the
neo-revisionist leading clique of the
CPI(M) have always been enthusiastic
admirers and supporters of these
deceptive slogans. All these years
they have ceaselessly preached among
workers, peasants and other toiling
people the poisonous notions that
India under the Congress rulers has
attained genuine independence and
‘sovereignty’; that the so-called
parliamnetary democracy, despite its
"limitations" is something that should
be defended and upheld by the people;
that the so-called ‘industrialization’
and ‘development’ mark a real advance
toward “economic independence” ;
and that the so-called “non-aligned”
foreign policy of the Congress rulers
is, despite ‘limitations’, a genuinely
peaceful and progressive policy. Today,
these renegades have become even
more loud in defending, upholding and
preaching these deceptive slogans of
the Congress rulers. By doing this,
they have tried to confuse the people’s
minds, blunt their class outlook and lull
them into accepting, without protest,
the ruthless and increasing exploitation
and oppression to which they have been
subjected by the imperialists and their
lackeys. These renegades have thus
actively helped the Congress rulers to
carry on their reactionary policy with
impunity and arrogance. Where is,
therefore, any basic difference between
the revisionists and neo-revisionists, on
the one hand, and the Congress rulers,
on the other? They are merely the two
sides of the same coin. Jointly, they are
serving the imperialists and the Indian
reactionaries to exploit and oppress the
Indian people as they please.
But all the ravings of the Congress
rulers and their lackeys, the revisionists
and neo-revisionists, will never be
able to hide the fact that India under
Congress rule is neither sovereign,
nor independent, nor democratic. Even
today the Congress rulers, through the

owe allegiance to the British Crown.
The so-called sovereign Parliament of
India is based on a Constitution which
was drawn up “in accordance with
the proposals” of the British Cabinet
Mission and as demanded by the British
overlords (see the British government's
Declaration of February, 1947). The
Constituent Assembly, which framed
this Constitution was elected on the
basis of restricted franchise (of about
14% ) under British supervision in
1946. Even Gandhi, while endorsing
the Congress Working Committee’s
decision to enter this Consemably,
had to admit that it was “not a free
Assembly” (Speech at AICC session on
July 7,1946) Such, in brief, is the legal
and formal position of the much-boasted
sovereignty. India’s independence is
only a clever device to hide its real
dependence on the imperialists.
Lenin taught, “It is necessary constantly
to explain and expose among the
broadest masses of the toilers of
all countries, and particularly of the
backward countries, the deception
systematically practiced by the

of politically independent states, states
which are wholly dependent upon them
economically, financially and militarily”
(Draft Theses on the National and
Colonial Question, June 1920). Lenin’s
description exactly suits today’s India,
and we must do exactly what Lenin
taught us in this respect.
In India there is democracy only for the
Indian ruling classes and their imperialist
and Soviet revisionist patrons, and only
oppression and no democracy for the
exploited Indian people. Why should then
the Indian people defend the so-called
‘parliamentary democracy’? On the
contrary, to liberate themselves from
their native and foreign oppressors,
they must determinedly oppose this
so- called ‘parliamentary denocracy’and
overcome all false notions spread by the
reactionaries.
The five-year plans and the so-called
industrialization, the community
development projects and development
activities of the Congress rulers have
nothing to do with the people’s interests.
These are only clever devices to enrich
the foreign and Indian exploiters,
intensify exploitation of India’s labour
and resources and are directed to turn
India into a military-political-economic
base of the U.S. imperialists against
China and the revolutionary peoples
of Asia.
The Indian people gained nothing from
these plans, projects and developments
other than increased exploitation and
loss of rights. The so-called plans
have in reality been executed under
the advice, supervision and help of the
U.S. imperialists and soviet revisionists
not only to expand their scope of
exploitation but also to build up in India
a war machine at the cost of the India
people’s blood and sweat, which could
be used in the interests of the U.S.

on November 9, 1962,”No modern

and the Indian reactionaries. Till then,
both U.S. imperialism and Nehru had
been working jointly to split the national
liberation movements of Asia and isolate
China by advertising the so-called
'Indian path' of 'peaceful' attainment
of independence and the 'democratic'
path to progress. The three 'peaceful'
frauds of the Khrushchev renegades
– peaceful co-existence', 'peaceful
competition' and 'peaceful transition
to socialism' – which were directly
aimed at splitting the word Communist
movement and people's revolutionary
struggles, opened up great new scope
for the U.S. imperialists and Nehru.
China, the mainstay and base of world
revolution, became the immediate
common target of attack of Khrushchev
revisionists, U.S. imperialists and
Nehru government. Nehru played a
most important role in building up
this anti-China counter-revolutionary
axis between Moscow, New Delhi and
Washington, which began to work for
isolating China from the revolutionary
peoples of Asia and Africa (through
Nehru) and from the world Communist
movement (through the Khrushchev
gang). Splitting the national liberation
movement of the oppressed peoples
and the world Communist movement
became the two principal objects of
this axis. China, which refused to yield
and valiantly raised higher the banner
of revolution and Marxism-Leninism,
proved the main obstacle in their path.

and they ventured on new aggressive
provocations against China. Nehru
was neatly placed in the centre of this
monstrous plan of the U.S. imperialists.
The development of this Moscow-New
Delhi-Washington axis with its edge
directed against China found its visible
expression almost simultaneously in two
incidents in 1959 – the notorious Camp
David meeting between Khrushchev and
the U.S. President, and the first bloody
clash on the Sino-Indian border. To sub
serve the global interests of the U.S.
imperialists and the Soviet revisionist, a
so-called 'border question' was artificially
introduced into Indian politics and a
phony 'border dispute' was created, in
which Nehru, as before, played the most
important role. Fomented, engineered
and materially aided jointly by the U.S.
imperialists and the Khrushchev gang,
this 'border dispute' burst into an open
conflict in October 1962.
A host of Congress leaders starting
from Nehru plainly admitted that the
real issue involved in the bloody clash
with China was not the few square miles
of barren, uninhabited, mountainous
territory. But they did it only after the
clash had taken place. Why? The reason
is, the Soviet revisionists and the U.S.
imperialists needed a clash, and not a
settlement between India and China.
Nehru himself noted this fact long before
the emergence of this Moscow-New
Delhi-Washington axis against China.
During the Korean War, in a letter to
Sri B.N.Rau, India's representative in
the UNO, he wrote: "I see that both
the U.S.A. and the U.K. on the one
hand and the USSR on the other...
are not anxious that India and China
should be friendly towards each other"
(The Statesman, December 7, 1965).
However, later Nehru himself played a
most significant role in setting India
against China as required by Moscow
and Washington. The border conflict of
1962 was essentially a confrontation
between the forces of world imperialism
and its accomplices and lackeys, on
the one hand, and the anti-imperialist
forces of revolution, on the other. And
the rout of the Indian soldiers on the
Himalayas merely epitomized the fiasco
suffered by imperialism and its lackeys,
the Soviet revisionists.
The basic interests of the Indian
people is in complete harmony with
the interest of the Chinese people.
They have common interest in fighting
and destroying their common enemies
– U.S. imperialism and its accomplices,
the Soviet revisionists. And in the
present era this is the most stable
and unbreakable bond that binds the
world's peoples into a revolutionary
brotherhood. The friendship and
solidarity between the peoples of India
and China are unshakable precisely
because it is based on their common
struggle against U.S. imperialism and
the Soviet revisionists. It is clear as
daylight that those who are interested
in preserving the system of exploitation
and oppression in India, namely, the U.S.
imperialists, the Soviet revisionists and
their Indian lackeys, are the ones who
go about condemning and vilifying China.

East for the reconstitution of India, in
which the sovereignty of each people
and nation will be guaranteed, there is
a danger of the struggles of different
nations and peoples getting isolated
from each other and being manipulated
by the state against the interests of
the people. It is extremely important
that the people do not fall prey to
this.
The struggle of the Naga people for
sovereignty is an entirely just struggle,
and the Naga people have never allowed
themselves to be subjugated, either by
the British colonialists, or the Indian
rulers after independence. The colonialists
carried out empire building on the basis
of ruthless suppression of the nations
and peoples, of the workers, peasants
and broad masses of people. They
exacerbated caste, religious, regional and
ethnic conflicts amongst the peoples.
They established a state suited to this
purpose in 1858 after crushing the great
Ghadar of the Indian people of 1857.

deprive them of sovereignty.
The present Indian Union does not
recognise the existence of nations
and peoples constituting India. The
Indian bourgeoisie's vision is an empire
building vision like that of the British
colonialists. It is approaching the
peoples of the North East in general and
the Naga people in particular from the
standpoint of how to subjugate them,
"pacify" them and open up the North
East for intensified plunder as part of
its "Look East Policy". The course it is
pursuing will only increase the trauma
for the peoples of the North East.

The Indian Union needs to be
reconstituted. It needs to be
acknowledged that India consists of
numerous nations and peoples. It will
be to the benefit of the workers and
peasants of every nation and people
if all of the nations and peoples were
together united in a voluntary union of
workers and peasants republics. The
revolutionary communists fight with this
vision in mind. The union of the peoples
and nations will be a powerful bulwark
against imperialism and all the forces of
reaction. At the same time, the union
must be a voluntary one in which each
constituent nation and people has the
right to self-determination, up to and
including separation from the Union.
The workers and peasants of the rest
of India view the struggle of the Nagas,
Manipuris, Kashmiri and other peoples
as part of the one, common revolt of
the Indian people for a new order, a
new system in which the workers and
peasants and toiling people of all nations
and nationalities will be truly masters
of their own destiny. The Indian state
of the big bourgeoisie is the common
enemy of all of us — its replacement
by a voluntary union of workers and
peasants republics is the call of the
times. 

What does the transfer of power in
August 1947 represent for 1.1 billion
Indian people? What was won and what
was lost in 1947? Who gained and
who did not? These are not merely
historical questions, but questions
whose answers give direction to the
struggle of the workers and peasants,
women and youth today.
In August 1947, power was transferred
from the hands of the colonialists
into the hands of the bourgeois class
of capitalists and landlords after
partitioning the subcontinent. The
power to rule and determine the fate
of India passed into the hands of a
group of Indians who constituted the
so called Constituent Assembly. The
members of this assembly were not
elected by the people of India who were
fighting to overthrow colonialism, with
the aim of writing the Constitution of a
liberated India. Instead, the formation
of this Constituent Assembly was
supervised by the British colonialists. It
was elected through indirect elections
from the colonial provincial assemblies.
The colonial provincial assemblies, in
turn, had been elected on the basis of
separate constituencies for different
religious communities, with vote
restricted to the men of property who
constituted a minority. This Constituent
Assembly was a body that represented
the interests of the capitalists and
landlords who compromised with the
colonialists and imperialists.
August 1947 was a time when the
victory against Nazi fascism had placed

social revolution on the agenda all
over the world. The prestige of the
socialist Soviet Union had risen very
high. Several countries of Europe had
broken out of the imperialist system
and joined hands with the Soviet
Union in an anti-imperialist bloc. The
Chinese revolution was heading towards
victory. Anti imperialist and anti colonial
revolutionary struggles were raging
all over Asia. A revolutionary situation

expulsion of the colonialists and the

establish a new political and economic

In this situation, both the British
colonialists and the Indian bourgeoisie
found common cause in preventing
a deep going social revolution from
taking place in India. Defence of the
interests of imperialism and the Indian
bourgeoisie, ensuring that India did not
break out of the imperialist system,
became of primary importance. The
Indian bourgeoisie needed assistance
from its imperialist allies against the
workers and peasants. The imperialists
needed the assistance of the Indian
bourgeoisie to more effectively crush
the revolution in India. The traitorous
Indian bourgeoisie collaborated with
world imperialism to make sure that the
path to revolution was blocked in this
part of the world. With this aim, their
representatives, headed by Jawaharlal
Nehru, joined an Interim Government
that functioned under the supervision
of the British Viceroy.
The British colonialists organized
the communal partitioning of the
subcontinent with the active connivance
of the bourgeoisie. As a result, three
nations — Bengal, Punjab, and Kashmir
— were brutally partitioned, and a
communal holocaust was unleashed
with the immediate aim of drowning
the revolutionary struggles of the
people in blood. The Nehru government
sent its armed forces to crush the
communists, the workers and peasants,
the revolutionary peasant uprising of
Telengana, and peoples like the Nagas.
The Indian bourgeoisie collaborated with
imperialism to perpetuate and further
perfect the colonial institutions, the
capitalist economic relations, remnants
of feudalism and the imperialist system
of plunder. Its representatives in the
Constituent Assembly decided to
perpetuate the old system of rule in a
new form. And in January 1950, this
bourgeoisie proclaimed a constitution
that perpetuated communal and
caste based division of the polity, and
legitimized the rule of the propertied
minority, through a political process
modeled after British parliamentary
democracy. This constitution, in typical
empire building colonial and imperialist
style, denied the existence of nations
and peoples within India and their
sovereign rights.
The conflicts that are tearing Indian
society apart have their roots in
the great betrayal of the people's
aspirations by the Indian bourgeoisie
in 1947. They have their root in
the failure of India in making a clean
break with the imperialist system,
with the colonial legacy. Instead, the
entire edifice of imperialist plunder

devastation on the peoples. Sixty years

toiling majority. .
Workers, peasants, women and youth do
not accept the course being followed by
the bourgeoisie. They refuse to accept
the privatization and liberalization
program. They refuse to accept that
the state can alienate the land of the
peasants and tribal peoples and hand it
over to big capitalists to reap maximum
private profits. They oppose the efforts
of the Indian bourgeoisie to crush the
struggles of the Kashmiris, the Nagas,
the Manipuris who wish to assert their
sovereignty, their national rights.

and in the system established in India, a
great ally in the struggle against social

the people of Asia. Big war games are
being planned by the Anglo-American
imperialists against the peoples of

narrow interests, is embroiling India

Condemn the Australian Government’s abuse of
Dr.Mohammed Haneef
The actions of the Australian Government
in the case of Dr. Mohammed Haneef
must be condemned in the strongest
terms. It may be recalled that
Dr. Haneef, a second cousin of Dr. Kafeel
Ahmed, one of the suspects in the failed
London and Glasgow airport bombings
in the UK, has been detained under
counter-terrorism laws in Australia
since July 2. He has been detained
under the charge of providing "reckless"
support to a 'terror network', simply
because he had given his telephone SIM
card to Dr. Sabeel Ahmed, brother of
Dr. Kafeel Ahmed, before leaving the
United Kingdom some months ago.
After a judge in Australia granted him
bail, the Australian Immigration Minister
cancelled his visa under the pretext
that he had failed a 'character test'
associated with the loan of 300 pounds,
borrowed for the purpose of paying an
examination fee, from Dr. Kafeel Ahmed
and his failure to return the fees.
Following this, Dr. Haneef has been
moved to Immigration Detention and
then to Solitary Confinement, normally
reserved for those who are convicted
for heinous crimes.
In the subsequent days, it has been
proved that the police affidavit that
was used by the Immigration Minister,
and also used by the judge hearing the
bail application, had details at variance
with the transcript of the interview
given by Dr. Haneef. The transcript of
this interview is now available freely
on the internet and elsewhere, and its
veracity has not been questioned. In
the face of this, there has been a great
uproar among human rights groups and
the general public in Australia. Pressure
is mounting from all sides to drop the
charges against Dr. Haneef and to
secure his release. Despite this, the
Australian Government is resisting the
pressure and in the case of a release,
there are plans to deport him back to
India.
These events have come at a time
when the Australian Government is
widely perceived as nothing more than

a hyper-active junior partner in the
Anglo-American imperialist camp, which
is hell-bent on imposing its hegemony
world over, especially in the troubled
hot-spots of Afghanistan, Iraq and the
middle-east. These developments come
at a time when the Austrlian Defence
Minister has stated that Australia’s
participation in the Iraq war is indeed
about oil, a fact that the world knew all
along. It is also worth keeping in mind
that the Government of John Howard
will face electoral test later this year
and is well aware that heightening
security concerns is one of the surest
ways of generating a swing in electoral
fortunes. But unfortunately for
Mr. Howard, the events of the last
several days have exposed the utter
depravity and lies, doctoring and
fabrication of evidence that is being
used to detain Dr. Haneef.
The incident concerning the abuse of
Dr. Haneef is a part of the global plan
of Anglo-American imperialism, to carry
out the vilification of Muslims in general,
irrespective of their nationality and
place of birth, and to spread the idea
of there being a 'clash of civilizations',
a threat to western democracies from
Islamic terrorism. It is intended to
cover up the reality that most of the
peoples of the world today are facing
grave threats on a daily basis from
imperialism, especially that of the
Anglo-American camp.

projected as “democracies”.
Dr. Haneef is a victim of the Anglo-
American imperialist ‘war against
terror’, and the charge of ‘connection to
terrorist activities’ against him appears
to be baseless. We must therefore, in no
uncertain terms, condemn the actions of
the Australian Government and demand
the immediate and unconditional release
of Dr. Haneef. 

Palestinian resistance clears out gangsters
Dastardly disinformation and division attempts fail to break spirit
In the middle of June 2007, the military
arm of the Palestinian resistance group
Hamas, seized the headquarters,
training facilities and arms caches
of US-financed, Israeli-backed gangs
in the Gaza Strip. It dissolved their
organization, the so-called Preventive
Security Force, and made its head
and his cronies flee. This was widely
portrayed in the imperialist-controlled
media as a “mini civil war” between
Palestinian factions. In fact, by decisively
acting to stop the hands of those
Palestinians, who were acting as the
tools of the Zionist Israeli forces, the
Palestinian resistance showed once
again that it is determined to carry
forward the long struggle for securing
national rights.
The imperialist-controlled media has
painted the attempts of the resistance
fighters to rid the Gaza Strip of Israeli
-backed gangs as a clash between
Hamas and Al Fatah, or a coup d’etat.
On the contrary, senior officials Al
Fatah have gone on record to welcome
the action to get rid of traitors and
collaborators from their ranks. Hamas
officials made it clear that their fight
is not against Fatah, an organisation
with a long history in the struggle for
Palestinian national rights, but against
just one group of Fatah agents who
were following the Zionist agenda.
While the Israeli government and its
imperialist backers were themselves
planning to incite a reactionary civil
war and emasculation of the Palestinian
National Authority (PNA), they have
accused Palestinians of plotting these
crimes!
In January 2006, the Change and
Reform slate sponsored by Hamas
won the national elections for the
Palestine Legislative Council. The US
and its allies refused to recognise
this government which was elected
with a huge majority since it vowed
not to compromise with the basic
aims of the Palestinian people. The
US and Israel mobilized the European
Union and others to inflict a massive
financial embargo and other sanctions
designed to force the Palestinians into
submission. However, the majority
of the Palestinian people refused to
be duped by the conspiratorial US
imperialists and their collaborators
and agents into revolting against
Hamas and killing each other.
The US imperialists also directly
funded the setting up of a so-called
“Palestinian National Guard” led by
Muhammad Dahlan, operating entirely
independently of the civilian control of
the PNA Ministry of the Interior. This
group was planning a bloody campaign
against Hamas in the Gaza Strip,
involving the murder of hundreds of
its leaders and activists. Palestinian
resistance fighters decisively moved in
to avoid the massacre. After seizing
the Palestinian Authority’s Security
headquarters in Gaza City, Hamas
fighters reported that they had
seized tens of thousands of sensitive
intelligence documents, including
correspondence between the US CIA and
the Israeli Zionists regarding security
issues, video tapes, surveillance
records and more. Concrete proof
has thus been obtained of what was
common knowledge all along – that the
US imperialist subversive agency CIA
was actively involved in training, arming
and supporting the Zionists and their
agents in the attempt to suppress the
struggle of Palestinian people.
The state of Israel was created in 1947-
48 by occupying Palestine and rendering
the Palestinian people homeless and
stateless in their own land. Since then,
imperialism has consistently backed
the fascist Zionist state of Israel, and

denied the just claims of the Palestinian
people on these occupied territories.
However, the Palestinian people have
gained a reputation all over the world
as never-say-die fighters, braving all
the hardships and humiliation heaped
on them.
Almost exactly a year ago, Israeli
Zionist armed forces, under the
pretext of freeing a captured soldier,
bombed or destroyed the bulk of
Gaza’s civilian infrastructure, including
schools, colleges, streets, bridges and
thousands of homes and the only power
station. They also launched a full scale
attack against the Lebanese people,
dropping more than 1.5 million cluster
bombs throughout southern Lebanon,
slaughtering more than a thousand
innocent civilians and displacing tens
of thousands more. Hundreds of
thousands of people all over the world
including India came onto the streets
to denounce the attacks of Israeli
government. The determined stand
of the Lebanese national resistance
to the ferocious US – backed Zionist
assault and the fight of the Palestinian
people marked a turning point for
the oppressed peoples of all the
Arab countries in general and for the
Lebanese and Palestinian resistance
struggle in particular. The Israeli
government of Olmert almost collapsed
under the impact of this unforeseen
resistance and the support it received
all over the world.

Discussion on the Legacy of Eurocentrism
The Staff Academy of the Joshi Bedekar College,
Thane, invited Lok Raj Sangathan to make a
presentation on Legacy of Eurocentrism in the
Indian Subcontinent in their monthly gathering
on 20 July 2007. The meeting was presided over
by the College Principal Dr. Shakuntala Singh,
Chairperson of the Academy, Ms. Shailaja Nair and
two members of Lok Raj Sangathan, Dr. Sanjeewani
and Dr. Bharat. The meeting was attended by all the
teachers and many non-teaching staff members.
The main presentation was made by Dr. Bharat
who talked at length on the achievements of
Indian science and technology in pre-colonial India.
Through examples from Indus valley civilization to
the beginning of the British rule, he illustrated how
the Indians had world-class achievements in the
fields of civil engineering, metallurgy, architecture,
medicine, mathematics and astronomy, languages,
shipping and trade, philosophy and statecraft. He
argued that the such level of accomplishments were
impossible without having a broad education system
and an environment that encouraged innovation and
experimentation. He then provided some statistics
of the extent of education through traditional
gurukuls, madarsas and pathshalas, as found out
by Dharampal from British sources. It has been
documented that these traditional schools existed
in every village and it has been estimated that one
third of the population was literate in pre-colonial
India. The speaker contrasted this with data for
the early twentieth century when literacy figures
had come down to less than one-tenth!
Dr. Bharat then proceeded to show how the British
destroyed the Indian industry and scholarship due
to their greed and because they wanted to impose a
Eurocentric view on Indian society. The racist views
of Macaulay and others clearly establish the British
disregard for Indian knowledge and achievements.
The implementation of British policy resulted in
mass scale destruction of productive forces and
destruction of intellectual wealth of India. British
education inculcated a sense of contempt for our
history and culture, a self hatred, and produced
flunkies who readily believed whatever the British
wrote and had no courage to challenge what
was patently false or incongruous. The speaker
concluded by saying the challenge in front of the
intellectuals was to free all scholarship concerning
the developments in the subcontinent from the

A very lively discussion ensued after the presentation
with the participants expressing their indignation
and anger at the way British colonial influence
continues to this day in the affairs of the state.
There was also discussion about how the British
colonial regime divided the Indian society and even
encouraged backward practices such as sati.
Dr. Sanjeewani highlighted the fact that continuation
of the British institutions has left our people totally
powerless in being able to influence what happens in
our country. She informed the audience about the
efforts made by Lok Raj Sangathan in advancing the
cause of the empowerment of the people and by
the Ghadar Jari Hai… Abhiyan to draw lessons from
our past to build a bright future for our people and
invited all the participants to join in these efforts.

available and the participants eagerly bought the
magazine with several participants buying multiple
copies for their friends as well. 

Against the corporatisation of retail trade

August 9 will witness country-wide
rallies and meetings against the
corporatisation of retail trade. The
Joint Action Committee of the Save
Retailers Livelihood Campaign at the
national level announced this at the
Press Conference held on July 25.
Others who addressed the Press
were representatives of the various
organizations – Lok Raj Sangathan,
Navdanya, BMS, Azadi Bachao Andolan,
Delhi Hawkers’ Welfare Association, etc
– who are in the Joint Action Committee
at the national level.
The press release stated that whereas
the livelihood of lakhs of people is
dependant on retail trade, the Congress
led UPA government which swears by
the common man is allowing the control
of trade by the big monopolies so that
these Indian and foreign capitalists
can make maximum profits. Moreover,
there are thousands of others who
are being indirectly affected by the
corporatisation of retail trade. One
of the representatives of the Joint
Action Committee pointed out that the
East India Company had come initially
in the name of carrying out trade
but later on took over the country
and brazenly exploited the labour and
natural resources of the country. The
Joint Action Committee warned the
government that if this corporatisation
was not stopped, this campaign will
turn into a mass movement.
In conclusion, the Press was informed
of the August 9 programme when a
rally will be taken out from Red Fort
to Chandni Chowk by organizations of
traders, workers, hawkers, peasants,
etc.; the rally will end in a mass meeting.
The demonstrators will also be burning
effigies of Reliance Fresh, Wal Mart
and Bharti. There was announcement
of a meeting at August Kranti Maidan
in Mumbai on August 8 in the morning
to be followed by a hall meeting at
Shanmugananda Hall in the evening.
A Mumbai Traders’ Bandh has been
announced on August 9. A mass rally is
to be organized in Calcutta on the same
day, when again the effigies of Reliance
Fresh, Wal Mart and Bharti will be
burnt and there will be demonstrations
of hawkers at 10 different places.
On August 9, there will be a rally in
Chennai, and thousands are expected
to participate in demonstrations in
Kozhikode in Kerala; on the same day,
Bangalore will witness a rally from Gandhi
Smrarak Memorial; a demonstration
will be held in Ranchi, Jharkhand on
August 9 in Albert Square; and in
Roshanara Square in Bhopal. On the
same day, programmes will be held in
Nagpur, Jaipur, Hyderabad, preceded by
demonstrations in front of the district
headquarters across the country. 

Militant rally marks second anniversary of
inhuman attack on Honda workers
Thousands of workers of Honda Motor
and Scooter Company (HMSC) and
several other companies of Gurgaon and
Rewari districts of Haryana participated
in a militant rally organised by Trade
Union Council of Gurgaon and Rewari
at the mini-secretariat of Gurgaon on
July 25, 2007. Workers from Honda
Scooters marched over one kilometer
in a disciplined procession to the venue.
They were joined by contingents of
workers from other factories such as
Speedomax (Sidhrawali), Sona Steering,
Lumax, Fashion Empress and others,
all of whom came proudly waving red
flags and holding their union banners
aloft, shouting slogans denouncing
the government and the capitalists
and upholding workers’ unity. The rally
was marked by militant participation
of women workers from the export
factories in Gurgaon. Trade union
leaders from Gurgaon, Rewari, NOIDA,
Faridabad and Delhi participated in the
rally, as also human rights activists.
Addressing the rally, Comrade Prakash
Rao, Spokesperson of the CGPI, asked
what it was that we have learnt from
the events of July 2005? The attack on
the Honda workers in Gurgaon in July
2005 showed that in the impatience to
become a world class imperialist power
by inviting capital, Indian and foreign to
exploit the land, labour and resources
of the Indian people, the bourgeoisie
is ready to crush the toilers by brute
force, even when the workers merely
demand trade union rights formally
granted to them under the law.
"But comrades, but what all of us
here can never forget is the heroic
and militant struggle against police
repression.
"You workers of Honda, you workers of
Gurgaon showed to the whole of India
that no amount of bloody repression
can put out the fire that burns in
their hearts! The bourgeoisie is afraid
of this fire in us workers, it is afraid
of the fire in the peasantry. Look at
Nandigram, there too there has been
savage repression, and there too, our
peasant brothers have shown through
their militant struggle, that they are
ready for any sacrifice just like you.
Your struggle, the struggle of the
Nandigram peasants, has shown that
it is a lie to say workers and peasants
are not ready to fight. Workers and
peasants are fully prepared to fight. It
is all those who are in the leadership in
the communist and workers movement,
like those who are sitting on this dias
today, who have to answer why we are
not providing leadership to the workers
and peasants, why we are not showing
the clear direction of the struggle. The
trade union comrades here have put
forth the immediate demands for which
Gurgaon workers are agitating today.
These demands are important. But the
must important struggle, which you
have to decide to fight is this. Do you
want to continue to be slaves of the
capitalists, Indian or foreign? Do you
want to allow capitalism to flourish,
and then beg for a share of what you
yourself have created through sweat
and toil? You are the real masters of
India, along with the peasantry. Why
do you not organise to establish your

rightful rule over this motherland
of ours, instead of slaving for the
capitalists? This means, comrades that
you have to organise yourselves, build
the the communist party as your party,
and take up the mission of revolution.
You have the capacity to do so — take
up this challenge..... We must break
the shackles which bind us! Truly, we
have only chains to lose and the whole
world to gain!"
This was the very place wherein exactly
two years ago on this day, the Indian
state let loose a reign of terror on
hundreds of workers of Honda who were
peacefully sitting and waiting to deliver
a memorandum to the officials. Facing
degrading conditions of work, abuse
and other attacks by the management
and their goons for several months
before that, the workers of HMSC were
fighting for their dignity and rights.
Moreover, 50 of their colleagues had
been dismissed unjustly. It was in this
context that over 3000 workers held
a rally at Kamla Nehru Park, Gurgaon
on 25th July 2005, demanding that
all workers be reinstated and rightful
wages be paid to them. The authorities
called them for negotiations that
afternoon, when they were herded
into an enclosed area which had only
one small exit. Reminiscent of the

notorious massacre carried out by the
hated British colonialists at Jallianwala
Bagh, the police started beating up the
encircled workers with deadly force.
In this ruthless attack, captured on
TV cameras, the police rained blows
mercilessly on limp limbs and groups
of policemen surrounded individual
workers and let loose a barrage of
baton blows.
The entire working people of Gurgaon
came out as one against the bestiality
of the state. The next day, 26th July
2005, family members and friends
of the workers braved tear gas and
lathis to fight pitched battles with
the police outside the Civil Hospital,
Gurgaon where many of the workers
were admitted with serious injuries.
The working class and democratic
opinion in the whole of India came out
on the streets demanding justice for
the Honda workers and punishment for
the state officials responsible for the
bestial assault on peaceful workers.
Faced with this all India outrage,
the mass opposition of workers in
Gurgaon, and fearful that the mounting
resistance struggle of the working
class might lead to a political crisis for
the UPA government at the Center,
the central government resorted to
certain measures to pacify the workers.
It promised that all cases against
the workers would be taken back. It
promised that suspended workers
would be taken back.

The Trade Union Council of Gurgaon
and Rewari organised this rally with
a number of aims. These included the
demand for dropping of false criminal
cases lodged by th police against more
than 60 workers and their supporters,
and the suspension of the then SSP,
Gurgaon, the DC Gurgaon, and other
police officials involved in the attack
on workers and the lodging of cases
of criminal assault against all these
officials. The workers are demanding
that continuing police interference
in labour disputes on the side of the
management be ended. The Trade Union
Council also raised specific demands
pertaining to different factories in the
area, to ending the floruishing practice
of contract labour, as well as to ensure
that the newly declared minimum wages
is implemented for all workers.
Workers of Honda Scooter put up a play,
enacting the events of July 2005 and
asserting their resolve to strengthen
the unity of the workers of Gurgaon and
Rewari in order to be able to continue
the struggle against the capitalists and
their government better. Workers from
Kooda Kamgaar Union presented a song
of struggle in Bhojpuri.
