we research, develop and manage the it infrastructure � data, software and


hardware � on which ordnance survey depends.

information systems (is) is responsible for the effective provision and governance
of information technology to add value to the business. our key functions include
technical strategy, application development & maintenance, infrastructure
delivery, and support services.

implementation of a standard software development process and core test team.

the web consultancy team is leading the migration of content from the old intranet
to a new version maintained via the content management system that is also used
for many of our external web sites. it is also implementing a site traffic
analysis system and improving the search results provided on our web site and
intranet.

led by neil ackroyd, we are responsible for the collection, collation and quality
of the data used to populate the definitive map of great britain (the national
geospatial database), from which all our products originate.
who we are and what we do

the department that does what it says on the tin!

the dc&m group is responsible for the collection, collation and quality of the
data used to populate the definitive map of great britain (the national geospatial
database), from which all ordnance survey products originate.

graham little heads up this key team and our future is very much bound up in an
effectively resourced field organisation.
the new field structure is based around government operating regions, allowing us
to develop better management control and integrated practices and to better
reflect our customers' geographies.

how do features on the ground get into the database?


a variety of processes are used to keep the database up to date.

these include ground survey undertaken by field surveyors, aerial photography


interpreted by photogrammetric surveyors and third party data through the
collection of detail from external sources (codes).

field production - ground survey

around 350 surveyors are working across great britain to collect information about
changes to the dynamic landscape in which we live. this information is used to
populate ordnance surveys geospatial database, a digital model of the country.
five thousand changes are made to this central database everyday - ranging from
new build to changes of feature attribution.

the surveyors collect information at three basic scales:

1:1250 - urban
1:2500 - rural and rural towns
1:10 000 - mountain and moorland.
to do this, they use traditional surveying instruments combined with hand-held
computers called prism� kits. the arrival of global positioning systems (gps) and
real time kinematic (rtk) gps is the latest innovation to assist the data
collector and revolutionise surveying. gps is a positioning and navigation system
that uses satellites orbiting the earth.

the satellites transmit a signal, picked up by ordnance survey's eighty base


stations across great britain, giving an instant three-dimensional position to
approximately 20-mm accuracy. this technique has so far contributed to a close-on
40% increase in surveying efficiency.

production activities along with data acquisition
and photogrammetric services.

photogrammetric services is responsible for maintaining ordnance survey data using


remotely sensed methodology. this includes all activities from the planning and
acquisition of aerial imagery, through to the extraction and creation of
geographical information. typically 30,000 � 40,000 kilometres of aerial imagery
are captured each year, covering a variety of landscape types

phoenix business change � the phoenix programme will have a huge impact on the way
dc&m carries our its data collection and management activities, and the
preparation for all this change is coordinated by the dc&m phoenix business change
team.

data enhancement � comprises a number of production activities that are most


appropriately undertaken centrally in head office. data enhancement (de) supports
the overall collection of data in dc&m and the production teams enhance the data
content to take account of specification changes, enabling it to be compatible
with current and future business requirements.

de teams include boundaries, address-point, address infrastructure, itn, roads


(for oscar), codes (pre-build), ssmi, rights of way and quality improvement
flowlines (qif). the de teams add attribution, often from 3rd party sources such
as postal address files (paf) and interactively improve the data quality by
resolving defects.

change intelligence � a small team are responsible for the strategy and policy
governing the operation, direction and supply of change intelligence (ci) into
gms2. the ci production team manage the receipt and input of data supplied under
contract or through other channels. the aim is to ensure that ci is of sufficient
quality to efficiently schedule data revision in an integrated manner and enable
ci to be at the heart of all future dc&m production activity in the phoenix
environment.

behind the scenes, meticulous planning takes place to ensure that all dc&m
activities can take place
efficiently and satisfy our customer demands. planning and programmes is lead by
steve turner.
his staff in business management work closely with other areas of the business to
ensure dc&m is
involved at the start of the product development life cycle.

the 'production scheduling unit' have the difficult job of scheduling all the work
that takes place in dc&m. the database is made up of 229 000 tiles and each one
can only be out on 'loan' to one person at a time. and it's not just field and
head office staff who need this 'write permission' to our data - our contractors
world wide are also updating the master database. 'contract management'
coordinate the third party contractors who are brought in to help dc&m meet its
targets.

with ordnance survey's reputation for quality, the 'operations development' team
play a big part in ensuring the data is accurate and fit for purpose. the
'accreditation assurance' team check the data and are setting the standard
required by working to ensure all os flowlines and external contractors receive an
in house certification for quality accreditation. improving business
efficiencies, reducing lead times and increasing quality are all things at the
forefront of the minds of the 'process improvement' team.

what's in store in the future?

looking over the horizon, dc&m are working to create new datasets and understand
emerging customer requirements.

significant investments are being made into implementing the latest technologies
available such as improvements to gps and the introduction of digital
photogrammetry. work is in place to develop the next generation of prism kits
known as field object editors and a central work scheduling system known
internally as gms2.

dc&m are also involved in a data integration project which has been set up to
ensure that all our datasets fit together and can all be updated with one single
hit, rather than each product one at a time. this will meet a key requirement set
for the os mastermap products, where customers want to be able to take selected
areas of interest and ensure that the whole area has the same currency. in
addition, a team of process engineers are in place to ensure our processes are as
efficient as they can be.

together with harnessing new technologies, dc&m are being proactive in identifying
customer requirements and how these drive dc&m practices and processes. dc&m have
every confidence that by working together, pooling expertise and communicating
effectively we will achieve our goals, both as a business group and as britain's
national mapping agency.

led by jan hutchinson, we provide a range of essential services to the business:

business centre and reception are responsible for the smooth-running of internal
and external conferences and being the first point of contact for all visitors to
head office.
corporate health and safety is managed and monitored by the health and safety
advisor and team, who provide an independent, impartial and confidential health
and safety advice service - available to all staff and business groups. the team
supports the organisation to continually demonstrate compliance to the ordnance
survey health and safety management system.
fs� provides an os, consultant, contractor management service for a full range of
facilities requirements of the business at hq and the field offices. the services
include building maintenance and cleaning contracts, monitoring and control of the
corporations environmental policy and a range of internal requirements such as
security, catering, mail distribution, transport bookings, accommodation moves and
rearrangements and childcare.
hr helps line managers and staff members through the employment lifecycle, from
advertising and filling (or applying for) vacancies, through managing your
contribution and booking training to dealing with resignations or retirements. it
is closely involved in annual pay negotiations and advises directors on strategic
hr policy.
internal communications is responsible for driving the consistent communication of
our corporate ordnance survey brand to internal stakeholders. internal
communications provide our staff with regular business updates through business
today, director's briefings and open forums.
ip & legal advises the business on legal risk, provides legal advice on policy,
business projects, document drafting and administration and protects our
intellectual property rights in mapping and data.

director of sales and market development

led by james brayshaw, we aim to deliver sustainable revenue to the business and
high quality service to our customers.

consumer sales ensures that consumers and small and medium enterprises (smes) have
the widest possible access to ordnance survey branded products designed
specifically for their needs. consumer sales work together with our channel
partners to derive mutual benefit from our sales to the end buyer and help the
rest of ordnance survey to understand end buyer and channel behaviours and needs.

the customer service centre (csc) responds to enquiries for information from both
inside and outside ordnance survey and generate sales from these enquiries where
possible. the csc aims to provide a high quality customer information service
that meets corporate requirements.

marketing communications is responsible for managing and implementing the


marketing strategy for ordnance survey, aligning specific activity to the target
vertical market sectors and cross-sector themes. it is responsible for supporting
the sales teams to achieve revenue targets by delivering high-quality, high-impact
marketing and communication activities.

commercial markets & partner alliance programme is responsible for a fast growing
percentage of ordnance survey's trading revenue.

planning and operations consists of three main areas. operations and improvement
provides business information and manages databases. planning and communications
manages communications within smd and helps develop the group business plan as
well as leading budgeting and reporting revenue, costs and manpower. commercial
contracts provides expert advice on pricing and licensing issues, as well as
leading the development and maintenance of framework direct licences (fdls) and
appropriate product schedules and appendices.

public sector and utilities (psu) is responsible for two-thirds of ordnance


survey's trading revenue which is achieved primarily through sales of digital data
products. most of these sales are direct and covered by three large agreements,
the pan-government agreement, the local authority msa (mapping services agreement)
and the njug (national joint utilities group) sla.

pre and post sales support (ppss) helps customers and partners get the most from
ordnance survey data, products and services. knowledge gained from working with
customers is fed back into the business accordingly and used to increase ordnance
survey's understanding of customers and their requirements.
