Bill C-309, An Act to amend the Criminal code (concealment of identity) Short Title: Preventing Persons from Concealing Their Identity during Riots and Unlawful Assemblies Act Sponsor: Mr. Richards (MP for Wildrose) ! Introduction and 1st reading: October 3, 2011 ! Scheduled to be debated on Thursday November 17, 2011 as part of Private Members' Business.
This bill would amend the Criminal Code to make it an offence to wear a mask or other disguise to conceal ones identity while taking part in a riot or an unlawful assembly. Lawbreakers would be liable to imprisonment for a term not exceeding five years as well as being guilty to an indictable offence or a crime punishable on summary conviction in the event of an unlawful congregation. The bill would exempt those with a "lawful excuse" for having their face covered.
