1. INTRODUCTION
The computer was first introduced in Bangladesh in 1964, with the installation of an IBM
1620 computer at the Atomic Energy Commission. However, the involvement of business
organizations in different IT sectors began from 1980. From 1980, computer started being
used commercially, though in limited extent. Personal Computer started gaining
popularity since the early 1990s.
Software development in Bangladesh has also been going on from the same period, and at
present the software sector has been identified as a thrust sector. In the global scenario,
software presents the most attractive opportunities. Education in IT has also come a long
way and many renowned institutions from abroad have established training facilities here.
Besides these, a lot of local companies are also providing IT education.
Internet services commenced in Bangladesh in 1994. A milestone in the history of
Information Technology of Bangladesh is the direct Internet connection using VSAT in
June 1996. Since then, the sector has been increasing and especially after the deregulation
of VSAT, Internet Service Provider (ISP) business and the number of Internet users have
been booming.
Two organizations bodies, namely Bangladesh Computer Samity (BCS) and Bangladesh
Association of Software and Information Services (BASIS) have been resiliently trying for
the betterment of IT Industry in Bangladesh since their establishment. Bangladesh
Computer Council (BCC) established by the Government is also supporting the sector.
So, four sub-sectors can be distinguished within the IT sector to Bangladesh. They are:
Hardware, Software, IT Education and ISP.
Hardware is the most dominant IT sub-sector. The segment has the highest average
annual turnover. It is followed by Software, ISP and Training sectors respectively.
Bangladesh has no participation in hardware manufacturing. All the hardware accessories
are imported mainly from Singapore, Taiwan and Malaysia.
From 1997, hardware sales in Bangladesh began to increase at a significant level. The
hardware manufacturing cost has decreased worldwide. And in June 1998, Bangladesh
Government exempted all the taxes on hardware accessories. This decision has facilitated
sales growth.
2. THE ROLE OF BANGLADESH GOVERNMENT
In last decade the Government to Bangladesh realized that ICT (Information and
Communication Technology) could be key element of our financial emancipation and
declared it as a thrust sector. The government also created a standing committee on
software export and adopted the bold steps like waiver of tax on computer hardware and
software but execution of all the recommendations of the committee was not there. The
present government created and ICT Task Force headed by the honorable Prime Minister.
The government's roles to allow Internet services, cellular phone, land line phones in
private sector deserve high appreciation. This was complimented by setting of an ICT
incubator and attempt to build High-tech Park. But some burning issues like deregulation
of Voice Over Internet Protocol (Internet Telephony), allowing on line transactions and
adequate deployment of funds to ICT development are yet to be in place. The industry
associations made all out effort for seven years to make VoIP open but it is regulated till
date urging a loss to the Government monopoly telecom operator Bangladesh Telegraph &

1
Telephone Board (BTTB). Later BTTB was allowed to implement VoIP. But private
operators were not given such opportunity. The cabinet decided to open VoIP twice. But
not a single license was issued as yet.
Two ICT policies have been formulated in Bangladesh so far. One of those was by the
government under the Ministry of Science and ICT and the other one by the private sector
under the flag of Federation of Bangladesh Chamber of Commerce and Industry (FBCCI).
Both the policies are almost similar in text but much needed part of the policy is its
implementation which is still waiting.
The policy formulated by the government is known as the “National Policy on ICT”
(given at Annexure-I) which came into existence in October 2002. This document presents
the policy guidelines for the development of the ICT sector in Bangladesh.
3. BCS AND ITS ACTIVITIES
Bangladesh Computer Samity (BCS) is a very strong organization having at present 490
member companies comprising mostly hardware vendors. It was established in 1992 and it
has been responsible for the introduction and dissemination of the use of computers and its
related information technology products in our country. To this end, the BCS undertakes
various initiatives and supportive programs to encourage widespread adoption of personal
computers to improve productivity in the government departments, corporations, private
sector, academia, professional institutions and the general business community.
The BCS organizes a yearly event known as the BCS Computer Show, wherein the
general public can obtain an overall view of the information technology revolution that is
currently changing our world. The BCS makes all out effort to arrange for the best
possible venue and include all business houses, vendors and personnel connected with
marketing of computers and computer software, all related IT service providers and other
sub-sectors. In fact the BCS Computer Show has gradually evolved as the biggest platform
of interaction between users/consumers and immense array of information technology
products including all latest innovations.
Apart from the Annual Computer Show, BCS organizes on regular basis
seminars/workshops/training courses (at home and abroad) for its members and negotiates
with the government on ICT policy matters which affect their business.
A Members’ Directory of BCS is now under preparation and will be published early 2006.
BCS has its own office space (about 3000 SFT) at the following address :
Bangladesh Computer Samity (BCS)

4. BASIS AND ITS ACTIVITIES
Bangladesh Association of Software and Information Services (BASIS) is the national
association for Software & IT Enabled Services (ITES) companies of Bangladesh. Formed
in 1997, the association has been working with a vision of developing a vibrant local
software & IT service industry in the country. In persuasion of this vision, BASIS, on the
one hand- has been working relentlessly to create IT awareness in the society through

2
projecting the high importance of making the country more IT enabled for a better future
of the nation. On the other hand, BASIS has been working hard for creating an enabling
environment for the software & ITES industry of the country so that it can flourish by
rightly utilizing the huge market potential- both home and abroad.
BASIS started with 17 charter members in 1997. Today the membership stands at 167
(Annexure-II). Revenue of BASIS Member companies accounts for the lion share of the
total software & IT services revenue of the country. On a regular basis, BASIS members
export software and IT services to 30 countries of the world. More than a dozen of its
member firms are certified to ISO 9001 quality assurance standard. Several firms also are
on course to obtain SEI – CMM level-3 certification.
BASIS has meticulously fostered close working relationships with the policy makers,
government functionaries and the academia to ensure unhindered growth of this industry
in Bangladesh.
BASIS tries to pursue the following broad goals through its regular programs and
activities:
1) Domestic market development by creating awareness
2) Helping the local software and ITES companies successfully explore / penetrate the
international market
3) Providing capacity building of the member firms
4) Persuasion for business friendly government policies for the industry.
BASIS has already gained modest successes in attaining the abovementioned goals.
For domestic market creation, every year BASIS organizes SOFTEXPO, the biggest
software and ITES exposition in the country. During the recent years, SOFTEXPO has
become the yearly mega event where a large number of software & IT companies project
their products and services to potential IT users, both at corporate/organizational and
individual level. Series of seminars and round-tables organized at SOFTEXPO also
provide ideal platform for members of the IT industry to interact and exchange views &
ideas with policy makers and important stakeholders in the society.
During recent times, BASIS has taken sector wise focused initiatives to stimulate market
demand for software and IT services. Importantly, It has been pursuing hard for increased
IT spending by the government, potentially the biggest buyer of software and IT services
in the country (BASIS has been demanding for quite some time for allocating 2% of ADP
for IT spending as specified in current IT policy of the Government). During recent times,
BASIS has also initiated moves for making government IT procurement policies &
procedures more transparent, speedy and industry friendly.
With regard to export market development, BASIS regularly takes initiatives for creating
exposure for member companies to international markets with the help of different
government and development agencies working in the export development area. Such
initiatives include – arranging participation at international IT fairs & marketing missions,
business linkage programs for outsourcing, B2B trade platform etc.
There is a wide range of capacity building support services that BASIS offers to its
members on a regular basis. The services are aimed at facilitating the member companies
to become competitive at an international level. These services include training programs,

3
quality assurance programs, access to important market research, participation opportunity
to business development support programs offered by different development agencies etc.
With regard to policy advocacy for the sector, BASIS regularly interacts with concerned
agencies of the Government and other relevant stakeholders. It has been pursuing the
policy makers for a more pro-active and responsive IT policy and its effective
implementation. BASIS was instrumental in getting software Copyright Amendment Law
enacted in 2000. BASIS has also been working in close association with different
government agencies for making their e-Governance initiatives successful with the help of
private sector participation.
BASIS is run by a seven-member Board of Directors (elected by direct voting of the
members for a two-year term). The Board of Directors has the overall responsibility for
running the affairs of BASIS and setting policy guidelines for its secretariat. Aside from
the elected board of directors, different Sub-committees comprising of members deal with
different policy and development issues. BASIS has a strong secretariat headed by the
Secretary. The secretariat is well staffed to deliver different member services and to carry
out programs & activities in different areas as specified within the broad goals of the
association having its address as follows :-

5. GOVERNMENT’S SUPPORT FOR THE ICT SECTOR

1) Incentives
The ICT Sector in Bangladesh is now enjoying the following incentives :-
(a) No import duty on hardware and software
(b) Tax holiday for 5 years (up to 2008) for manufacturing and software development.
2) Equity Entrepreneurship Fund
The government has allocated an "Equity Entrepreneurship Fund" of Tk. 300 crore for
the ICT sector which is controlled by the Bangladesh Bank. An ICT entrepreneur can
apply for maximum 50% equity investment from this fund. About 30 ICT
entrepreneurs have utilized this fund so far and further disbursement from this fund is
suspended at present.
3) ICT Park
To establish an ICT Park, the government has recently acquired about 600 acres of
land in Kaliakoir (about 30 miles north-west of Dhaka City) which will be developed
with all infrastructural facilities for allocation of plots among the ICT entrepreneurs in
phases and the process might take several years from now.
4) Submarine Cable
Bangladesh missed the opportunity in 1992 to become a member of the SEAMEWE
(South East Asia Middle East Western Europe) Submarine Cable Project. But the
government finally decided to join the project in 2004 at a much higher cost. It is now
expected that the connection with the landing point in Bangladesh will be completed

4
during the 1st quarter of 2006 and this will provide an enormous prospect for
development of the ICT sector of this country.
5) Internship Program for the ICT Graduates
The government has introduced the program through BCC (Bangladesh Computer
Council) for encouraging the job opportunities for the fresh ICT graduates. Under this
program, an employer of a fresh ICT graduate can get the reimbursement of 60% of
his/her salary for six months, the maximum reimbursable amount being Tk. 3,000/- per
person per month.
6. PRESENT SCENARIO OF THE BANGLADESH SOFTWARE INDUSTRY
Software industry in Bangladesh has come a long way over the last few decades. It has
been quite some time since this sector has emerged as a national level industry.
Particularly in last five to ten years a good number of energetic & innovative
entrepreneurs and talented professionals have come on board to make the industry more
dynamic and more vibrant. The recent trends indicate that the industry has certainly
reached a take-off stage and in the coming years poised for high growth.
1) Domestic Software Market
The market size of the total ICT industry in the country is estimated to be
approximately Tk 1,100 crore per year (not including telecom sector). Of the total
ICT market, the size of software segment (mainly comprising customized and
packaged software- not including different types of IT enabled services like desktop
publishing, multimedia, animation, GIS, data entry, digitization etc.) is estimated to be
around Tk. 170 crore per year.
The lion share of the packaged/licensed (off-the-shelf) software market segment is
catered by the international software giants (Microsoft, Oracle, Sun etc.). Local
software companies (more than 300 registered software companies are operating in the
country) mainly cater to the customized software development and maintenance
segment of the market. Local companies share this segment with a number of
international software vendors who have significant market presence in specific client
segments like banks, telecom, MNCs and some large donor funded government
projects.

As a part collection of information for “Bangladesh Software & ITES Directory 2005”,
BASIS has done a business focus survey across all the participating companies (152
software companies including both BASIS member and non member companies) to
identify the nature of products/services as well as client segments of the local software
companies.
The following table (Table 1) categories the software products & services developed
and maintained by the surveyed software companies by business application nature.

Table 1: Products/Service Category Range of Local Software Companies

Information Source: BASIS Survey

The collected information shows very clearly that the demand for the back-office
automation (Accounting/Finance, HR, Inventory, Billing etc.) by organizational IT
users is working as the main driving force for the software industry. This is not very
unusual for the early development stage of the software industry in any country.
However, the encouraging fact is a lot of companies have been involved in
development of high value customized applications like of ERP, CRM, SCM etc. This
underlines - on the one hand, the gradual maturing process of the software companies

6
and on the other hand, higher level of client awareness of the potential value that can
be generated through system automation across respective business organizations.
The considerable demand for front-end business applications (web applications, e-
governance application, e-commerce, POS) demonstrates the high level of co-relation
between increasing network access and use of software applications.
The following graph shows the business focus of the software companies by client
industry segments. It is not surprising that two dominant sectors in the economy-
garments/textile and pharmaceutical, representing a significant portion of investment
and employment in the formal sector of national economy, are the biggest buyers of
software services. What is interesting, however, is the fact that service sector
enterprises are becoming more interested for their process automation. Among them,
the financial service sector is the leading buyer (during recent times almost all of the
banks have implemented or in the process of implementing online banking system). A
number of software companies are also developing specialized software (billing, SMS
based application etc.) for the booming telecommunication sector.

Information Source: BASIS Survey

One of the most encouraging facts that can be drawn from the client segment analysis
is - a lot of software companies (57% of the surveyed companies) have been building
up their capability for Government sector IT projects. Given the fact that the
government sector is potentially the biggest client for the software industry, this trend
represents a good sign for the software industry with regard to the long-term domestic
industry capability to successfully meet IT requirements of Government sector. For
example, the National IT policy of the Government has set up a specific guideline for a
minimum allocation of 2% of ADP (Annual Development Program) in IT spending
(this amounts to more than Tk. 350 crore per year). Though at present the actual
allocation for IT procurement is far less than the stipulated 2% amount (combined
allocation by different ministries), the high level of strategic importance of IT sector in
national development has been prompting top-level policy makers to be much pro-

7
active in this regard. Encouragingly, there have been signs of increased Government
procurements during recent times. Support to ICT Task Force (SICT), Ministry of
Planning, the implementing agency of action plans of National IT Task Force (headed
by the Honorable Prime Minister), has recently spearheaded a number of e-
Governance projects for different ministries (with an approved allocation of more than
Tk. 60 crore, SICT has so far floated 17 e-Governance projects out of which 8 projects
have already been awarded to same number of companies). If such initiatives for
automation of different Government processes and services can be sustained (which
perhaps is only possible if the conviction and commitment of IT leadership at relevant
policy and implementation levels stays firm), it would work as a real big boost for the
local software industry in the years to come.
2) Export Front
At present, more than fifty (50) At present, more than fifty (50) software and IT
service companies are exporting their services to 30 countries in the world including
USA, Canada, European countries, Middle East, Japan, Australia, South Africa and
some of the South East Asian countries.

Table 2: Growth of Software Export during Last Four (4) Years

Yearly Growth 25% 51% 71% 59%

Software and IT service export, though started from a very low base, has been growing
at a very good pace during recent years. The export stood at 7.2 million US dollar in
FY 2003/4, a growth rate of more than 70% over the previous year. In last year (FY
04/05), the growth rate has been more than around 60%.

Encouragingly enough, there are indications that such high growth rate will prevail in
the coming years. For example, very recently there have been a number of joint
venture/business collaboration contracts between some Danish companies and
Bangladeshi software firms for exporting software and IT services in European market
(these joint ventures are supported by PSD- Private Sector Development program of
DANIDA). ICT business promotion council (IBPC) of Ministry of Commerce has
opened up a much-required marketing office at Silicon Valley (California, USA).
Some of the big software companies are in the process of opening up their own
marketing offices in North America and Europe. The local companies aiming exports
are also focusing on process/quality improvements in line with international
requirements (some companies are in the process of attaining CMM certificates).
These initiatives are expected to yield positive results in next few years.

8
3) Technical Skill Matrix of the Industry
Recently BASIS has conducted a special survey on the technical skill sets of the
software companies in the country. Fifty-five (55) software companies (employing
more than 1,100 technical staffs) participated at the survey and the following
information has been found. It shows the percentage of technical professionals skilled
in the particular technical area.

The dominance of Microsoft platforms and application development capability based

on this platform is very prominent from the information presented in the following
tables. However, the trend also shows that there are plenty of human resources
available in the software firms who are capable of working in open source
technologies.

4) Workflow Dynamics of the Industry
It is estimated that around 5,500 software professionals are employed in more than 300
registered software firms in the country (the total number of IT professionals available
in the country would number more than 25,000, a large portion of which are working
in IT responsibilities at different government and non-government organizations as
well as hundreds of large and small private business enterprises).
The technical job distribution in the 55 surveyed software firms has been displayed in
the following graph.

According to the graph, a significant portion of technical professionals in the surveyed

firms are involved in the non-code activities (e.g. project management, system
analysis, system architecture, Quality Assurance etc.) which are very much important
components of project life cycle for any software project. This underlines the
commitment and seriousness of the local software firms in the process improvement
initiatives. It is expected that as more and more of the large projects will be available
on board, the role of these important non-code activities will increase further as it
should be in a matured stage of any software company.

Is the Industry well supplied with required technical HR?

The lifeline of a knowledge industry like software is the availability of qualified

human resources (HR) in the market. The following table shows the academic
background of the technical professionals employed in the 55 surveyed software firms.

10
Table 4: Academic Qualification Breakdown of Technical professionals

% of total technical staffs in the surveyed software firms

Graduate in Non-IT subjects 19%

Masters in Non-IT subjects 23%
Computer Science/Engineering Graduates (3/4 years) 35%
Masters in Computer Science/Engineering 9%
Diploma/Certificates courses in IT 12%
Other 2%
Total 100%

It is interesting to note that though more than 85% of the total technical recruits in the
software firms have a minimum graduation degree, a large portion of them do not have
institutional IT degrees (graduates or masters from non IT subjects comprise more than
40% of the workforce). For the software companies, the unavailability of IT graduates
often results in loss of productivity and sometimes cost the quality of the software
projects. Low number of computer science/engineering graduates passing out every
year (till 2002, the yearly number of passed out computer science graduates from the
local academic institutes was little less than 1000) as well as high rate of turnover and
overseas migration of IT graduates have been main reasons behind this constraint.
However, this situation is expected to improve in the coming years as a large number
of IT graduates (3/4 years computer science/engineering program), who have enrolled
during last 4-5 years in a number of private Universities as well as different
Engineering & Technology Universities of Government (previous BITs), will soon hit
the job market. In 2005, more than two thousand five hundred (2,500) IT graduates
will pass out from different public & private universities. Diploma and other IT
certificate course pass-outs will also number another couple of thousands.
5) Conclusion
Though in terms of market size, the software sector does not feature at the top few
sectors of the economy, because of the strategic importance of the sector for the
national development, the industry has always been regarded as one of the priority
sectors of the economy. However, till now the sector’s potential has not been utilized
to its fullest capacity. Country’s software industry has conceivably reached a stage
where it is prepared to provide important value to other sectors of the economy by
making them more efficient - more productive. It is now up to those sectors to bank on
the value enhancing opportunities created and offered by the software industry. Only
then this industry can redeem itself for the development of the nation.

1.0 Preamble

1.1 Information Communication Technology (ICT) encompasses the broad fields

of data/information processing, transmission and communications by means of
computer and telecommunication techniques and these modern tools are being
increasingly used for organizational/personal information processing in all
sectors of economy and society. This document presents the policy guidelines
for the development of the ICT sector in Bangladesh.

1.2 A dependable information system is essential for efficient management and

operation of the public and private sectors. But there is a shortage of locally
generated information needed for efficient performance of these sectors. In
order to meet this objective, ICT use in every sector shall have to be
accelerated in terms of information generation, utilization and applications.
Considering the gravity and importance of ICT Hon’ble Prime Minister has
already declared ICT as the thrust sector.

1.3 Over the last few years, many nations have taken advantage of the
opportunities afforded by ICT within a policy framework, laid down guidelines
and proceeded with the formulation of a national ICT strategy as a part of the
overall national development plan. Bangladesh intends to use ICT as the key-
driving element for socio-economic development.

2. 0 Vision and Objectives

2.1 Vision

This Policy aims at building an ICT-driven nation comprising of knowledge-

based society by the year 2006. In view of this, a country-wide ICT-infrastructure
will be developed to ensure access to information by every citizen to facilitate
empowerment of people and enhance democratic values and norms for sustainable
economic development by using the infrastructure for human resources
development, governance, e-commerce, banking, public utility services and all
sorts of on-line ICT-enabled services.

2.2 Objectives

2.2.1 In order to give a thrust to the ICT sector and expeditious development of
Software industry and its export required infrastructural facilities and
legal framework will be created..

30
2.2.2 Provide effective incentives for development of ICT sector to both local
and foreign entrepreneurs;
2.2.3 Develop an efficient ICT infrastructure that provides open access to
international and national network;

2.2.4 Promote and facilitate use of ICT in all sectors of the economy for
transparency, good governance and efficiency improvement;

2.2.5 Establish legislative and regulatory framework for ICT issues like IPR,
data security and protection, digital signature, e-Commerce, ICT
education etc. as well as to ensure quality ICT education provided by
different private organizations

2.2.6 Set up national databases that are reliable and easily accessible to all the
people of the country;

2.2.7 Promote use of ICT by providing special allocations for ICT project
implementation in the public sector. Train the decision makers in ICT use
and promote a ICT culture;.

2.2.8 Develop a large pool of world class ICT professionals to meet the needs
of local and global markets

2.2.9 Set up a very high quality ICT institution to continuously promote and
foster ICT Industry;

2.2.10 Enact Laws and Regulations for uninterrupted growth of ICT, in

conformity with World Trade Organization (WTO) stipulations.

3.0 Policy Statements

3.1 Training and Human Resources Development

Bangladesh must prepare itself to compete effectively in the global ICT
market. As the demand for skilled manpower in ICT is growing world-wide,
the country needs to produce a large number of ICT professionals. The specific
policy statements are:

3.1.1 Widespread introduction of ICT education in public and private

educational institutions is a prerequisite for producing skilled ICT
manpower. Facilities shall be built to promote ICT training and
computer aided training at all levels of education including Primary
Schools and Madrasahs. Donor agencies, non-government

31
organizations and other development partners of the country shall be
encouraged to help build the necessary capacity in this area.

3.1.2 Universities, Bangladesh Institutes of Technology and colleges, both

in the public and private sectors, shall be strengthened to produce ICT
graduates in four-year Computer Science and/or Engineering courses.
Necessary resources will be allocated to these institutions.

3.1.3 Out of the three Science and Technology universities proposed in the
Fifth Five-Year Plan, one will be established as center of excellence
in ICT by giving higher allocation of resources.

3.1.4 Establish multimedia institutes upto district level to start with to

produce skilled human resources to exploit the opportunity offered by
the growing multimedia-market.

3.1.5 Diploma and Trade Certificate in ICT will be offered in both public
and private institutes including Polytechnics. The continual skill
upgrading of existing professionals working in public and private
sectors shall be ensured by in-service training programmes.

3.1.6 The shortage of trained and qualified teachers and trainers for ICT
training is a bottleneck to the HRD plan. To address the issue, IT-
Capacity-Building of the Teachers Training Institutes (TTI) including
TTCs, NAPE, PTI will be taken up. To teach the teachers and
trainers, intensive post-graduate diploma courses will be introduced in
TTIs. Training programmes to train and retrain them periodically to
keep them up-to-date with the technological progress in the area of
ICT will be introduced. ICT literacy will be a desirable requirement in
the recruitment and selection of teachers. Divisional training centers
of BCC will provide TOT (Training for the Trainers) to build up
sufficient number of skilled trainers.

3.1.7 As it would be difficult to train teachers in ICT in large number using

the present infrastructure, deploy virtual ICT trainers wherever
possible. CD and web based courseware development and use shall be
encouraged to promote computer-aided education at all level of
education.

3.1.8 To address the issue of deficiency in English and mathematics

education, a crash programme shall be taken up to train teachers. To

32
ensure standard and quality of ICT education, a national certification
and accreditation system shall be developed and implemented.

3.1.9 Take up programmes to develop quality ICT professionals and skilled

personnel to ensure success in the global software and ICT-enabled
services market. Encourage and support formal and informal sector to
adopt internationally accepted standards in training programs and to
introduce globally acceptable standards.

3.1.10 Use the potential of ICT for delivery of distance education to help
stretch the country’s limited teaching resources and ensure quality
education to all.

3.1.11 Qualified and skilled teachers will be brought in from abroad in the
fields where local teachers are not available.

3.1.12 Syllabus and Course Curricula for all levels of Computer Science
training will be updated continuously

3.2 ICT Infrastructure

3.2.1 To ensure capacity building of the nation in the field of Information
Technology and to attain a sustainable growth of the ICT sector of
Bangladesh and to help compete in the expanding global ICT market,
Ministry of Science and Information & Communication Technology
and BCC should be appropriately strengthened.

3.2.2. To support the growing demand of the ICT sector, appropriate ICT
infrastructure to be established immediately both in public and private
sector. As telecommunication infrastructure is an integral part of ICT,
so the telecommunication sector should be deregulated and made open
to private sector investors as early as possible.

3.2.3. In order to establish direct connectivity with international information

and communication backbone Bangladesh will join Fiber Optic
Submarine Cable network.

3.2.4 Development of telecommunication infrastructure should be

considered as Infrastructure Development Industries like
Development of Road, Electricity, Power, Computer/ICT Industry
etc.

33
3.2.5. Facilitate development of telecommunication infrastructure at the
least possible cost with little or no customs duty during construction
of the infrastructure up to June , 2006.

3.2.6 As telecommunication infrastructure [Telephone Exchange, Towers,

Radio/Telephone Transmission Lines etc.] are similar to electric
power infrastructure [Generator, Pylons, Power Grid and Gas
Transmission Lines], so Customs Duty & Tax etc. should be amended
accordingly in the same line .

3.2.7 Cellular telephone handsets are being increasingly used as terminals

for emailing and other ICT uses. Customs duty & tax etc. of cellular
mobile telephone handsets should be brought down to a reasonable
level.

3.2.8 The use of ICT and information services should be affordable to the
people; and therefore the cost (and hence the price) of carriage.
Infrastructure & Services should be provided by a multiplicity of
enterprises like the BTTB, Railways, Electricity and Gas Companies.

3.2.9 Bangladesh Telegraph and Telephone Board (BTTB) has resources

like land, MW/UHF Towers all over the country which should be
shared with other Private sector companies for augmenting
Information Infrastructure. BTRC should take the leadership to
