Creation of favorable conditions for all citizens to receive systematic cultural and art education and fair learning opportunities. Appointment of dedicated art instructors in Korean classical music, drama, film, dance, animation/ cartoons, handicrafts, design, and pictures to elementary/middle/high schools to improve the creativity and character of students. CULTIVATION OF CULTURAL TALENTS TO LEAD THE CULTURE OF THE NEXT GENERATION


Development of the next generation of young artists by discovering and cultivating gifted youngsters through learning centers for the artistically gifted and young talent camps and by promoting the mentoring system under renowned artists. Development of cultural professionals such as culture and art producers and managers, translators, culture and art overseas marketing professionals, cultural and art education planners, and local cultural professionals. Development of global talents in traditional art by operating a traditional art overseas residence program to support collaboration with foreign artists and mutual interchange, cultivation of talented Korean classical music composers, and support for the creative activities of new artists.

DEVELOPMENT OF VARIOUS PROJECTS AND INFRASTRUCTURE TO CONTINUE AND ADVANCE KOREAN CULTURE
Creation of unique cultural spaces by creatively utilizing modern industrial properties and idle facilities; building cultural towns, districts, or streets in each region; promoting traditional markets through culture; and expanding public design and special cultural projects. Development of a multi-window system for the proliferation of culture in everyday life - such as national expansion of Korean classical music broadcasting, production of mobile broadcasts, and operation of the National Digital Library. CULTIVATION OF KEY NEXTGENERATION MEDIA TO HELP ADVANCE THE CULTURAL CONTENT INDUSTRY

Development of next-generation convergence media by building the 3D production infrastructure at the DMC in Sangam-dong, supporting the shared growth committee for cooperation between large and small companies, and supporting the production of SNS content for smart TVs. Expansion of the creative infrastructure for key media and support for the media business to penetrate global markets in film, games, music, animation, cartoons, broadcasting, and publishing; and support for the continuing expansion of Hallyu (Korean wave) by expanding cooperation among the Asian media industries and promoting bidirectional cultural exchange.

DEVELOPMENT OF A SOUND COPYRIGHT DISTRIBUTION STRUCTURE AND AN ENVIRONMENT CONDUCIVE TO THE USE OF CONTENTS
Creation of a media industry powerhouse based on an advanced copyright culture by establishing the appropriate legislation, FTA trade cooperation on the culture and protection of overseas copyrights, and education on and promotion of copyright. Establishment of a fair and userfriendly media environment by promoting a digital copyright clearing house, improving the copyright consignment management system, supporting copyright protection technology R&D, and supporting the creation of joint works. DEVELOPMENT OF VARIOUS TOURISM RESOURCES TO FOSTER THE TOURISM INDUSTRY


Development of Koreas historic and cultural properties - such as the 1,000th anniversary of taekwondo, the Tripitaka Koreana, Slow City, 33 temples of the Buddhist Goddess, and temple stay programs - into tourism resources Development of various tourism businesses by establishing the conditions required to develop Koreas food culture into a global tourism resource, developing regional food tourism courses, and developing tourism packages that include tour courses of globally popular drama sets and locations.

CULTIVATION OF THE TOURISM INDUSTRY AS THE DRIVING FORCE FOR NEW ECONOMIC GROWTH
Upgrading of taxation and regulatory legislation to establish a new industrial environment led by the commercial sector, strengthening marketing campaigns to attract domestic and foreign investment in the tourism industry, and holding tourism investment exhibitions to establish a globally competitive system. Full support for attracting Meeting, Incentive, Convention and Exhibition(MICE) to Korea and operating a government-wide support committee, improvement of the conditions required to foster marine tourism, such as cruises and yachting; and fostering of secondary/tertiary industrial tourism. Development of tourism infrastructure by laying the basis to support reasonably priced lodging facilities like Good Stay and developing government-wide standards for safe travel, i.e., by publishing Korea Travel Safety Guidelines. Establishment of a futuristic tourism leisure environment by developing tourism leisure cities currently under construction as the center of the regional tourism system, and developing scenery management and intelligent service systems for tourism leisure cities. Development of and support for local specialized tourism resources by developing lodging and experience packages using old houses, main family houses, Confucian temples, and closed schools, supporting the repair of traditional accommodations, expanding regional tourism resources such as the southern shore tourism belt, and supporting rural area tourism resource development projects.

Support for the successful hosting of the 2014 Asian Games in Incheon and the 2018 Olympic and Paralympic Winter Games in Pyeongchang, utilizing the experience of successfully hosting the 1988 Olympics in Seoul and the 2002 FIFA World Cup. Development of international sports professionals equipped with good practical skills and an international sensibility, and support for their international activities in order to strengthen the nations international capability in the sports sector. Globalization of taekwondo by promoting its adoption as an official physical education program in other countries; establishment of a system for appointing taekwondo demonstration groups, support for the provision of taekwondo equipment to developing countries, training/ education, and appointment of masters and taekwondo volunteers.

ENHANCING AND EXPANDING THE OVERSEAS PROMOTION INFRASTRUCTURE


Expanding Korea Culture Centers in step with the expanding popularity of Hangeul and taekwondo, and providing a complex where people can experience Korean culture. Providing accurate information about Korea through various media such as SNS to enhance understanding, and developing and distributing promotional content targeting overseas viewers. MORE CULTURAL EXCHANGE AND INTERNATIONAL COOPERATION PROJECTS FOR WORLD CULTURE
Support for developing countries in culture, tourism, and sports with a two-way exchange to enhance Koreas national status. Emergence as a hub of Eastern and Western civilization by substantializing cultural partnership programs, by pursuing greater involvement in cooperative works such as supporting UNESCOs developing country projects, and by building a cultural cooperation network for the Asian region. Construction of more overseas Korea Centers, expansion of Sejonghakdang in close relationships with local communities, development of dictionaries for foreign students in Mongolian, Vietnamese, and so on. Establishment of a website in preparation for the coming multicultural society and construction of a cultural base that reaches out to the world.

Organization and Functions

HISTORY
The Ministry of Culture, Sports and Tourism was initially launched in its early form on November 4th, 1948 by the National Government Organization Act as the Bureau of Public Information, Cultural Affairs Bureau under the Education Department, and the Tourism Contribution Bureau under the jurisdiction of the Ministry of Transportation, as founded on October 2, 1961. The communications and cultural art divisions were merged, and with that the Ministry of Culture and Public Information was born on July 24, 1968. This measure was reversed on January 3, 1990 as the information division was separated, whereupon the Ministry of Culture was born. Following the revision of the National Government Organization Act on March 6, 1993, the Ministry of Culture and the Ministry of Youth and Sports were merged into the Ministry of Culture and Sports. The Ministry took over the Tourist Bureau from the Ministry of Transportation, and when the peoples government was launched on February 28, 1998, it was reorganized as the Ministry of Culture and Tourism, thereby becoming the core administrative body in charge of culture and tourism-related policies. Further revision was adopted on February 2008, merging the digital content responsibilities once under the management of the Ministry of Information and Communication, and the Government Information Agencys promotional activities became part of the newly-formed Ministry of Culture, Sports and Tourism.
