INTRODUCTION

In the course of concern by the generality of the public over the activities of industry and the objectives of environmental sustainability, the Environmental Management System (EMS) becomes imperative to ensure and guarantee that environmental issues inherent in the proposed project, and activity process of company or businesses are well managed through a well thought model of Environmental Management System (EMS). The EMS model requires that businesses set environmental policy, plan the EMS, implement the plan and evaluate implementation to ensure that businesses are on track with their policy, and plans. The policy, plans and projects that emanate during company EMS development are of significant important to businesses if they are properly designed, and implemented with the understanding of the entire members of staff. It is important to note that EMS is not a constraints to the profit, and productivity of an industry or firm, rather it boost, as well as increase the bottom line of a business organization. EMS is thus as important to organization these days as product quality, investments, costs, and strategic planning to mention but a few. The essence of EMS is to use organization structure, planning, and resources for developing, and maintaining policy for environmental protection. EMS benefits key business areas such as customer, trade, marketing, employees, productivity, insurance, waste disposal, and government. The design and implementation of EMS promote government - industry relationship and speaks to the sense of environmental legislation compliance. The management of BUNKERS PETROLEUM LTD policy on environment particularly work environment is staff oriented. It is protective of the work force including those that are taking for

short term on a project. Insurance policy on staff protection has been major practice in the firm. Its policy on macro environment is environmentalist perspective. Its activities from its policy thrust ensure restoration of environment whenever a project or its activity distort ecosystem. It is therefore a campaigner of environmental restoration upon environmental exploration. Its approach is environmental resources conservative. 1.1 BACKGROUND TO THE E.M.S REPORT

In view of the administrative requirement of Lagos State Ministry of The Environment that E.M.S should be made part of documents for consideration before granting building permit to some project because of their significant environmental importance which cannot be ignored for environmental sustainability purpose, our client BUNKERS PETROLEUM LTD commissioned the firm of PIVOT ENVIRONMENTALS LTD being an environmental management consultancy company to prepare E.M.S on its behalf based on the brief obtained from the management of the BUNKERS PETROLEUM LTD. BUNKERS PETROLEUM LTD is into oil and gas business in Nigeria. It has petroleum filling station across the country and its proposing another sales outlets in Ayobo New Town Scheme in Ipaja area of Lagos State. The proposed petrol filling station has its significant environmental envisaged impacts which will be appropriately addressed by the development of E.M.S. The firm of PIVOT ENVIRONMENTALS LTD having received brief from the management of the BUNKERS PETROLEUM LTD to develop some of the documentations on action plan and gather information necessary for successful E.M.S prepare this report on such understanding. The seventeen (17) requirements of the International Standard Organization (ISO) on E.M.S were used as guide in preparing the E.M.S report for BUNKERS PETROLEUM LTD. The

E.M.S ISO 14001:2004 standard is generally regarded as the seventeen requirements which must be attained as standard for environmental management system. The seventeen standards requirements are stated below. Environmental Policy. Environmental Aspects and Impacts. Legal and Other Requirements. AIM OF THE REPORT.

The aim of writing E.M.S report is to enhance commitment of business organization to environmental issues created by their proposed project and activities processes.

OBJECTIVES OF THE REPORT.

The objectives for achieving the above stated aim are listed below. Businesses are to understand the environmental impacts of various parts of their project proposal and activities processes. Businesses are to provide plans for mitigating and corrective measures on identified environmental impacts areas of their activities. Businesses are to show serious commitment to ensure that all plans generated are implemented and review at regular interval to ensure compliance with set standards and environmental regulations. Businesses are to adopt and apply E.M.S as a business tool for reduction in cost and increase in profit.

ASSUMPTIONS ON E.M.S DEVELOPED FOR BPL.

The E.M.S prepared by PIVOT ENVIRONMENTALS LTD is based on the following assumptions that: Management will be fully committed. Management will provide adequate financial, physical and human resources. Management will set measurable objectives and targets that facilitate continuous improvement. Management will work on the philosophy of continuous improvement. Management will clearly adhere to the environmental compliance requirements as the evaluation will be easier to demonstrate. Management will support the E.M.S system to be successful.

LEGAL AND OTHER REQUIREMENTS.

The legal requirements for preparing this Environmental Management System (EMS) by BUNKERS PETROLEUM LTD could be attached to administrative requirement of Lagos State Ministry of Environment. Also, it is within the overall policy of the BUNKERS PETROLEUM

LTD to adopt and implement the concept of Environmental Management System because of the inherent opportunities it provided for business smooth running.

2.0

NATURE AND ACTIVITIES OF BUNKERS PETROLEUM LTD BUSINESS.

The nature of activities processes of petrol filling station being a commercial outlet requires some fundamental routine activities. They are petroleum products collection through trucks, storing of petroleum products in underground tanks, petroleum products dispensing, lube bay activities for steering alignment, and mini mart products sales. These set of activities will attract both human and vehicle into the project site and there could be some minimal halt to movement on the road during the period of off loading from trucks. This is an event that will be experienced often by the road users and more so the residents of that area. The roads are wide enough and have threshold capacity to accommodate the activities of the petrol filling station within the area more over that the location of the subject site at corner piece is an advantage that could prevent, and forestalls main road blockage in the period of off loading from trucks. However, it is important to emphasis that the management of the petrol filling station adopts an effective, and efficient constant traffic management to prevent the populace from suffering from unnecessary stoppage and delay on the road. The tanks and pipes to be installed for products storage and collection for dispensing respectively must be well coated to prevent petroleum product leakage into the underground. Measure should be put in place to quickly be alerted on the instance of product leakage so as to apply corrective measures immediately. Over 80 percent of its (i.e. petrol filling station) customers are motorist. They come into filling station, parked for few minutes to fill their tanks and drive off. The population contact with this facility is always temporary. The mini-mart within the petrol filling station is also for selling daily needs and lubricants which is patronized by passer bye and inhabitants of the area. Security

measure will be adopted so that the facility will not become the haven of arm robbers which could open the inhabitants and the road users into the risk of insecurity that could lead to loss of life, injury, psychological trauma or panic and pains.

The environmental policy of Bunkers Petroleum Ltd is to "promote healthy micro and macro environment by providing and supporting activities that will not be harmful to environmental health and resources". In view of this, the Bunkers Petroleum Ltd adopts some principles such as; a. Minimization of negative environmental impacts in use and disposal. b. Increasing knowledge of workforce continually on environmental policy through training and education. c. Reduction of waste and consumption level of resources such as materials, energy and fuel among others. d. Involvement of employees and local community in environmental policy development and implementation. 2.2 THE STRUCTURE OF BPL PROJECT DEVELOPMENT.

TRAINING, AWARENESS, AND COMPETENCE

The BUNKERS PETROLEUM LTD has designed a platform that provides an array of regular training for its staff on environmental management. It is therefore required that management staff at the managers level and above attended at least two environmental training programs in a year. The members of staff are expected to localize their knowledge acquired during the trainings among other lower staff to increase the capacity of staff entirely on environment. There is the need to provide a regular and sustainable awareness program for entire staff on environment. This will disseminate new information obtain on best practice, and enable member of staff raise questions that could be bothering them on environmental message.

The link between training, awareness, and competence cannot be over emphasized since training will lead to increasing knowledge as well as capacity of workforce. It will therefore ensure those workforces are aware and capable of their environmental responsibilities. The employees would be encouraged to practice the policy of BUNKERS PETROLEUM LTD on environment. The management of BUNKERS PETROLEUM LTD favors routine information gathering on all activities of the company. EMS has also been included as part of the company's an activity upon which improvement is sought. The improvement envisaged will be relating to corrections obtainable after evaluation of employees performance on their environmental responsibilities. The management expects that workers should demonstrate an improvement in their conducts on environmental issues and responsibilities. COMMUNICATION

The management of BUNKERS PETROLEUM LTD supports the idea of adequately communicating to all stakeholders its environmental findings and also obtaining from the stakeholders the probable environmental findings and also obtaining from the stake holders the probable environmental issues. The technique for designing meeting with the stakeholders is

based on the mathematical formula n (n-1). The n represent number of the identified stakeholders. For example, if there are 5 stakeholders the communication link will be (5(5-1) =20) twenty. This is actually an array of web that will be monitored to ensure that the best is obtained from the entire stakeholders on the environmental issues that bother them and concern the activity of BUNKERS PETROLEUM LTD. The people and organizations whose interest may be positively or negatively impacted by the project have been identified. Their requirements have been verified. 3.0

ENVIRONMENTAL MANAGEMENT SYSTEM PLANNING OF BPL.

The need to prioritize environmental projects of BPL that would be used to address all environmental issues areas based on environmental management objectives of BPL cannot be over emphasized since the projects are drawn from the organization objectives as shown in the previous chart. The environmental task group will use the following two tables as tools for prioritizing projects and selecting the preferred ones. The first table classifies the degree of impact and the period of occurrence, which will help determine priorities for different areas and selecting an appropriate action team. It will support the assessment review by suggesting a sequence of activities to be monitored.
