or the past year, ANHD has been working


with the New York City Council to pass
Intro. 485, The Responsible Banking Act. Our
National Policy Convening, held on November
18, revealed that we are not alone as cities across the
country are pushing similar local responsible banking
legislative campaigns.

Over 130 elected ofcials, policy experts and
community organizers from twelve cities
attended the day-long convening at the New
York University School of Law. Everyone in
attendance came away energized by the days
speakers who talked about their respective cities
ordinance with a sense of promise and urgency.
I just want to thank ANHD and the advocates
in this room, said Council Speaker Christine
Quinn who spoke at the convening. Because
the truth is, were we worried about issues of how
banks interact with our neighborhoods and the
council? Yes. Were we worried about foreclosure,
worried about small businesses? Yes. Had we
really thought about this vehicle, this idea on
our own? No. It came out of collaboration. Te
best ideas come from collaboration.
In addition to Speaker Quinn, ANHD was
thrilled that Council Members Al Vann
and Domenic M. Recchia, the bills two co-
sponsors, along with Council Member Brad
Lander, provided stirring remarks. Council
Member Vann said the Council was looking
at ways for the City of New York to use its
deposits to collaborate with, not confront
the banks doing business with the City. All
four members of the New York City Council
spoke passionately about how many banks have
been failing their communities, small business
owners, and homeowners facing foreclosure.
Indeed, for many years, increasingly large
banks have been unresponsive to meeting
core community credit needs. ANHD
has documented the decreases in lending,
investment and services in our State of Bank
Reinvestment in NYC reports, which are
available at www.anhd.org.
Te day-long conference, jointly organized
by ANHD and the National Community
Reinvestment Coalition (NCRC), gave elected
ofcials, advocates and community organizers
a platform to exchange their achievements,
setbacks and strategies related to creating
and administering local tools to resuscitate
community development, afordable housing,
small business lending and retail banking
services in their communities.
In so doing, the conference made clear that
momentum for municipalities to pass local
versions of the Community Reinvestment Act
is growing not only in NYC, but also in cities
like Boston, Chicago, Los Angeles, Kansas
City, Minneapolis, Pittsburgh, St. Louis, and
San Diego, all of whom were represented at
the convening. Additionally, Oakland, San
Francisco, San Jose, and Seattle are pursuing
this strategy.
We began the process to get our responsible
banking bill passed because we saw the efective
examples of Cleveland and Philadelphia, two
leaders that have laws in place, said ANHD
Executive Director Benjamin Dulchin.
Replicating their models really seemed exciting
to us and it is an honor to have Councilmember
Wilson Goode Jr. from Philadelphia here
today.
Im encouraged when I see so many organizing
eforts here in New York, said Council Member
Richard Alarcon, the lead sponsor of the Los
Angeles ordinance. Id like to thank ANHD
and NCRC in particular because taking this on
at a municipal level is like herding cats. Its one
thing to focus on the federal government but
when you try to do this across the nationI
think we need to be more strategic. We need
to focus on the cities with the most power, the

Councils that are best suited, the need that is
greatest to send the most powerful message.
For the City of Los Angeles, the story of its
responsible banking ordinance began nearly
three years ago after Alarcon introduced the
Responsible Banking Investment Monitoring
Program as a motion into Los Angeless City
Council. It had been dead in the water said
Alarcon, until the Occupy Movement gave it
life again.
Te Occupy LA Movement has defbrillated
the banking responsibility ordinance. It was
they who reignited the fame, because they came
and testifed. Heck, they were right outside the
door as they camped at City Hall. Terefore,
the LA story provides at least one very tangible
example of how the Occupy Movement has had
a positive impact.
For the City of Boston, the political environment
is somewhat more receptive but the path to
passage seems just as steep. Councilor Felix G.
Arroyo, having just received the second largest
number (35,465) of votes during the citys
2011 municipal elections, spoke during the
convening about his citys challenges in passing
the Invest in Boston initiative. Weve had
one hearing on the bill, said Stuart Rosenberg,
Chief of Staf for Councilor Arroyo. During
the hearing, a banking lobbyist said our bill was
a solution looking for a problem. We know
that the industry is going to push back hard.
To gauge the strength of the political support,
the Massachusetts Afordable Housing Alliance
(MAHA) surveyed all 13 candidates for local
ofce. According to MAHA Executive Director
Tomas Callahan, the results seemed favorable.
We conducted a poll among the candidates to
see which were in favor of the idea of an Invest
in Boston. Eight out of the 13 candidates said
they were in favor. Te other 5 didnt respond.
During the convening, Callahan said he didnt
believe the survey set anything in stone, but
does create a solid platform signifcant enough
to steer future candidates and hold accountable
the current roster of ofcials whove expressed
support of the bill.
Speculation on when these local CRA bills will
pass into law is anyones guess. But the growing
momentum supported by organizing eforts
and the Occupy Movement suggest that 2012
may be a breakout year.
Speculating on a timeline for passing the bill
in Boston, Rosenberg says, Were probably
going to see passage of the bill in 2012 and its
frst implementation in 2013. Ditto for Los
Angeles, whose City Council has marked the
end of this year as deadline for moving the bill
signifcantly closer to a full vote.
As for the New York Citys bill, Speaker
Quinn committed to no exact date during the
convening but let the fate of the bill be clear.
One way or another, it [Intro 485] will become
the law of the City of New York very soon.
And as NYC goes, so too may go other
municipalities, as expressed by Alarcon.
I agree if New York passes this ordinance it
will be a powerful message for the entire United
States of America. If Wall Street is burdened
with this banking responsibility I think then all
the ships will follow and hopefully all the ships
will rise.

What is the safest way to keep vermin out of your building? Can it be done without resorting to harmful chemicals? This
workshop brings together leaders in the design and implementation of integrated pest management (IPM) strategies in
affordable housing. IPM is a series of approaches that manage pest damage on households in an economical way, with the
least possible hazard to residents, property, and the environment. IPM aims to utilize common sense strategy without reliance
on harmful chemicals and other potentially unhealthy methods.
The discussion will focus on how affordable housing developers and managers can integrate IPM practices into their
developments to meet the mandatory healthy living environment section's IPM criterion of the Enterprise Green Communities
Criteria, the first national framework for healthy, efficient, environmentally smart affordable homes. Developed by Enterprise
in partnership with some of the nation's leading environmental, public health and green building experts, Green Communities
is designed to help developers, investors, builders and residents make the transition to a greener future for affordable housing.
2011 Enterprise Green Communities mandatory criterion 7.14 - "Integrated Pest Management" requires that
buildings be built to minimize opportunities for pests to enter the building, and to develop an integrated pest management
policy, including resident guidance related to pesticide use, housekeeping, and reporting of pest problems.

NYC Ofce of the Chief Medical Examiner (OCME) has been the recipient of numerous
Federal and State grants which enable us to enhance and maintain our current work in the
interest of criminal justice and public health, and provide us the means to advance science
in pursuit of our goals for the beneft of the public.
Te OCME is seeking the services of a qualifed vendor to provide timely administrative
services in support of grant-funded programs. Te selected vendor will support these
