Child Abuse is quite rampant in our society.

Even a cursory look at our social system reveals the extent and intensity of child abuse in Pakistan. More alarming is the fact that child abuse is not only prevalent but rising despite the fact that Pakistan has ratified the Convention on the Rights of Children (CRC). According to data collected by some Non-Governmental Organizations (NGOs) 679 cases of child sexual abuse was reported in 2002. This number rose to 1,788 (526 boys, 1,262 girls) in 2003. By the year 2007 the number had risen to 2,321 (31% boys, 69% girls). In other words, 3.6 children are being sexually abused daily in Pakistan. It is generally acknowledged that the real number could be much higher because such issues are taboo and not easily reported Child protection is one of the core thematic thrusts of SEHER's mission since its inception in 1998. In the five years, SEHERs interventions addressing Child Protection have become quite diverse encompassing a broad range of issues confronting the children. SEHER launched various programs / projects on child protection and prevention of child abuse. SEHER launched campaigns, training/sensitization workshops, and several related activities all over the province to make prevention andprotection of children a point of attention. SEHER has built several partnerships, alliances, and networks for better implementation, enhanced awareness and capacity building.

Rehabilitation of Children in Conflict With Law Juvenile Justice System Ordinance (JJSO) was promulgated by Government of Pakistan in 2002. All the provincial Governments ratified the ordinance and were supposed to implement it. Though the ordinance was ratified but was not fully implemented, for instance, establishment of Borstal Institutions separate courts for juveniles and/or Remand (s) home was not implemented, thus hindering the full fledge implementation of the JJSO. Similarly in the Reclamation Department, the number of probation and parole officers are neither according to the requirements nor well trained, a pre-requisite for effective implementation of JJSO, capacitated human resource is mandatory in the Reclamation Department. Even the jails continue to exhibit a pathetic picture, not at all conducive for the juvenile prisoners. It has been observed that in most of the cases the stay in jails convert the innocent children into professional criminals. There had absolutely no system for their education, growth and development. Another segment of children who are at the mercy of jail administration are the children who are born in jails due to their mothers imprisonment are at higher risks of becoming criminals Violation of Human/childrens Rights is also visible at state institutions level; lack of proper coordination between different state institutions and centurys old judicial and police/jail systems. Procedures have become tools in violation of Human/Childrens Rights. The ultimate victims of the inefficiency and rottenness of the procedures are the prisoners. Keeping in view all the above situation in view, SEHER has taken a proactive step to improve the juvenile condition and develop a support system at jails in Balochistan by initiating a comprehensive program with the name of Rehabilitation of Children in Conflict with Law, in May 2005 which was further spread to Quetta and Gaddani. Rehabilitation of juvenile is a crucial and complex phenomenon, which needs holistic strategy to achieve the desired results. In this regard following rehabilitative initiatives were taken in the Quetta, Mach and Gaddani Central Jails of Balochistan.

ESTABLISHMENT OF REFORMATORY SCHOOLS


The idea of establishing Jail Reformatory Schools (JRS) is not only a conceptual link with the Borstal Institutional idea but also plays an instrumental role in providing a learning environment for the children, where, they could spend their time in the constructive activities of character building. On the other hand it plays central role in pursuance of other rehabilitation activities with the juveniles. JRS is designed to operate on the pattern of a formal school because it works as an incentive for the juveniles or in other words, apart from their educational qualification, it also provides opportunity of remissions in the short run while be educated and get job opportunities (after release) in the long run. However, there is also none formal education facility in the JRS, but with the strategy to enable them within a year to join the formal education of JRS. Qualitative and quantitative results of the juvenile reformatory schools are remarkable; some of the glimpses are given in the graph.

While on the other hand 342 juveniles- 61 in 2005, 64 in 2006, 60 in 2007 and 124 in 2008 were made literate out of which some were mainstreamed in JRS, while rest were either released or were deported {mooblock=Computer Literacy}Library cum computer labs were established in three focused jails of Balochistan, these Labs were not only constructed but were also furnished with books, computer tables and computers were provided. The objective of setting up these labs was to provide children/juvenile an opportunity to read books to enhance their knowledge and on the other hand they should be computer literate so they could cope up with the emerging needs of computer in the society. Computer literacy proved to be very interesting for juveniles. They have taken very much interest in the computer learning and some of the children excelled in using the computers. In this regard following status of the computer literacy shows the efforts of SEHER

The most important aspect of the computer literacy is its formal examination and certification. Initially SEHER registered itself with Ideal Computer Institute (ICI). ICI visited the jails and conducted formal exams of the juvenile and based on their performance certified them. In 2007 Directorate of Labour and Manpower was mobilized and now they take the examination and issue Diploma Certificates to the successful juveniles.{/mooblock}. {mooblock=English Language Classes}English Language fascinates juvenile, they take very much interest in language class. English language classes not only helped them in their study to understand the syllabusparticularly the subjects, which are in English- easily, but it also gave ample of time to teachers to engage a group of children/juvenile in English language classes and themselves focus other juvenile/children academic classes. One can see a mark difference in the barrack, where some of the children use English language in their routine conversation with each other, while on the other hand they organize debates and speak in English in those debates. {/mooblock}. {mooblock=Religious Teachings} Every religion believes in morality, peace and social harmony. In juvenile barracks the most critical area was to ensure the protection of younger children who were either younger in age or physically small. Once the barracks were closed at 5:00 PM, these young juveniles were at the disposal of the older and strong juveniles, one thing

that could work was to internalize and enhance the morality within. Islam has powerful concepts of morality mainly Islam has two pillars Haqooq-u-llah - Rights of GOD and Haqooq-u-llhebad - Rights of Human Beings. Islam very clearly stress on later one. SEHERs religious teachings to the juvenile were designed on these principals. SEHER, very strategically, wanted to use the religious teachings in streamlining and internalizing morality among the juveniles. SEHER had hired well qualified religious teachers, who have a clear since of objectivity of teaching these juveniles and there was a visible change in the behaviour and attitudes of juveniles. Well thought and designed teaching also proved to be good strategy, which ensure the protection of younger children who were either younger in age or physically small. {mooblock=Skill Development}Juveniles are more vulnerable due to their financial dependency on adults. This dependency leads them towards violation of laws and, in most cases, causes sexual abuse. The sole aim of the skill development is to equip the juveniles with the skill that should have a market demand and could be learned within the short span of time, while it should neither require big financial capital nor expensive infrastructure to be started after their release. It was expected to considerably decrease their financial dependency and indirectly strike on the level of their vulnerability. Having explored the juveniles interest and seeking the permission of the jail authorities SEHER very consciously confines itself to only those skill which does not require much capital and huge and expensive infrastructure to be started. Because after their release they (juvenile) may not be in position to start any self employment, hence SEHER is continuously providing the following skill training to the juvenile in Quetta, Mach and Gaddani Jails. {/mooblock} {mooblock=Tailoring}Tailoring has an enormous scope for a dazzling future in terms of earning. It ensures the future security as one can begin this business within his house. Juveniles are enrolled according to their interests in Tailoring and learn Pressing, Cutting, Sewing and Stitching etc in all three (Quetta, Mach and Gaddani) jails of Balochistan. Regular tailoring classes are there in all the three jails where expert tailors not only teaches them but do the practical demonstration and excessive practice by juvenile on daily bases so they could deeply understand the lesson and refine their skills and techniques of pressing, cutting, sewing and stitching. On top of all this now there are some juvenile who have completely learn tailoring and they stitches the cloths of other juvenile in the barracks. {/mooblock} {mooblock=Calligraphy} Calligraphy is both a means of communication and a venerated form of art. It describes the beauty of thoughts and also a helpful source of income. Calligraphy is also a skill which requires no intensive financial capital or infrastructure; apart from this, it can be started anywhere, even on street. Calligraphy has tremendous potential in Quetta city, because the city has very limited number of calligraphers, those juvenile who will have this skill will be very easily rehabilitated. Therefore, those juveniles who had tendency towards artistic skill were facilitated to learn calligraphy, which could fulfil their intellectual trust and prove to be means of earning. SEHER does not only provide the colour, brushes, banner cloths and other relevant material but also provide its own banners of different programs/events to be written by these juveniles and pay them on market rates.{/mooblock} {showhide title="Beadwork" template="strong" changetitle="CLICK HERE TO CLOSE..." mousetitleistitle=true closeonclick=true titleasspan=true}Bead work is another interesting and magnificent art. Its such a refine work; people love to have bead work items with them and in their homes. Items are really expensive, yet people buy them. One can assess the demand by the fact that a pistol holster costs Rs 4400 and shoe upper Rs. 1000. Skill is very limited exists in some of the adult prisoners; SEHER hires them to train the juvenile. Many of the Mach, Quetta and Gaddani Jails Juvenile prisoners have learnt beadwork and now that are making upper of the shoe, key chains, bracelets, mobile covers, rosaries (Tasbeehs) and other beautiful items. These items are also displayed in different occasions for the promotion of handmade items by juveniles. SEHER does not only provide training and raw material of the beads to the juvenile, but also amount generated by selling the item in market and/or events.{/showhide} {mooblock=Trigger Title (used to trigger the slide)}{showhide title="Paper Mache" template="strong" changetitle="CLICK HERE TO CLOSE..." mousetitleistitle=true closeonclick=true titleasspan=true}Paper Mache is an income generating art to some extent, but actually is a more interesting part time hobby. Although juvenile are kept engage in the day through various rehabilitation activities by SEHER, but in the evening they have lot of time and in the absence of any productive activity they fight, abuse and mistreat each other, hence SEHER has introduced different activities for their evening engagement, one of them activities is Paper Mache. Trainings are given to the juveniles of Quetta and Mach jails whereas 70 juveniles of Quetta and 68 juveniles of Mach Jail got trained in making various gorgeous items like vegetables, masks, fruits, plates, bowls and cups etc. On one hand juvenile really enjoyed it on the other hand they got verities of decoration peaces for their own barracks{/showhide}

Candles, particularly fancy candles have huge market in Quetta City, because it is always import from other cities. This skill will give a very easy access to the market to juvenile, provided they pursue it as career. One of the important aspects in this skill is that its very easy to learn and teach. Juvenile may also replicate it to their siblings at home and start it as family business. Qualified trainers are mobilised to the jails to impart the required training to the juveniles. In this regard juvenile of the Quetta and Mach jails of are provided candle making training, altogether 180 juvenile of Quetta and Mach are trained up till now. Following status may show extend and intensity of the Skill Development initiatives and efforts carried out with juveniles in all three targeted jails of Balochistan

Psychotherapeutic Services

One can understand the importance of the psychotherapeutic service by the fact that in the initial stage of the juvenile rehabilitation program in April 2005. Only 2 juvenile out of 73 were willing to immerse in the rehabilitation program in Mach Jail. SEHER started the program with that 2 juvenile and continuously did the group and individual psychotherapeutic sessions and exercises, in three months span all 73 (100 %) juvenile become part of the Juvenile rehabilitation activities and not enjoyed verities of services and activities, but made the program one and the only successful program of the history of the province.
Juveniles in jail come from varying backgrounds. Their apparent behaviour and/or viewing the things in some specific way are absolutely dependent on their background, early childhood education and environment in which s/he grew up. The same incident may heart one severely and other with no feeling. One may develop deviant thought other may not take notice of it. They commit crime accidentally, by chance or intentionally, but pursuance of cases in the hectic procedures of court in addition with the harsh attitude of jail authorities creates myriads of psychological problems. The juveniles fall victim to stress, tension and depression which create deviant and revenging thoughts in juveniles. The unpromising atmosphere of the jail ultimately results in distortion of their

minds with notable inclination towards crime. This was the area that needed the most immediate attention. In order to meet psychotherapeutic needs of the juvenile prisoners services of psychologist were acquired, who helped a great number of children to deal with their mental stress. The psychotherapeutic service to the children could be divided in to two categories i.e. Individual sessions and Group session. Each and every juvenile is facing the psychological problem in jails in a one way or the other. They might not be developing deviant though, plans for revenge and/or harming their inmate fellows but yet ignored their own betterment, becoming part of the rehabilitation activities or in other words become indifferent and harming her/himself, hence needs Group sessions were such juvenile are went through various psychological sessions and exercises. While those juveniles who develops deviant thoughts, plans of revenge, harming her/his inmate felloes even making hurdles for others to be away from the rehabilitation activities are focused individual because these are seriously ill and need special sessions, exercises and focus. During the period hundreds of Group and individual sessions are held and its results are unbelievable.

Recreational Activities
It is the foremost right of all children to express their viewpoints and have access to educational and health facilities. Since, they are in the primary age of adolescents; they tend to release their energy in one way or the other. It was found instrumental to keep them busy in variety of recreational activities that helped to prevent the juveniles from deviant thoughts, conflicts and unnecessary groupings. The Juvenile prisoners in all three targeted jails of Balochsitan have been provided access to the thrilling games of Carom Board, Chess, Ludo and Cards, in addition to installation of a volley ball net, badminton and table tennis. The juveniles spend their leisure time productively.

Legal Empowerment
In current rotten system either due to of lack of resources or lack of proper guidance juvenile get deprived of legal support and spend years in the jail. It is the right of every juvenile to have proper legal assistance for their cases. In this regard the following services are provided to the juvenile by dedicated lawyers in all three jails.

Legal Education
Every juvenile is guided about the basic rule of law and further processes of their cases. It helps them out in knowing the duration of their cases and after conviction application procedures.

Legal Aid
Legal aid is the right of every juvenile and the child who cannot afford the fee and other expenses of their cases are facilitated through free legal aid.

Establishment of a Library and a computer lab


A highly sophisticated computer lab and a library enriched with the books of general interests have been established to equip the children with basic education of computer literacy and enhance their interest of book reading. This service is available at immediate bases and huge number of juvenile have benefited from it.

Referral & Vagrancy act cases


SEHER believes in synergetic efforts, avoid and discourage overlapping of resources and efforts. In this regard SEHER has developed a formal understanding with CRSs Information, Legal Aid Centres (ILAC) project, which extends its legal support to Afghan refugees. SEHER and ILAC mutually agreed that either in jails and judicial lock ups or in police stations. Afghani would be referred to ILAC by SEHER, while in case of Pakistani ILAC would refer it to SEHER. Most of the Afghani children either land in the jail due to charges of Border pass (foreigner Act) or due to vagrancy act reaches to police stations. Both SEHER and ILAC referred huge number of cases to each other for the legal support.

Reconciliation
Reconciliation is unique in method. SEHER learn it by doing, in due course of action SEHER learn that in some cases the parents and/or guidance of any juvenile uses the tribal way of apology, calls (Jigra/Mehrr) to the effected party and in most of the cases effected party forgive the juvenile for his deed. Under the law if both the parties compromises, court may take its verdict and release the prisoner/juvenile provided both parties physically present in the court and submit their compromise in written. SEHER learnt that in most of the cases juvenile family and effected have compromised in the result of their traditional method (Jirga/Mehrr) but they are unaware of the legal requirements and procedures, in result even after the compromise juvenile spends his days and nights in the jail. SEHER has started a process of reconciliation and facilitated such cases and presented such compromises and both parties in the court and released number of juvenile.

Remissions:
Remission is one of the legal right of each prisoner, irrespective of their gender, language, religion, locality and profession (it does not apply on NAB and some other dangerous cases). Government functionaries by law has their discretion power for giving remission in case prisoners conduct is up to the mark, performed social service in hand political leadership can also give remissions to the prisoners on national event independence day, religious ceremonies (Eid etc). SEHER very strategically uses these options so that the juveniles could get more and more remissions, which on one hand decreases their sentence period and on the other hand it plays a role of incentive for juvenile to take interest in the rehabilitation efforts. SEHER facilitates the juveniles in preparing program (speeches, skits, songs, quizzes) on important days (independence day, world day for prevention of child abuse, Eids etc) in which ensures the participation of Home Secretary/Inspector General prisons, superintendent so they could announce remission for juvenile. On the other hand facilitate juvenile in appearing in Board exams to have remission. The efforts, intensity and level of benefit juveniles has received through legal empowerment can be understood through following status:

Reclamation Department has very crucial role in juvenile justice system, unfortunately Reclamation Department in Balochistan is not playing its due role, partly due to very less number of staff (payroll and probation officer) and due to lack of required logistic support and partly due to their own disinterest, indifference and lack of accountability system. SEHER also organized series of orientation for them and made them part of the jail staff, jail staff and juveniles combine training so they could be also refunctionalized. The effort and intensity of the training could be understood through the following:

SEHER also conducted training on CRC, JJSO, Jail Manual, Police order 2001. Orientation on Minimum standards for prisoners for all the 11 jails staff and at the provincial level, so they could understand the concept of imprisonment, prisoners rights and their role as mentor to help the prisoners to be good citizen after their release. In due course of action, altogether 297 police, 139 jail staff, 25 officers from the Ministry of Law Justice and Human Rights and pay roll and probation officers were trained.

Capacity Building First time in the history of province from training workshop, as one can held outside the jail were held and the participants were prisoners/juvenile and the authority, but they were equal partner in all sphere of workshop.
SEHER has a component of capacity building with objective of ensuring juveniles rights and implementation of Juvenile Justice System Ordinance. Under this component both the juvenile prisoners and the jail authorities were made aware of their rights. Moreover, trainings were conducted to highlight the concept of rights, CRC, Parole and probation and JJSO. These trainings on one hand enhanced the knowledge of the juveniles as well as the jail staff on childrens right, mechanism and concepts of treating the miners, juvenile justice system ordinance and jail manuals, on the other hand it also played a role in breaking the dominance-dependence relation between the juvenile and the jail staff it

created a learning environment for both juvenile and the jail staff instead of the juvenile being treated as an abject and down trodden.

Based on SEHER very inspiring work, Chief justice Balochistan High Court nominated SEHER for the committee formed jail improvement. o The DIG (prisons) requested SEHER to make CRC, JJSO and Jail manual part of the syllabus and to teach it to the jail staff on regular basis. o As part of SEHERs Campaign against Child Abuse, taken aback by emotionally charged speeches by juveniles demanding why they were being handcuffed during court appearances, despite JJSOs provision to the contrary, the DIG (Prisons) ordered his staff not to do so in the future. o During a visit by Mr. Ansar Burni, The Federal Minister for Human Rights announced that a separate vehicle will be provided to take the juveniles to court for hearing. o The Federal Minister for Sports and Youth Affairs, Mr. Sikandar Jogezai announced recreational items worth of Rs. 50000 for the juveniles and requested SEHER to suggest what items were required and send a request to his office. o 71 juvenile prisoners in Mach and 37 in Quetta jail provided with Formal Education o Legal aid/education/advice: Three juvenile prisoners, under death sentence, were provided free legal aid and the verdict was reversed. o Psychotherapeutic services o Vocational skills training: Tailoring, Calligraphy, Beadwork, Paper Mache, Candle Making o Computer Literacy: 17 Juveniles learnt word, excel and PowerPoint programs o English language literacy: 11 children became fluent in spoken English o Recreational facilities: Physical Exercise, Volleyball, Table Tennis, Badminton, Chess, Ludo and Carom Board o Preparation for Board Examinations: 3 for Matriculation, 2 for FA, 2 for BA, and 1 for MA. o 24 juveniles learnt tailoring, out of which 4 are experts/Masters o Religious teaching: 21 juveniles learnt Qirat, 5 became Hafiz-Quran and one can cite 22 Siparas o Dispute Settlement and Reconciliation of 5 juveniles
