REVISED PROJECT REPORT FOR BORDER FENCING

1 Name of the Project:

Provision of power supply to the fence laid by Army at Actual Line of Control from Meenka (sunderbani) to Talao(Keri)

2 Necessity of Project:

The army authorities have invited the proposal for providing power to their security lights on LOC for Surveillance purposes presently being fed through DG sets to cut down their recurring operational costs.

3 Scope of project: a c HT line on ST poles 9m pole using 30mm ACSR LT line 1-phase 3 wire on ST poles 8m/pole using 30mm ACSR: e 75 KVA, single phase transformers (Sub stations) pole mounted g Automatic change over switch 200A, double pole type

50.00 km( for ckt 1, ckt 2 and for extn, of 75 KVA S/Stn) 53.00 km( for providing power supply to forward posts and local loads) 30 Nos (11/0.250KV) for fence lighting and its energisation, including power to forward posts and local loads. 36 Nos for change over power from DG set and transformers during power failure and its restoration.

789.36 lacs

6 Cost data:

The cost of project works out at Rs 789.36 lacs after adding a provision of 34% escalation on cost data as per the analysis annexed.

7 Time of completion

One year from the date of provision of funds and subjected to the availability of key material from Electric Central Store Division Jammu.

8 Report:

A joint survey has been conducted by the staff of M&RE Sub Div Sunderbani and Maj Alex Paul Thomus on 23rd, 24th and 29th of April 2009 for reframing project report for providing power supply to lighting system along the fence from Meenka (sunderbani) to Talao(Keri) and power to forward posts in the area between fence and LOC. Army authorities have already installed 36 Nos,30KVA single phase DG sets at 18 different locations along and near the fence and are using DG set power to energize fence lights using twin core LT cable. In addition to fence lighting, power is to be provided through distribution system to forward posts as well as to local loads near DG set locations. 18 No single phase composite unit of 75 KVA, 11/0.250KV transformers associated with LT panels (completely self protected) are proposed to be installed, each will cater for 2 No of DG sets at each location for fence lighting with the provision of auto transfer switch (ATS) which will switch over to DG power in case of power failure and vice versa. This has been decided in the meeting held at the office of the Chief Engineer, M&RE wing Jammu on 19th August, 2009. Minutes of the meeting between BRIG ARUN MEHTA, SM, CE 16 CORPS and SHRI AJAY GUPTA, CE, M&RE, JAMMU is enclosed and it is reflected at para 3 (f) in the minutes copy In addition, 12 No 11/0.250KV, 75 KVA distribution transformers are proposed for providing power to forward posts and local loads using 1 phase 3 wire LT line. This is as per joint decision taken in the meeting and reflected in the para 3 (g) in the minutes copy. Decision for installing composite unit with all the built in protections on HT and LT side was stressed because of the advantage of requiring lesser maintenance especially when installed at remote areas. The load of HV side shall be distributed by providing HT line with phases in cyclic manner and shall also take care of the voltage drop in sub transmission.

For the above purpose, two nos of independent feeders are proposed from 33/11 KV, 2 x 1.6 MVA R/Stn proposed near Jhulla Bridge, one feeder from Jhulla to Meenka through Katao temple and 2nd from Jhulla to Talao (Keri) through Katao temple. The sub transmission work shall be under taken by Sub Transmission Div IV Kalakote for which a separate project report has been proposed by them. In phase I of the project, 53.2 lacs were utilized for procurement of 300 no of 9.0 ST poles for errection of HT line along with some allied material. The estimated cost of the project for phase IInd is Rs 736.16 lacs for the said project. In addition to this, Rs 53.2 lacs are to be allotted for separate bay at132/33KV, Siot Grid Station which is being reflected in project report for creation of receiving station at jhulla submitted by Sub Transmission Division Kalakote. This makes net project cost of Rs 789.36 lacs
